Currently the traffic on the highway is getting crowded, because it filled with so many four-wheeled vehicles. To reduce congestion at the highway then be made to the motorway. But the government's efforts to maximize the use of toll roads to minimize congestion in fact, has not run optimally for payments using the system to pay cash (cash) is less effective. In 2017 PT. Margatama image Surabaya implement E-Toll at the toll booth Waru - Juanda. To find out how the effectiveness of the use of E-Toll system was conducted research to analyze traffic toll gate delay time with the e-toll system on toll roads hibiscus - juanda. Collecting data in this study conducted on Friday at 4:00 p.m. to 20:00 pm and is located at the toll gate Menanggal. The variables used were manual payment system / cash and payment systems using E-toll by noting the number of vehicles entering the toll gate along with the time needed to conduct transactions at toll booths. From the research conducted, the average time delay that is required at the time for using the E-Toll Card was 13.6 seconds / transaction so that they result in queues at toll gates. From these results it can be concluded that the use of E-Toll card is still not effective in reducing congestion at toll booths. 1 Lomonosov Moscow State University, Moscow, Russia The presented research reveals an approach to the construction of a legal mechanism for the functioning of payment systems. The proposed approach is based on the application of the principles of legal regulation. The purpose of a work is to determine the existing legal mechanism for the functioning of payment systems, identify its drawbacks and propose a new approach to legal regulation to ensure the proper functioning of payment systems. The proposed approach to legal regulation takes into account the specifics of the functioning of payment systems, which consists in the presence of three elements in its activities: institutional, procedural and organizational. These elements reflect the subject structure of the payment system, the process of providing money transfer services by them, and the ways in which payment system entities interact during providing payment services. Each of the elements must be defined within the legal framework of the payment system to ensure its proper functioning. The proposed principles of legal regulation take into account the features of these elements, in particular, the principles are classified into three groups, depending on the element they affect. The paper describes ways to implement the principles in the legal mechanism: the possibility of their direct application, depending on the type of significance of the payment system, is analyzed. It is also concluded that the implementation of the principles in the legal mechanism will reduce the regulatory burden on payment systems by using an approach depending on the level of significance of the payment system. The paper defines the role of the principles, which is that the principles allow to eliminate the legal gaps in the legislation on the national payment system, and prevent the emergence of new gaps.

The article discusses the features of the functioning of national payment systems of the countries of the Shanghai Cooperation Organization (SCO). The specifics of the payment systems of the SCO countries are revealed, the emphasis is placed on their regional features. The role of central banks in ensuring the stable and safe functioning of national payment systems is highlighted. The importance of the supervisory function of central banks in order to control the payment system operators of the SCO countries is emphasized. Forecasts of the development of remote and digital technologies in the payment sector are given taking into account the influence of a new external factor (pandemic).

The growing number of vehicle in each year resulting an inevitable congestion, one of them is jamming vehicle transaction in Tembalang toll gate. This condition can cause dissatisfaction to the toll road users in obtaining services. It is need to be specified the appropriate queue system model to the conditions of service in Tembalang toll gate. So it can be determined the number of booth service is working optimally. Based on the data analysis obtained from the Arena software, the queue system model that can describe the conditions of service at Tembalang toll gates with data total- time, time-total, and time-time the direction of Srondol-Jatingaleh at the regular toll booth is (Norm/G/2):(GD/∞/∞), (G/Norm/2): (GD/∞/∞), (G/G/2): (GD/∞/∞) and at the automatic toll booth is (G/Tria/3): (GD/∞/∞), (Tria/G/3): (GD/∞/∞), (G/G/3): (GD/∞/∞) while with the direction of Jatingaleh-Srondol at the regular toll booth is (Norm/G/3): (GD/∞/∞), (G/Norm/3): (GD/∞/∞), (G/G/3): (GD/∞/∞) and (G/Tria/2): (GD/∞/∞),  (Tria/G/2): (GD/∞/∞), (G/G/2): (GD/∞/∞) at automatic toll booth.

One of the main shortcomings in a field effect diode (FED) is its scaling. Use of an oxide layer in the channel is proposed to enhance the control of the gate on the channel carriers. This is the so-called silicon on raised insulator FED (SORI-FFD) structure. The Shockley–Read–Hall (SRH) mechanism is one of the main components of leakage current in FED devices. The potential induced by the gates in the OFF-state of a SORI-FFD, is larger than that induced by the gates of a regular FED. This reduces, SRH recombination rate. Hence, OFF-state characteristics of the SORI-FED device improves. We evaluate the impact of band-to-band tunneling (BTBT) on the electrical characteristics of Modified FED (M-FED).We show that for channel lengths of 35 nm and lower this device does not turn off. While, the proposed structure makes device channel length scaling possible down to 15 nm. We will also compare electrical characteristics of SORI-FED and M-FED using three metrics: gate delay time versus channel length, gate delay time versus I ON /I OFF ratio and energy-delay product versus channel length. Benchmarking results show the proposed FED structure provides improvement in I ON /I OFF ratio and holds promise for future logic transistor applications.

Recently, we present a novel Mastrovito form of nonrecursive Karatsuba multiplier for all trinomials. Specifically, we found that related Mastrovito matrix is very simple for equally spaced trinomial (EST) combined with classic Karatsuba algorithm (KA), which leads to a highly efficient Karatsuba multiplier. In this paper, we consider a new special class of irreducible trinomial, namely, xm+xm/3+1. Based on a three-term KA and shifted polynomial basis (SPB), a novel bit-parallel multiplier is derived with better space and time complexity. As a main contribution, the proposed multiplier costs about 2/3 circuit gates of the fastest multipliers, while its time delay matches our former result. To the best of our knowledge, this is the first time that the space complexity bound is reached without increasing the gate delay.

The evolution of modern mobile devices towards novel Radio Frequency (RF) capabilities, such as Near Field Communication, leads to a potential for delivering innovative mobile services, which is still partially unexplored. Mobile proximity payment systems are going to enhance the daily shopping experience, but the access to payment security resources of a mobile device (e.g. the “Secure Element”) by third party applications is still blocked by smartphone and Operating System manufacturers. In this paper, the IDA-Pay system is presented, an innovative and secure NFC micro-payment system based on Peer-to-Peer NFC operating mode for Android mobile phones. It allows to deliver mobile-to-POS micro-payment services, bypassing the need for special hardware. A validation scenario and a system evaluation are also reported to demonstrate the system effectiveness and performance.

ABSTRAKSalah satu faktor penyebab kecelakaan yang signifikan adalah tidak sesuainya kecepatan kendaraan dengan kondisi jalan, lingkungan dan kegiatan, dalam hal ini adalah kecepatan yang terlalu tinggi. Jalan tol/jalan bebas hambatan merupakan salah satu jalan yang berpotensi memiliki banyak pelanggaran dalam kecepatan kendaraan. Batasan kecepatan jalan tol telah di atur dalam PM Hub 111/2015 yaitu 40 km/jam untuk tol dalam kota dan 60 km/jam - 100 km/jam untuk tol luar kota. Untuk memastikan kecepatan rata-rata kendaraan dan menentukan tingkat pelanggaran kendaraan yang melintasi ruas jalan tol Cipularang maka penelitian menggunakan metode pengumpulan data primer/pengamatan secara langsung. Hasil analisis secara keseluruhan didapatkan bahwa rata-rata kecepatan kendaraan mobil penumpang sebesar 88 km/jam, truk 62 km/jam dan bus 72 km/jam dengan persentasi kecepatan rata-rata untuk mobil penumpang, truk dan bus berturut-turut sebesar 43%, 5% dan 22%. Hal ini menunjukan terdapat pelanggaran batas kecepatan maksimum untuk kendaraan mobil penumpang dengan prosentase yang tinggi (lebih dari 30%) atau kecepatan rata-rata lebih dari 80 km/jam.Kata kunci: kecelakaan, batas kecepatan, jalan tol ABSTRACTOne factors of a significant accident is not according to the speed of the vehicle with the environment, environment and activities, in this case the speed is too high. Toll road / freeway is one of the roads that has many roads in the vehicle. The toll road speed limit has been set in PM Hub 111/2015, which is 40 km/hour  for city tolls and 60 km/hour  100 km/hour for out-of-city toll roads. To determine the average speed of a vehicle and determine the level of the vehicle passing through the Cipularang toll road, the study uses the primary data / direct search method. The overall analysis results are obtained that the average speed of passenger car vehicles is 88 km/hour, trucks 62 km/hour and buses 72 km/hour with the percentage of average speed for passenger cars, trucks and buses being helped-along by 43%, 5% and 22%. This shows the maximum speed limit for passenger car vehicles with a higher percentage (more than 30%) or an average speed of more than 80 km/hour.Keywords: accidents, speed limits, toll roads

Most studies assume that road development will improve the economy in the region, as reflected by an increase in Gross Domestic Product (GDP). However, GDP is macro in nature and tends to be biased if we ask who benefits from its increase. To identify whether road development has a positive correlation with the improvement of local economy, hence this study was conducted in a micro context by taking the development of the Soroja Toll Road in Indonesia as a case study. With a length of 10.57 km, connecting Bandung Regency and Bandung City, the newly constructed Soroja Toll Road has a strategic function in supporting activities in the Bandung Metropolitan Area (BMA) and is predicted giving implication on increasing Small and Medium Enterprises (SMEs) profit surrounding its corridor. However, a toll road cannot entirely be seen as a public goods, because not all people have access to this type of infrastructure. Only the users of four-wheeled vehicles and those who can afford to pay the toll charge can access the toll road. This study was aimed at identifying the correlation between the developments of the Soroja Toll Road with the improvement of local economy (SMEs) in its surrounding areas. Based on the analysis result, this study indicates that the presence of the Soroja Toll Road had a bigger positive correlation with the increased profit of medium-sized industries than small-sized industries due to their ability to capture a broader market.
