Several structural and non-structural measures and approaches have been implemented by the Malaysian government in order to overcome and alleviate the flood disaster. To date, Education, Partnership and Research have been identified as crucial components in forming an effective Flood Management system in Malaysia. This argument has been supported by many public and private institutions worldwide. As such, the standards and plans can be developed and implemented at district, state and federal levels. The spirits of Hyogo and Sendai were used as the guiding principles. Semi-structured interviews with several responding agencies were conducted for data collection. The findings indicated that less emphasis was given to the roles of components such as Education, Partnership and Research in Flood Management. The aim of this paper is to propose an integrated system for storing, disseminating and analyzing information pertaining to Education, Partnership and Research.

This paper aims to describe the perceptions of undergraduate female students from public and private institutions about distance education during confinement due to COVID-19 in three cities in the state of Yucatan. The methodology used was mixed research methods, based on semi- structured interviews and data analysis from national and international sources. Among the findings the challenges of both groups of students in the implementation of online education during the first months of the pandemic in 2020 were recorded. This paper's distinctiveness is that it contributes to research on the advancement of girls’ education, through the collection of primary information, in order to make suggestions that allow them to continue in the national educational system.

During the annual monsoon season, Malaysia is often affected severely by floods as a result of heavy rainfall and poor irrigation. Every year, thousands of people have to be relocated and be evacuated from their homes. Thus, this research is aimed to look at two central aspects of disaster management in the context of flood disaster management in Kuantan, Pahang. Using a mixed-method approach, first, the effectiveness of communication mechanisms in the case of floods is investigated with quantitative analysis using descriptive design. Secondly, this research takes a closer look at the underlying logistical framework found in flood disaster contexts and identifies its critical success factors. For this, a qualitative research approach is taken. Using thematic analysis, in-depth semi-structured interviews are analyzed to arrive at conclusions regarding the critical success factors. Investigating in the effectiveness of disaster communication, it has become apparent that communication between authorities, agencies, non-government organizations or NGOs and flood victims are still in need of improvement, as the suggestions made by participants of the study suggests, both in regard to emergency updates as well as to heightening community awareness on the right actions to take in preparation of upcoming floods. The critical success factors for humanitarian response in the case of flood management include coordination, communication, knowledge, and preparedness. In it crucial to safeguard communities, thus, the unambiguous and clear standard of procedures or SOPs need to be in place at the integrated agencies for them to be understood and known by the individuals who execute them.

Green infrastructure (GI) plays a fundamental role in achieving urban pluvial flood management, mitigating urban heat island effect, and improving living suitability. Residents’ participation is the main driving force of GI implementation. Based on semi-structured interviews, GIS spatial analysis, and multiple regression, we investigated residents’ willingness to participate in the implementation of GI in public and private space and identified the influence factors in Shanghai, China. The results show that, compared with private space, residents prefer to implement GI in public space, where they have different preferences of GI measures. On urban scale, residents’ willingness to participate in the implementation of GI in private space is characterized as “high in the inner city, low in the suburban areas”, while the spatial difference is insignificant for public space. In addition, the factors affecting residents’ willingness to participate in the implementation of GI are different in private and public space. The deterministic factors of GI participation are gender, education level, and floor for private space, while only include building age for public space, in addition to the common factors of free time, cognition of GI, perception of pluvial flood risk, supportive factors, and environment-improving factors that can influence both private and public space GI participation. Our analysis therefore provides valuable information for policymakers concerning nature-based solutions to climate change adaptation and urban sustainability.

The research focuses on the flooding event in Melaka. Flooding has been occurring so frequently in Melaka that assessing the management and preparation for flooding needs to be undertaken. Alor Gajah, Melaka has been selected as a case study because frequent flooding events in the district affected many people. Using FGD as a data collection method, the result showed there is no management structure of flooding events beyond the district level and a proper training for the community is required before the structure can be developed. The original hierarchy and functions under Directive 20 should be maintained. This research suggested a proper institutionalisation of flood management and flood rehabilitation structure for Alor Gajah's district.

In this work, we present a diagnostic analysis of strengths, weaknesses, opportunities and threats (SWOT) of the current state of Bioinformatics in Mexico. We conducted semi-structured interviews among researchers and academics with key expertise in this field, identified by bibliometric analyses and qualitative sampling techniques. Additionally, an online survey was conducted reaching a higher number of respondents. Among the relevant findings of our study, the lack of specialized human resources and technological infrastructure stood out, along with deficiencies in the number and quality of academic programs, scarce public investment and a weak relationship between public and private institutions. However, there are great opportunities for developing a national Bioinformatics to support different economic sectors. In our opinion, this work could be useful to favor a comprehensive network among Mexican researchers, in order to lay the foundations of a national strategy towards a well designed public policy.

Penelitian ini dilakukan untuk mengentahui tugas pokok Bidang Kaderisasi DPW PKS Jawa Barat, untuk mengetahui proses tahapan dan sistem model kaderisasi PKS yang marhalah (berjenjang), untuk mengetahui dan mendapatkan data dalam memebentuk kader pemimpin Islami Bidang Kaderisasi DPW PKS Jawa Barat. Metode yang digunakan dalam penelitian ini ialah deskrptif kualitatif dengan tekinik pengeumpulan data berupa wawancara terstrurktur, observasi, dan studi dokumentasi.. Hasil dari penelitian ini menunjukan bahwa model kaderisi dalam menciptakan pemimpin Islami melalui tahapan-tahapan pembinaan kader yang marhalah (berjenjang). Yaitu, Pertama, ta’lim proses pembelajaran yang mana bertujuan para kader diberikan kurikulum kaderisiasi partai. Kedua, Tandzhim yang mana setelah pembelajaran diharapkan para kader dapat mengasah dan mengimplementasikan hasil kurikulum kaderisasi. Ketiga, taqwin para kader harus dapat menginternalisasi ajaran Islam dalam partai maupun kehidupan berbangsa dan bernegara. This research was conducted to identify the main tasks of the West Java PKS DPW Cadre Field Division, to find out the stages and stages of the PKS cadre model model that is marhalah (tiered), to find out and obtain data in forming the Islamic leaders cadre of the West Java PKW DPW Cadre. The method used in this study is a qualitative descriptive with data collection techniques in the form of structured interviews, observations, and documentation studies. The results of this study indicate that the cadre model in creating Islamic leaders through the stages of training cadres who are marhalah (tiered). That is, First, ta'lim the learning process in which the cadres aim to be given a party cadre curriculum. Second, Tandzhim which after learning is expected that the cadres can hone and implement the results of the regeneration curriculum. Third, taqwin of cadres must be able to internalize the teachings of Islam in the party and the life of the nation and state.

The Coastal Protection and Restoration Authority (CPRA) of Louisiana was created after the devastating hurricanes of 2005 (Katrina and Rita) and is responsible for planning and implementing projects that will either reduce storm-induced losses (protection) or restore coastal ecosystems that have been lost or are in danger of being lost (restoration). The first task of the CPRA board was to develop Louisiana’s first Coastal Master Plan (CPRA 2007), which formally integrates and guides the protection and restoration of Louisiana’s coast. The System-Wide Assessment and Monitoring Program (SWAMP) was subsequently developed as a long-term monitoring program to ensure that a comprehensive network of coastal data collection activities is in place to support the planning, development, implementation, and adaptive management of the protection and restoration program and projects within coastal Louisiana. SWAMP includes both natural-system and human-system components and also incorporates the previously-developed Coastwide Reference Monitoring System (CRMS), the Barrier Island Comprehensive Monitoring (BICM) program, and fisheries data collected by the Louisiana Department of Wildlife and Fisheries (LDWF) in addition to other aspects of system dynamics, including offshore and inland water-body boundary conditions, water quality, risk status, and protection performance, which have historically not been the subject of CPRA-coordinated monitoring. This program further facilitates the integration of project-specific data needs into a larger, system-level design framework. Monitoring and operation of restoration and protection projects will be nested within a larger hydrologic basin-wide and coast-wide SWAMP framework and will allow informed decisions to be made with an understanding of system conditions and dynamics at multiple scales. This paper also provides an update on the implementation of various components of SWAMP in Coastal Louisiana, which began as a Barataria Basin pilot implementation program in 2015. During 2017, the second phase of SWAMP was initiated in the areas east of the Mississippi River. In 2019, development of SWAMP design was completed for the remaining basins in coastal Louisiana west of Bayou Lafourche (Figure 1). Data collection is important to inform decisions, however if the data are not properly managed or are not discoverable, they are of limited use. CPRA is committed to ensuring that information is organized and publicly available to help all coastal stakeholders make informed, science-based decisions. As a part of this effort, CPRA has re-engineered its data management system to include spatial viewers, tabular download web pages, and a library/document retrieval system along with a suite of public-facing web services providing programmatic access. This system is collectively called the Coastal Information Management System (CIMS). CPRA and U.S. Geological Survey (USGS) are also developing a proposal to create an interface for CIMS data to be exported to a neutral template that could then be ingested into NOAA’s Data Integration Visualization, Exploration and Reporting (DIVER) repository, and vice versa. DIVER is the repository that the Natural Resource Damage Assessment (NRDA) program is using to manage NRDA-funded project data throughout the Gulf of Mexico. Linking CIMS and DIVER will make it easier to aggregate data across Gulf states and look at larger, ecosystem-level changes.

Delegation of responsibilities constitutes a very important ingredient of good leadership in organisations and is critical to competence development of workers. However, experience shows that many leaders are unwilling to delegate responsibilities to their subordinates for a number of reasons. This study was therefore designed to investigate delegation of responsibilities as a tool for competence development of subordinates in selected organisations in Ibadan metropolis. The study, anchored on Elkem’s model, was descriptive and adopted survey research design with a combination of both quantitative and qualitative approaches. It was conducted on 206 respondents randomly selected from 20 public and private organisations in Ibadan. Questionnaire and IDI were instruments of data collection, while the data collected were analysed using both quantitative and qualitative techniques. The study showed that respondents perceived delegation of responsibilities as a vital tool for developing, equipping and motivating subordinates; and that it had positive effects on subordinates’ performance (X2 = 11.14, p-value = 0.001). The study also revealed that lack of confidence in subordinates (79%), level of skill and competence (66%), organisational climate (68%) and bureaucracy (58%) were barriers to delegation of responsibilities. Delegation of responsibilities is a cost-free way of enhancing competence development of subordinates in organisations, and should therefore, be encouraged among leaders irrespective of their levels.

Skilled birth attendance and institutional delivery have been advocated for reducing maternal, neonatal mortality and infant mortality (NMR and IMR). This paper examines the role of place of delivery with respect to neo-natal and infant mortality in India using four rounds of the Indian National Family Health Survey conducted in 2015–2016. The place of birth has been categorized as “at home” or “public and private institution.” The role of place of delivery on neo-natal and infant mortality was examined by using multivariate hazard regression models adjusted for clus-tering and relevant maternal, socio-economic, pregnancy and new-born characteristics. There were 141,028 deliveries recorded in public institutions and 54,338 in private institutions. The esti-mated neonatal mortality rate in public and private institutions during this period was 27 and 26 per 1000 live births respectively. The study shows that when the mother delivers child at home, the chances of neonatal mortality risks are higher than the mortality among children born at the health facility centers. Regression analysis also indicates that a professionally qualified provider′s antenatal treatment and assistance greatly decreases the risks of neonatal mortality. The results of the study illustrate the importance of the provision of institutional facilities and proper pregnancy in the prevention of neonatal and infant deaths. To improve the quality of care during and imme-diately after delivery in health facilities, particularly in public hospitals and in rural areas, accel-erated strengthening is required.

Antimicrobial stewardship programs focus on reducing overuse of broad-spectrum antibiotics (BSAs), primarily through interventions to change prescribing behavior. This study aims to identify multi-level influences on BSA overuse across diverse high and low income, and public and private, healthcare contexts. Semi-structured interviews were conducted with 46 prescribers from hospitals in the UK, Sri Lanka, and South Africa, including public and private providers. Interviews explored decision making about prescribing BSAs, drivers of the use of BSAs, and benefits of BSAs to various stakeholders, and were analyzed using a constant comparative approach. Analysis identified drivers of BSA overuse at the individual, social and structural levels. Structural drivers of overuse varied significantly across contexts and included: system-level factors generating tensions with stewardship goals; limited material resources within hospitals; and patient poverty, lack of infrastructure and resources in local communities. Antimicrobial stewardship needs to encompass efforts to reduce the reliance on BSAs as a solution to context-specific structural conditions.
