How much influence is the strategy for improving the quality of education through meeting education standards and education personnel. The purpose of this study is to find and describe efforts to improve education standards and education personnel in schools in terms of: planning, implementing and supervising education, influencing, directing teachers and school staff in improving the quality of education. As stated in the National Education Standards (SNP) article 1 No. 17 of Law 20/2003 on National Education System and article 3 of Government Regulation No. 19 Year 20015 that: "Where SNP functions as the basis for planning, implementation and supervision of education at the level of education to realize a national education that is of good quality and aiming at guaranteeing the quality of national education in the framework of educating the life of the State and forming a dignified national civilization ". In expressing these things the writer uses a qualitative research approach. To extract data and information from informants, the authors used participant observation, in-depth interviews, and documents in the research data collection process. The research results revealed that; in meeting education standards and education personnel can influence teachers and school management staff so that what is done is aimed at school success and achievement, in order to improve the quality of education at SMP Negeri 1 Rambang Muara Enim Regency.

Government issued Government Regulation No.19/2005 on National Education Standards. National Education Standards consists of 8 components: (1) Content Standards, (2) Standard Process, (3) Competency Standards, (4) Teachers and Education Personnel Standards, (5) Standards for Infrastructure, (6) Management Standards, (7) Standard Financing, and (8) Educational Assessment Standards. The results content standards, process standards and competency standards (SKL), MTsN  in Tulungagung also meets national standards, so that the quality of education in schools MTsN Tulungagung could be better. It can be seen from the following observations sebyai; standard contents index average of 3.7, the standard index averaged 3.3 and 3.7 index competency standards.

GUIDANCE AND COUNSELING IN EARLY CHILDHOOD EDUCATION. Implementation of guidance and counseling in early childhood education institutions is a necessity. The juridical strengthening of guidance and counseling as part of education that can also touch early childhood education institutions starting from the issuance of Law no. 20 of 2003 on the National Education System, followed by various derivatives of other regulations such as Government Regulation No. 19/2005 on National Education Standards, Government Regulation Number 74 Year 2008 on Teachers and Education Personnel, Permendiknas Number 27 Year 2008 to Permendikbud Number 111 Year 2014 on Guidance and Counseling on Primary and Secondary Education. Scientifically guidance and counseling study about human development holistically so relevant to the main purpose of early childhood education with the orientation of child development facilitation. This paper examines the relevance of scientific guidance and counseling to be implemented in early childhood education institutions and the legal basis that reinforces the practice.

This study examines strategies for improving the quality of schools in MIN 1 Jogja. The focus of discussion in this research is what is meant by the quality of education, what is the quality standard of education in Indonesia, and how is the quality improvement strategy in MIN 1 Yogyakarta. This research uses a qualitative research approach, with research methods in the field study. The results of this study indicate that the strategy of improving quality in MIN 1 Yogyakarta as a whole is trying as much as possible to carry out all the process activities in MIN 1 Yogyakarta in accordance with UU No. 20 of 2003 concerning the National Education System in Chapter IX, namely 8 quality standards of education and additional programs in the form of five achievements, wherein the quality improvement will be carried out gradually but continuously

The quality of education is related to whether or not national education goals are achieved as stated in Law No. 20 of 2003 concerning the National Education System. Therefore, the quality of education can be said it is good if it meets the National Education Standards. The fulfillment of minimum standards of education which is the National Standard of Education is a prerequisite to improve the quality of education including madrasah. The reality that emerges is the quality of education in Indonesia is still far from what is expected, let a quality in most madrasah which are still having many obstacles. Many madrasah do not qualify the National Education Standards, such as educators and education staff who have not met standardized qualifications and competencies, and inadequate facilities and infrastructure. This paper aims to describe how the role of the education quality assurance system in improving the quality of education in madrasah.

The quality of education should be able to produce skilled graduates, capable of being in accordance with their level of education, honest and most importantly, good morals. Improving the quality of education that is more qualified, among others, through the development and improvement of curriculum and evaluation systems, improvement of educational facilities, development and procurement of teaching materials, and training for teachers and other education personnel. The purpose of this study is to find out what the madrasa principals do at MTs. Private Miftahul Falah Diski. The method used in this study is a qualitative method with a descriptive analysis approach that is a research method that produces descriptive data in the form of written or oral words from people as research objects and observable behaviors so that they are detailed from a phenomenon under study. Based on the results of the study it was found that the leadership carried out by the head of the madrasa in MTs. Private Miftahul Falah Diski is classified into the type of democratic leadership in which the head of the madrasa always holds deliberations to the entire board of teachers, staff and administration in determining each decision to be made. Quality of education in MTs. Private Miftahul Falah I have fulfilled 8 National Education Standards, and it is evidenced by the accreditation of MTs Private Miftahul Falah with the accreditation of B.

The level of education of PAUD teachers in Bogor Regency is still a lot of only junior high school or high school graduates, not meeting the National Education Standards, PAUD learning is still focused on learning to read and write arithmetic (calistung), assistance to institutions provided by the local government still does not meet the needs of the number of institutions existing PAUD. This study aims to determine the policy of the Bogor Regency Education Office in Improving the Quality of PAUD Education. This research approach with qualitative methods and data collection through observation, interviews, and documentation studies. The policy of the Bogor Regency Education Office in improving the quality of PAUD has been carried out to the maximum in the competence of its teachers by providing education and training as well as providing incentive assistance to honorary teachers although it is carried out in stages. The implementation of PAUD policies always synergizes and partners with organizations/institutions whose members are managers and educators. Obstacles in implementing policies in Bogor Regency are still constrained in human resources, namely the number of inspectors as PAUD supervisors is not balanced with existing PAUD institutions. The results of policy implementation in improving quality with the spread of Holistic Integrative PAUD in Bogor Regency. Keywords: Policy, Quality, PAUD Education.

Improving the quality, relevance and standardization in education through ISO 9001: 2008 certification must comply with national education standards. This article aims to analyze the relevance of the implementation lesson plan in the ISO 9001: 2008 standard with the implementation plan of learning in the Constitution Number 20 years 2003 about National Education System, Government Regulation Number 19 years 2005 about National Education Standards, and Government Regulation Number 32 about amendment of Government Regulation Number 19 Year 2005 about National Education Standards. The results of the analysis show that there is no significant difference in lesson plan. So the ISO 9001: 2008 standard is relevant applied in vocational high School.

There have been many efforts made by the government in improving the quality of education such as issuing Republic of Indonesia Regulation No. 19 of 2005 concerning national education standards. Educational institutions hold scientific activities that can improve the ability or potential of educators so that professional educators can be created who can later improve the quality of learning in schools. This article discusses the factors that can improve the quality of education, elements and strategies in improving the quality of education.

This study aims to find out the position and role of lecturers in carrying out the task of implementing the national education system and realizing the goals of national education. Lecturers are one of the determinants of the quality of education. The success of the implementation of higher education is largely determined by the readiness of the lecturer in preparing their students through teaching and learning activities or the learning process. The strategic position of lecturers to improve the quality of educational outcomes is strongly influenced by professional abilities in teaching and their level of welfare. To realize this; then the strategy of empowering lecturers is needed in order to realize professionalism that can be accounted for. The empowerment strategy implemented will be able to raise the dignity and level, improve the quality of learning, improve the quality of national education and provide quality services. Empowerment of lecturers is intended to create a work atmosphere or climate that leads to the development of potential, empowerment, and protection.

Abstract: National Education Standards are minimum criteria regarding the education system in the entire jurisdiction of the Unitary Republic of Indonesia. The policy regarding National Education Standards is contained in Government regulation No. 19 of 2005 This regulation is a translation of Law No. 20 of 2003 concerning the National Education System. And along with the enactment of the 2013 curriculum, the policy changed to Government Regulation No. 32 of 2013 concerning Amendments to Government Regulation No. 19 of 2005 concerning National Education Standards. National Education Standards contain 8 minimum criteria which include: graduate competency standards, content standards, process standards, teacher and education staff standards, facilities and infrastructure standards, management standards, financing standards, education assessment standards.
