In this article the authors of the Information Security Concept of the Republic of Belarus regard its provisions as important elements in the bases for the further formation and strengthening of the sovereign Belarusian state. Due to the novelty of relations arising in the information sphere, it is exposed to increased vulnerability to risks, challenges and threats that are transported to all other spheres of public life. The problem of information security ensuring is becoming one of the most important issues in the realization of balanced interests of individual, society and the state. Ensuring information security is becoming an independent area of the functioning of society and, in a single system of nation-wide activity, is aimed at the progressive socio-economic development of Belarus.

Introduction. The development of industry in the economic history of Russia often became one of the main factors in the activation of modernization processes. Moreover, during the periods of modernization breakthroughs, the most developed and vital sectors for the state developed most actively. These include the development of metallurgy, mechanical engineering, the coal and oil industries, etc. It is important to understand how the development of a particular industrial sector influenced the development of modernization processes in Russian regions. The study of regional specifics makes it possible to more thoroughly reveal the features of the implementation of Russian modernization processes, since only macro trends can be traced at the national level. The timber industry complex (TIC) is always an important element of the Soviet and then the Russian economy. Karelia during the second half of the twentieth century developed as a single-industry region with a predominant development of the timber industry sectors. As a result, the timber industry complex became an instrument for implementing modernization processes in the republic, which could not but affect the state and development of the region’s resource potential. Materials and Methods. The study is based on the analysis of mainly statistical materials reflecting the influence of the timber industry sectors on the development of regional modernization processes. Studying the regional features of the socio-economic development of Karelia as a single-industry region allows us to identify the features of modernization in certain regions of Russia, in which the development of the timber industry sectors has become the basis of economic development. In the research process, historical-systemic, historical-dynamic, historical-comparative, historical-genetic were used. Results. In the course of the analysis of statistical data on Karelia, the main trends in the production, socio-infrastructural and demographic development of the republic were identified under the influence of the development of the timber industry sectors. The main reasons that led to a gradual decrease in indicators of socio-economic development were identified. It was shown that the common cause of the decrease in the resource potential of Karelia was the preservation for decades of a one-sided orientation towards the development of mainly the timber industry sectors. Discussion and Conclusion. During the period under review, Karelia was formed as a single-industry region with a predominant development of the timber industry sectors, which directly affected the success of the modernization processes in the republic. Outlined since the mid-1960s a decline in the development of the timber industry sectors of the republic led to a decrease in timber production, a general decline in industrial production, poorly developed sectors for the production of consumer goods, and a lack of developed social infrastructure.

Today in Russia there is a search for a new model of socio-economic development that could replace the raw material economy. The search problem is complicated by the fact that raw materials continue to be considered as the main resource in trade with other countries. Effective use of all types of resources that our country possesses could become an alternative in this situation. Studying the historical experience of using the resource model of socio-economic development may become one of the grounds for developing an optimal model for further socio-economic development of many Russian regions. This is especially true for regions that have historically developed and developed as mono-industry. The basis of the socio-economic development of Karelia, especially in the twentieth century, was the development of the timber industry sectors. This feature was supplemented by the fact that in the period from 1940 to 1956. Karelia as a Finno-Ugric region had the status of a union republic. The combination of these two factors became the basis of the accelerated socio-economic development of the republic in the first post-war years. The basis of the socio-economic development of Karelia as a Finno-Ugric region, especially in the 20th century, was the development of the timber industry sectors. As part of the interaction between the Center and the region, resources were exchanged. Receiving Karelian wood, the state provided the republic with financial and human resources, contributed to the formation and development of production and social infrastructure. As the main resource of Karelia, the forest in which the state was originally interested, was gradually exhausted, the resource potential of the region gradually decreased in various ways compared to other regions of the Northwest of Russia.

Problem setting. On the way to the realization of Ukraine’s European integration aspirations, there are many unresolved problems related to the improper implementation of reforms that slow down the processes of economic development and social security of the population. Ukraine needs proper governmental guidelines, capable of promoting proper socio-economic development of society with the help of methods adopted in the civilized world.Recent research and publications analysis. Features of public administration in the field of socio-economic development are the subject of research by many scholars. In particular, it is necessary to mention such scientists as A. Antonenko, D. Babych, V. Bazylevych, V. Besedin, N. Voronina, V. Geiets, Z. Gerasymchuk, B. Danylyshyn, V. Kutsenko, I. Mikhasyuk, V. Myagkyi, Y. Pakhomov, O. Panukhnyk, V. Savchenko, M. Sokolov and others. These researchers study issues related to public administration and the formation of effective public policy in the field of socio-economic development, focus on the need to implement government functions with maximum effect.Highlighting previously unsettled parts of the general problem. Despite the large number of publications on the peculiarities of economic and social development of the state and public administration of these processes, there is still a need for in-depth scientific research related to the implementation of European integration aspirations of the Ukrainian state. Ukraine’s intention to be a full member of the European Union requires radical transformational changes in the field of socio-economic development and increasing the efficiency of the state’s implementation of its management functions.Paper main body. The fundamental legal framework of Ukraine provides grounds for talking about the close relationship and harmonious combination of social and economic development and determines the overall strategic course of public policy as a whole. Based on this, it is safe to say that the outcome of the functioning of economic entities in the economy of Ukraine directly depends on what are the management actions of public authorities authorized to regulate, coordinate, evaluate and control the actions of these entities and affect the welfare of life population as a whole. Thus, the state performs its functions in all spheres of socio-economic life of the country.Effective economic policy of the state directly affects the social development and well-being of citizens. Increasing the level of welfare, social protection, ensuring equal rights and opportunities for all citizens, the right to property, work and earnings, decent social security, education, health care, etc. are the result of effective management of economic processes in the country. Accordingly, it makes it possible to implement such basic tasks of social policy as improving the quality of life of the population; increasing its employment; providing an opportunity for every citizen to realize his potential to meet his needs for the development of his personality; improving the remuneration of employees in all areas; ensuring the availability of a sufficient number of social infrastructure facilities in the state.Standards of socio-economic development in Ukraine differ from their counterparts in developed European countries. Given the European integration aspirations of the Ukrainian state, it is necessary to ensure continuous and effective transformational transformations that affect this area, and to improve the institutional support of this process, which would correspond to the basic principles, standards and norms of the European Union.At present, it is difficult to talk about the adequacy of public administration actions in the field of socio-economic development of the Ukrainian state, which would meet European standards. Evidence of this is the inefficiency of public finance management, incomplete decentralization transformations, imperfection of regulatory and legal support of processes in the economic and social spheres. Conclusions of the research and prospects for further studies. Socio-economic development of the Ukrainian state has sufficient legal support, but to implement the European integration vector of Ukraine it is necessary to provide a number of tasks: to develop an effective mechanism on the basis of which will systematically and purposefully implement the strategy of socio-economic development; to unify institutional support in the field of development and implementation of strategic plans in the field of socio-economic development; to form new and improve existing approaches to the development of strategic plans for the short, medium and long term at the national and regional levels; to provide a system of monitoring and control over the implementation of those tasks that are set in the implementation of the strategy of socio-economic development; to determine the criteria for analyzing the effectiveness of the implemented measures within the strategy of socio-economic development, which will allow to assess the degree of achievement of the strategic goal. An integrated approach to the implementation of these tasks will allow to take the socio-economic development of Ukraine to a qualitatively new level and to increase the welfare of the population as a whole.

The importance of the supporting universities in each region is quite high, because the main purpose of creating them is to provide an efficient cooperation between the region and the system of higher education. Through the supporting universities it is possible to solve the most pressing problems facing not only regions but also the state as a whole. The interaction between higher education and regions is associated with the strengthening of the “third mission” of universities, the implementation of which makes university a key «player» in the economic and social development of a region and introduces significant changes in the university’s relations with its partners: industry, business, government, civil society institutions. The first section of the article focuses on the identification of the main parameters of the regional activities of Russian universities as active participants in the socio-economic development of region. The second section systematizes the experience of German universities on the implementation of the «third mission» in the regional context.

Abstract The historical roots and geographical features of the population’ formation in the Tyva Republic during the period from the Hunnu domination to the voluntary incorporation of Tyva into the Russian Soviet Federated Socialist Republic (RSFSR) in 1944 have been studied. The formation of the population occurred in conditions of peripherality of the considered object in relation to the state entities, which it was a part of or was under their influence in different periods of its development. The formation of the Tuvan ethnos was completed during the period when the Tyva tribes were part of Manchurian China in the late 18th-19th centuries. An important factor in this process was the establishment of an administrative division based not on clan but on a territorial principle. The economic and geographical position of the region, as one of the determinants of the socio-economic development of Tyva and the further formation of its population, was and still is unfavourable, which predetermines the search for foundations for the spatial development of the republic.

This article substantiates methodological approaches and mechanisms for managing the socio-economic development of depressed territories, aimed at overcoming spatial unevenness of economic growth, asymmetry of economic and social development of regional socio-economic systems, increasing their contribution to the formation of the gross domestic product of the country, ensuring highly effective and competitive development of the economy of regions in the interregional and international division of labor. The purpose of the research is to develop mechanisms for managing the socio-economic development of depressed territories, which are crucial in improving the efficiency and competitiveness of economic and social development of the country's regions, as part of a single reproductive system of the national economy. The study used methods of logical and statistical analysis, systematic approaches to the consideration of phenomena and factors. Based on the example of the Republic of Bashkortostan, methodological approaches and mechanisms for overcoming the crisis state of the economy of depressed territories, ensuring their innovative development through the introduction of advanced equipment and technology into production, increasing the share of knowledge-intensive industries, increasing the role of human capital, providing various benefits and subsidies for the development of new enterprises and productions are proposed. To overcome the crisis state of the economy of depressed territories and ensure their sustainable socio-economic development for the long term, it is necessary to initiate and implement innovative development of these territories on the basis of strengthening state regulation and investment.

The article considers the theoretical aspects of socio-economic condition and community development in the context of territorial transformation in Ukraine. Socio-economic development of territorial communities is an important indicator of assessing the level of the state development. The state policy of Ukraine in the local self-government sphere is based on the interests of territorial communities’ residents and provides for decentralization of power, that is, the transfer of a significant part of powers and responsibilities from the executive authorities to local self-government bodies. The development of local self-government and creation of territorial communities primarily involve improving financial solvency, investment and economic attractiveness of territories for citizens’ comfortable living. The main properties of the socio-economic development of the Mayakivska united territorial community are investigated and evaluated. The methodology for studying the condition is clarified and the goals, objectives, priorities and directions of sustainable economic and social development of territorial entities are determined. The state of socio-economic development of the Mayakivska community is analyzed according to various indicators and changes that have occurred on its territory. The main tasks of the Mayakivska united territorial community development are substantiated, taking into account the needs and interests of its inhabitants, the dynamics of medicine, schools and preschool institutions development is determined. A distinctive feature of the Mayakivska territorial community is awareness that the community territory is united not only by its name, but also by the vision of future prospects. An algorithm for regulating the socio-economic development of the Mayakivska united territorial community is proposed.

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.

Abstract The complexity of the reality studied by geographical research requires applying such methods which allow describing the state of affairs and ongoing changes in the best possible way. This study aims to present a model of research on selected aspects of the dynamics and structure of socio-economic development. The idea was to determine whether we deal with the process of reducing or widening the differences in terms of individual features. The article primarily pursues a methodological goal, and to a lesser extent an empirical one. The methodological objective of the paper was to propose and verify a multi-aspect approach to the study of development processes. The analyses carried out reveal that in terms of the features taken into account in the set of 24 of the largest Polish cities the dominating processes are those increasing differences between cities, which are unfavourable in the context of the adopted development policies aiming at reducing the existing disparities. In relation to the methodological objective, the results of the conducted research confirm the rationale of the application of the measures of dynamics and the feature variance to determine the character (dynamics and structure) of the socio-economic development process of cities. Comparatively less effective, especially for interpretation, is the application of principal component analysis and a multivariate classification, which is mainly the result of differences in the variance of particular features.
