Purpose: Analyzing problems about the factors that influence the development of SMEs in Mandailing Natal. Finding the right model to develop MSMEs in Mandailing Natal.Design/Method/Approach: This research using a qualitative-quantitative approach, with the Analytic method Network Processing (ANP).Findings: The factors that influence the development of MSMEs in Mandailing Natal Regency are human resources, community culture, business management, regulation, competitiveness, capital, and marketing.Originality/Values: Appropriate model to develop MSME in Mandailing Natal district is One Village One Product (OVOP) model based on triple Helix and application of Triple-T Technology Revolution.

Synopsis Ned Piper needs to improve the performance of Acme Lumber’s Broken Arrow store. There are two candidates for the store manager’s position, Larry Frazier and Chip Farmer. Larry has worked for Acme for 35 years in a variety of positions and is related to the Johnson family who has owned and managed Acme for three generations. Chip has worked for Acme for 19 years and has successfully helped to turn around another store. Chip is not related to the Johnsons. Ned is feeling pressure from the business and family to make the right decision. Which candidate should he select to become a manager? Research methodology The authors used a case study methodology. In tourism development, community participation is very important. Community participation does not just appear but must start from the right perception of tourism. Local people, with all their perceptions about tourism management, have been involved in tourism management. The purpose of this study was to determine the local community's perception of the manager of the main tourism destinations and to determine the sustainable tourism development model in Simanindo District, Samosir Regency. This type of research is a social survey and descriptive-quantitative. The technique used in sampling is the Franc Lynch method, with a sample of 95 people as respondents, aged 15-64 years old. The type of data used is primary by using a questionnaire with a Likert scale in each question. The data analysis technique used is value perception and multiple regression analysis. The results of this study show: 1) The percentage of the average value of the independent variable is 85%, this means that the perception of the local community about the management principles of Lake Toba tourist destinations is in a positive or good area 2) Sustainable tourism development has a positive relationship and influenced simultaneously by service, attractiveness, human resources, environment, and participation. Therefore, the sustainable tourism development model must emphasize the attractiveness and human resources in Simanindo District

Gajahrejo Village is one of the partner villages located on the southern coast of Malang Regency. The business of processing fish into shredded fish in Gajahrejo village was initiated  in early 2017, and until now, it is still a home industry managed by PKK women in Gajahrejo Village by forming a Joint Business Group (KUB). Each group consists of 3-5 people who work together in the production and packaging processes. So far, shredded products are only produced if there is an order. This is due to the lack of information related to good business management, the lack of human resources who have the skills to make shredded with a distinctive taste, packaging techniques that are still conventional, management systems that are still very simple, and also the absence of a promotion and marketing system-selling the right product. With these various problems, the solutions that were carried out were counseling related to correct fish processing, conducting training and mentoring on a good and correct business management system at KUB Gajahrejo village, and making a simple patent for the recipe for shredded fish that had been made. The resulting products have been marketed around the coastal tourist sites of South Malang.

ABSTRACT The majority of the residents of Cinyurup village are beneng taro farmers and entrepreneurs of beneng taro chips, but the management is still simple and is not managed systematically and well-planned, so that it cannot provide maximum results. The aim of this training is to increase competitiveness for the small and medium entrepreneurs of taro chips into independent small industries. The method of implementation is through : seminars of material delivery, discussion, practice, mentoring, monitoring and evaluation. The results of this training show that not all small and medium industrial entrepreneurs are taro beneng chips those in Cinyurup village who have not implemented business management, have not processed distribution permits, halal certificates, produced product innovations and online marketing, due to limited funds and human resources. Key words: training, business management, competitiveness, UIKM   ABSTRAK Mayoritas penduduk warga kampung Cinyurup adalah petani talas beneng dan pelaku usaha keripik talas beneng, akan tetapi pengelolaannya masih sederhana dan tidak di kelola dengan sistematis dan terencana dengan baik, sehingga belum bisa memberikan hasil yang maksimal. Tujuan dari pelatihan ini untuk meningkatkan daya saing kepada para pelaku usaha industri kecil dan menengah keripik talas beneng menuju industri kecil yang mandiri. Metode pelaksanaan melalui : seminar penyampaian materi, diskusi, praktek, pendampingan, monitoring dan evaluasi. Hasil dari pelatihan ini menunjukan belum semua para pelaku usaha industri kecil dan menengah keripik talas beneng yang ada di kampung Cinyurup yang  belum menerapkan manajemen usaha, belum mengurus surat ijin edar, sertifikat halal, memproduksi inovasi produk dan pemasaran online, karena keterbatasan dana dan sumber daya manusia. This study aims to determine the effect of individual characteristics and motivation on the performance of BUM Desa operational operators in Bantul Regency. This study uses a survey method that is data collected using a questionnaire. Populations in this study were operational operators of BUM Desa in Bantul Regency as many as 82 people, and the selected sample of 54 people. The sampling method uses a convenience sampling method. The collected data is then analyzed using multiple linear regression analysis methods. The results showed that the work experience and motivation affect the performance of BUM Desa, while gender, education and age did not affect the performance of BUM Desa. This shows that education and age do not guarantee a person's ability to carry out their duties and obligations. The results of this study are expected to be considered by the Village Government in preparing Human Resources to manage the BUM Desa. If BUM Desa is managed by the right Human Resources, has qualified capabilities and appropriate qualifications, then BUMDes can run according to the plans that have been made.

Human resource is critically important aspect of organizations. The functions and roles of human resource have developed from administrative matter into supporting the organization to run the managerial and strategic processes. Expertise, knowledge, and experience of existing human resources in organizations should be suitable and allocated at the right time and place. By properly manage the human resources, organization would be able to obtain qualified human resources that have high commitment to organization. High commitment to organizations will lead to a higher effort in supporting organizational success. In order to gain employees’ commitment to the organizations, management should put some efforts that ensure all aspects of employees’ commitment are fulfilled. This paper is intended to find the significant influence of perceived organizational support (POS) on the dimensions of employee’s commitment, comprising of the affective commitment, continuance commitment, and normative commitment, and to find which one of those dimensions are dominantly influence by POS. This paper employed 50 respondents that were sampled using convenient random sampling. Result showed that there were significant influences of POS on employee’s commitment either in affective commitment. POS can influence the employees’ organizational commitment in all dimensions. This implies that in order to improve organizational commitment, management should provide appropriate managerial supports and ensure that the supports are in line with employee’s aspirations and needs.

One of the important things that an employee must have is not separated from the performance of an employee. For the effectiveness of human resources work in the assessment of the right decision is needed. Therefore, the software is made that can take a decision to recommend employee achievement for PT. Megariamas Sentosa. The software is built on the basis of a decision support system that has the ability to select outstanding employees using the ELECTRE method. This Electre method has criteria that can determine alternative decisions in application in the software. So that decision makers can determine the selection of outstanding employees. The process in this Electre method compares employees with one employee to another and gives out put value of priority intensity in the form of the assessment result / criteria that has been specified by the company to the employee. The result of this process is recommended as an outstanding employee in PT. Megaria Mas Sentosa.

Based on preliminary studies in Air Saga Village, the problems faced by villages to form BUM Desa are lack of ability to map village potentials, it is difficulty to find human resources who will manage BUM Desa, lack of understanding to start establishing BUM Desa, and lack of ability to compile BUM Desa administration.  These problems must be addressed immediately by conducting research activities aimed at formulating management strategies for the formation of BUM Desa, especially in Air Saga Village. The research method uses qualitative methods with the following steps: (1) conducting observations to obtain information about the potential of the village, (2) conducting interviews with village heads and BPD, (3) conducting FGD. The collected data were analyzed using qualitative descriptive techniques. The results showed that an aggressive strategy is the right strategy to form a BUM Desa in Air Saga Village, Tanjungpandan District, Belitung Regency. The implementation of the strategy for establishing BUM Desa must involve village facilitators and be evaluated in each of its activities

Although the COVID-19 pandemic has gradually improved, people's activities have not recovered to normal due to various conditions. This period is a transition period known as the "New Normal". Besides its impact on people's health, COVID-19 also affects other aspects, including the economy, education, and law. The economic impact highly touches low-medium class people including SMEs as the business activities which need to be halted due to PSBB (Large-Scale Social Restriction). Triple Helix is a SMEs' development model that links Science (S), Government (G), and Business (B). This article aims to examine whether Triple Helix with SGB Balanced model is possibly utilized to revive the Hijab SMEs business activity. This study is descriptive-qualitative research and analyzed using the Miles and Hubberman techniques. Data were obtained through online questionnaires and interviews from hijab craftsmen associating with two SMEs. The results show that respondents have successfully adapted to the New Normal and resumed their business activity by implementing technology and information given by the S (science) agent and the G (government) agent’s assistance. Therefore, it indicates that implementing Triple Helix provably revives the Hijab SMEs business activities.

In applying certain aspects of sharia law. Therefore, improving the quality of human resources through the Islamic structural values approach is considered by many to be the right step, because it can control deviations and is also in accordance with the cultural values of the Acehnese people, which have historically been known with three features, namely, education , religion and customs.
