School-based management is an educational management concept that provides autonomy for a school in organizing the continuity of education according to the needs of the school context. By applying a case study, this study was conducted to reveal the implementation of school-based management, along with its supporting and inhibiting factors, at SMP Negeri 1 Rejang Lebong, Curup, Bengkulu. All potential parties at school that could provide the expected data were involved purposively as the subjects. Data garnered from them were solicited using interviews and observations, which were then triangulated and analyzed using an interactive model. The interactive model worked in four components, namely data collection, data condensation, data presentation, and drawing a conclusion. The findings showed that SMP Negeri 1 had implemented school-based management functions properly, including planning, organizing, implementing and supervising the aspects of human resource management, student management, facilities and infrastructure management, financial management, curriculum and learning management, and management of school and community relations. Supporting factors for the implementation of school-based management included the participation of committees, parents, community at school, complete teaching staff, facilities and infrastructure. Meanwhile, the inhibiting factor was that some students still did not obey the school rules.

School Based Management (SBM) can be interpreted as the use of school-based resources in the teaching or learning process. The research objective is to find out: Implementation of School Based Management in SDN 1 Mranti Kec. Purworejo Kab. Purworejo in the 2018/2019 school year. This research is a qualitative descriptive study. Informants or informants in this study are the principal, teachers, employees. Data collection techniques in this study were observation, interviews, documentation, data analysis in this study, namely: data reduction, data presentation, and drawing conclusions. The results showed SDN 1 Mranti,. Purworejo, Purworejo has implemented School Management Components namely curriculum management and teaching programs, management of teaching staff, student management, financial management and financing, management of educational facilities and infrastructure, management of school relations with the community, and management of special services (library management, health management (UKS) , and school security management).

School-based management emerged as a solution to achieve equal distribution of educational needs in accordance with the context of each school. This study conducted a case study to reveal the obstacles faced by SMAN 8 Rejang Lebong in implementing the school-based management. All parts of SMAN 8 Rejang Lebong from leadership components, teachers, staffs, to students were involved as the informants who were selected purposively to provide the required data. Data were collected using interviews and observations which were then triangulated and analyzed using an interactive model. The findings revealed several obstacles in the application of school-based management, namely: first, curriculum management had been implemented properly, but student learning achievements were still not optimal. Second, the management of Educators and Education ahd been carried out, but the implementation was not optimal. Third, student management had been carried out, but funding for student activities was still lacking. Fourth, financial management had been carried out, but finances were too limited. Fifth, improvement in the management of facilities and infrastructure had been carried out, but it had not been able to support learning achievement. Sixth, the school had carried out the management of school and community relations, but the communication had not been established as expected.

Education has an important role in influencing the advancement of a nation'scivilization. A nation that has good education tends to be an advanced nation in civilization, science and technology, social economy, as well asculture. One of the educational problems is the need for adjustment and improvement of educational program material so that it can flexibly movealong with the demands of the workforce and the changing demands of people's lives. The implementation of School-Based Management (SBM) isessentially the granting of greater autonomy to schools with the ultimate goalof improving the quality of the results of the implementation of education sothat it can produce actual achievements through a well established managerial process. School-based management is the granting of broadautonomy at the level of the education unit in order to be able to manageresources and sources of funds and allocate according to the level of need. The aim of school-based management is to improve the efficiency ofeducation quality by independence and flexibility in managing existing resources. Components in school-based management include management ofcurriculum and teaching programs, management of teaching staff,management of students, financial management and financing, managementof educational facilities and infrastructure, public relations management and special service management. Supporting factors for the success of the firstschool-based management, the demands of a considerable democratic life from the people in the reform era. Second, the application of Law No. 22 of1999 concerning Regional Government which emphasizes the autonomy of government at the district / city level. Third, there is a school committee thatfunctions to help implement the Social Safety Net (JPS) program in many schools. Fourth, there is a desire by the government to increase communityparticipation in education by increasing the duties, functions and roles of the Education Provider Assistance Agency (BP3). Factors that become obstaclesin running school-based management come from students, educators, infrastructure and community participation.

IMPLEMENTATION OF SCHOOL BASED MANAGEMENT (Studi at Al-Azhar 37 Middle School in Pekanbaru)School Based Management (SBM) is the alignment of resources which independently ran by schools where all stakeholder groups involved. SBM also provides a flexibility for schools to determine directions and policies that are relevant to the situation and environmental conditions. The purpose of this study was to determine the implementation of SBM in Islamic-Based Junior High Schools. This research was taken at Al-Azhar 37 Middle School in Pekanbaru. The research method that was qualitative research with a case study approach. The research subjects were the principal, student representatives, public relations representatives, administrative staff, and 2 teachers and 5 students. The research object was the implementation of school-based management it self. The data collection techniques used observation, interviews and documentation. As the results of this study, the authors found that several school policies were related to student management, school relationship management with the community, curriculum management, personal management, special service management, facilities and infrastructure management, school budget management. One of the policies that related to student management was providing the online registration of prospective new students as well as giving prospective students the terms and conditions It was continually completed by the requirements to do an interview, taking test of Math, English, Recitation and memorization test juz 30.

Education is a conscious and planned effort in realizing an atmosphere of learning and learning process so that students actively develop their potential to have religious spiritual strength, self-control, personality, intelligence, noble character, and the skills needed by themselves, the people of the nation and the State. Based on these problems, the formulation of the research problem is: (1) How is the quality of learning in MAN 2 Lubuklinggau (2) How is the implementation of Madrasah Based Management in improving the quality of learning in MAN 2 Lubuklinggau (3) What are the supporting and inhibiting factors that influence the Implementation of Madrasah Based Management in improving the quality of learning at MAN 2 LubuklinggauThis research is a qualitative descriptive research. With the Head of Madrasa as the research subject. In collecting data, the authors use the method of observation, interviews and documentation. Data is collected from the information specified, the results relevant to the problem under study are analyzed quantitatively through the process of data collection, data reduction, data presentation and drawing conclusions.The results of this study indicate that the quality of the learning process in Madrasah Aliyah Negeri 2 Lubuklinggau can be said to be good. This is evident from the teachers who teach in accordance with their respective educational qualifications. With the Implementation of Madrasah-Based Management in improving the quality of learning at MAN 2 Lubuklinggau, it reveals the Management of Madrasas, the performance of Madrasah Heads / teachers, and the role of Community Participation. The implementation of the Madrasah-Based Management Program will be carried out well with the collaboration between Curriculum Management and Teaching Programs, Management of Education Personnel, Student Management, Financial Management and Financing, Management of Educational Facilities and Infrastructure, Management of School and Community Relations, and Management of Special Services.

Purpose The purpose of this paper is to explore how principals’ leadership approaches to teacher professional development arise from school banding and may impact upon teacher professional capital and student achievement. Design/methodology/approach The case study is situated within the context of school-based management, comprising reflective accounts of nine school principals selected by stratified sampling from a sample of 56 Hong Kong schools to represent Bands One, Two, and Three schools. The reflective accounts were triangulated with observations of teachers and analysis of school websites. Findings First, under school-based management, principals remain obliged to recognize the power of state-defined examinations in determining the schools’ future priorities. Second, the exercise of school autonomy in response to this obligation varies, depending upon the competitive advantage schools have in the school banding system. Ideally, effective school-based management is dependent upon the principal’s capacity to facilitate good instructional practices. However, principals need to adjust their leadership practices to school contextual demands. Third, adaptations to contexts result in the varied developments of teacher capacities in schools, corresponding with the types of principal leadership adopted. Originality/value While statistical studies have identified attributes of exemplary principal leadership, few studies have examined the qualitative reasons for the exemplification of these attributes, and the influence of the school context in shaping these attributes. Departing from assumptions that leadership attributes are intrinsic to individuals, this paper considers how principals contextualize leadership in teacher professional development to the schools’ student academic achievement.

The implementation of School-Based Management is still in a meaningful transition phase. This happened due to the unfamiliarity of school-based education management concepts in the school environment. It is not easy to implement management innovation in a short time, but the phenomenon that shows that the desire to make changes in the management sector of school management has affected the system of managing education towards School-Based Management by leaving conventional management. This study aims to determine the implementation of MBM in MI Ma'arif Gondosuli. Then there is cooperation with and regular meetings with committees every minute or thirty-five days. Meetings with student guardians, namely at the beginning of each new school year, after PTS and PAS, and specifically for sixth graders on Fridays. Evaluating the supervision of academic management carried out by the school principal and school supervisor in a planned manner and learning evaluation carried out by class teachers and subject teachers, The implementation of the development of teaching staff was carried out by the mini Teacher Working Group (KKG) meeting at the school. Planning for the development of educational facilities and infrastructure include: 1) Propose additional facilities and infrastructure, 2) Carry out maintenance on available facilities and infrastructure. Planning for funding and school finance development includes: 1) Preparation of Madrasah Work Plans and Budgets (RKAM) involving school people, 2) Making proposals to increase school operational costs, 3) Making accountability reports on the use of school budgets, 4) Administration of school finance usage.

The principal has an important role in improving the professionalism of teachers, it is in order that a teacher really has competence is good and getting better. When teachers who teach the professional it will be received well particularly in students learning science and Islamic values, this requires extra power from the other, because it is still integrating the two disciplines. This certainly requires effort conducted by the principal to help teachers to become more professional. From a variety of roles at the top in increasing professionalism of teachers wrong satunnya is the head of school as the supervisor. Supervision is a guidance, coaching, gave his assessment to the educational institutions associated with a management educator and educational management, student management, learning management, curriculum management, financial management, facility management infrastructure, and management services. In addition, the supervision of the head of school may also help the integration of science and Islamic values indirectly.
