Agam District Government has the goal of improving economic growth rate of 5.94 percent in 2011 to 7.98 percent in 2017. However, the constraints experienced by the development of the animal husbandry sector is a decrease in the growth rate of the animal husbandry sector and the contribution to the GDP, it is necessary for the development of the animal husbandry subsector in Agam by taking into account various aspects. This study aims to analyze the potential and role of formulating priority strategies of alternative development strategy animal husbandry subsector. Results of the analysis of the animal husbandry subsector LQ is a commodity basis. The shift results proportional growth 10.72 percent negative growth. Region share growth of 2.33 percent. The results obtained from the alternative strategies SWOT matrix were analyzed using QSPM. development and coaching each region based on the existing potential (6.278), increasing the promotion and development of human resources breeder (5.773), to build and develop patterns of cooperation and mutual benefit (5.618), examination of animal health and disease prevention (5.406), implementation and development appropriate technology (5.330) and optimization in securing local resources (4.982). Selected strategic alternatives of highest appeal total development strategy as well as coaching is done each region based on the existing potential (6.278), then the suggestions can be made to the Government Agam namely increasing the number of livestock extension workers and attract investors to develop the livestock subsector in Agam District.

Shallot plant has a good prospect to be developed if farmers have a desirability and ability to cultivate it. The purpose of this study was to identify the internal and external environment and to formulate a shallot farming development strategy. The research used a survey method located in Sungai Geringging Village, Kampar Kiri District, Kampar Regency and was selected 40 farmers as respondents. The data were analyzed using IFE, EFE and the SWOT. The results of external opportunities showed that Kampar Regency is a center for shallot cultivation, while fluctuations in the selling price of production were considered a threat factor. The use of the improved yielding seed was a strength, and a weakness was the transportation facility. The IE matrix indicated that the shallot farming is in cell III, so that it can carry out market penetration strategies and product development. The SWOT matrix showed that farming could carry out the WO (Weaknesses-Opportunities) strategy, namely with increasing optimally business capabilities related to capital loans, using applied technology through training.  It requires the role of the government in accessing modern markets and increasing the ability of farmers to do business through information technology facilities and regional autonomy policies.

The government continues developing the smallholder beef cattle through various programs to reduce beef imports and increase farmers’ income. This research aims to describe the role of social capital at the farmer group level in the development of smallholder beef cattle in Bengkulu. The research was conducted from August to December in 2020 with an in-depth interview method involving 3 farmer groups receiving beef cattle aid from the Department of Animal Husbandry and Animal Health of Bengkulu Province. The identification of social capital (norms, trusts, and networks) that affects the development of livestock populations and increases the capacity of farmer groups is analyzed descriptively using an interactive model. The results show that social capital has an important role in developing the capacity of the farmer groups to manage livestock aid, namely (1) the norm of raising livestock with a profit sharing system causes an increase farmer group’s livestock population, (2) the trust of farmer groups members is influenced by social ties and the role of farmer group leader, and (3) a good network of cooperation within farmer groups increases social capital and livestock population.

<p><span lang="EN-US">The low bargaining power of small farmers put them into a disadvantage position. This is experienced by coffee farmers in Southwest Sumba District, as an underdeveloped area, which by their social economic limitation relies solely on middleman, while their coffee actually has higher value. This study examines these problems to find the best solution by utilizing local resources through an inclusive approach. Qualitative research was conducted through a case study in a disadvantaged village in Southwest Sumba District, which has intervened with appropriate technology to comprehensively handle coffee processing.</span><span lang="EN"> The results of the study explain that the problem of coffee farmers stems from the obstacles and challenges that are typically faced by people in disadvantaged areas. Those roblems are: barriers access to inputs, market, financial, and socio-cultural factors; challenges in coordination; and inability to meet standardization consistently and to bear risks. These six problems become the basis for the design of the inclusive business concept that is proposed to be applied by utilizing existing physical and social infrastructure modalities in the village</span><span lang="EN-US">. </span><span lang="EN">The inclusive coffee business unit development strategy has the potential to assist coffee farmers in gaining access to inputs and optimizing output, but should be supported by cross-sectoral cooperation between the government institution, research and development institution, business, and the community. Efforts to develop this business model need to be carried out sustainably along with empowering farmers and increasing awareness of the stakehoder to work together in an integrated manner.</span></p>

The article discusses the place and role of strategic planning in ensuring that Kemerovo Oblast – Kuzbass develops comprehensively. For over thirty years, we have been studying the region with one of the leading national territorial-production centers established in the 20th century, how it emerged and functioned. Studies suggest that without regard to the economies of Russia as a whole and Kuzbass’s neighboring regions in particular, its issues cannot be satisfactorily resolved. At large, when strategic planning followed this assumption, it contributed to how fast and holistically the territory developed. Considering that, in the 21st century, strategy makers diverged from this concept and started to search for new approaches, the region’s economy has slowed down and its living standards have declined sharply. The momentum can be reversed with an active state socio-economic policy. Its previous forms, however, when the state gave preferences to private companies and did not require corresponding growth in standards of living in return, became unacceptable. It is necessary to work out a system of effective solutions and measures with mechanisms for reconciling the interests of the government, business and society within approaches that are adequate to the political and economic reality of today’s world.

BACKGROUND: Coronavirus Disease-2019 (COVID-19) is very shocking to the world. Until mid-2020, this virus has not yet found a vaccine that can be produced and can be applied en mass across the country. The spread of COVID-19 differs between regions which implie that regional characteristics have an influence on the rate of growth. Regional and social climate factors are thought to have a role in the growth rate of COVID-19. AIM: This study aims to find the role of climate and social society on the spread of COVID-19. METHODS: This research uses OLS regression analysis method, and then continued with Chi-squared Automatic Interaction Detector analysis to find the segmentation of the role of climate and social factors on the daily growth rate of COVID-19 in positive and deceased patients. RESULTS: The results of this study state that all independent variables of the study have a significant effect on the spread of COVID-19, with R-squared values in positive and deceased patients, respectively 61.1% and 70.0%. Strategic steps are needed to carry out policies that are targeted, effective and efficient. CONCLUSION: The results of this study can be a reference for the government in determining policies to reduce the growth rate of COVID-19, by focusing on areas that have poor sanitary environment and area are on Java Island.

The research aim is to determine development strategy of Banjar Samu as a tourism village. This research used qualitative and quantitative data with source from primary and secondary data. Observation, interview and documentation are data collection techniques. The sample method used purposive sampling while data analysis used descriptive qualitative and SWOT analysis.  Based on the results, the research indicate is that Banjar Samu have tourism potential which is consisted of natural potentials include panorama of rice fields and water springs. While the potential of culture include: community activities, hospitality and attitude of mutual cooperation, temples: building architecture and religious activity, sacred art of barong landung and another arts entertainment such as joged bumbung, arja, gambelan geguntangan, as well as local craft communities such as wood carving, silver handicrafts, yoga-meditation activity and sekaa such as sekaa gong,  joged, geguntangan, arja, angklung, subak and sekaa santi. Based on the analysis of SWOT Matrix, the results obtained by SO strategies are improving the quality of tourism potential and establish tourist activity. ST strategy is improving the security services. WO strategies are increasing cooperation with the government college, arranging some promotion. Bamboo is a plant that can botanically be classified in the family Gramineae (grass). The economic and ecological benefits of bamboo, among other things, when compared to wood commodities, bamboo plants can provide an increase in the income of the surrounding community in a relatively fast time, which is 4-5 years. Demand that remains high is not followed by an increase in quality and prices that are compared to similar goods made from wood or other materials. This is a consideration and reduces the interest of the community to develop the business. This study aims to explore the understanding and role of community empowerment through the use of bamboo, explore the role of government in empowering bamboo-based communities and develop strategies for empowering local communities in the use of bamboo. This research is qualitative by using an emic approach that is focused on data and analysis based on answers from key people. The type of data consists of primary data obtained through interviews and observations. While the secondary data comes from the problem report documents that will be examined, writing and the results of research on the Local Community Empowerment Development Strategy. The results of this study indicate that the local community in Loksado District has the potential to develop processed bamboo production through community participation in bamboo processing and utilization training, the government and village apparatus support the processing and utilization of bamboo through programs / activities, cooperation, bamboo ecotourism and bamboo industrial products, and constraints in the empowerment of bamboo in Loksado District is in marketing and capital strategies.

<span>Potential</span><span lang="EN-US"> food resources can be utilized through food diversification as a part of the government's efforts to minimize socio-economic inequality with sustainable food security development program. The purpose of this study was to observe the role of food diversification in reducing social inequality through sustainable food security development. This study uses descriptive qualitative methods with secondary data collection techniques which include data references as well as documentation related to food security development. The results showed that in Indonesia, food diversification program has an impact on increasing income, household resilience and welfare with a decrease in the number of the rural poor population of 4.7% (from 16.31 people to 15.54 people). It was positively correlated with the increase in farmers' income by (IDR) 30.37 million per capita increase (4.47%). Then, followed by the level of food security in the district area reached 80.53% (335 regions) and for urban areas amounted to 92.85% (91 regions). National food security can be achieved through maximizing the potential use of food resources at the regional level, by diversifying food based on local wisdom and optimally local resources. It can be concluded that food diversification is a policy that can be used by the government to increase community economic income and reduce poverty and social inequality.</span>

13  February  2019,  Dmitry  Medvedev,  Chairman  of  the  Government  of  the  Russian Federation, approved the “Spatial Development Strategy of the Russian Federation for the Period up to 2025”. This document is undoubtedly a significant milestone in the formation of the state regional policy. However, its practical significance caused reasonable doubts among experts. First of all, attention was drawn to the basic term of “spatial development”. How does it differ from the “regional development policy”, the principles main goals and mechanisms of which have not yet defined? May the substitution of the concepts be a way of avoiding this fundamentally important task? They caused questions and uncertainty of the role of regions in the Russian Federation in ensuring the spatial development of the economy. Their place in this process is not specified. The Strategy actually did not take into account the differences of the Russian regions in terms of their socio-economic development and innovative potential. The overall conclusion of a significant part of the expert community was reduced to the need for: substantial refinement of the Strategy; concretization of its basic provisions; developing mechanisms to enhance the role the Russian regions in this process, taking into account differences in their levels of development and socio-economic potential. An attempt to demonstrate the significance of these differences was undertaken in this study, the results of which are summarized in this article.
