Counting only the usable land, the population in Hong Kong is as dense as 34,000 people per square kilometer, and it has a highly efficient multi-modal public transport system. According to the experience of Hong Kong public transit system, highly reputable public transport services reveals that the the viability and sustainability of mass transit railways depend very much on accompanying transport policies and land development strategies. The ways to reduce traffic congestion from supply measures to demand management and change the transit mode from vehicle to railway are both based on Hong Kong’s actual situation. Finally this article emphasis on sustainable transport is a great experience which needs research with more in-depth thinking, and the evolution of public transport policy in Hong Kong is a good inspiration for the public transit development in the other great cities in the world.

The article aims at developing approaches to the formation of an efficient system of legal regulation of the transport services market. It is established that to create an efficient system of legal regulation of the transport services market, it is necessary to formulate and consolidate the main provisions of the national transport policy. It is proposed to provide for certain specifics that combine state regulation and supervision of transport activities with the contractual principle of the transport services and works provision. It is determined that, according to the general rule, transport obligations should be based on the freedom-of-contract doctrine. In this case, the parties will always have the autonomy of will in deciding whether to enter or not into a contractual relationship, except for the cases where the services are provided by public transport and mediated by a public contract.

The assumptions and goals of sustainable urban mob ility are defined in global and national documents, for example, the United Nations 2030 Agenda and in the Transport Policy of the State of Poland for 2006–2025. Achieving these goals is a long process. Tools and actions have been identified that play a fundamental role in achieving sustainable mobility, and various methods of measuring the effectiveness of these activities have been presented and compared. The article presents the following research hypotheses: achieving the goals of sustainable mobility through the development of the public transport offer requires the use of modern management methods, it is necessary to identify the main attributes of public transport that determine the use of this type of transport and to finance those elements of the transport offer that correspond to these attributes. The aim of the article is to assess the role of public transport as an element of sustainable mobility and to explain the reasons for unsatisfactory policy effects in Poland. Analysing the effectiveness of actions and tools used in Polish cities in achieving the goals of sustainable mobility, the processes of management in public transport and shaping the attributes of transport services and technical solutions were selected for the analysis. The analysis was carried out on the example of selected Polish cities. On the basis of the conducted research, the authors formulated conclusions: the idea of sustainable mobility development is an element of the transport policy of modern European cities, achieving sustainable development requires changes in the structure of urban transport, effective implementation of a sustainable mobility policy leads to changes in transport behaviour, the condition for increasing the share of public transport is to increase the attractiveness of its services. Detailed conclusions were defined in relation to selected Polish cities, in particular Gdańsk and Gdynia. The use of public transport by people who can travel by car can be increase by affecting the freedom to use passenger cars in cities through traffic and parking restrictions. The most effective tool that limits the use of private cars turns out to be parking fees in the city. Conclusions from the conducted research allowed us to confirm the research hypotheses of the article.

Purpose. The research is aimed at the development of scientific and technological bases for determining the utility of passenger transport services for the population in the conditions of formation of phased quality management. Methodology. The structure of the utility of passenger transport services for the population is determined on the basis of developing a systematic representation of the characteristic impact of the perception of management decisions effectiveness for improving the quality of transport services on mobility. The account of complex system properties of city public passenger transport is realized by construction of interlevel interrelations and establishment of methodical regulations for coordinating the parameters of quality management of public transport service with the indicators of its utility perception. Findings. The presented logical sequence of population mobility formation is based on reproduction of the general conditions of increasing transport service utility due to step-by-step realization of control actions that makes it possible to establish conditions of their expediency and parameterization. A model of marginal utility has been developed to qualitatively assess the technological utility of urban public passenger transport. It is presented in the form of a category that reproduces the relationship between the result of changes in the quality of transport services, consumer utility of transport services and the level of resources used. Originality. The procedure for assessing the consumer utility of urban public passenger transport has been formalized, which, in contrast to the existing ones, is based on the established impact of technological parameters of routes on the formation of population mobility and ensures accounting of transport service quality indicators in determining the technological utility. Practical value. The application of the theory of utility in improving the operation of urban public passenger transport in general contributes to the development of the theory of passenger traffic management and can significantly increase the effectiveness of the choice of rational management measures to improve technological processes and the quality of transport services. The conditions for the formation of a positive impact of consumer utility of urban passenger transport on the mobility of the urban population are established. Based on the selected connection, it is possible to form a system of parameters for assessing the quality of public transport services.

Urban areas are of increasing relevance when it comes to sustainability. •      First, about half of the world’s population now lives in cities (increasing to 60% by 2030). •      Second, cities are nowadays responsible for levels of resource consumption and waste generation that are higher beyond their share on world population. •      Third, cities are more vulnerable to disruptive events that can lead to restrictions on the provision of resources and to changes on the environment caused by climate change. •      And fourth, because they concentrate key resources (political, social, cultural…), cities are seen as strategic scenarios where to experiment and develop solutions to cope with the prevailing sustainability challenges driven by the major social and environmental transformations. Urban agglomerations can be seen as complex innovation systems where human activities are shaped in order to transform societies towards sustainable development. For this paper, we focus on the case of an environmental innovation regarding transport policy, the implementation of the fare-free policy on public transport for all inhabitants of Tallinn, Estonia. Tallinn, with 414,000 inhabitants in 2015, is the capital of Estonia and the largest city in the country. Over the last two decades the share of public transport trips decreased dramatically. After a public opinion poll in 2012, in which over 75% of the participants voted for a fare-free public transportation system (FFPTS) in Tallinn, the new policy was implemented on 1st January 2013. From that date on inhabitants of Tallinn could use all public transport services (busses, trams, trolly-busses) operated by city-run operators for free. Later the fare-free system was implemented also on trains within Tallinn. In this paper we analyze the context, in which this policy was implemented, the main characteristics of its implementation and its actual situation.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3532

The availability of transport services is one of the basic conditions for meeting the living needs and socio-economic activity of the population. The lack of access to such services is called a communication exclusion. Analyzes indicate that in Poland, both the number and the length of bus lines, mainly regional bus lines, are systematically decreasing. There is also little interest of local government units in building a common public transport offer. At the same time, the automotive index is rising. An important condition for shaping an integrated public transport network is cooperation: cooperation of various authorities at different levels, cooperation of authorities with carriers, cooperation with residents, enabling them to obtain their opinions. An important role can and should be played by non- governmental organizations that exist and operate in many places in Poland, pointing to the desired and expected solutions in the area of transport, e.g. the course of bicycle routes or the location of transfer points, or pointing to shortcomings and deficiencies in infrastructure.
