This article discusses the social formation of peasants-fishermen under peripheral capitalism within the ethnicity and class differentiation of the Minangkabau fishing community in the west coast of Sumatra Island. The research aims to analyze the evidence of social formation in peasant-fishermen situation under the domination of a specific variant of capitalism. Peasant-fishermen in the less developed countries are transformed and subsumed by the capital without being dissolved, albeit their production process now forms an integral part of the capitalist economic system. This research conduct in the village of Tiku Selatan and V Jorong, Tanjung Mutiara Subdistrict, Agam District, West Sumatra Province. This research assesses two fishing villages' household heads using questionnaire surveys and fieldwork through observation, interviews, and secondary data. According to the findings, there are three categories of peasants-fishermen economic and occupational background related to modes of production, ethnicity, and class differentiation.

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

The purpose of the Student Study Service Programs are 1) Synergizing socio-cultural local wisdom with community economic characteristics for preventing degradation of agricultural land through the KKN program. 2) Formulate strategies to increase the potential of villages towards developed and independent villages. The method of collection is done in two kinds, namely primary data by means of surveys, questionnaires and interviews with the village secretary, village apparatus, community leaders, farmer groups and residents around of Panggung Duwet Village’s related to the KKN program, and secondary data in the form of well-documented data such as Blitar Regency in the Numbers, Kademangan District in the Numbers as well as the Report on the Implementation of the Village Administration and/or the Report on the Accountability of the Panggung Duwet Village’s in 2018. The data analysis method was conducted using the social intervention and SWOT analysis approaches. The results of the implementation of the Student Study Service Programs in Panggungduwet Village, Kademangan District are implemented into a work program that is greening, processing waste into organic fertilizer and crafts, processing food commodities such as corn silk syrup, cassava donuts and cassava chips. Analysis of the village situation shown still has weaknesses, namely lack of water supply, especially in the dry season, especially agriculture in line with the opportunities that exist, namely seeking organic fertilizer by utilizing waste and wood sawdust crafts for sale so that the potential is expected to be a catalyst for village development to become advanced and independent. The existence of the Student Study Service Programs can leave a good impression so that the community is willing to begin to change the bad behavior of agricultural land management that ignores the rules of conservation and increased knowledge and skills of processed waste and food processed in order to improve the economic welfare of the community.

Poverty is an urgent national problem and it requires systematic handling steps. This study had purpose to analyze poverty alleviation efforts through the Social Welfare Center (Puskesos) from the perspective of public services. This study used descriptive qualitative method. The data included primary and secondary data and the collecting data used interviews, observation and documentation. Informants determined by using purposive sampling. Data analysis used Miles & Huberman model, that's data reduction, presentation, making conclusions and verification. Validity of the data used triangulation techniques. The results showed that the implementation of Integrated Database services (BDT) through the Social Welfare Center (Puskesos) had run optimally. This is proven by good administrative services, goods, and servicing the poor society from the process of providing goods, preparation, to the proposals. This service implementation is supported and in collaboration with social strength at the RT / RW level, social cadres, employee and village facilitators. The management of mechanism and registration are done by giving information to the society about the programs, procedures, and requirements that must be completed. Then, This data becomes the government's reference for processing data verification and validation in determining the poor society who have a right to receive the facilities will be given. The obstacles of this implementation are services such as access to distant of part area, networks, BDT processor programs, and society's apathy in completing requirements. So, it needs commitment and principle of picking up the village government by involving social cadres and youth cadets who have been given training to provide assistance to the poor society.  Keywords: Poverty, social welfare, service

This study aims to determine the social and economic conditions in the Village Pandu Bunaken District Manado city. This research was carried out in Pandu Village, Bunaken District, Manado city for 3 months starting from Juny until August 2017 starting from preparation, taking data to preparing research report. Data collection methods in this study using primary data and secondary data. Primary data obtained directly from the source by using questionnaires to 30 farmers respondents who domiciled the research area, while secondary data was obtained from institutions related to the research of the village government Pandu. The results showed that the socio-economic conditions and welfare of farmers in refugee housing belong to category of low level of welfare.

The city has always been a prominent subject in Hong Kong cinema. Land has been seen only as a profitable commodity, controlled by property developers and the wealthy. Instead of exploring the countryside and the traditional farming and fishing villages, people shifted their focus to Hong Kong: its skyline became the only valid point of perception. This marginalization of nature, however, was challenged in 2008 during the dispute between the villagers of Choi Yuen village and the Hong Kong government regarding the construction of Guangzhou‐Hong Kong High-Speed Rail Link, which would demolish the village of 500 people that lay along its path. This article looks at Jessey Tsang’s documentary Flowing Stories (2014) and adopts an ecofeminist perspective on the ways in which Hong Kong’s cultural imaginary has been reinvented in films. The role of documentaries in the independent film scene will be reviewed, especially the social-issue documentaries that have become popular since 2008. An ecofeminist approach to our understanding of Hong Kong could shift the paradigm of our stagnant cultural imaginary ‐ the urban city ‐ and resituate Hong Kong in a closer connection with its surroundings and the world.

The Tirta Mandiri village-owned enterprises or BUMDes is one of the best village-owned enterprises in Indonesia. It has made these village-owned enterprises a learning center for others in Indonesia. Currently, Tirta Mandiri village-owned enterprises have the role of creating new business fields in Ponggok Village (Polanharjo District, Klaten Regency). This study applied a qualitative method by conducting a case study. The primary data gathered through in-depth interviews with seven key informants and two supporting informants. The secondary data collected through the business management and planning documents of the Tirta Mandiri village-owned enterprises. Tirta Mandiri village-owned enterprises have been able to develop seven business units in the form of Limited Companies (Ltd.). Their presence can increase the output, income, and labor (multiplier effect) of the Ponggok villagers. It is proven by the presence of new businesses in the community. The development of the Tirta Mandiri village-owned enterprises is inseparable from the social capital of the community as a foundation for the development of the village-owned enterprises themselves. Furthermore, community participation actualized through investments, which are a sign of the public’s trust in the village-owned enterprises. Money is energy, and planning is the compass, and authority is the driver where the village takes part in realizing its autonomy. Learning from experience is one way to create sustainable village-owned enterprises.

Abstrak. Badan usaha milik desa muncul sebagai kekuatan ekonomi baru di wilayah perdesaan. Badan usaha milik desa hadir sebagai wadah dalam menggerakan potensi ekonomi lokal bagi peningkatan kesejahteraan sosial dan ekonomi warga desa. Peran pemerintah desa dan masyarakat lokal dimaksimalkan untuk menggerakkan potensi ekonomi lokal bagi peningkatan kesejahteraan sosial dan wargadesa. Badan usaha milik desa sebagai salah satu lembaga ekonomi yang beroperasi di pedesaan harus memiliki perbedaan dengan lembaga ekonomi pada umumnya. Hal ini dimaksudkan agar keberadaan dan kinerja badan usaha milik desa mampu memberikan kontribusi yang signifikan terhadap peningkatan kesejahteraan warga desa. Penelitian ini bertujuan untuk mengetahui strategi pemerintah desa dalam mengelolah badan usaha milik desa dan kerjasama pemerintah desa dan Pihak swasta dalam mengelola badan usaha milik desa. Jenis penelitian ini adalah penelitan literasi dan data yang digunakan dalam penelitian ini adalah jenis data sekunder yang dikumpulkan melalui data pustaka (koran, majalah, dan dokumen), membaca serta mengolah bahan penelitian terdahulu. Hasil dari penelitian ini menunjukan bahwa badan usaha milik desa merupakan perwujudan partisipasi masyarakat desa secara keseluruhan, sehingga tidak menciptakan model usaha yang di pengaruhi kepimpinan oleh kelompok tertentu ditingkat desa, juga implementasi yang merupakan suatu rangkaian konsep yang menjadi pedoman dalam pelaksanaan suatu pekerjaan, kepemimpinan dan cara bertindak. Dan adanya Collaborative governance yang merupakan konsep dalam manajemen Pemerintahan sebagai proses fasilitasi oleh berbagai institusi baik Pemerintah, Masyarakat maupun pihak Swasta yang bertujuan untuk menyelesaikan masalah bersama yang tidak bisa di selesaikan oleh satu instansi.Kata Kunci: Badan Usaha Milik Desa, Tata Kelola Badan Usaha Milik Desa, Implementasi Kemitraan Badan Usaha Milik Desa dan Pihak Ketiga, dan Collaborative Governance Dalam Mengelola Badan Usaha Milik DesaAbstract. Village- owned enterprises emerged as a new economic force in rural areas. Village- owned enterprises exist as a forum for mobilizing local economic potential for improving the social and economic welfare of villagers. The role of the village government and local communities in maximized to mobilize local economic potential for improving social welfare and villagers. Village- owned enterprises as one of the economic institutions operating in rural areas must have differences from economic institutions in general. This is intended so that the existence and performance of village- owned enterprises can make significant contribution to improving the welfare of village residents. This study aims to determine the strategy of the village government in managing village- owned enterprises and the cooperation between the village government and the private sector in managing village- owned enterprises. This type of research is literacy research and the data used in this study are secondary data collected through library data (newspapers, magazines, and documents), reading and processing previous research materials. The results of this study indicate that village- owned enterprises are a manifestation of the participation of the village community as a whole, so that they do not create business models that are influenced by leadership by certain group at the village level, as well as implementation which is a series of concepts that guide the implementation of a job, leadership and way of acting. And the existence of collaborative governance which a concept in government management as a facilitation process by various is intitutions both governmen, community and private parties that aim to solve common problems that cannot be resolved by one agency.Keywords: village- owned enterprises, governance of village- owned enterprises, implementation of partnership between village- owned enterprises and third parties, and collaborative governance in managing village- owned enterprises

   This study aims to examine the social capital of the network, beliefs and social norms in captikus industries in Ranolambot Village, Kawangkoan Barat District, Minahasa Regency. This study uses primary data obtained through interviews using a questionnaire to 30 farmers who were chosen purposively. Secondary data was taken from the Village Office and other sources from the internet through Google searching to obtain books, articles and theses that discuss social capital in the agricultural processing industry. Data analysis using Likert scale and analyzed descriptively. The results of the study show that: (1) Social networks are in the Fairly Good category because networks with people outside the village are still lacking because when capturers and farmers in Ranolambot Village sell captics outside the village as well as outside companies, they must use intermediaries so that captikus will be sold. (2) Trust is in the Fairly Good category because Trust between the host and the captikus farmer must be further enhanced by mutual trust because when there are farmers who first take the money to the captikus the money should be replaced with the captikus but there are other farmers who do not return that money because it has moved to another colector trader. (3) Social norms are in the category of Good because the colector and the capticus farmer abide by all the rules that apply both fellow farmers and the colector with the government in the village, for example in the case of a captikus permits, before the capticus colector makes an effort to become their host used to make a license to collect capticus. *eprm*

The purpose of this research is to know how actors role in the implementation of the Rice prosperous assistance Program in the new Kasongan sub-district of Katingan Hilir Katingan regency. The research method used is a qualitative descriptive that is to explain, describe, and represent a phenomenon that exists to solve a problem. In this study there are two data sources, namely the primary data source obtained from interviews with several respondents in the new village of Kasongan, and secondary data sources are obtained from various documents and so on. Based on the results of the study can be concluded that the role of actors in implementing the implementation of the social rice assistance Program in Kasongan New village is still not going well if viewed from the communication and target of the recipient family Benefits. From the problem that the researcher suggested that the village employees more often communicate with the community in Kasongan New village, especially the beneficiaries family of social and social assistance Emphasize again to each Kelurahan or village in order to record the community that is included in the criteria of beneficiaries social rice assistance so that the data can be renewed and the achievement of the purpose of the social assistance of the prosperous rice in Katingan.

The purpose of this research is to know and to describe the reliability of Indonesia's Healthy card service in the new Office Kameloh Sabangau District of Palangka Raya. The type of research used in this study is descriptive. Using qualitative research methods. The type of data in this study is primary data that includes social welfare officers, Lurah and the new District Community Kameloh Sabangau Palangka Raya. Secondary data comes from documentation, other data sources, data collection techniques using interviews, observations, and documentation. Based on the results of the reliability of this research service provided by the Social Welfare section of the new Kameloh village of Sabangau of Palangka Raya, still not in accordance with the expectations of society can be seen from within the ability and Reliability to provide reliable service that the village is still not able to take responsibility in completing its task. The accuracy or thoroughness of staff in serving the community or service users is still not careful and thorough. Because there are still many complaints of people or customers about the lack of accuracy and thoroughness of employees in the writing of names, in examining the community files and resolving community files
