In this study we are mainly interested at the level of students' satisfaction about their courses quality, well as the different strategies judged useful by students to improve higher education.302 chemistry students of different levels from the first year to the Master participated in this survey; they are between 18 and 28 years. The analysis of the results shows that student’s dissatisfaction is patent and the teachers are not interested enough to motivate their students. For this, students can engage in personal actions to improve their general culture, to expand their field of knowledge and improve their chances of employment.

Purpose Higher education institutions (HEIs) are becoming more aware of the effects of globalization and of the fact that the need for international work experience, as well as partially or fully acquired education abroad, is increasing. The aim of the research is to analyze factors influencing international students’ decision regarding the country and HEIs and to evaluate students’ learning experience and satisfaction with their choice to develop suggestions for the improvement of different dimensions related to the quality and export of higher education. Design/methodology/approach Several research methods, such as literature review, logical and comparative analysis, as well as the empirical method to obtain information by conducting a survey, and the induction method to interpret and generalize the survey results are applied in this research. To discover learning experiences and determinants of students’ choice of the host country and HEI, research was carried out, under which two questionnaires were developed. The survey involved foreign students from seven HEIs in Latvia and one Estonian university. Findings The environment in which HEIs operate is becoming more open to the increasing international influence and competition and leads to increasing opportunities for international studies and choice available to students. The quality of the academic staff and study programmes are the most important factors in creating value for the student. As a result of the research, suggestions for higher education quality improvement and export development have been structured within economics, culture and quality dimensions into three levels – individual, institutional and state. Research limitations/implications The study does not analyze the foreign students’ countries of origin in terms of political, economic situations or other factors. Upon researching the proportion of foreign students in Latvian HEIs, it was found that most students acquire education in Riga; therefore, regional HEIs have not been included in the survey. Originality/value The results obtained can be used to improve the quality of higher education and encourage the export of higher education by introducing the necessary changes in the areas identified during the research at the state as well as HEI level. The authors also provide an insight into the areas where implementation of changes is necessary to improve the international students’ level of satisfaction and their learning experience.

The research is aimed at identifying the peculiarities of higher education internationalization in the Republic of Belarus. The research objectives included the analysis of legislative and institutional sides of higher education internationalization and the evaluation of geographical priorities of higher education services export by Belarus. The research into higher education internationalization was initiated by Western researchers, including J. Knight, H. de Wit, P.G. Altbach, B. Leask, S. Robson, and others. However, the research into Belarusian higher education internationalization has started very recently and mostly covers the results of European projects in higher education conducted in Belarus. Therefore, the peculiarities and prospects of Belarusian higher education internationalization have not yet been considered sufficiently. Having analyzed the legislation in higher education, the authors concluded that the export of higher education became the priority of internationalization. Most policy documents set the aim of increasing the number of international students by improving the positions of Belarusian universities in international rankings and networking with foreign universities. Therefore, it may be concluded that Belarusian authorities interpret higher education internationalization from a very utilitarian point of view. Thus, it is not mainly aimed at improving the quality of higher education. Having considered the international students statistics the authors identified three geographical directions of Belarusian higher education export, namely Turkmenistan (the country providing almost half of international students in Belarus), China (the country of origin for most students receiving education abroad in the world), and Uzbekistan (the country that has significantly increased the number of students coming to Belarus recently). The geographical structure of Belarusian higher education export turned out to be very unbalanced because of the dominance of Turkmen students. However, Belarusian export of higher education to this country is now endangered by Turkmen educational policy hindering the outflow of school-leavers. Since Belarusian higher education has a very low ranking at Chinese labor market, the export of Belarusian higher education to China may grow but for a little only. Taking into account that the educational cooperation with Uzbekistan has activated recently, the export of Belarusian higher education to Uzbekistan is likely to increase within the following several years. Thus, the authors forecast the changes in geographical priorities of Belarusian higher education export. However, the advantages that made international students choose Belarus, namely stability and security, are endangered by the current political situation in the country. Therefore, the future of Belarusian export of higher education depends significantly on achieving fast political settlement.

In the conditions of active development of innovative economics the role of higher education in the field of charity welfare and level of state development is considerably increasing. In this situation, the importance of monitoring the quality of higher education provided by universities, increases. Therefore, the main objective of this study was to identify the main components of the monitoring that could provide effective information of the status of the educational environment and the quality of education in the innovative activity of universities. As the main tool of research we adopted a structure-logical approach, which identified the main components of monitoring the quality of education in the universities and develop a logical sequence of implementation. The study identified the most promising areas to improve the assessment of quality in higher education, which will allow universities to form objective suggestions for improving educational process.

The article presents an analysis of the compliance of the state approach to the accreditation of the specialty, the direction and the higher educational institution to the real situation in Ukrainian education. It is noted that the implementation of accreditation in the national system of education is characterized by a controlling and punitive approach and is a manifestation of a formalized system of educational management in general. Comparison of accreditation approaches in world practice is analysed and the need to reform the national system for determining the quality of work of higher educational institutions is emphasized. Attention is drawn to the ambiguity of using the category «knowledge quality» to determine the quality of higher education, rather than the wider content of the category «learning outcomes». These requirements do not take into account the level of preparation of entrants, the status of higher educational establishments, the level of competition among entrants to a higher educational establishment, the personal educational progress of students, they are characterized by a non-differentiated approach, create conditions for corruption phenomena in the system of education. Based on the statistical data on the results of the external independent evaluation tasks, a lower level of knowledge of graduates of secondary schools to state requirements has been demonstrated to the level of students’ knowledge quality. The implementation of integrated professional-oriented tasks by graduate students as an indicator of their learning outcomes during the accreditation process is proposed.

Asia is one of the fastest growing destinations for international students. Therefore, this paper was conducted by conducting a comparative study and empirical study with the aim to find out Indonesia's international competitiveness for the higher education service trade aspect, which is compared with seven other countries. To measure the international competitiveness in the higher education services trade, data from 2010 to 2017 on the number of sending and receiving students in a country and other more complex data have been used to obtain valid results. A comparative study conducted by calculating data from eight countries using the IMS, TCI and RCA measurement methods, and empirical analysis conducted using a questionnaire survey with 302 respondents' data obtained to find out the significant factors that influence the competitiveness. The results show that although Indonesia's higher education service trade is unstable every year, it still has certain competitiveness in the international scope. In addition, culture, quality of higher education and cost of living have a significant impact on the international competitiveness of higher education service trade. On this basis, this paper puts forward some countermeasures and suggestions on how to improve the international competitiveness of Indonesia's higher education service trade, including: promoting the development of Indonesian culture, improving the quality of higher education, reducing tuition fees and living costs, increasing the employment opportunities for foreign students and promoting the balanced growth of Indonesian economy. One of the issues that relates to Indonesian international students’ perceptions about the quality of higher education is with regards to the difficulties and problems they face while studying in an Australian university. A survey was conducted with 78 First Year to Fourth Year Indonesian international undergraduate students undergoing a range of programs and courses at a university in Australia to determine their perspective of quality in higher education. Further interviews were carried out with nine Indonesian international students to gain insights into their difficulties and learning experiences. Based on these interviews, the three main difficulties highlighted by Indonesianinternational students are: different learning styles, cultural barriers and language problems. This paper seeks to highlight the initial problems faced by Indonesian international students in terms of learning styles and how they strive to overcome these difficulties through discussions and practice. These findings present implications for the use of appropriate teaching strategies with Indonesian international students.

In prevalent competitive environment of higher education institutions it has become vital for the institutional management to pursue for attainment of students satisfaction and maintain it throughout their stay in the institution during the course of study. Besides many predictors, the service quality is considered very vital factor in education sector to ensure students satisfaction all along their learning stage. Therefore, this research study aims to measure the relationship between the service qualities of higher education institutions with their customers (students) satisfaction. The service quality of higher education is determined by measuring various dimensions of service quality such as; the tangibility of institution and its infrastructure, reliability in its service delivery, responsiveness of its service providers, assurance and empathy. The research furthers its measurement of relationship of each dimension of service quality with students satisfaction level with a view to ascertain significance of each or otherwise. The research intends to investigate students of public and private sector universities of Khyber Pakhtunkhwa. The research is not only expected to determine the prevalent level students satisfaction and service quality of higher education, but also help to draw a comparative analyses between the public and private sector in this regard. The research would help the management of higher education institutions to revisit and regulate their strategies to deliver better service quality to its customers by focusing each dimension of the service quality individually.

Abstract The article deals with the experience of the use of the system of internal monitoring of the quality of higher education in UK Universities. There has been analyzed the existing model of the system of higher education monitoring at the level of a higher education institution within the scope of the British higher education model, discovered by a famous American education philosopher P. Monroe. There has been characterized the new document “The UK Quality Code for Higher Education”, which regulates the internal procedures of providing and monitoring the quality of UK universities. There have been provided the data of the comparative analysis of the trends of the internal monitoring of the Higher education quality of some UK universities. The monitoring trends, inherent in all higher education institutions, are the reports of external examiners, feedback of the students, reports of the institutional checkups. Other internal monitoring trends depend on the status, mission of an academic institution and are related to the polling of employers, higher education institutions’ alumni, analysis of the reports of the experts of the new curricula evaluation boards, etc. There has been analyzed the cyclic model of higher education monitoring in UK universities.
