It is established that maritime infrastructure is an important component of the economy of Ukraine, the effective functioning of which is a necessary factor of the determination of Ukraine as a maritime state, the sustainable development of its transport and road complex. It is proved that the efficiency of ports is of utmost importance for the economy of Ukraine, as more than 60% of the Ukrainian products are exported by sea. A more detailed analysis of the efficiency of the seaports is important not only from the commercial point of view of Ukraine as a whole and one particular seaport, but also from the point of view of economic policy in the port industry. It is proved that there is an urgent need to introduce effective and timely reforms of the maritime economy, based on the identification of a complex of factors influencing the processes of strategic development of seaports of Ukraine and aimed at improving the system of management of state-owned enterprises, taking into account world experience, upswinging state regulation of port business, improving the competitiveness of the port business, upgrading the role of maritime transport in using the potential of international transport corridors. The variants of the efficiency criterion of the seaport have been developed, allowing to evaluate the activity of the port in different conditions and to compare the activity of different ports with each other. The efficiency of the criteria is checked, their interrelation is shown and recommendations for their calculation are given. With the help of the offered criteria work efficiency of the Ukrainian and foreign ports is compared, ways of development of the Ukrainian ports are specified. An analysis of the publications and studies carried out on the topic of evaluating port performance shows that most researchers pay attention to economic evaluation criteria. Technical criteria for the port's operational efficiency are considered less frequently and in many cases are not adapted for integral assessment due to the lack of sufficient information. The main aim of the article is to compare the performance of the Ukrainian and foreign ports. Research objectives: to develop objective in-kind performance indicators for ports, allowing them to evaluate port activities in different conditions and compare the activities of different ports with each other; to check the operability of port performance indicators; to compare the performance of Ukrainian and foreign ports with each other using the proposed natural indicators.

The 2030 Agenda and the Sustainable Development Goals are a necessity. A large number of public actions and activities in many countries go in this direction. Various indicators are used to quantitatively assess the impacts, all of which are included within product life cycle assessment. It is essential to study and assess infrastructure, as it is an important factor in emissions, as well as environmental and sustainable construction. In maritime works, the aggressiveness of seawater is an important factor that reduces the life of reinforced concrete structures, and it is necessary to search for solutions that reduce or eliminate maintenance. In this research paper, the aim is to quantitatively verify that the composite materials are viable from an environmental and resistant point of view. Concrete caissons and/or breakwater crowns for vertical breakwaters were constructed as the fundamental elements, calculating the life cycle in comparison with several contrasting examples. The first is the case of a conventional breakwater crown, built in Escombreras, southeast Spain, at the Mediterranean Sea, later simulating the impact with one reinforced with fiberglass bars. The results are encouraging and call for additional measures to further reduce maritime infrastructure indicators with much less polluting, more durable, and more sustainable solutions.

The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.

The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

Numerous decision support systems have been developed to address the decision-making process in organizations. However, there are no developed mechanisms to track commitment down the line to the decisions made by corporate leaders. This paper is a portion of a study that establishes a framework for a comprehensive metric system to assess commitment to Sustainable Development (SD) decisions down the line in capital projects, and sets the groundwork for further development of performance indicators for SD outcomes. This ultimately leads to investigating the relationship between commitment to corporate decisions and better project performance in SD parameters. Hence, this study explores the literature to extract relevant parameters that reflect the degree of the project participants’ commitment to SD decisions and to develop commitment indicators. The study created then validated an index to track this commitment along the project stages: the Sustainable Development Commitment Tracking Tool (SDCTT). The SDCTT was tested on an infrastructure project case study. In this paper, techniques relevant to the first stage of projects (planning and definition) are presented. The SDCTT is the groundwork for the future development of performance indicators for SD outcomes, and within the postulated model should ultimately contribute towards reducing project waste, energy use, and carbon emissions.

The article presents the results of empirical research of the main theoretical approaches to the concept of efficiency of management services in the field of higher education. It is determined that the concept of efficiency management is a complex multifaceted indicator that includes certain performance indicators related to efficiency, profitability, effectiveness, etc., in economics and management there is no single general approach to determining the effectiveness of management. It is proved that the effectiveness of management is a complex indicator that determines the use of resource opportunities to achieve a certain goal, and these concepts are complementary and interrelated, this approach from the point of view of economics is integrated with all management functions.Ключові слова: higher education; management efficiency; management effectiveness; management efficiency in higher education; educational services.

Despite the rapidly growing expenditure on digital advertising, the effectiveness of the functioning of the digital advertising ecosystem is becoming less and less visible. This is related to the fact that only a small part of the expenditure incurred by organizations on various forms of digital advertising brings the expected results. For several years now, a phenomenon that stifles the effectiveness of the digital advertising ecosystem and deteriorates the ROI (return on investment) of advertisers has been the widespread practice of blocking advertising, known as ad-blocking. In this context, the aim of this article is to analyze the scale of the phenomenon of ad-blocking and its causes in terms of its impact on the effectiveness of the functioning of the digital advertising ecosystem and its sustainable development, which is extremely important from the point of view of the development of electronic commerce. In order to carry out this study, a literature analysis was conducted on the genesis of this phenomenon, its scale, causes, and economic effects. After this stage of research, in order to obtain primary data, a questionnaire survey was conducted on a group of individual Internet users. The results of the research indicated three main reasons for the development of ad-blocking. These are: excessive number of advertisements, their excessive invasiveness, and the mismatch between the advertisements displayed to the user and the user’s interests. In the context of these results and of the continued sustainable functioning of the digital advertising ecosystem, it is essential that the advertising industry be able to offer users alternatives to ad-blocking that they consider valuable from their own point of view and that take the users’ expectations into account.

This Present study aimed at finding out the Status of the quality of education and accountability unit in the educational process from the point of view of the principals of Kasbah Al Mafraq schools To achieve the goal of the study, a descriptive development methodology was developed, which was developed in three areas (evaluation criteria, cooperation and coordination, feedback and incentives) (21) items, and verified their validity and stability, and then distributed to the sample of the study consisting of (167) managers and directors in schools Kasbah Mafraq. The study results showed that the degree of appreciation and the reality of Status of the quality of education and accountability unit in the educational process from the point of view of the principals of Kasbah Al Mafraq schools was at low degree The average of the tool as a whole was (2.00) with a standard deviation of (.55) and at the level of domains, All of them were rated low, with feedback and incentives having the highest average (2.09) followed by evaluation criteria (2.00) and cooperation and coordination (1.90), and the results showed that there were no statistically significant differences in The study sample of the Status of the quality of education and accountability unit in the educational process from the point of view of the principals of Kasbah Al Mafraq schools, according to gender, at the macro level of the instrument and on all dimensions. The study recommended in light of those results the necessity for that efforts should be join efforts to support and deepen the concept of quality of education and accountability, cooperation and coordination between the quality unit of education and accountability and educational leaders, and try to provide incentives and thanks to those who deserve it, to achieve the concept of guidance and support.

In 1956 there was a significant step in international road freight transport – conclusion of Convention on the contract of carriage in international road freight transport (CMR Convention), the basic purpose of which was to unify the rules in the international transport of goods and thus promote the development of international trade. From a practical point of view, this was very important for both carriers and transporters. The Convention describes the most important document in the carriage of goods – the CMR consignment note.Recently, the term «neutralization» has been used in connection with the CMR consignment note, which is considered as an interference with the system of functioning of transport documents, which aims to obscure the actual movement of the consignment during transport. At the same time, neutralization of the consignment note is not so much contrary to legal norms as it can lead to undesirable consequences for carriers. For this reason, the question of whether it is possible to neutralize the CMR consignment note in accordance with the current rules and whether the neutralization of the CMR consignment note does not violate the functionality of the existing system is relevant. Therefore, the objective of this work is to study the reasons and methods for neutralizing CMR consignment notes, as well as options for handling neutralized consignment notes.Considering that neutralization of the consignment note has become a relatively common practice and means the exchange of original consignment notes or transport documents with other consignment notes or transport documents, canceling the actions of the first consignment note, in the article the authors, based on their own research, identified the possibilities of using the neutralization of the CMR consignment note in practice for certain types of goods, routes of the most frequent use, as well as the risks of these procedures in road transport.

Topicality. Nowadays, crewing business in Ukraine is at the stage of formation and development, so its study is a rather new topic for modern Ukrainian science. The study of the problem of considering the crewing business from the point of view of rising the quality of the labour force in the seafarers' labour market, highlights the features of modern interaction between the subjects of the maritime segment of the labour market in terms of the effectiveness of work with marine personnel, helps to orient work in the maritime industry at the state level in the direction of risk reduction and maximum elimination of threats of the present for a modern shipping company, it is necessary to ensure the safety of seafarers in the legal and operational field, which is the basis of this scientific article. Aim and tasks. The aim and tasks of the study are to determine the features of modern interaction between the subjects of the maritime segment of the labour market: the shipowner, the crewing company and the seafarer to design further ways to develop crewing activities. Research results. The article considers the features of the interaction between the subjects of the maritime segment of the labour market: the shipowner, the crewing company and the sailor in the modern dimension of the development of crewing activities. The commercial relationship between the interests of the customer and the intermediary in the selection of a successful skilled employee is analysed. Threats to the development of the modern maritime industry, affecting the labour market of seafarers, have been identified. The ways of further state regulation of the activities of crewing companies in Ukraine on the employment of seafarers and ensuring their protection in any port of the world are covered. Conclusion. The value of the work is determined by the small number of publications on this topic. In Ukraine the opportunity to ensure the protection of seafarers is conditioned by a new state policy, it provides for the introduction of new laws and regulations in the maritime industry, they are aimed at supporting seafarers working on ships on international voyages. The adoption of positive state decisions in the shortest possible time is a way to strengthen international cooperation in ensuring the observance of the labour and social seafarers� rights, their guarantees, ultimately, it will have a positive effect on the development of crewing activities in our country.
