The development of big data has brought unprecedented challenges and opportunities to the teaching reform of higher education. Property insurance course is the core course of economics and management,and it is the guarantee for the supply of talents in the health financial market. Big data technology and data economy put forward innovative requirements for its teaching objectives, teaching content, and teaching system. In China's new round of double-first-class universities and disciplines, big data is an important foundation and driving force. The comprehensive integration of property insurance and big data is reflected in: Cultivate students' big data thinking; Cultivate students' practical application ability based on market employment needs; Build a new discipline system of applied economics, and achieve good coordination between property insurance courses and other disciplines; The government, enterprises and universities form a strategic partnership to jointly participate in the development and construction of courses; The formulation of government policies can have a better governance effect on the development of higher education and talent training.

This paper examines the main issues regarding higher education in Korea—where college education experienced minimal interruptions—during the COVID-19 pandemic through a big data analysis of news articles. By analyzing policy responses from the government and colleges and examining prominent discourses on higher education, it provides a context for discussing the implications of COVID-19 on education policy and what the post-pandemic era would bring. To this end, we utilized BIgKinds, a big data research solution for news articles offered by the Korea Press Foundation, to select a total of 2636 media reports and conducted Topic Modelling based on LDA algorithms using NetMiner. The analyses are split into three distinct periods of COVID-19 spread in the country. Some notable topics from the first phase are remote class, tuition refund, returning Chinese international students, and normalization of college education. Preparations for the College Scholastic Ability Test (CSAT), contact and contactless classes, preparations for early admissions, and supporting job market candidates are extracted for the second phase. For the third phase, the extracted topics include CSAT and college-specific exams, quarantine on campus, social relations on campus, and support for job market candidates. The results confirmed widespread public attention to the relevant issues but also showed empirically that the measures taken by the government and college administrations to combat COVID-19 had limited visibility among media reports. It is important to note that timely and appropriate responses from the government and colleges have enabled continuation of higher education in some capacity during the pandemic. In addition to the media’s role in reporting issues of public interest, there is also a need for continued research and discussion on higher education amid COVID-19 to help effect actual results from various policy efforts.

Purpose This paper aims to integrate Big Data in e-government in Oman, also known as “e-Oman”, wherein Big Data might be better harnessed to tackle real-time challenges. Design/methodology/approach Besides a description of the concepts of e-government and Big Data in general, the paper underscores the dimensions of “e-Oman”. Following a qualitative approach, the paper asserts how integration of Big Data in “e-Oman” may be useful by invoking examples from four short case studies across different sectors. Findings The paper supports the integration of “e-Oman” and Big Data wherein besides providing smooth public services, the government is encouraged to forge inter- and intra-ministerial collaboration and public-private partnership. The paper probes through the challenges and opportunities in effecting this integration. Practical implications The paper provides a platform for the policymakers to conceive of a synchronized programme for integrating “e-Oman” and the Big Data generated by it. This integration would go a long way in building upon the economy of Oman, besides providing better public services to the individuals and businesses on a real-time basis. Social implications The paper does throw light on the issues of privacy and confidentiality of data available with the government. There are challenges of cybercrime as well. Therefore, the paper posits that a robust fool-proof infrastructure should be instituted by the government for effecting integration of e-government and Big Data. Originality/value This paper seeks to fill the gap in extant literature which remains scant on the integration of e-government with Big Data. This is especially true in the case of Oman where not a single study has been presented to probe this issue. Given that “e-Oman” is expanding its scope over the years, this paper foresees the concomitant opportunities and challenges in the integration of Big Data in “e-Oman”.

International employment standard requires higher quality of graduates, which can be achieved through high quality academic standards. As we know there are still a large number of graduates of Indonesian higher education rejected to work in global industry. Besides having low GPA, lots of graduates are considered lacking technical skills, interpersonal skills, and international experience. Indeed, the main weakness factor is the low English proficiency of graduates. We need a breakthrough that develops our academic standards of higher education to obtain international quality. Yet, there are challenges to face by the government, such as rebuilding the national system (establishing elite institutions), internationalizing higher education (globalizing the institutions or cross-border trades of education services), as well as enhancing private participation by repositioning the private sector. To overcome these challenges we need to build a strategic partnership of transnational education using online programs, which can obtain mutual benefit for the collaborating institutions. This article discusses about how to increase academic quality of graduates in Indonesia or in other Asian countries.

While ‘e-Oman’ is a repository of Open Data, its significance in terms of being a potent source for Big Data deserves attention. This paper seeks to underscore how important is the integration of Big and Open Data in e-Oman – the e-government portal of Oman. Drawing evidence from four case studies based on the Higher Education Admissions Center (HEAC) ‘e-Portal’ – an online portal meant for the payment of electricity bills, traffic fines and visa applications – the paper lends support to the implementation of integration of Big and Open Data which, for a number of purposes, could be better harnessed. Thus, while the paper identifies the opportunities entailed in achieving the integration of Big and Open Data in the context of the case studies chosen for the study, there are concomitant challenges impacting this integration that need to be addressed. Specifically, e-Oman needs to be updated with Open Data and the government needs to take steps to build and maintain a robust physical, human and information infrastructure for harnessing the potential of integrating Open and Big Data in the public sector. The paper concludes with directions for future research.

Data mining and advanced predictive analytics are increasingly being used in higher education institutions around the world to perform tasks, ranging from student recruitment, enrolment, predicting student behaviour, and developing personalised learning schemes. This chapter evaluates and assesses the impact of big data and cloud computing in higher education. The authors adopt systematic literature research approach that employs qualitative content analysis to establish their position with regards to the impact, benefits, challenges, and opportunities of integrating big data and cloud computing to facilitate teaching and learning.

The International Baccalaureate (IB) offers internationally recognized programs that prepare students to think and act critically and independently as internationally competent individuals. IB has recently undergone a rapid worldwide expansion as an increasing number of educational systems are recognizing the value of nurturing globally prepared citizens. Japan, in particular, has witnessed a recent increase in the spread of IB programs because of the government-initiated push to increase the number of IB schools to 200 by 2020. The IB Dual Language Program (English and Japanese) was created to support this initiative. This article sheds light on the trend of IB expansion worldwide through the lens of the Japanese experience and addresses challenges and opportunities that this expansion has brought to Japanese higher education.

The purpose of the article. The article considers the Blockchain technology asan innovative tool. In particular, the essence and background of the developmentof blocks, the principles and specifics of the functioning of the system, as well asthe scheme of its work, are determined. The article presents the prospects forusingdistributed registry technologies (blockchain) in various socioeconomic spheresrelated to state administration. Provided examples and forecasts of the use ofblockchain technologies in the provision of state and municipal services forindividuals and legal entities in the following areas: formation of a unified registercontaining the history of the placement of the state, municipal order, as well asprocurement of corporations with state participation and / or control; registers ofdocuments (diplomas, certificates, lost and disavowed passports, policies for movableand immovable property insurance, health, etc.); database of court decisions andexecutive proceedings; public participation portals for citizens of Ukraine district- city – country. The fact that the blockchain technology is, first of all, theprinciples, and not the only possible way of implementing them, allows us to counton maximum openness and multivariate application in a dynamically changingchanging«digital world». Methodology. The research methodology is to use a combinationof methods: analytical, historical, comparative. The scientific novelty. The priorityof state blockchain systems introduction in stationary and distant voting, distributeddocument circulation, medical data registration, land resources registration,electronic auctions (auctions) in Ukraine was grounded. Conclusions. Already today,blockchain systems can change the role and participation of citizens in the conductof the state-management process, by raising the responsibility level, from thetransparent will expression in the elections to regulating the government serviceactivity in the society’s digitization conditions. The main advantages blockchainsystems using by public authorities that will increase the level of citizens trust todigital technologies using in general, namely: reliability and reliability of datastorage, transparency of transactions and virtually absolute protection of informationfrom distortion and unauthorized removal (relocation), are determined. In furtherscientific research it is proposed to consider the promising areas of the blockchaindigital technology usage: service activities of public authorities, legal proceedings,property rights management, implementation of migration control, verification ofgoods and services, registration of data on passing qualifying tests, patenting,intellectual property, digital identification, logistics , taxation, accounting ofbudget funds movement.
