Italian Regions were responsible for the safekeeping of historical library holdings from 1972 to 2015, when a State law returned such duties to the State. However, that law did not provide for specific training of the officials on the subjects they are supposed to deal with. The paper focuses on some of the critical issues deriving from that institutional reform, which has had a negative impact on the preservation and conservation activities that, in accordance with the Italian legislation (Codice dei beni culturali e del paesaggio), play an important role in the protection of our cultural heritage.

Abstract. The Italian legislation on Remote Pilot Aircraft Systems (SAPR: Sistema Areomobile a Pilotaggio Remoto), as in 2012, regulates the use of drones in controlled and uncontrolled airspace. In 2016, the regulation introduced simplified procedures for the use of ultra-light drones. These instruments are particularly widespread in the field of Cultural Heritage survey. In fact, according to the Italian regulations currently in force it is possible to pilot a drone of less than 300 grams without the need of a flight license and without a specific training course and medical examination and it is not required a special permit to fly in populates areas (although without flying over groups of people). Another possible explanation is the limited cost of these aircrafts and their easy availability on the market, both on the shelves of all electronic shops and in online stores.Following the boom of drones under 300 g, and considering the new European regulations also pay particular attention to a similar segment of Unmanned Aerial Vehicle (UAV) (in the future for aircraft under 250 g), it is important to evaluate the results that can be obtained through these small instruments and above all to evaluate which are the fields of application compatible with the technical limitations imposed by the need to lighten the components onboard (think in particular of the sensors of digital cameras).The purpose of the study is linked to the documentation of Cultural Heritage, in particular, we want to investigate the quality and metric reliability of photogrammetric surveys carried out through ultra-light drone images. Some application of UAV photogrammetry by ultra-light drones are showed in this paper and they deal with archaeological and architectural survey.

Abstract Introduction Health and safety of foreign workers employed in agriculture and zootechny present several critical areas. The multidisciplinary project ’Livingstone’, funded by INAIL and carried out by several Italian universities, aims to address some of these critical issues. One of the project research line focuses on health professionals and has the objective to investigate their perception of the risks to which foreign workers are exposed and their training needs. Methods A 33 items questionnaire is being self-administered to social and health professionals of three Italian regions (Lazio, Lombardia and Campania) where agriculture is developed; the administration phase will last 13 months (2018, April - 2019, May). The questionnaire has been built starting from a literature review; a pilot study have been conducted in a pilot sample in Rome in March 2018. The questionnaire is composed by five sections: general, social and professional information; characteristics of the respondents’ foreign patients/users; knowledge about health problems of foreign patients and about possible obstacles in use of health services, with a specific focus on foreign patients working in agriculture and zootechny sector; perception about health and safety risks of these workers; training background and needs, included desired training contents and modalities. Results The research is ongoing. 238 answered questionnaires have been collected yet. 65 of the respondents are General Practitioners; the rest are other health and social professionals. The complete results will be shown during the congress. Conclusions This study will contribute to widen the knowledge about health professionals’ perceptions about problems and needs of foreign workers employed in agriculture and zootechny sector. Specific training addressed to social and health professionals will be developed from the observation of their current knowledge and from their reported needs. The article considers common classifications of measures to reduce environmentaleconomic damage from motor vehicles. Classification from the point of view of control impact is proposed, which allows to take into account relations between the state and citizens in the field of reduction of negative impact of motor vehicles on the environment. The analysis of the classification made it possible to identify areas of activity for improving the efficiency of management impacts, taking into account the incentives of citizens to comply with the requirements of the legislation and to create conditions for their exceeding. Increasing the efficiency of resource allocation in the Territory will allow the released funds to be allocated to the development of industry, agriculture, education and science.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

The author proves that the successful stability of independent Slovenia contributed to a number of factors, existing since its being incorporated in the SFRY. The factor, uniting the state has become the common goal – the aspiration to join the EU. The process of the European integration contributed to the modernization of a number of spheres, in particular social, cultural and economic ones. The global financial and economic crisis has revealed the turmoil in the economy of the state and its leadership was forced to gradually reduce a significant part of social privileges for the population. This caused the tension in the society and reduced the level of the national unity, having a negative impact on people’s wellbeing. However, since 2014, the Prime Minister M. Cherar has been trying to restore people’s trust in the state. The situation is getting better; indicators of trust in government are increasing, which also points to state capacity and political regime stability in Slovenia. In the Arabian Gulf two identities can be really considered almost as important as the national one: the tribal and the sectarian ones. Someone should expect that the reinforcement of these identities is a direct response to inequality and processes of exclusion. Furthermore, parochial tribalism is expected to arise as the protector of cultural heritage, especially in a region where the ex-pats vastly outnumber the locals. Nonetheless, both statements are far from truth. In this paper we will analyze how in the Gulf, sectarian identity came to play a significant role only after the 1979 Islamic revolution in Iran and it keeps on surviving through mainly instigations and Iranian propaganda, provocations and support. It should be noted that Sunni identity has been allegedly subjugated in other Middle East States (mainly in Syria and Iraq) but in the Gulf the sectarian challenge stems from the Shia communities, openly supported by Tehran. Strangely enough, the tribal identity does not pose that much of a challenge, since tribes are more the friend than the enemy of all Gulf States. Actually, these countries could not have survived without the loyalty and commitment of the tribes not only to the Royal families but also to the idea of the State and the ideal of the Nation – and Gulf Nations do protect their cultural heritage. Based on the 2019 Reith Lectures, two recurring themes emerge throughout the book: the decline of politics; and the rise of law to compensate.
