In Indonesia, the terms used in the laws and regulations are very diverse, in Indonesia the meaning of mandatory Corporate Social Responsibility develops from the concept of Corporate Social Responsibility which other countries or formerly voluntary. This study uses a normative juridical method and concept approach. In interpreting the concept of corporate social and environmental responsibility it needs to be understood that the responsibility of a company in carrying out social and environmental responsibility cannot be separated from the existence of corporate, legal, economic and environmental instruments.

As one of the company's obligations, CSR can certainly help local governments to alleviate poverty problems in an area where a company is founded. The problem is that the Company's Corporate Social Responsibility obligations in terms of Social Welfare Theory and Law Number 40 of 2007 concerning Companies and the Implementation of Corporate Social Responsibility in the Company are linked to Social Welfare theory. The research method used by the author is by using a normative juridical approach where the main data used is secondary data, namely reference books, laws and regulations, articles, papers, etc. The results of this study are that in terms of corporate responsibility it cannot be fully carried out due to the regulations related to the implementation of the CSR program there are still legal voids and the sanctions imposed are unclear, so this affects the implementation of CSR (Corporate Social Responsibility) companies that are appropriate with what is regulated in Law Number 40 of 2007 concerning Limited Liability Companies but in terms of its implementation, it cannot be said that it has not been maximal for all companies in Karawang Regency in implementing the Corporate Social Responsibility program. Keywords: Corporate Social Responsibility; Company; Social Welfare.

In Indonesia, Law No. 40/2007 paragraph 74 on Limited Liability Corporation regulates corporate social responsibility (CSR). Although CSR is mandatory for Indonesian resource-based firms, only four months after its enactment, six parties have asked for a judicial review to the Constitution Court as to the mandatory implementation of CSR. They argue that the mandatory implementation of CSR might result in legal uncertainty, render businesses inefficient, decrease competitiveness, and trigger discriminative treatments. Using the cases of CSR after the earthquake in Yogyakarta, this paper aims at answering the question of whether the implementation of CSR will lead to a decrease in competitiveness. Harnessing a mixed method of qualitative and quantitative approaches, this paper examines the models of beliefs, attitudes, and purchase intentions of consumers toward a company implementing CSR. The first phase of this study used a focus group discussion (FGD) to collect data from those who had benefited from CSR, and was analyzed using the content analysis. The results of the first phase then became the basis for the second phase. In the second phase, data were collected by surveying parents of school children whose school buildings were reconstructed by CSR programs, and answers were analyzed using the partial least squares analysis. Results show that the conjecture that the implementation of CSR will result in a decrease in competitiveness is not true. It is evident that CSR program affects the attitudes of consumers toward the firm, and that attitude fully mediates the relation between beliefs and purchase intentions toward the products of the firm implementing CSR.

Corporate Social Responsibility (CSR) defined as “the ethical behavior of a company towards the society,” manifests itself in the form of such noble programs initiated by for-profit organizations. CSR has become increasingly prominent in the Indian corporate scenario because organizations have realized that besides growing their businesses, it is also vital to build trustworthy and sustainable relationships with the community at large. This is one of the key drivers of CSR programs. Though India is one of the fastest growing economies, socio-economic problems like poverty, illiteracy, lack of healthcare etc. are still ubiquitous and the government has limited resources to tackle these challenges. This scenario has opened up several areas for businesses to contribute towards social development. Companies have CSR teams that devise specific policies, strategies and goals for their CSR programs and set aside budgets to support them. Corporate Social Responsibility means the way in which  business firms integrate environmental, economic and social concerns into their culture, values, strategy, decision making and operations in an accountable and transparent manner and therefore, leading to better creation of wealth, an improved society and better  practices in the business organization. The idea of embedded versus peripheral corporate social responsibility (CSR) proposed by Aguinis and Glavas (2013) appears to be very intuitive and functional. After all, who can on face deny the argument that CSR will have the maximum positive outcomes when it is not just an add-on but is thoroughly integrated into the strategies, routines, and operations of the business? However, on closer inspection, there appear to be several problems with the embedded–peripheral dichotomy. Three major ambiguities of the embedded–peripheral dichotomy are focused on in this commentary. The first lies in the potential for significant ambiguity in whether a company falls in one category or the other based on how the totality of the organization's operations and functions are categorized. A company can have CSR built into their operations and strategies for part of their business (embedded) while have them not be built into their operations for different aspects of the operations or product strategies. The second ambiguity area is how CSR actions get defined as peripheral or embedded that does fit well with the actual importance level of the action to the organization. We look at an organization example (TOM Shoes) where peripheral CSR actions have significant impact on organizational success.
