In the context of globalisation of economic relationships, intensification of transportation and technological solutions, the methodology of research and development of transport infrastructure requires improvement and adaptation to dynamically changing conditions of the transportation market.The objective of the work is to formalise and to develop a methodology for studying transport infrastructure, including specialised isothermal rolling stock. The initial data on cargo turnover were processed by the methods of mathematical statistics, and the technical parameters of innovative isothermal rolling stock were substantiated using the methods of T. Saaty analytic hierarchy process, expert assessment, and update engineering design process.The article provides an analysis of the cargo turnover of perishable goods transported by railway refrigerated transport in Russia in terms of volumes, types of rolling stock, and origin. The main origin-destination cargo flows are presented by types of transportation (domestic, transit, export, import transport operations). It has been determined that key factors in development of isothermal rolling stock for transportation of perishable goods in the transport system of the country refer to transportation of meat, fish, beer, soft drinks, juices in the segment of domestic transportation. The analysis shows that there are no structural and quantitative shifts in terms of types of transportation and types of cargo.The strategy for development of vehicles for transportation of perishable goods and the methodology are presented in a block diagram, in sections: «statement of the research problem», «decision-making stages», «decision implementation methods and algorithms». It is shown that the problem includes not only development of stationary railway infrastructure and of stages in development of isothermal rolling stock, but also the need to solve organisational, technical, technological, regulatory, and legal problems, as well as tariff regulation.The issues of methodology for designing an innovative isothermal rolling stock are considered referring to possible prospects for its development and areas of operation, as well as to a set of engineering and technological solutions. The study of linear dimensions and useful section of the loading space of various types of isothermal bodies shows the advantage of wagons and swap bodies in comparison with large-capacity refrigerated containers.It is proposed to design a prototype of innovative isothermal rolling stock on the basis of a universal isothermal swap body, configured with various types of refrigerating equipment with specified technical parameters that best meet the requirements of the modern transportation market. The areas of possible use of various types of isothermal rolling stock are analysed considering long-term forecasts for development of agricultural, fishing and processing industries.

The head of the border control unit faces the need to make the decision on the protection of the state border at the border crossing point every day. Decision-making on the protection of the state border is a complex multifactorial process with the variability of possible final values. The article discusses the possibility of using the hierarchy analysis method for the decision-making process by the head of the border control unit. In order to make an optimal decision, using the method of analyzing hierarchies, it is necessary to decompose the known factors into indicators that directly affect the protection of the state border and the situation at the border crossing point. Decomposition of factors into indicators was carried out by the method of expert assessment, the disadvantage of which is the possible subjectivity of expert judgments. To obtain a sufficient number of qualitative judgments when choosing indicators of factors that directly affect the protection of the state border, the authors propose a method for determining the required number of experts when conducting expert assessments. Based on the results obtained, the allowable size of the expert group was 18 specialists involved in assessing the research problem. The research indicates that the involvement of experts in excess of the specified number leads to the presentation by them of insignificant for decision-making or repeated judgments. In order to achieve the best results, substantiate the proposal of all possible optimal indicators of factors that directly affect the protection of the state border, a categorical selection of experts in the direction of protecting the state border at the border crossing point has been established.

A recent study requested by a group of mayors representing the largest Polish cities is summarized. The study was to be used as input into local and national debates about future directions of urban transport development in the country. The wider context is that of a major political and economic reform, begun in the late 1980s, involving no less than a rapidpaced transition from socialism to capitalism, featuring large-scale downsizing of the public sector, privatization, and a redistribution of political and resource powers from the state to local governments. Among the downstream effects of these changes has been an increase in private car ownership and use and a reduction in the market share of urban mass transit modes from between 80 and 90 percent of nonwalk daily trips to 70 percent or less. For transit operators, now owned by local governments, this has meant an added financial pressure coming after a decade of underinvestment in infrastructure, rolling stock, and other equipment. Large numbers of unemployed, retired, or otherwise low-income travelers, another consequence of restructuring the economy, have made it difficult to improve cost recovery by increasing fares. Traffic growth has generated congestion, since the structure and size of urban road networks were predicated on low car use. An urban transport strategy is proposed to respond to these problems. Its main short-term objective is to have an affordable and socially and environmentally acceptable modal split. In the longer term, the objective is to use the demand response to a much-reformed price system as the principal guide to how infrastructure and services should evolve. The key features of the strategy are as follows: ( a) evolution toward market-supplied services by a mixed-ownership mass transport industry; ( b) treatment of urban road networks as public utilities, focusing on cost recovery through pricing; ( c) linkage of pricing policies for mass transport and individual transport modes, in line with second-best thinking, aiming to reduce and even eliminate subsidies for both modes; and ( d) reliance on internally generated revenue leveraged by long-term borrowing to finance sectoral investments. It is therefore a counterpoint to a strategy wherein mass transport is a state-owned monopoly, the use of urban roads is subsidized as is mass transport, infrastructure investment is the instrument of preference as opposed to pricing, and sectoral investments and operating subsidies are financed from tax-generated budgets.

Effective planning and optimization of rail transport operations depends on effective and reliable forecasting of demand. The results of transport performance forecasts usually differ from measured values because the mathematical models used are inadequate. In response to this applicative need, we report the results of a study whose goal was to develop, on the basis of historical data, an effective mathematical model of rail passenger transport performance that would allow to make reliable forecasts of future demand for this service. Several models dedicated to this type of empirical data were proposed and selection criteria were established. The models used in the study are: the seasonal naive model, the Exponential Smoothing (ETS) model, the exponential smoothing state space model with Box–Cox transformation, ARMA errors, trigonometric trend and seasonal components (TBATS) model, and the AutoRegressive Integrated Moving Average (ARIMA) model. The proposed time series identification and forecasting methods are dedicated to the processing of time series data with trend and seasonality. Then, the best model was identified and its accuracy and effectiveness were assessed. It was noticed that investigated time series is characterized by strong seasonality and an upward trend. This information is important for planning a development strategy for rail passenger transport, because it shows that additional investments and engagement in the development of both transport infrastructure and superstructure are required to meet the existing demand. Finally, a forecast of transport performance in sequential periods of time was presented. Such forecast may significantly improve the system of scheduling train journeys and determining the level of demand for rolling stock depending on the season and the annual rise in passenger numbers, increasing the effectiveness of management of rail transport.

Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. The article provides the results of an intermediate stage of research on development of a project to create infrastructure for operation of highly environmentally friendly electric vehicles. The transition to electric transport is one of the promising methods to solve the problem of emissions and achieve environmental goals. An electric bus is a relatively new type of rolling stock, requiring a balanced and objective justification for selection of certain possible options for technical, technological, economic and other aspects of organisation of its operation. To achieve the goal of developing a project to create infrastructure for operation of environmentally friendly electric vehicles, an initial analysis of legal acts, technical characteristics of electric buses and the parking and on route infrastructure approaches to organizing transportation by electric buses with various charging concepts was performed. The analysis of the concepts of charging electric bus batteries allowed to divide them into 5 classes and group into 3 groups according to charging speed. An analysis of the required infrastructure for operation of electric buses showed that conceptually there are 2 types of charging stations. The calculations and evaluation of various options for organizing operation of electric buses on a fixed route with various concepts of charging were performed. A necessary direction for further research is economic assessment of operation of electric buses with various charging concepts and the necessary transport infrastructure. The methods used include analysis, evaluation of previously performed analytical studies, legal acts and a synthesis of domestic and foreign experience.

Evaluating sustainable conceptual designs is a crucial part of the development of new products in various sectors because it contributes to the survival and prosperity of companies. Such designs must be compatible with a product’s functional requirements and be sustainable in economic, environmental, and social terms. Various criteria, some qualitative and others quantitative, are considered when evaluating sustainable conceptual designs; some criteria may also have sub-criteria, and these criteria and sub-criteria may differ in importance. How to effectively evaluate various criteria and sub-criteria and weight them are the major research problem. This study developed an analytic hierarchy process (AHP)-based ELECTRE I method to resolve the evaluation problem; the method entails a two-level hierarchical structure to depict the relationships between the major criteria and sub-criteria and their corresponding weights, with weights obtained through an AHP. Furthermore, an extension based on the addition of net concordance value and net adjusted discordance value is proposed for ranking alternative designs; this extension yields more distinguishable results than the method of [Nijkamp and Van Delft Multi-Criteria Analysis and Regional Decision-Making, Vol. 8 (Springer Science & Business Media, 1977)], and the proposed extension in the ELECTRE I method captures more information in the modified summation matrix when aggregating values in the concordance matrix and the modified discordance matrix, representing an advantage over the method of [Zhang et al. Virtual network embedding using node multiple metrics based on simplified ELECTRE method, IEEE Access 6 (2018) 37314–37327]. In addition, to demonstrate the feasibility of the proposed method, the example of the evaluation and selection of sustainable conceptual designs in the furniture manufacturing industry is presented. Finally, a numerical comparison is made to show the advantages of the proposed method.

Transport plays an important role in the economy of any country. Efficient and developed transport infrastructure of various modes of transport significantly affects the availability of transport services, and consequently, the well-being of citizens. This article presents an analysis of the volume of passengers and cargo transport using rail and road transport in Poland in 2009-2019. These analyses were carried out based on data obtained from the Central Statistical Office. All data concerns Polish entities that provide services in the field of passenger and freight transport in Poland and focuses on such information as the volume of passengers and cargo by individual means of transport, broken down into domestic and international transport. Further, the presented analyses concern the length of the available rail and road routes, tracks, the size of the rolling stock as well as the groups of transported loads.

Choosing a high-speed rail vehicle depends on many factors. On the one hand, there are requirements for ensuring the quality of service for passengers, on the other hand, there are constraints resulting from the parameters of available infrastructure. Also a relation of the benefit and financial costs associated with the purchase and the operation of rolling stock is essential. Technical characteristics of vehicles selected for operating a particular system is a compromise between the three groups of requirements. In this article technical parameters of railway infrastructure and rolling stock are classified and then analysed from the TSI requirements point of view.

With the urbanization and expansion of cities, which have taken place over recent decades, new demands and problems are emerging, among which is the problem of inadequate transport infrastructure. The number of motor vehicles is growing, while transport infrastructure is not following that growth fast enough. One of the problems that arises is the insufficient number of garages and parking lots, causing an increase in illegal parking on sidewalks, which impedes and endangers pedestrian traffic. This paper proposes a new decision support concept (DSC) for the management of illegally parked cars in urban centers, which offers a method that can contribute to solving this problem and improving the flow of pedestrians on city roads. Due to its complexity, the problem addressed in this research is recognized as a multicriteria one and therefore the proposed model is based on the use of multicriteria analysis methods—more precisely, the Preference Ranking Organization Method for Enrichment Evaluation—PROMETHEE, and the analytic hierarchy process—AHP. The proposed DSC is validated in the city of Split (Croatia), more precisely in the neighborhood of Sućidar, which shows that this methodology is applicable and effective for finding not a temporary but a permanent solution to the problem described.
