There are many regions in Indonesia that should be paid more attention by the government. Without us knowing and realizing, apparently there are still many people who really need it, whether it's clothing, food and shelter, and proper education. This study uses descriptive qualitative data in the eastern part of Indonesia, namely the village of Tooboun, Amarasi Barat, NTT. The houses are also not as good as in the area of Java. The existence of NTT communities like this, will cause a dehumanization of its own, due to lack of access to all needs, and ultimately lead to a decrease in Human Resources (HR) from the community itself. The existence of demographics like this, makes them feel discriminated from certain groups. So, in this study, the writer wants to do how to develop the human resources of the village community of Tooboun, Amarasi Barat, NTT by using Media Literacy as the feasibility of life as social beings, each of whom has independence in life. This research was created to provide a basis, evaluate media literacy efforts and contextualize them relative to the current scope of media. The Cipeundeuy Village Government runs the Village Financial System, but the implementation still has several problems, including lack of facilities and infrastructure, lack of human resources and communication capabilities that are not going well. The purpose of this research is to find out how to implement the Village Financial System (SISKEUDES) Policy in Cipeundeuy Village. This study uses the theory of the implementation of Van Horn and Van Metter in Agustino (2014). The method used is descriptive qualitative. Data collection techniques used were interviews, observation, and documentation. Analysis of the data used is the Hubberman model in Mukhtar (2017). The results showed that the implementation of the use of siskeudes has not gone well. This can be seen from the lack of infrastructure, lack of human resources and communication capabilities that are not going well. Suggestions that can be given are the fulfillment of supporting facilities, there must be a shared desire to run the siskeudes and improve and strengthen communication patterns.

Freedom of autonomy in the village there is political space provided by the government through political institutions, political institutions become a channel of communication, in conveying the will and aspirations of the village community in political life. However, political institutions are also limited to those who are considered to have an interest, while in reality political participation is that a large part of the community must take part in the process of political maturation. So the only way to provide understanding and insight for the community in the village is through an understanding of the influence of politics in people's lives. This type of research uses descriptive qualitative methods using data collection techniques through observation, interviews, and documentation. Based on the results of the study, it can be concluded: That the analysis of political influence on people's lives in Yeflio village, Mayamuk District, Sorong Regency still needs to increase political influence and socialization of the community about the purpose of holding politics so that the Yeflio village community, Mayamuk District, Sorong Regency can accept their candidates without anarchy. because the other candidates failed in the competition, the need to increase human resources by providing delivery of learning assignments, training and courses. In accordance with what is expected by the community, which has not achieved optimal results because the political influence of human resources is still lacking and needs to be improved again.

The village Kalesang Program is a government business of Buru Regency to improve the lives of the village community with participatory planning patterns that come from the government and society. The Kalesang village includes the planning and implementation of Village development conducted jointly between the Government and the village community. This research is a qualitative study aimed at describing the implementation of the village's Kalesang program as a poverty alleviation instrument in rural communities. The research location focuses on Lala, Namlea and Marloso with the consideration of different social economic characters with other villages in Namlea subdistrict. The number of informant interviewed was 45 people divided into communities, village apparatus and community leaders. Analytical techniques used to follow the concept of Miles and Huberman where activities in the analysis of qualitative data are conducted interactively and continuously. The results showed that the village's Kalesang program was able to become a development instrument and empowerment that was able to foster cooperation from the Community and government to plan and implement development and to keep watching it Through active participation. The end goal of the village Kalesang in the form of poverty testing made easy in the frame of harmonization and synergy between the government and the community to cooperate in resolving the problem of Village development.

The role of village-owned enterprisesis an institution managed by the government and the village community which aims to strengthen the village economy. This research was conducted for see the impact of village-owned enterprises in overcoming poverty in Peunaga Pasi village, Meureubo sub-district, West Aceh district year 2020. This study aims to determine the impact of village-owned enterprises in overcoming poverty. The analytical method used is descriptive qualitative, using a sample of 22 respondents.the results of this study indicate that village-owned enterprises have a positive impact on poverty. the existence of village-owned enterprises has reduced the poverty level of the community in the village of Peunaga Pasi, Meureubo sub- district, West Aceh district

Creating superior and religious human resources is a provision for realizing civil society. The aim of this community service is to prepare superior and religious human resources in Jonjo village through various religious programs in the village. Community service was carried out by ten STIBA Makassar students. Efforts to create a superior and religious Jonjo village community through activities of 1) dirosa; 2) teaching tahsin; 3) teaching TKA / TPA; 4) sunset and dawn rituals; 5) khutbah jum'at; 6) training for organizing the body; 7) pious children festival; 8) tabligh akbar. In general, the student KKN activities of the 3rd batch of STIBA Makassar students in Jonjo Village went well and smoothly. All work programs implemented have been welcomed and enthusiastically by the government and society. The obstacle that becomes a challenge in the process of implementing work programs is that the majority of community activities work as farmers in rice fields, making students need to manage the time for carrying out more activities at night so that the community can be more fully involved.

The problem of this research is how the implementation of the certification program PTSL in the village of Gunung Jati, Kendari and factors affecting the implementation of the certification program PTSL in the village of Gunung Jati, Kendari. The purpose of this study is to investigate the implementation of a certification program PTSL in the village of Gunung Jati, Kendari and factors affecting the implementation of the certification program PTSL in the village of Gunung Jati, Kendari. The method used in this research is descriptive qualitative. Data obtained using literature studies, field studies, and interviews. The results showed that the implementation of the certification program PTSL in the village of Gunung Jati, Kendari through the stages of counseling, data collection, measurement, adjukasi committee hearings, announcement and endorsement, as well as the issuance of the certificate has been running well and are in accordance with the terms and conditions determined. However, in the implementation of PTSL there are factors that affect the implementation, namely: communication factors, human resources, and the structure of the bureaucracy as the factors that most influence. Meanwhile, the disposition factors or characteristics of the factors most implementor as little influence.

Abstract: Land is the government's capital in carrying out various developments in the public interest. Regulation about the release of land acquisition objects besides individual land contributes to the constraints that become problematic in every land acquisition carried out by the government. This research that aims to find out the problematic compensation of village's treasure land in Masaran Subdistrict and the efforts carried out by the Land Acquisition Committee carried out with descriptive qualitative methods. The result of the research is based on the interview result, the researcher documentation at the research location. The problems faced are a) The difficulty of finding replacement land; b) the procedur of disposal village's treasure land; c) Human resources; and d) The rest of the compensation money. While the efforts are a) The Village Goverment active in finding replacement land; b) Active communication between related agencies and also with sellers of replacement land; c) Assistance in making and completing of filing files for village's treasure land disposal.Keywords: land acquisition, compensation, the village's treasure land Intisari: Tanah merupakan modal pemerintah dalam melaksanakan berbagai pembangunan untuk kepentingan umum. Pengaturan mengenai pelepasan objek pengadaan tanah selain tanah perseorangan menyumbangkan kendala yang menjadi problematika dalam setiap pengadaan tanah yang dilaksanakan pemerintah.. Penelitian yang bertujuan untuk mengetahui problematika ganti kerugian tanah kas desa di Kecamatan Masaran serta upaya yang dilaksanakan oleh Panitia Pelaksana Pengadaan Tanah ini dilaksanakan dengan metode kualitatif deskriptif. Hasil penelitian disusun berdasarkan hasil wawancara, dokumentasi. Problematika yang dihadapi adalah a) Kesulitan mencari tanah pengganti; b) Prosedur pelepasan tanah kas desa; c) Sumber daya manusia; dan d) Sisa uang ganti kerugian. Sedangkan upaya yang dilaksanakan adalah a) Desa aktif dalam mencari tanah pengganti dengan memberi pengumuman dan komunikasi dengan warga; b) Komunikasi aktif antar instansi yang terkait dan antara desa dengan penjual calon tanah pengganti; c) Pendampingan dalam membuat dan melengkapi berkas-berkas pengajuan pelepasan tanah kas desa.Kata Kunci: pengadaan tanah, ganti rugi, tanah kas desa

Village development is one of the goals for equitable distribution of national development which has long been scheduled by the government, this is because villages still dominate poverty in Indonesia. One of the efforts made by the government for the welfare of rural communities is by establishing village-owned enterprises throughout Indonesia. The establishment of the Singajaya BUMDes was in accordance with Pemalang district regulation No. 9 of 2007 concerning Guidelines for the Establishment of Village-Owned Enterprises. The establishment of the Singajaya BUMDes aims to participate in village development and provide services to the community in its management carried out by the village government and the community. The existence of the Singajaya village-owned enterprises (BUMDes) is expected to be able to improve the village economy to create community welfare. The purpose of this study was to determine whether the role of the Singajaya BUMDes was optimal for the welfare of the village community or not. This research is a qualitative research with a descriptive approach. The results showed that the Singajaya BUMDes has played a role in improving the welfare of the community, but it has not been optimal in its implementation, the factors that become obstacles in running a business are limited human resources, weak managerial capacity and low capital. So the government's role is needed to conduct socialization and provide training and assistance to the community regarding the management of the Singajaya BUMDes so that it can be carried out properly and professionally.

The risk of fraud in managing village funds is increasingly proportional to the increasing amount of funds provided by the central government every year. One of the ways that the government can use to mitigate the risk of fraud is to implement local wisdom. This research was conducted to identify the fraud risk that occurs in managing village funds in Kebonan Village and analyze local wisdom as one of the media to mitigate fraud in the management of village funds in the village. This research uses descriptive qualitative data method with primary data sources. The instrument used in the study was a semi-structured interview. The result of this study shows that even though there is already control to reduce and manage every fraud risk, local wisdom also can be used as a means of mitigating the fraud risk if it is properly imbued.

The Indonesian government is currently carrying out overall development both in terms of infrastructure and economically for every corner of the region such as in rural areas. This is evidenced by the assistance in the form of village funds which are given annually by the government. Another proof of rural development is the four development programs launched by the Ministry of Village, Development of Disadvantaged Areas and Transmigration, one of them is the development of Village Enterprises (BUMDes). BUMDes are expected to be the main economic foundation for rural areas so that BUMDes can be a source of income for rural development. This study aims to provide information about the role of BUMDes in managing village funds to improve the prosperity of the Banyuanyar Village community, Ampel District, Boyolali Regency. This study uses a qualitative method by collecting data using analytical triangulation techniques. The results of the study show that BUMDes have performed their roles quite well in the welfare of society. The constraints of BUMDes in Banyuanyar Village refer more to the lack of human resources that can process the village's potential and are still skeptical of the village community about BUMDes itself.
