<p>This article develops a theory integrating psychological safety and psychological availability within the context of human resource development (HRD) objectives. While research on psychological safety, a willingness to take an interpersonal risk, has blossomed over the past two decades, no theoretical modeling has been offered with links to psychological availability as originally proposed by Kahn (1990). Through the employment of Dubin's (1969) theory-building method, this article develops the integration of psychological safety and psychological availability with a systems framework. A literature review is conducted to define and assess the proposed operational units within the theoretical model focused on inputs, mediating processes, outputs, and feedback input. Implicit voice is proposed as a feedback input that attempts to assess the role of an individual’s prior experiences in the system process. Dubin's (1969) remaining steps for theory construction are completed, up to the point of empirical research. Finally, implications of research, theory, and practice within the field of HRD are examined.</p>

Abstract In discussing the concept of the ‘living constitution’ in Russian constitutional theory and practice, this paper shows that the Russian concept of the living constitution differs from U.S. or European approaches to evolutive interpretation. The Russian concept has its roots in Soviet and pre-revolutionary Russian constitutional thinking. It reduces the normative power of the Constitution but allows an interpretation according to changing social conditions and gives the legislator a broad margin of appreciation. Whereas the 1993 Russian constitutional reform had been regarded as a paradigm shift with the intention to break with the past by declaring that the Constitution shall have supreme judicial force and direct effect, the paper also gives answers to the complexity of constitutional change and legal transplants and the role of constitutional theory and practice for the functioning of the current authoritarian regime in Russia.

The Problem Whereas critical reflection has been the hallmark of learning from experience in the workplace, performance has been the hallmark for productivity. In the face of complex, ongoing, disruptive change, failing safe is a necessary condition for learning from experience, and critical reflection the method of learning from safe to fail experiments. How can workplaces be safe to fail spaces where critical reflection is embraced, encouraged, and rewarded? The Solution We focus especially on the role of the leader to create a climate of psychological safety where it is safe to practice critical reflection. The workplace needs to become a safe place to fail to facilitate productivity, innovation, and creative responses to the demands that ensue from disruption at work. The Stakeholders This article is relevant to human resource development (HRD) scholars and practitioners who are interested in developing the workplace in times of uncertainly and constant disruption.

Information systems security is a major organizational concern. This study examines the role of vicarious experience on an individual's behavioral intent to perform a secure recommended response. The protection motivation theory model is expanded to include vicarious experience, which was examined through the separate constructs of vicarious threat experience and vicarious response experience. This study closes a gap in the literature by including vicarious experience in the PMT model and confirming its role as a significant direct influence on the PMT threat and coping constructs, and thus on the PMT model's ability to explain the variance of an individual's intent to perform secure behaviors. Additionally, vicarious experience measures were multi-item reflective scales rather than the single item measures that are more typically used to measure experience. Implications for theory and practice are discussed.

Much of the progress made in image processing in the past decades can be attributed to better modeling of image content, and a wise deployment of these models in relevant applications. In this paper, we review the role of this recent model in image processing, its rationale, and models related to it. As it turns out, the field of image processing is one of the main beneficiaries from the recent progress made in the theory and practice of sparse and redundant representations. Sparse coding is a key principle that underlies wavelet representation of images. Sparse representation based classification has led to interesting image recognition results, while the dictionary used for sparse coding plays a key role in it. In general, the choice of a proper dictionary can be done using one of two ways: i) building asparsifying  dictionary based on a mathematical model of the data, or ii) learning a dictionary to perform best on a training set.

Both politicians and historians have circled nervously around the precise relationship between political ideas and political actions in the past 200 years. This chapter evaluates the different ways in which historians have considered the role of ideas within politics and, in particular, challenges the unhelpful dichotomy of framing politics as either an ‘ideological’ or a ‘pragmatic’ activity. It is concerned, therefore, with the interactions between ideas and action, or theory and practice, and the ways in which political ‘ideas’ may be historicized, reflecting too on the implications of this for framing political action as ‘high’ or ‘low’ (or ‘popular’). Attention is paid to the importance of language in shaping political thought and action.

AbstractStudents of urban politics have in the past tended to neglect the question of gender in their research. Since the early 1970s, however, this question has generated a significant number of studies. Investigation of the role of women in cities, in relation to the various components of urban structure such as transportation and housing, shows that women have a variety of relations with the organization of social space. The results of research to date allow us to define the main aspects of these relationships, and to assess the relevance of these kinds of enquiries. Several trends can be discerned in the literature in this emerging field. These indicate that the strengths and the weaknesses of future research will be at two levels: that of theory-building in the area of gender politics, and that of continuing investigations of this question in the context of more traditional approaches to urban politics.

State-owned enterprises are always a key object of both theory and practice in the Vietnamese socialist-oriented market economy. In the past few years, state-owned enterprises have played an important role in the economic development of Vietnam. They have had a strong growth and constant innovation, meeting better the requirements of economic development and integration. However, in the last years, state-owned enterprises are faced with difficulties and challenges: many enterprises are inefficient in operations and management and suffer from a high amount of bad debts. This paper presents the theoretical basis of the existence, development and role of state-owned enterprises in the Vietnam’s socialist-oriented market economy, analyzes and assesses the accomplishments, shortcomings and limitations of Vietnamese state-owned enterprises in the economic transition period as well as proposes solutions to boost the restructuring process of state-owned enterprises which is a drive to restructure the economy in the manner of enhancing quality, efficiency and competitiveness of the economy.

Time is in constant motion: the present, the future and the past, although they are not concepts having a fixed meaning, they are present in everyday life both at the conscious and the unconscious levels. The author’s intention in this paper is to grasp the relationship of companies to time and to the future in the mature and nascent states of their life cycles. As discussed in this paper, this relationship may appear with little reflection in the form of assumptions in the eyes of strategy researchers and practitioners. At first the interrelatedness of theory and practice is discussed in order to focus on the role of scholars and practitioners in creating theory and putting it to practice or vice versa. This general introduction will lay the ground for the study of interpretations of the future and time from the perspective of strategy research and strategy practice, respectively.
