Результати досліджень, наведені у статті, свід-чать, що телята народжуються з різним рівнемфункціонального стану організму. Пренатальненедорозвинення тварин формується за умов пору-шення перебігу фізіологічних процесів на ґрунтінедостатнього забезпечення організму оксигеном.Наявність постійного контакту легенів із навко-лоплідною рідиною дає підстави апріорно вважа-ти, що за якісним складом амніотичної рідиниможна судити про стан плода, «зрілість сурфак-тантної системи легень» і процесами, що в нійвідбуваються, на що вказують окремі дослідженінами параметри. У зв’язку з цим ми пропонуємо20-бальну систему діагностичних тестів дляоцінки «зрілості» сурфактантної системи легень,а, відповідно, й функціонального стану організмуновонароджених телят та ступеня впливугіпоксії на плід. The results presented in the article indicate that calves are bornwith different levels of functional state of the organism. Prenatalunderdevelopment of animals are formed under physiologicalmalfunction on the basis of insufficient oxygenation of thebody. The presence of constant contact with the lungs of amniotic fluid can be considered a priori that the qualitative composition of the amniotic fluid can judge the state of the fetus, «maturity SSL» and processes in it, as evidenced by the number ofinvestigated parameters. In this regard, we proposed a 20-pointscale of diagnostic tests to assess the «maturity» of the lungs,and therefore the functional state of newborn calves and thedegree of influence of hypoxia on the fetus.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

Moral and Hypermoral, Arnold Gehlen´s final book-length publication, is an elaboration on basic theses which had initially been brought forward in Gehlen´s anthropological magnum opus "Der Mensch". In this respect, this draft of a "pluralistic ethics" is conceived as an elaboration on as well as a concretion of his doctrine of man. In this book, Gehlen set himself the task of combining anthropology, behavioral science, and sociology in a “genealogy of morality”, thus exposing four interdependent forms of ethics: from an ethos of "reciprocity" via “eudaimonism” and “humanitarianism” to an ethos of institutions, including the state. Gehlen made a decisive stand against the "abstract ethics of the Enlightenment": systematically, his book is primarily an anthropological justification of ethics, conceived as a "majority of moral authorities" and "social regulations." These are not subjected to an evolutionary interpretation, that is, as progress from an ethics of proximity to a world-encompassing morality. Moralities, whether based on instinct or arising from the needs of particular institutions, are always culturally shaped and set on different levels of abstraction. With its broad scope, the book belongs in the context of basic philosophical-sociological research known as philosophical anthropology.

In order to clarify the significance of various methods for determining the state of the fetus during its hypoxia, we studied the content of placental lactogen (PLH) in the blood and amniotic fluid, the activity of histidase and urocaninase in them, and also studied the cardiac activity of the fetus using the oxytocin test in 109 pregnant women.

The article argues that considering the individual as an economic and social actor in a socio-economic System makes it possible to look into various aspects of human development at different levels in interrelation. The main indicators of the economic and social subsystems are analyzed, which characterize the development of human potential in Russia in the period 2010-2019. A number of measures for the development of social responsibilities of the state, charity and volunteering have been substantiated.

The state of the second remained tube after the- tubal pregnancy operation in 16 patients is studied by kymographic tubal insufflation. Salpingectomy is performed in 14 patients and linear salpingotomy of the only uterine tube is performed in 2 patients. The other tube is removed during the first tubal pregnancy operation. It is found that in all patients the remained tubes are permeable as this takes place permeability, contractile activity and contraction rate decrease in 7 patients (in 5 patients after salpingectomy, in 2 patients after salpingotomy). Kymographic tubal insufflation is the information investigation method of the state of the remained uterine tube after the tubal pregnancy operation.

The article presents the results of clinical and microbiological studies and immunological features of the state of periodontal tissues in patients with moderate periodontitis, which developed as a complication of orthodontic treatment. It was found that at the later stages of orthodontic treatment with the development of periodontitis, a complex of persistent changes in the periodontal tissues at different levels of pathogen-esis was revealed in patients. In this connection, in order to plan the complex treatment of patients with periodontitis, which has developed as a complication of orthodontic treatment, and to predict the course of the disease, it is necessary to influence the established and mutually supportive links and indicators of pathogenesis.

The United Nation has adopted the Sustainable Development Goals and goal No. 4 ‘Quality Education’ is one of them. Information and communication technology transforms education at different levels. For the successful collection, system analysis and processing of large amounts of heterogeneous data, special tools were developed (including specialized indicators), algorithms (including the processing of statistical information in fields of nonparametric information to detect the presence of correlations between various factors) and databases. An example of the use of such indicators is a system for testing the effectiveness of a student’s work in the laboratory. The initial assessment of the state of the laboratory was carried out using a sociological survey of persons associated with the organization of the educational process in the laboratory and subsequent data visualization. Which allowed us to determine that students and management perceive the state of the laboratory differently.

In domestic and foreign practice, a great deal of experience has been accumulated in the creation of means for monitoring the functional state of the human body. The existing complexes mainly analyze the electrocardiogram, blood pressure and a number of other physiological parameters. Diagnostics is often based on formal statistical data which are not always correct due to the nonstationarity of bioprocesses and without taking into account their physical nature. An urgent task of monitoring the state of the cardiovascular system is the creation of effective algorithms for computer technologies to process biosignals based on nonlinear dynamic models of body systems since biosystems and bioprocesses have a nonlinear nature and fractal structure. The nervous and muscular systems of the heart, the vascular and bronchial systems of the human body are examples of such structures. The connection of body systems with their organization in the form of self-similar fractal structures with scaling close to the “golden ratio” makes it possible to diagnose them topically. It is possible to obtain detailed information about the state of the human body’s bio-networks for topical diagnostics on the basis of the wavelet analysis of biosignals (the so-called wavelet-introscopy). With the help of wavelet transform, it is possible to reveal the structure of biosystems and bioprocesses, as a picture of the lines of local extrema of wavelet diagrams of biosignals. Mathematical models and software for wavelet introscopy make it possible to extract additional information from biosignals about the state of biosystems. Early detection of latent forms of diseases using wavelet introscopy can shorten the cure time and reduce the consequences of disorders of the functional state of the body (FSO), and reduce the risk of disability. Taking into account the factors of organizing the body’s biosystems in the form of self-similar fractal structures with a scaling close to the “golden ratio” makes it possible to create a technique for topical diagnostics of the most important biosystems of the human body.

The State of Louisiana is leading an integrated wetland restoration and flood risk reduction program in the Mississippi River Delta. East of New Orleans, Biloxi Marsh, a ~1700 km2 peninsula jutting 60 km north toward the State of Mississippi is one of few Delta wetland tracts well positioned to dissipate hurricane surge and waves threatening the city’s newly rebuilt hurricane flood defenses. Both its location on the eastern margin of the Delta, and its genesis as the geologic core of the shallow water St. Bernard/Terre aux Boeuf sub-delta, which was the primary Mississippi outlet for almost 2000 years, make Biloxi Marsh attractive for restoration, now that the Mississippi River Gulf Outlet deep-draft ship channel has been dammed, and 50 years of impacts from construction and operation have abated. Now, the cascade of ecosystem damage it caused can be reversed or offset by restoration projects that leverage natural recovery and increased access to suspended sediment from the Mississippi River. Biloxi Marsh is (1) geologically stable, (2) benefiting from increased input of river sediment, and (3) could be restored to sustainability earlier and for a longer period than most of the rest of the submerging Mississippi Delta. The focus of this review is on the Biloxi Marsh, but it also provides a template for regional studies, including analysis of 2D and 3D seismic and other energy industry data to explore why existing marshes that look similar on the ground or from the air may respond to restoration measures with different levels of success. Properties of inherent durability and resilience can be exploited in restoration project selection, sequencing and expenditure. Issues encountered and investigative methods applied in the Biloxi Marsh are likely to resonate across initiatives now contemplated to sustain valuable river deltas worldwide.

Word Sense Disambiguation (WSD) is an important task for Biomedicine text-mining. Supervised WSD methods have the best results but they are complex and their cost for testing is too high. This work presents an experiment on WSD using graph-based approaches (unsupervised methods). Three algorithms were tested and compared to the state of the art. Results indicate that similar performance could be reached with different levels of complexity, what may point to a new approach to this problem.
