As we know that economic growth is one indicator of a country's economic performance. Experts state that small traders are business actors with relatively small capital who carry out production activities or sell goods and services to meet the needs of certain groups in society. From a business development perspective, small traders, such as warungs, street vendors or hawkers, and small-scale shops are micro-enterprises that operate informally. The emergence of the Covid-19 pandemic had a negative impact on 84.7% of MSMEs, the average income fell significantly by 53%, and around 72% of MSMEs experienced a decrease in income of more than 40%. MSMEs have a very large role in the Indonesian economy.

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

Currently, any part of the world is facing a virus called Covid-19. Since the emergence of this case, all access has been hampered, especially in the economic field. Increasing unemployment is one of the current problems, for that we need a legal protection to ensure life for workers during this pandemic. The purpose of this study to analyze. Arrangements for termination of employment for workers due to the COVID-19 pandemic as well as legal protection for workers due to termination of employment due to the COVID-19 pandemic. This research is a type of normative legal writing with a conceptual approach and legislation. Sources of data used in the form of secondary and primary data sources. Data collection techniques by classifying primary legal materials with secondary legal materials as research support. The analysis of legal materials obtained by qualitative analysis. The results of the study indicate that Termination of Employment has a negative impact on workers because they lose their jobs so that it also has an impact on increasing the poverty level of the Indonesian people. Because the emergence of PSBB regulations from the government of course makes the space for work narrower and layoffs are increasingly prevalent, therefore the regulation of Law no. 13 of 2003 concerning Manpower and also the role of the government is very important to overcome the occurrence of layoffs that are not in accordance with the laws and regulations. The legal protection is divided into 2 things, namely preventive legal protection and repressive legal protection.

The role of MSMEs in the economic development of a country has important implications for increasing income, reducing unemployment, alleviating poverty and economic growth. The Covid-19 pandemic has had a negative impact and threatened the survival of MSMEs. This study aims to analyze the dynamics of the triple helix model by examining the role of each helix: universities, companies, and governments to help MSMEs rise from adversity. This study identifies behavioral profiles in terms of the performance of the triple helix model from the perspective of MSMEs and recognizes key factors for innovation success and competitiveness. The survey involved 134 MSMEs. The analysis method uses SEM-PLS with WarpPLS07. The results of the study indicate that there is a positive influence between the synergy of the government and academia in increasing the innovation and competitiveness of MSMEs. Innovation is able to become a mediator for the synergy of the government and academia in increasing the competitiveness of MSMEs. MSMEs need to be more active and proactive, the role of the government and academics still needs to be improved and coupled with the optimal role of other helixes, especially the community as a strategy to survive and thrive in the Covid-19 pandemic situation.

Jambo Keupok is a village where there was violence by the TNI against civilians and was recorded as one of the gross human rights violations during the conflict between RI-GAM. The purpose of this study was to determine the role of the government towards conflict victims and the post-peaceful social conditions of society. This research is a qualitative research by combining library research and field research. The instruments used in this study were documentation, observation, and in-depth interviews. Data analysis techniques used is the Analysis Interactive Miles and Hubermen 1994 model: data reduction, data display and conclusions. The results showed that the role of the government was to provide legal protection, reveal all perpetrators of violence against citizens and provide assistance in the form of business capital, employment and education costs to children victims of conflict. The social conditions of the conflict-affected communities in Jambo Keupok are better than before, although they are still traumatized by the incident 17 years ago, the victims' families accept it sincerely what has happened in the past and they have been carrying out their usual activities by opening small businesses in small-scale, farming, gardening and so on.

Abstrak Pedagang Kali Lima (PKL) merupakan fenomena yang ada di seluruh wilayah di Indonesia. Kehadiran PKL seringkali dipandang negatif oleh masyarkat karena dianggap menganggu lalu lintas dan penggunaan trotoar sebagai tempat untuk berjualan. Untuk itu dibutuhkan peran dari pemerintah dalam rangka melakukan penataan terhadap PKL di Kabupaten Karawang. Rumusan masalah dalam penelitian ini adalah bagaimana peran dan tanggung jawab pemerintah daerah dalam penataan pedagang kaki lima (PKL) di kabupaten karawang. Metode penelitian ini menggunakan metode kualitatif dengan metode pendekatan yuridis empiris yaitu mengelaborasikan antara studi kepustakaan dengan data-data empiris di lapangan. Hasil penelitian ini yaitu peran dan tanggung jawab pemerintah daerah Kabupaten Karawang sangat terlihat dari ketentuan-ketentuan yang ada dalam Peraturan daerah Kabupaten Karawang Nomor 4 Tahun 2015 tentang Penataan dan Pemberdayaan Pedagang Kaki Lima. Peran dan tanggung jawab pemerintah daerah antara lain menyiapkan lokasi bagi PKL untuk berjualan sesuai dengan tempat dan waktu, mengarahkan PKL untuk melakukan pendaftaran di Dinas terkait, Pemberdayaan PKL, melakukan monitoring dan evaluasi terhadap penataan dan pemberdayaan PKL, dan pembinaan dan pengawasan terhadap PKL. Kata Kunci: Pedagang Kaki Lima (PKL), Upaya Pemerintah, Asas Legalitas Abstract Street Vendors are a phenomenon that exists in all regions in Indonesia. The presence of street vendors is often viewed negatively by the community because it is considered to interfere with traffic and the use of sidewalks as a place to sell. For this reason, the role of the government is needed in order to organize the street vendors in Karawang Regency. The formulation of the problem in this study is how the roles and responsibilities of the local government in structuring street vendors in Karawang district. This research method uses a qualitative method with an empirical juridical approach method that is elaborating between library studies with empirical data in the field. The results of this study are the roles and responsibilities of the Karawang regency government are very visible from the provisions contained in the Karawang Regency Regional Regulation the area of Karawang Number 4 of 2015 on Arrangement and Empowerment of Street Vendors. Roles and responsibilities of the local government, among others, prepare locations for street vendors to sell according to place and time, direct street vendors to register in related offices, Empower street vendors, conduct monitoring and evaluation of structuring and empowering street vendors, and fostering and monitoring street vendors. Purpose of Study: This study aims to analyze the level of visibility of low-scale ground coffee agro-industry and determine the role of the government in the development of low-scale ground coffee agro-industry. Methodology: This research was conducted using a low-scale survey agro-industry method which was applied to a ground coffee centre in one of the provinces in Indonesia. The number of samples is seven low-scale coffee business units. Data analysis used is financial analysis (NPV, IRR, Net B/C ratio, and Payback Period), Break-Even Point analysis, and sensitivity analysis. Results: The results showed that the low-scale ground coffee agro-industry was profitable and looked to be continued (IRR 99%, NPV 27,883,981.46 to 16,076,282,505.24 and Net B/C of 1.02 to 1.32), the sensitivity analysis showed that the cost of production to the scale of costs decreased, namely the decline in production below 20%. Application: The creativity of producers in the marketing of processed coffee products and innovation of flavour variants is important for consumer attractiveness in maintaining the stability of agro-industry income. Novelty: As for the role of the government, the seven production units have received guidance, counselling, and training.

This study aims at clarifying the concept and dimensions of consumer rights, and at diagnosing the reality of consumer rights represented in the (right to choose, right to safety, right to be heard and right to be informed). The descriptive approach was the one used for the purpose of this study. The current study was conducted on consumers of some basic goods and services. A facilitated sample consisting of (100) people was used. The blank questionnaire method was used to obtain the primary data.The results show that there is an increase in the frequency of consumer rights violations in light of globalization and the repercussions of the financial crisis due to the Corona virus crisis. It was found that the consumer rights watchdogs knowledge of global consumer rights regulations was very limited, and that their ability to know and meet consumer rights is weak. There are few contributions by researchers in addressing the importance of consumer rights in the Palestinian reality. In addition, there is a retreat in the provision of safety and protection requirements in some of the products offered in the Palestinian consumer market. The role of the government and regulatory authorities such as consumer protection and the Ministry of Economy in providing information of interest and providing protection Sustainable for consumers is weak as well.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

India being a democratic and republic country, has witnessed the biggest indirect tax reform after much exploration, GST bill roll out on 1 April 2017.  The concept of this reform is for a unified country-wide tax reform system.  Enterprises particularly SMEs are caught in a state of instability.  Several taxes such s excise, service tax etc., have been subsumed with a single tax structure. it is the responsibilities of both centre and state government to shoulder the important responsibility to cater the needs of the people and the nation as a whole.  The main basis of income to the government is through levy of taxes.  To meet the so called socio-economic needs and economic growth, taxes are considered as a main source of revenue for the government.  As per Wikipedia “A tax is a mandatory financial charge or some other type of levy imposed upon tax payer by the government in order to fund various public expenditure”   it is said that tax payment is mandatory, failure to pay such taxes will be punishable under the law.   The Indian tax system is classified as direct and indirect tax.   The indirect taxes are levied on purchase, sale, and manufacture of goods and provision of service.  The indirect tax on goods and services increases its price, this can lead to inflationary trend.  Contribution of indirect taxes to total tax revenue is more than 50% in India, therefore, indirect tax is considered as a major source of tax revenue for the government, which in turn is one of source for GDP growth.  Though indirect tax is a major source of revenue, it had lot of hassles.  To overcome the major issues of indirect tax system the government of India subsumed most of the indirect tax which in turn gave birth to the concept called Goods and Service Tax.
