The purpose of the article is to offer a solution to the problem of development of communicative competence of students of non – linguistic faculties. The importance of establishing common goals and objectives by both sides of the educational process is shown. The problems faced by teachers and students in teaching a foreign language due to the lack of understanding of the structure of the studied language by students, their inability to develop an algorithm for the formation of foreign language statements. The importance of developing students ‘ strategic thinking in learning a foreign language is demonstrated. The General methodological principles underlying the tasks and exercises on the formation of the functional structural model of the studied language in the minds of students are formulated. The assessment of the state of foreign language education at the present stage is given. The necessity of changes in the guidelines for teaching students of creative specialties to obtain the expected results is proved. The main scientific result is the authors ‘ proposal on the formation of communicative competence through the development of existential and strategic competencies, as well as the development of an algorithm for the assimilation of knowledge about the structure of the studied language and their application in speech activity.

Today, the issue of developing the principles of selection and organization of the content of the emotional component of foreign-language education, which can change the value preferences not only of the individual, but also of society, is becoming urgent. The leading approach to research in this article is axiological (emotion- and value-based). The culturological nature of foreign-language education is closely related to the educational process's value foundations, which emphasize innovative aspects of linguodidactics. The inclusion of cultural values in the foreign-language educational process contributes to the development of students' value orientations, as well as their emotional and volitional sphere. The logic of the presentation of the material in the article suggests solving a number of interrelated tasks: to describe private methodological principles of selecting the content for this component, to present the principles of its organization, to describe the holistic system of selection and organization of the content of the emotional component of foreign language education in secondary school. The described principles of selecting the content of the component in question are focused on the motivational personal aspects and value-based senses of foreign-language education, and are aimed at achieving its personal results. These are the principles of holistic reflection in the content of foreign-language education of the objectives for a harmonious development of personality and formation of a student's basic culture, emotional significance of the content of speech material, its problematic nature, relevance of the complexity of the content to learners' actual learning opportunities, individualization. To give the component the ability to work in any conditions of the foreign-language educational process, its sub-components should be built in accordance with the principles of functional systems organization: actualization of characteristics aimed at achieving the goal of the system; neutralization of dysfunctions in the process; concentration of actualized functions of all sub-components to obtain the result while giving them some lability to ensure the dynamism of the system. The principles of selection and organization of the content of the emotional component are presented as a hierarchical whole. It has a specific composition and contains the description of their functioning, the key function, and the functioning environment. This system requires an activity component of foreign-language education that is adequate to the content of the emotional component. Its characteristics will be presented in the authors' further studies.

The article is devoted to foreign language education which is more effective if a student becomes the subject of his own learning process. Modern information and communication technologies (ICT) contain an enormous potential for increasing the share of independent work in the educational process. ICT is everything that helps and allows you to collect, process, store and transmit information in an electronic form. Today, the traditional carrier of the electronic information is increasingly being superseded by cloud services, allowing you to create a virtual workspace. The purpose of the research is to study the educational potential of the modern Internet space, review the main educational online resources on the Internet in English, which can be used, both for teaching and self-learning a foreign language. In the process of the research, both empirical research methods (studying various sources of information, including the Internet, observation, interviews) and theoretical ones (analysis, synthesis, classification of the information received, the descriptive method) were used. The result of our study is a review of the main online services that can be used in a foreign language education. Digital tools for the formation of language skills (lexical, grammatical, pronunciation) and the development of speech skills in all types of speech activity (listening, speaking, reading, writing) are considered. It is concluded that in the modern Internet space there are huge educational resources in English for teachers and students that allow them to promote foreign language education. These resources are an important tool in the educational process and allow you to increase the level of students’ independence.

The article is devoted to one of the problems of foreign language education – the definition of the role of interpretation in preparing students of special (language) directions to participate in the dialogue of cultures. Interpretation is considered as a phenomenon and as a way of comprehending reality, which allows the subjects of the dialogue of cultures to reach mutual understanding. The main characteristic of interpretation, which is necessary for the purposes of foreign language education, is its psychological character. It is determined by the psychology of the author, the psychology of the work, as well as the psychology of the reader-interpreter. It is proved that the interpretation of a work of art, which has universal, historical and personal plans, has huge epistemological and axiological possibilities. They activate the entire educational potential of interperetation (educational, developmental, cognitive, and educational). Russian Russian poet A. A. Fet (1820–1892) uses the poem “Wir saßen am Fischerhaus” by the famous German poet and publicist Heinrich Hein (1797–1856) and the translation of this poem into Russian to illustrate the interpretation technology. The poem is considered as a space of personal meanings of the author. They are the ones that are subject to interpretation and bring the reader-interpreter back from the poet's world to the modern real world. And the real world is full of unexpected cultural facts, closely related to the content of the work of G. Heine, with distant Lapland and the life of modern lapps. Thus, interpretation is presented as an educational strategy. Together with the strategies of contextualization, philologization and argumentation, it ensures the achievement of the main goal of foreign language education – the creation of an individual who can act as a genuine subject of the dialogue of cultures. The article also emphasizes the importance of the teacher as the organizer of the educational process and the subject of the dialogue of cultures.

In the system of foreign language education in Kazakhstan,English is a priority at all levels of education. English is the language which is chosen by parents as a foreign for their children in preschool age. This article is devoted to the study of the status and current issues of teaching English in Kazakhstan. It is based on the results of a practical survey of eighth grade students of some secondary schools, as well as on observation of the educational process. During a visit to English classes and after conversations with school teachers, the problematic aspects of the learning process were identified. The article provides an overview of modern methods and principles of classes’ organization, contains recommendations for solving theidentified problems. The authors of the article also tried to find out the desire of students to learn not only English, but also other foreign languages, because according to the state regulatory documents, students at school have the right to choose a foreign language, which they want tolearn. The desire to communicate in a foreign language, readiness for foreign language communication, the role ofEnglish language in the student’s life, the main activities in foreign language lessons were some of the key issues, that were considered in this scientific work.

The National Standards for Foreign Language Education offer goals for student learning. During the past decade, they have been used increasingly as objectives for foreign language teaching. In the Standards document, the five Standards are presented in a hierarchical order: 1. Communication, 2. Cultures, 3. Connections, 4. Comparisons, and 5. Communities. Looking to Dell Hymes's portrayal of communicative competence and building on notions from sociocultural theory and the concept communities of practice, this paper questions this hierarchical ordering especially in terms of the primacy of Communication over Cultures and Communities. It is suggested that, of the five Cs, Communities should be considered the most fundamental.
