This is a short essay on dialogue, culture and identities. In addition to the public good policy adopted by the Catalan Government over the last four decades, it examines the Catalan language from a commons-based perspective. It contends that its survival and evolution in a digital age will mainly depend on the social institutions that can be created to manage it as a commons good. To foster cultural innovation and plurality, against diglossic stances, blockchain technologies could be used by Catalan speakers to create a social community to freely manage their own language.

This chapter examines and contextualizes Sayyid Qutb’s doctrine of property and social justice, which he articulated at a time of deep social conflicts in Egypt. The chapter describes how Qutb, along with other writers concerned with economic inequality in the 1920s–40s such as Hasan al-Banna (1906–1949) and Abd al-Razzaq al-Sanhuri (1895–1971), conceptualised private ownership as a form of power that must be limited by religious obligations and subordinated to the public good. The chapter further shows that Qutb made this notion of restrained property central to a broader theory of social justice and wealth redistribution by combining the social teachings of the Qur’an with the modern ideal of the centralized interventionist state. Arguably this endeavour to revitalise the Quranic roots of Islamic charity and simultaneously appropriate the discourse of modern statehood made Qutb’s position oscillate between legalism and anti-legalism.

This study aims to express the trust and hegemony in the "Broker" short story by Sri Lima R.N. This research is motivated by the idea that language in fiction or short stories is meaningful and indicated not to be neutral.  The language in the short story, became the media for sending message content to the author as a reflection of the social community referred to. The approach used in this study is the sociology of literature, specific to the study of Gramsci hegemony. The research method used is descriptive qualitative.  Research data obtained from text, words, phrases, sentences, contained in short stories related to trust and hegemony. The research data is then described and expressed based on the approach used. The results of the study show that there was a change in the characteristics of Handoko's character as a broker who was initially good, become opportunist. Brokerage profession is used as a tool to hegemony the public to get profits. Community trust in brokers and people who are considered smart also grow. However, Handoko's figure was eventually protested by people who had used their services and failed. Handoko or brokers run away from the protests and demands of the people.

Escalated by mid-January 2020, the Coronavirus Disease 2019 (COVID-19) pandemic is having a profound effect on all aspects of society, including the education activities in higher education. Colleges and universities globally are taking various actions to contain the COVID-19 outbreak. These efforts are mainly to secure the well-being of their students and staff, as well as members of their communities. Due to the increasing number of infections has prompted a number of universities in Indonesia to participate in the fight against the virus outbreak. This article provides an overview of the role played by Indonesian universities dealing with COVID-19 pandemic and how Indonesian universities serving the public good for COVID-19 breakthroughs. The research problem of this study focuses on how the strategies developed by the university in responding to COVID-19 and their implementation to reduce the potential consequences of the pandemic impacts. Subsequently, this paper presented the responses of universities in Indonesia in addressing the COVID-19 pandemic. The forms of responses presented in this paper are academic responses, research and development responses and social community services responses. Furthermore, a conceived information of the issues and challenging of involving of universities in collaborating on solutions to crises of the coronavirus pandemic in Indonesian context were portrayed. In conclusion, this paper summarizes the contribution of Indonesian universities and its impacts in fighting deadly virus disease COVID-19.

The innovation and modernization processes of national public administrations feature prominently in the process of digital transition that the whole Europe is going through. In Italy, the National Institute of Social Security (Istituto Nazionale della Previdenza Sociale, INPS) has historically always been at the forefront in terms of digital skills and the use of Information Technology for the provision of social security services, constituting a model of excellence in the landscape of public administrations both in Italy and Europe. INPS is currently facing a strategic challenge: that of constituting the driving force for the digital transition of the Italian public sector. To meet this challenge, the Italian Social Security Institute has equipped itself with an ICT Plan that represents a marked discontinuity with respect to past plans and which deserves, as a result of its innovative character, to be analyzed in detail. In particular, the ICT Strategic Plan of INPS for the three-year period of 2020−2022 aims to introduce a paradigm shift towards the digitization of the public services that the Social Security Institute offers to the whole country, planning a radical technological, organizational and cultural innovation, an enabling prerequisite for creating a new model service for citizens, businesses and other public administrations.

The `new genetics' have great potential for improving human health. In order for this potential to be realized, attempts to improve the public understanding of science should be complemented by attempts to improve our scientific understanding of the public. It is important to investigate existing popular understandings and practices, in relation to the role of heredity in human disease, chance and calculation of cost benefit ratios in situations of uncertainty, the management of the role of being `at risk' for particular diseases, and the ways in which individual and collective interests are balanced in a variety of health and welfare fields. Above all, we need to study what individuals, families and social institutions actually know, feel and do in relation to the `new genetics', rather than basing policy on assumptions about what they might know, feel or do.

The systemic determinacy of modern Russian society in time and space coordinates allows us to conclude that it is at the process stage of the life cycle of the large-scale social and economic systems functioning within the stage of the digital age that is characterized by the features of environmental systems. It means that the logic of the social and economic development of modern Russia is to ensure the harmonization of the performance and state of all economic systems through communication and coordination, as well as creating conditions for transactions. Following this logic, the article proves the possibility of considering it as a factor providing conditions for socio-economic development using the example of the transformation of the public administration institution. The article defines the subject-object and structural content of the public administration institution. By using the matrix approach, the authors characterize the evolutionary dynamics of the public administration institution. It makes it possible to draw a conclusion about the formation within the local civilizational matrix of modern Russia of a new type of the institutional core – the intellectual one, in which basic and compensatory institutions of the market and distribution types are integrated. The article presents a methodology that allows determining the degree of the formation of public administration, as well as assessing its impact on the social and economic development ofmodern Russia.

The article considers the educational level, needs and activities of the third age, and the readiness of the Sverdlovsk Region to develop practices of silver education. The object of research - practices of silver education in the region and the readiness of pensioners and pre-retirees to participate in them. The research is based on the authors concept of silver education as a resource for preserving and developing the social community of the third age. The theoretical framework of the study combines the key ideas of the theories of adult education, continuing education, human capital and resource capacity. Main research methods are analysis of educational and demographic statistics, regulations and government programs, secondary analysis of sociological data, a survey in the Sverdlovsk Region (respondents older than 45 years), and an expert survey. According to the authors hypothesis, today the regional system of silver education cannot serve as a resource for its development, since neither the third age community nor the region is ready for it. The authors present the following main results of the research: interpretation of the third age social community and estimates of its educational level; educational needs and activities of the third age in the Sverdlovsk Region; the readiness of the region to develop practices of silver education. The results of the research can be useful for the public policy in the interests of the older generation and the regional development. The authors conclude that it is necessary to develop a concept of the regional silver education system and a corresponding policy for improving the quality of the third age educational capital.
