The need and willingness to change motivates decision-makers and practitioners in the UK to take decisive integrationoriented measures. The country has never succeeded in developing its own original policy in this area. The first steps were taken in 2004 with the publication of the Indicators of Integration, but it was onlyin recent years that work on integration management has been intensified. There is a clear departure from focusing on individual aspects of integration and implementing a problem management system in a broader context. This is reflected in the publication of the Home Office Indicators for Integration framework (2019). The document is based on the 2004 version, but presents it in terms of the Theory of Change, which was adopted as the basis for designing and verifying the integration process in the UK. The aim of the paperis to compare the Integration Indicators of 2004 with the new version in order to identify the progress of work on the integration system and the change in the approach to the problem.

AbstractThere is an urgent need to expand the scale and scope of refugee resettlement schemes, and yet country approaches to resettlement vary markedly and there is little cross-country learning from approaches and refugee experiences. In Japan, resettlement focuses on economic self-sufficiency through employment; whereas the UK, through Community Sponsorship volunteers, on providing social connections to facilitate integration. This paper explores the strengths and short-comings of each approach and examines the ways in which refugee resettlement programmes prioritising different integration domains might influence refugee experiences of integration more widely. Drawing on principles and domains set out in the Indicators of Integration Framework (Ndofor-Tah, C. Strang, A. Phillimore, J. Morrice, L., Michael, L., Wood, P., Simmons, J. (2019) Home Office Indicators of Integration framework 2019), insight is provided into the multi-dimensionality of integration and new understandings about the nature of social connections are offered. The findings highlight the context specific nature of integration policy and practice and underline the importance of a holistic approach. We conclude that resettlement initiatives might incorporate both employers and local communities working in collaboration to support newly arrived refugees but with some state involvement.

Radicalisation to violent action is not just a problem in foreign lands. Research has identified numerous politico–psychosocial factors to explain why young people from the UK are now joining terrorist groups such as ISIS. Our understanding has been expanded by the accounts of “returnees” who have subsequently either self-deradicalised or joined a government deradicalisation programme in the role of an Intervention Provider (IP). These individuals are now key to the deradicalisation programme. This article presents the reflections of a clinical psychologist who worked within a social healthcare team managing psychosocial issues related to radicalisation, in conjunction with an allocated IP. The project involved individuals from the Muslim community and, as such, issues discussed are specific to this group. It is acknowledged that the process in general is universally applicable to all groups though specifics may vary (under Trust agreement, details may not be discussed). This article also aims to share basic information on the current Home Office deradicalisation programme and raises questions about the current intervention. It also offers reflections on how the work of IPs may be facilitated and supported by clinical/counselling psychologists and psychotherapists.

The chapter examines the legislative planning process that gradually refined the early release framework eventually given legal effect by Part Two of the Criminal Justice Act 1991. The chapter begins with a review of the post-election planning process that gathered pace following the 1987 General Election. It examines the Home Office strategic awayday held at Leeds Castle in September 1987 and goes on to consider the Green Paper, Punishment, Custody and the Community and an unprecedented conference at Ditchley Park which brought together senior decision-makers from across the criminal justice system. The chapter then examines the passage of the Criminal Justice Bill 1990/91 and reflects upon the dramatic backlash against the new parole system in the mid-1990s. The chapter concludes with a critical appraisal of the underlying tensions that defined the development of criminal justice during this transitional period.

Purpose The prominence of the best interests principle in the Mental Capacity Act 2005 represented an important transition to a more resolutely patient-centred model regarding decision-making for incapable adults (“P”). This paper aims to examine the courts’ consideration of P’s values, wishes and beliefs in the context of medical treatment, reflect on whether this has resulted in a wide interpretation of the best interests standard and consider how this impacts clinical decision makers. Design/methodology/approach A particular focus will be on case law from the Court of Protection of England and Wales and the Supreme Court of the UK. Cases have been selected for discussion on the basis of the significance of their judgements for the field, the range of issues they illustrate and the extent of commentary and attention they have received in the literature. They are presented as a narrative review and are non-exhaustive. Findings With respect to values, wishes and beliefs, the best interests standard’s interpretation in the courts has been widely varied. Opposing tensions and thematic conflicts have emerged from this case law and were analysed from the perspective of the clinical decision maker. Originality/value This review illustrates the complexity and gravity of decisions of the clinical decision makers and the courts have considered in the context of best interests determinations for incapacitated adults undergoing medical treatment. Subsequent to the first such case before the Supreme Court of the UK, emerging case law trends relating to capacity legislation are considered.

Archaeology is said to add value to development, creating a deeper sense of place, community identity as well as improving health and wellbeing. Accentuating these wider social values has been welcomed by a profession keen to broaden its public relevance and legitimacy and protect its seat at the table in modern cultural life, but how much, if at all, do the public actually benefit from developer-led archaeology? Benefits to individuals and communities from archaeology projects are often abstract, intangible and difficult to attribute, and the discipline arguably lacks a satisfactory frame of reference around which it can express and design for these additional social values. Drawing on the language of social impact investing, this article will explore how the UK-based collaborative platform, DigVentures, has addressed this challenge. It introduces a 'Theory of Change' and 'Standards of Evidence' framework to account for the impact of development-led archaeology programmes, illustrating the causal links between activity and change through the case of the Pontefract Castle Gatehouse Project. It is complemented by a short documentary film exploring the spectrum of digital and physical opportunities for participation by the public alongside a team of highly experienced professional field archaeologists, demonstrating how development-led archaeology can be designed to accomplish far more than answer a planning brief.

There is a growing interest worldwide on the potential of nature-based solutions (NBSs) as measures for dealing with water-related risks while producing multiple co-benefits that can contribute to several societal challenges and many of the sustainable development goals. However, several barriers still hamper their wider implementation, such as mainly the lack of stakeholders’ engagement and the limited integration of stakeholders’ knowledge throughout the phases of NBS design and implementation. This is a crucial aspect to guarantee that the multidimensional implications of NBSs are adequately understood and considered by decision-makers. Innovative methods and tools for improving NBS design and supporting decision-makers in overcoming the main barriers to implementation, ultimately enhancing their effectiveness, are therefore needed. The present work proposes a combined approach based on the integration of fuzzy cognitive maps, hydraulic modeling, and participatory Bayesian belief networks aiming to facilitate the stakeholders’ engagement and the knowledge integration process in NBS design and assessment. The approach was developed and implemented within the NAIAD project in the Lower Danube demo site, specifically oriented to support the process of the Potelu Wetland restoration. First, fuzzy cognitive maps are adopted as a problem structuring method for eliciting stakeholders’ risk perception and problem understanding, and for constructing a causal model describing the system as a whole, with specific attention to the expected role of the NBS in reducing flood risk and addressing the key local challenges. Second, hydraulic modeling is used to analyze the effect of extreme floods starting from the retrospective analysis of a specific event and to model the potential benefits of risk reduction measures. Last, a Bayesian belief network is used to support the model integration process and a scenario analysis with a user-friendly tool. The whole process can be replicated in other areas and is particularly suitable to support an active engagement of stakeholders (both institutional and not) in the process of NBS design and assessment.

Funding of higher education institutions is a major growing expense for the Oman government (13–14% of the total spending in 2016) and is at par with that of other governments (e.g., 11% in the UK and 15.5% in the US). However, there has been little investigation into the funding of quality higher education in Oman. The present research project aims to explore the sources of funding at Oman universities after it opened the private education sector in 1996. The research methodology includes conducting interviews with leaders in higher education to explore different types of funding (e.g., gifts, tuition fees, government support). This will enhance our understanding, as well as that of decision-makers, regarding universities' funding sources and of the higher education landscape.

The COVID-19 pandemic created a profound challenge for universities and colleges. In the USA, the response to the viral outbreak within institutions of higher education was largely driven by individual decision-makers, including professors, department chairs, and deans. As a professor of geography, the author undertook auto-ethnography as both process and product, a way to learn about his competencies and coping strategies, his social interactions and responses, and his engagements with social power relations from a particular positionality. As a scholar with longstanding interest in communication media, the author focused on a trajectory from the campus to the home office, from place-based scholarship to the online contexts of «distance learning», from in-place communications to dependence on digital technologies. The study reveals resilience and adaptation but also incompleteness and fragility.

This chapter analyses the formal rhetoric, mechanisms and structures of governance through which policing was organised in Scotland. It examines shifts in the tripartite relationship between the UK Home Office, the Scottish Office and local police authorities, highlighting the tensions between centrism and localism across the twentieth century, as well as the intersecting identities associated with British, Scottish and burgh/county policing. It also outlines modes of discipline through which police officers were themselves regulated: from training manuals and physical drill (which aimed to mould an idealised model of masculinity) through to the internal handling of complaints about officers’ conduct. Examining a small number of flashpoints relating to the official scrutiny of Scottish policing, the authors suggest that the narrative of more ‘benign’ relationship between police and community in Scotland conceals a more complex and chequered picture.

This chapter examines three major examples of financial crime: fraud, bribery, and money laundering. The importance of financial crime, and of vigorous prosecution policies in relation to it, should not be underestimated. Fraud accounts for no less than one third of all crimes captured by the Crime Survey for England and Wales. The European Union Parliament has estimated that corruption costs the EU between €179 and €990 billion each year. Finally, the Home Office estimates that the impact of money laundering on the UK economy is likely to exceed £90 billion. An understanding of these crimes, and in particular the way that they reflect corporate activity, is nowadays essential to the study of criminal law.
