In Indonesia, currently there has been progress in the field of information technology. Along with the development of sophisticated and advanced technology, there are more and more demands of need. By utilizing the sophistication and advancement of existing technology, the government makes electronic-based policies, namely e-government. From the existence of this new electronic-based system, it makes easier to carry out the implementation of services carried out by the state apparatus to public. The objective of this study is to measure the level of public awareness of Surabaya people towards the application of the E-ticket system related to frequent violations. The scope of the study is the city of Surabaya. The problem is focused on the level of public awareness about the e-ticket system that has been running. In order to approach this problem, a theoretical reference from Soerjono Sukanto was used regarding public awareness. The data were collected through questionnaires spread across 31 districts in Surabaya and analyzed quantitatively with a descriptive approach. This study concludes that Surabaya people had awareness and knew a new system in ticketing, namely the electronic ticketing system, but for its application, many violations still occured. It is indicated by the percentage of 55% which is included in the fairly high category with a percentage of 70.5% regarding the existence the new system.

This research was conducted to find out how a space formed by the government (state sphere) has the potential to turn into a public sphere which is deliberative because of the involvement of information technology. This research was carried out on the use of information technology in the implementation of electronic development planning meetings (E-musrenbang) in the City of Surabaya, East Java, Indonesia. This research was conducted qualitatively using a critical approach. The data processed and analyzed were obtained from community leaders in four villages in Surabaya. As a result, this study shows that the internet has provided opportunities for people to make the state sphere as a public sphere where people can act further and more freely as citizens to voice their aspirations, opinions, and ideas. As such, indirectly the participation of the community to be involved in regional development can be pushed to a higher level.

The Illinois Constitution of 1870 prohibited the State legislature from enacting local or special laws incorporating cities, towns, or villages, or changing or amending the charter of any town, city, or village. In 1872 an act was passed, providing for the government of all cities in the State of Illinois. In 1875 Chicago abandoned its special charter, and accepted the provisions of the general law of 1872. This law, with a series of amendments, has continued for a generation as the fundamental law of the city of Chicago. The very rapid growth of the city, however, in territory, in population, and in the complexity of its municipal interests has rendered the law of 1872 wholly inadequate for the present needs of the great metropolis. Widespread agitation in regard to this subject led to the initiation, in 1903, of a constitutional amendment authorizing the State legislature to enact special laws regarding the government of Chicago, providing that such laws should not go into effect until approved by the voters of Chicago. This amendment was adopted by the people of Illinois in November, 1904, after a vigorous campaign had been carried on in its favor by the citizens of Chicago. The legislature of 1905 met very shortly after the adoption of this act, so that a complete charter could not be presented to them. A bill providing for a new system of municipal courts, and abolishing the old “justice shops,” was prepared, however, by a citizens' committee; was presented to the legislature, and passed. A committee of the city council also drew up a proposed charter for the city, which was introduced into the State legislature, but of which only a small fragment was finally enacted. The term of the mayor was extended from two years to four; provisions were made enabling the city to secure the interest on its public deposits; and some other minor powers were contained in this rump charter. These acts were voted upon in November, 1905, and approved by the people. So far, however, as comprehensive legislation was concerned, very little had been accomplished, except the establishment of the new courts.

Solo is one of the two Cities in Indonesia that received the highest award of District / City Worthy Children's implementation from President JokowiWidodo as the City of Eligible Children. The success of Solo to get the award of Decent Child's City can not be separated from the leadership FX.HadiRudyatmo as the Mayor of Solo. The objectives of this research are: (1) To know and explain the leadership of FX.HadiRudyatmo in realizing the Solo of Decent City, (2) To analyze and analyze the factors that make Solo Municipal Children's Favorite and (3) to know and analyze the actors who contribute greatly in Solo Kota Decent Children. The method used in this study is a qualitative descriptive approach that explains the results of research, assessment and other references reinforced by empirical data conducted through interviews and observation. The results showed that the leadership of FX.HadiRudyatmo in realizing the Decent City Solo is very democratic but the egosektoral among the Organization of Regional Devices in realizing the Solo Municipal Decent Children is still high and there are still problems that can not be resolved even though Solo gets the predicate Solo Kota Major Main is the number of children who exposed to HIV / AIDS is still high and the availability of child data information management system. Recommendations given to the Government are to build more intense communications and improve routine coordination among the Regional Device Organizations through scheduled meetings amongst the WTO, promoting socialization and education to all levels of society on HIV / AIDS as well as the creation of a web data base on child data.Keywords: Leadership, Head of Region, District / City Eligible Children

AbstractFor many communists working in the Soviet state apparatus during the 1920s, the state's continued employment of so-called “bourgeois specialists” (spetsy) was an ideological affront and an obstacle to proletarian advancement. In their eyes, until the spetsy were removed and workers staffed the institutions of the state, the revolution would be neither secure nor its promises fulfilled. Based on archival research, this article traces rank-and-file communists' attempts to remove one such specialist, N. A. Dobrosmyslov, from his position in the Tax Department (Gosnalog) of the People's Commissariat of Finances (Narkomfin). Dobrosmyslov had been a long-time official in the tsarist tax bureaucracy and had also worked for the Provisional Government in 1917. Communist opposition to him took the form of a denunciation campaign that focused on his alleged anti-Sovietism, his professional competence, his arrogant manner, his high salary, and his attempt to obtain a large pension from the government. The documents related to the case reveal the atmosphere of suspicion and often open hostility that surrounded the spetsy. They provide evidence of the contrasting evaluations of the spetsy made by leading communist administrators and by the lower-level communists who worked closely with them. They also show how important the issue of material compensation was for this latter group. Finally, the case provides an example of how biography could be interpreted and manipulated to serve particular ends, especially in the context of political and personal denunciation.

Zakat and taxes are two important sources of funding for the state. Both function to solve economic problems and reduce poverty in the community. But in reality the function of zakat and tax can not be optimal. BAZNAS and LAZ as an extension of the government in managing zakat can not be maximized in the collection of zakat funds as well as taxes. Although the nature of the tax is not specific to the poor, but also to the rich, but in fact the existence of taxes have not been able to solve poverty in Indonesia. Therefore it is necessary solution to synergize zakat and tax in order to increase zakat and tax collection. With bersinerginya zakat and taxes are expected to increase public awareness to pay zakat and taxes that can eventually be used to reduce poverty.

Liberal scholars attribute an essential role to nonprofit organizations (npos) in the process of democratization, due to their roles in raising public awareness and supervising the hegemony of the state. Nevertheless, the current literature has yet to pay sufficient attention to the ways in which governments respond to the dynamics of power. As argued inpublic rational choice theory, the government is a self-benefit maximizing bureaucrat that spares no effort to adopt various strategies aimed at keeping society under control. We have studied this postulation by comparing the two contrasting civil societies of China and the Netherlands. Results from our investigation of campaigningnpos from China and the Netherlands confirm that states tend to apply a range of strategies (e.g., political restrictions and financial instruments) in order to assimilatenpos into the developmental planning of the government (e.g., by stimulating the economic functions ofnpos while weakening their democratic functions in intangible ways).

The author analyzes the economic documentation sent by the Nizhyn governors to the Malorossiyskyi Prykaz in the 1650s and 1670s. The excerpts published in the Acts relating to the History of Southern and Western Russia. This source the author used to show the nature of the interaction between the Nizhyn Voivodship and the government, to identify the main issues voivode had to report on and the tasks he had to solve, as well as to consider the situation of the Russian military contingent in Nizhyn.The author notes that the royal pledges led by the voivods appeared in Chernihiv, Nizhyn, Pereyaslav and other Ukrainian cities in the late 1650s. The names of the Nizhyn voivods, who served in the 1650-1670s, were identified, and the author described their activities. She found out that the voivode had to build a fortress in the city to defend against enemies, manage the affairs of their garrisons, send to Moscow financial statements of expenditures, to issue a sovereign's pay to the archers, to fight against their escape, which was very common, and in addition to monitor on the activities of the local Cossack administration and internal policy in the territories subordinate to them, submit to the king petitioners and petitions, provide information on events in the Ukrainian lands and in the neighboring territories, involve the local population in the work . Under the rule of Ivan Bryukhovetsky, voivode had to collect taxes from inhabitants of the Hetmanate (except for Cossacks and clergy). The author concludes that it was through regular reports that the voivode in Moscow knew about the state of affairs in the Hetmanate region and, following the information received, adjusted their policy towards the Ukrainian lands. Therefore, the voivodship runoff can be considered a valuable source from the history of the hetman's Ukraine itself.

Government to Citizen (G2C) is a form of relationship between the Government and the Citizen within the Government area based on Information Technology. Citizen to Government (G2C) is a form of relationship between the Government, Citizen, and changes in Information Technology. Jogja Smart Service (JSS) is a digital-based service for the Yogyakarta City Government that is integrated and integrated through an information system application, available web (jss.jogjakota.go.id) and mobile (Android and iOS) platforms that can be accessed directly by the people of the municipality area. by prioritizing self-service (self-service). This research uses data from SWOT analysis and KAFI vs KAFE analysis. This research aims to determine how far the Yogyakarta city government application, namely the Jogja Smart Service (JSS) is utilized by the people of the city of Yogyakarta and is actively accessed as an effective and efficient communication bridge between G2C and C2G through digital interaction. The results of the analysis carried out show that there is a digital interaction that is quite effective and efficient in G2C and C2G in the use of JSS applications. As many as 61.9% of users are very enthusiastic about using the application and 75% of potential users are interested in using the application.

ABSTRACT e-Governement in Indonesia is a must this time. Good E-Governments certainly have the ability to provide good information to the public and fulfill aspects of confidentiality, integrity and availability, Kediri in East Java is one of the government that use e-Government. To measure these three aspects the system must be measured. Indeks KAMI (Keamanan Informasi) is an application that is used as a tool to analyze and evaluate the level of readiness (completeness and maturity) for implementing information security in an organization in accordance with SNI ISO / IEC 27001 criteria. Government of Kediri the score for the electronic system category was 20, for the governance assessment the score was 75, risk management score 18, the information security framework was 58, asset management 74, and the application of security and information technology had a value of 83, and the results measurement says the City Government of Kediri needs to improve the system management.<br />Keywords: Index, KAMI , Security, Information Technology<br />ABSTRAK Penerapan e-Governement dalam tata kelola Pemerintahan di Indonesia saat ini merupakan sebuah keharusan. E-Governement yang baik tentu memiliki kemampuan untuk memberikan Informasi yang baik kepada masyarakat dan memenuhi aspek kerahasiaan (confidentiality), keutuhan (integrity) dan ketersediaan (availability), Pemerintah Kota (Pemkot) Kediri adalah salah lembaga pemerintah yang menggunakan e-Government. Untuk mengukur ketiga aspek tersebut sistem haruslah diukur. Indeks KAMI (Keamanan Informasi) merupakan aplikasi yang digunakan sebagai alat bantu untuk menganalisa dan mengevalusi tingkat kesiapan (kelengkapan dan kematangan) penerapan keamanan informasi di sebuah organisasi sesuai dengan kriteria pada SNI ISO/IEC 27001. Untuk Pemkot Kediri didapatkan skor kategori sistem elektronik (SE) adalah 20, untuk penilaian tata kelola skornya adalah 75, pengelolaan resiko skornya 18, kerangka kerja keamanan informasi nilainya 58, pengelolaan asset 74, dan penerapan teknologi keamanan dan informasi memiliki nilai 83, dan hasil pengukuran menyebutkan Pemkot Kediri perlu meningkatkan system pengelolaan system yang dimiliki.<br />Kata Kunci : indeks, KAMI, keamanan, teknologi informas
