Social Policy and Regional Autonomy. The policy of decentralization and the practice of regional autonomy in Indonesia is a tool in the realization of the ideals of justice, democracy and the welfare of the people. This study aims to discuss social policy     and regional autonomy in accordance with the author’s understanding of the various sources obtained. This study uses a qualitative approach with descriptive methods. Data collection techniques in this study, the authors use literature review. In other words all efforts made by the author to gather information that is relevant to the topic or problem being discussed. The results show that the practice of governance today shows that social policy has been carried out. The national government and the regional government make social policy a matter that must be done in implementing government affairs. In decentralization, social policy has its own place in implementing government affairs. In that context social policy is understood as a policy and program run by the government, which is designed to improve people’s welfare or increase human dignity. Community service is one of the activities aimed at assisting the government in society and local governments in disseminating Law no. 32 of 2004 concerning Local Government in Hamdan Village, Medan Maimun District, Medan City. The lack of understanding of the people of Hamdan Village, Medan Maimun District in the success of Law No. 32 of 2004. The results of this dedication show that the socialization of Law Number 32 of 2004 concerning Regional Government and development progress and the success of existing development, must be disseminated to the community. One example of the community can directly experience the construction of road facilities and infrastructure that have repaired, as well as several developments in flood management and environmental cleanliness. The participation of the community in determining public policy, the higher the level of democracy in the country. In regional autonomy it is necessary to involve as many citizens as possible in determining public policy at the regional level.

Fiscal decentralization is one the major component of the decentralization implementation of regional autonomy. As the new beginning in regional development and the people in managing the resources or all of the potential to the prosperity and the progress of region. Financial aspect is one of the basic criteria to find out the real capability regional government in managing their autonomy system (household system) the capability of regional government in managing their financial can be seen in APBD which describes the capability of local government in financing the activities of development task and equity in each region. The purpose of this research is to determine the financial capability of Tidore in regional autonomy especially in 2013-2017 judging by ratio of independency, decentralization fiscal degree, growth ratio. This research used observation, interview and documentation to collect the data. The data was analyzed using qualitative and quantitative data with described analysis. The result showed that the independence ratio of Tidore has been able to improve its financial capability. The degree of decentralization is still highly dependent on the central government, although it has been increasing year by year. Growth rate fluctuated this indicates the local government of Tidore is not too concerned with regional development and community welfare.Keywords: regional autonomy, ratio of independency, The degree of decentralization ratio, Growth ratio.

Indonesia is the Unitary State. It is understood that within a unitary state, the central government operates a high state sovereignty. In order not to be arbitrary, the activities of the central government are supervised and limited by the constitution. The government which is divided from the Central Government to the Regional Government included Regional Autonomy therein, as well as the authority of the Regional Government, is on duty to manage the Regional Property. In carrying out its authority as an administrator of local property, there are still many abuses or omissions committed by the local government in operating its authority in managing regional property, such as the negligence of the Regional Assets, the misuse of authority in the revocation of rights already granted by the regional government on the right to use of local property, using local property for personal interest. In the management of regional property required planning, implementation, and supervision by the local government in accordance with applicable laws and regulations in the constitution. The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself. Bangladesh is one of the most governance deficit countries of the world. In this reality, Upazila system, as an intermediate tier local government unit, is reestablished under the Upazila Parishad Act 2009. This Act is the basis of the formation and function of the Upazila Parishad. In this study, survey method has been applied to primary data collection from two upazila (Sylhet Sadar Upazila and Kanaighat Upazila) in Sylhet district. The study finds that the existing upazila parishad activities do not meet the demand of the people. Citizen’s trust on the Upazila Parishad is very low. The study also finds some other challenges, including unskilled manpower, proper planning and a lack of financial resouces. Moreover, the officials are not professional and their behaviors are not good while performing their duties. Most of the service receiver did not get best service from upazila officials. However this study suggests some recommendation for improving the service of upazila parishad. Officials should be highly trained and professional on their service delivery. By ensuring the best services, they can achieve the trust of general people.And the Government should take additional steps with regards to improving the upazila parishad service.

As one of the countries that has rich natural potential, Indonesia is an archipelago country that has extraordinary natural potential. Therefore, to ensure maximum efforts from the implementation of these efforts, a regulation was formed whereby the Central Government authorizes the Regional Government to maximize its potential. the. . The development of national tourism which is quite good in the last five years provides opportunities for each region that has the potential to further develop and maximize all the potential of its region. This then provides an opportunity for the government to build concrete steps in developing an area that originally had potential in the end. can be used to encourage the area to become a tourist area, where these conditions have an impact on the community in the area. The purpose of writing this article is to find out the efforts of the local government in building community welfare through the development of tourist areas on Pari Island. The method used in this writing is a qualitative descriptive type. Data collection techniques in the form of documentation study, observation and in-depth interviews. By taking informants using purposive sampling. The results obtained are that the government has made various efforts to develop the tourism area on Pari Island.

 ABSTRACTThe implementation of public services is still going on with the old public administration practices. Therefore, it is time for the bureaucracy to change its mindset. The development of the paradigm of public administration can bring enlightenment to the bureaucracy. Public Service innovation and creativity is one of the right solutions in the era of regional autonomy in achieving the welfare of modern regional government. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. The intertwined goal is for the prosperity of the people. Regional autonomy can provide flexibility for regions to innovate and create local community creativity as material for local government policies. Disaster risk management sector has become a serious concern for the government due to various disasters that have occurred in recent years followed by many issues came up.This study aims to describe and analyze the capacity of Local Government of Mentawai Islands in organizing disaster affairs in the region. This study is motivated by the vulnerability of Mentawai Islands to earthquakes and tsunamis because the islands are just above the subduction zone.The study applied a qualitative approach with descriptive design by data collection through interviews, observations, and documents.The study concluded that the capacity of Local Government of Mentawai Islands Regency in the implementation of disaster management still needs improvements. It can be proven that there are still some programs that haven’t run optimally. In general, the biggest obstacles are budget constraints, limited supporting infrastructure for disaster management in the regions, and geographical conditions of Mentawai Islands.

One of the city that developing in increasing tourist visits is Denpasar. In increasing number of visits, one of the ways that government had to do is city branding. In this research city branding is influenced by city image, city branding influences visit decision, and city image influences visit decision. This research method uses qualitative approach with data collection techniques in qualitative and literature review. Findings of this research indicate that city branding has significant effect on city image, city branding has significant effect on visit decision and city image has significant effect on visit decision. Even though, there is relative answer, but the government of Denpasar city must realize this condition to develop Denpasar city with sustainable heritage tourism.
