This article focuses on discussing governance, which is defined as the government's ability in governance. Governability is influenced by the number of parties, the degree of political polarization between parties, party participation in government, and the relationship between most of the parliament and the executive. This research was conducted using a qualitative method with a descriptive analytical approach that describes, describes, and analyzes the governability in Central Sulawesi after the election of governors and vice governors in 2015. Although it has the potential for divided government to occur in the Regional Government of Central Sulawesi because only 13 seats or 29% of 45 (forty-five) the number of seats in the Regional People's Representative Council (DPRD), but in fact throughout 2016-2020 it was running effectively. There has never been any rejection of government programs by the DPRD during the 2016-2020 government. An interesting finding in this research is that the capacity and background of the regional head from the regional head elections has a big role in building governance with the ability to establish communication and coordination with DPRD members. Regional heads with good capacities and a background in bureaucracy and politicians also influence the performance of local governments and are related to their relationship with the DPRD. The governor who governs and the interaction between the governor and the governed all contribute to governability, including the type of external influence

The purpose of this study is to examine and analyse the effect of local governments’ ability on the relationship between budget turbulence and budget deviation. The study sample uses the regional budget (APBD) report and realization of a number of districts/cities throughout Indonesia encompassing the 2014-2017 period, while the analysis covers the period from 2015-2017. This study uses the least square approach with EViews analysis tool version 10 to test the hypothesis. Result of the study shows that budget turbulence has a positive and significant effect on budget deviation. The result also shows that the capacity of local governments can reduce the influence of budget turbulence on the budget deviation. Sensitivity tests using proxies of local governments not sampled by the main test also show consistent results. Finally, sensitivity test by area category proves that for the three categories, mainly western, central, and eastern Indonesia, the results are consistent with the main test results. The contribution of this study to the policies of the local governments is aimed to enhance efficiency of spending and increase productive spending to support the priority of government programs and encourage efficient, innovative and sustainable financing while maintaining the investment climate. Through several of these alternatives, the local government can overcome the conditions of resource instability that can threaten the effectiveness of the implementation of various programs.

This study examines the relationship between granting with a liquid level in a bank that aims: (1) To determine the extent to which credit is given to the liquidity position of the South Sulawesi Regional Development Bank. (2) To get a clear picture of the relationship between the amount of funds available and the credit activities of the South Sulawesi Regional Development bank. (3) To find out the policies stipulated by the Regional Development Bank of South Sulawesi, especially the credit sector. The data collection method used in this study, is through Library Research, and Field Research. Based on the analysis of the results of the research and discussion, in this section it can be concluded: (1) the South Sulawesi Regional Development Bank which is the Regional Government of South Sulawesi Province in addition to functioning as a public bank as well as regional government holders whose source of funds comes from local governments and service office located in the province of South Sulawesi. (2) The development of credit funds channeled by the Regional Development Banks of South Sulawesi tends to increase from year to year, (3) From the supply of funds and credit channeled by the Regional Development Bank of South Sulawesi, it is known that the supply of these funds is not channeled as credit, either short-term credit and long-term credit.

The regulation on the relationship of the central and local governments in Hungary has transformed significantly in the last decade. However, the government have strong tools for the control of the local activities, these tools are just rarely applied by the supervising authorities. The main transformation of that relationship could be observed in the field of the public service provisions. The former municipally based public service system was transformed into a centrally organised and provided model, thus the role of the local governments in Hungary has decreased. The centralisation process have been strengthened by the reforms during the COVID-19 pandemic.

Local governments play an important role in the COVID-19 pandemic response. They can identify the local vulnerabilities and respond accordingly. In this commentary, we are examining the relationship between COVID-19 case and fatality numbers and provincial governments in Indonesia using correlations and data visualization. We use the public health development index, regional sustainable development index, competitiveness index, and their components as proxies for provincial government capacity and strength. We have found some evidence of a negative relationship between COVID-19 case fatality and death rates and various indices of provincial strength. The correlations are higher when we examine provinces in island regions, such as Java and Sumatra, separately. Some of our findings suggest that stronger provincial governments are a good defense against the pandemic. At the same time there are differences between regions, which is a concern in terms of all-of-government response to the pandemic.

Purpose of the study: This article aimed to analyze the implementation of the regional government and administrative sanctions in Indonesian regional regulations. Methodology: The research method used is normative legal research. The data were analyzed using a qualitative descriptive technique. Main Findings: The final results showed that the type of relationship between the central and the local governments does not reduce the right of the local people to participate (freely) in the implementation of the regional government. The relationship between the central government and the regions did not diminish the rights of the people. Applications of this study: Local government sanctions and administration in Indonesian regional regulations. Novelty/Originality of this study: The task of the government is to realize the state’s objectives as formulated in the unveiling of the Constitution 1945 of the Republic of Indonesia, and this duty is a comprehensive task. This requires the regulations to direct the implementation of governance that is more in line with the expectations and needs of the community (citizen-friendly).

this article discusses public service innovations carried out by local governments to increase public trust in the government. The locus of this research is in the city of Bandung, West Java Province, one of the UNESCO creative city networks. The purpose of this paper is to analyze the innovation of public services carried out by the government to serve the public in creating and innovating so that public trust in the government increases. The research method uses a qualitative method with an inductive approach. Data obtained through interviews, observation and documentation. The results of this study indicate that the regional government of Bandung City creates service innovations in the form of facilities to support the creation and innovation of the community, although there are some things that still need to be addressed. The relationship between the government and the community is closer. The role of local government in serving the community to support the potential of community creation and innovation is very important. Keywords: community; creation; government; innovation; service

This study identifies critical factors in the capacity building of electronic government (e-government) in Sragen municipality, Indonesia. Sragen is a small city renowned as a pioneer in the implementation of e-government initiatives among other local governments. by conducted in-depth interview as well as observation thus the data was categorized and interpreted for fur-ther being discussed for the result. Results of the study showed that using an institutional ap-proach in e-government capacity building Sragen municipality succeeded in improving the quality and value of the relationship between government institutions and citizens; identified institutional factors that are crucial for successful e-government capacity building that include policies, organizational structure, and participatory public management.

To date, measuring the effect of customs facilitation and fiscal decentralization are seen as essential to assist regional government. This activities are important in order to direct the regional economic growth policy. The customs facilitation is important because this policy could reduce the tax rate in trade activities. While the fiscal descentralization gives the local governments higher authrority to manage their funds. The local government s need an assurance, regarding the relationship between the utilization of customs facilitation and the fiscal descentralization to their regional economic growth, in order to optimize the benefit of this instrument. This research describes the relationship between Customs facilitation, namely Free of import duty and import taxes, fiscal decentralization, namely own-source revenue and general allocation grant, to the regional economic growth in West Java. The panel data from 2012 to 2015 and regression analysis are used in this paper. The result implies that the customs facilitation, in the form of cooperation with Indonesia Investment Coordinating Board  import taxes, has a positive and significant impact on regional economic growth.

BPK audit report on a government financial report contains an opinion that is a professional statement of the auditor regarding the fairness of financial information presented in the financial statement. In forming opinion, a BPK auditor uses four criteria, namely the application of Government Accounting Standard, adequate disclosures, compliance of laws and regulations, and effectiveness of internal control systems. The unqualified opinion is issued to a financial report with no material statements and/or fraud.  However, it is widely reported that many irregularities still occur across government entities and cost the state’s resources (finance). This study aims to analyze corruption committed by heads of local governments and its influence on BPK opinion build a model which shows the relationship between them. This study uses a model called ordinal logistic regression and found that there is a correlation between BPK opinion with corruption committed by heads of local governments. The best ordinal logistic regression model shows that BPK opinion is dominantly influenced by the compliance of government financial report with Government Accounting Standard, compliance with law and regulations and effectiveness of internal control systems.
