The issue of spatial planning becomes crucial for vulnerable areas. Padang, as one of the areas prone to earthquakes, needs to pay attention to the allocation of space. After the 2009 earthquake, it was recorded that Padang City had revised the Regional Spatial Plan (RTRW) twice, namely in 2010 and 2015. In the revised RTRW, mapping of the areas prone to earthquake and tsunami disaster. The purpose of this research is to explain the policy efforts made by the City of Padang in spatial planning based on disaster mitigation. This study used qualitative research methods. The technique of selecting informants using purposive sampling, primary data obtained from interviews, while secondary data from documentation and literature studies. Data analysis was performed using an interactive model. The results showed that the spatial planning in the city of Padang based on Regulation No. 4 of 2012 had paid attention to disaster-prone areas, it can be seen from the categorization of disaster-prone regions in the city of Padang. But there are still disaster-prone areas that even violate the rules of development. For this reason, Padang City Government needs to pay attention to building permit recommendations, especially in disaster-prone areas from the relevant agencies.Persoalan penataan ruang menjadi hal yang krusial bagi daerah yang rawan bencana. Padang sebagai salah satu daerah yang rawan terhadap bencana gempa bumi perlu memperhatikan peruntukan ruang. Setelah kejadian gempa tahun 2009, tercatat Kota Padang telah dua kali melakukan revisi terhadap Rencana Tata Tuang Wilayah (RTRW) yaitu tahun 2010 dan 2015. Dalam revisi RTRW tersebut telah dilakukan pemetaan terhadap daerah-daerah yang rawan bencana gempa dan tsunami. Tujuan dari Penelitian ini adalah untuk menjelaskan upaya-upaya kebijakan yang dilakukan oleh Kota Padang dalam penataan ruang yang berbasis mitigasi bencana. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pemilihan informan dengan menggunakan purposive sampling, data primer diperoleh dari wawancara, sedangkan data sekunder dari dokumentasi dan studi pustaka. Analis data dilakukan dengan model interaktif. Hasil penelitian menunjukkan bahwa penataan ruang di Kota Padang yang didasarkan pada perda No. 4 Tahun 2012 telah memperhatikan daerah rawan bencana, terlihat dari adanya pengkategorian daerah rawan bencana di Kota Padang. Namun masih terdapat daerah rawan bencana yang masih menyalahi aturan pembangunan. Untuk itu, pemerintah Kota padang perlu memperhatikan rekomendasi izin mendirikan bangunan terutama di daerah-daerah yang rawan bencana dari instansi-instansi yang terkait.

The development of Denpasar City as the Capital of the Province of Bali and at the same time as the Center for Bali Growth, resulted the growth and development of the city become very rapid. Although the Denpasar City Government has tried to direct and organize the environment through spatial planning, however the direction of development and the growth of buildings has not been directed yet and is developing very sporadically towards all parts of the city. This study uses descriptive qualitative research with a rationalistic approach based on reality in the field with primary data obtained from observations, documentation in the form of images of community behavior towards public spaces in city housing. The results showed that the use of public space as a private area in the housing environment is dominated by factors due to the limited land of the house to the needs of home owners such as having vehicle that exceeds the garage capacity of the house.

This study aims to analyze the potential and contribution of retribution revenue from the City Administration Government of Central Jakarta, East Jakarta, and South Jakarta to the total DKI Jakarta Original Regional Revenue (PAD). This study uses primary data and secondary data. Qualitative descriptive analysis method focused on the development strategy of MSME business empowerment in the form of retribution income performance based on purposive sampling and literature study with Growth analysis testing tools and Share analysis. Growth rate (Growth) Temporary Location retribution income (LokSem) and Patronage Locations (LokBin) in the city government The administration of South Jakarta, Central Jakarta, and East Jakarta has fluctuated every month. Total revenue retribution (Loksem and Lokbin) Administrative City Administration of South Jakarta, Central Jakarta, and East Jakarta does not have a large influence on the total Regional Original Revenue (PAD) of DKI Jakarta Province in 2016.In order to improve the performance of retribution, it can be concluded that the strategy in the form of a Performance SOP and Performance Accountability Report (LPJK) in each month has an integrated Management Information System for all SME & Trade Sub-Centers in DKI Jakarta, analyzing 5 C (Capital, Collateral, Character, Capacity , and Condition) and 7 P (Personality, Party, Purpose, Prospect, Payment, Profitabillity, and Protection). Penelitian ini bertujuan untuk menganalisis potensi dan kontribusi pendapatan retribusi dari Pemerintah Kota Administrasi Jakarta Pusat, Jakarta Timur, dan Jakarta Selatan terhadap total Pendapatan Asli Daerah (PAD) DKI Jakarta. Penelitian ini menggunakan data primer dan data sekunder. Metode analisis deskriptif kualitatif yang difokuskan pada strategi pengembangan pemberdayaan usaha UMKM dalam bentuk kinerja pendapatan retribusi yang berdasarkan purposive sampling dan studi kepustakaan dengan alat uji analisis Growth dan analisis Share. Tingkat pertumbuhan (Growth) pendapatan retribusi Lokasi Sementara (LokSem) dan Lokasi Binaan (LokBin) di Pemerintah kota Administrasi Jakarta Selatan, Jakarta Pusat, dan Jakarta Timur mengalami fluktuatif tiap bulannya. Total pendapatan retribusi (Loksem dan Lokbin) Pemerintah Kota Administrasi Jakarta Selatan, Jakarta Pusat, dan Jakarta Timur tidak memiliki pengaruh yang besar terhadap total Pendapatan Asli Daerah (PAD) Provinsi DKI Jakarta di Tahun 2016. Guna meningkatkan kinerja retribusi, dapat disimpulkan strategi berupa Terdapat SOP Kinerja dan Laporan Pertanggung Jawaban Kinerja (LPJK) di tiap bulannya, memiliki Sistem Informasi Manajemen terpadu bagi seluruh Sudin UKM & Perdagangan di DKI Jakarta, melakukan analisa 5 C (Capital, Collateral, Character, Capacity, and Condition) dan 7 P (Personality, Party, Purpose, Prospect, Payment, Profitabillity, and Protection).

After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

Abstract : Based on data from the Central Statistics Agency (BPS) of Bali in 2013, the population density in the Metropolitan area SARBAGITA (Denpasar-Badung-Gianyar-Tabanan) was 1.057 inhabitants/km2 with an area of 1.753,63 km2 and population was 1.853.017 inhabitants. Availability of facilities and adequate transportation infrastructure is needed, but in fact the performance of roads in the city center has declined. It is characterized by an increase in travel delay problem. Traffic delay problems in the City of Denpasar commonly occur on the stretch of Gatot Subroto street. To minimize the existing problems, Denpasar City Government plans to develop an underpass at the intersection of Gatot Subroto street and Ahmad Yani street. The aim of this study was to analyze the direct benefits of underpass for road users, to analyze the costs necessary to realize and operate the underpass, and to analyze the economic feasibility of the underpass development investment. Based on primary data and secondary data were obtained from government agencies, the method of analysis in this study used the technique of Net Present Value (NPV), Benefit Cost Ratio (BCR) and Internal Rate of Return (IRR). Economic analysis conducted in this study used three criteria (NPV, BCR and IRR) with three interest rates (12%, 15% and 18% per year) stating that the construction of an underpass was economically feasible. For example in the second scenario where the interest rate 15% gain on the analysis of value NPV, BCR and IRR respectively is Rp. 233.462.340.102,00; 1,948 and 30,81%. Suggestions can be submitted from this research is the need to contemplate the effect of changes in land use in areas close to the area around the underpass and needed further study that takes into account the needs of additional traffic lanes.

This research aims to find out the problems and solutions that can be done to overcome the problem of the protection of batik copyright law in the city of Cilegon based on law number 28 of 2014 concerning copyright.The formulation of the problem and the purpose of this paper is to see how the existence of batik in the city of Cilegon, businesses and any obstacles faced by the Cilegon city government in providing legal protection for the batik. in addition, the purpose of this study is to provide knowledge that the importance of other legal instruments that are technical. The intended legal device can be in the form of a Regional Government Regulation that regulates the protection of traditional batik art creations including folklore. The research method used is the empirical juridical approach method, where the procedure begins by examining secondary data first, then proceed with examining primary data in the field. The specifications of this study are analytical descriptive. Sources and types of data, consisting of primary data and secondary data. Untuk mengetahui urgensi Kajian Lingkungan Hidup Strategis peneliti menuangkan dalam bentuk penulisan tesis dengan rumusan masalah pertama, bagaimanakah urgensi Kajian Lingkungan Hidup Strategis Dalam Pembentukan Rencana Tata Ruang Wilayah (Kajian Terhadap Pembentukan Peraturan Daerah Nomor 10 Tahun 2018 Tentang Rencana Tata Ruang Wilayah Provinsi Riau 2018-2038)?. Kedua, Apakah akibat hukum ketiadaan Kajian Lingkungan Hidup Strategis Dalam Pembentukan Rencana Tata Ruang Wilayah (Kajian Terhadap Pembentukan Peraturan Daerah Nomor 10 Tahun 2018 Tentang Rencana Tata Ruang Wilayah Provinsi Riau 2018-2038)?Metode penelitian yang digunakan oleh penulis adalah penelitian hukum normative kajian tentang sistematika hukum, karena membahas dan mengkaji mengenai Peraturan Daerah Nomor 10 Tahun 2018 Tentang Rencana Tata Ruang Wilayah Provinsi Riau 2018-2038 yang penetapannya tidak sesuai dengan peraturan perundang-undangan yang lebih tinggi. Di dalam penelitian ini peneliti akan mengumpulkan data yang terdiri dari data primer dan data sekunder. Teknik pengumpulan data yaitu wawancara dan kajian kepustakaan. Analisis data dilakukan secara kualitatif serta menarik kesimpulan penulis menggunakan metode berfikir deduktif.Kesimpulan dari hasil penelitian ini adaah pertama, urgensi kajian lingkungan hidup strategis dalam pembentukan rencana tata ruang wilayah adalah memastikan bahwa prinsip-prinsip pembangunan berkelanjutan telah dipertimbangkan dalam muatan RTRW Provinsi 2017-2037, mengkaji pengaruh KRP yang tertuang di dalam Ranperda RTRW Provinsi 2017-2037, merumuskan pilihan mitigasi dampak dan/atau alternatif KRP Ranperda RTRW Provinsi 2017-2037 dan memastikan partisipasi masyarakat dan pemangku kepentingan yang lain dalam hal pengambilan keputusan kebijakan tata ruang. Kedua, akibat hukum ketiadaan Kajian Lingkungan Hidup Strategis dalam Pembentukan Rencana Tata Ruang Wilayah adalah menyebabkan Peraturan Daerah tersebut cacat secara formil dan cacat secara materil. The publishing process is imposed by a handful of elites and entrepreneurs, placing more importance on the economic aspects of the elite and entrepreneurs than on protecting the ecological space and the management of indigenous and local communities. To find out the urgency of the Strategic Environmental Study the researcher poured in the form of a thesis writing with the first problem formulation, how was the urgency of the Strategic Environmental Study in the Formation of a Regional Spatial Plan (Study of the Establishment of Regional Regulation Number 10 of 2018 concerning the Spatial Planning of Riau Province 2018-2038)?. Second, what is the legal consequence of the absence of a Strategic Environmental Assessment in the Formation of a Regional Spatial Plan (Study of the Establishment of Regional Regulation Number 10 of 2018 concerning the Spatial Planning of Riau Province 2018-2038)?The research method used by the author is a normative legal research study of legal systematics, because it discusses and examines Regional Regulation Number 10 of 2018 concerning Spatial Planning for Riau Province 2018-2038 whose stipulations are not in accordance with higher laws and regulations. In this study, researchers will collect data consisting of primary data and secondary data. Data collection techniques, namely interviews and literature review. Data analysis was carried out qualitatively and drawing conclusions from the author using deductive thinking methods.The conclusion from the results of this study is that the urgency of a strategic environmental study in the formation of a regional spatial plan is to ensure that the principles of sustainable development have been considered in the contents of the 2017-2037 Provincial RTRW, assessing the influence of the PPP as stipulated in the 2017-2037 Provincial RTRW Draft Regulation , formulating options for mitigating impacts and / or alternatives for the 2017-2037 Provincial RTRW Regional Regulation draft Regional Regulation and ensuring the participation of the community and other stakeholders in spatial policy decision making. Secondly, due to the absence of a Strategic Environmental Assessment in the Formation of a Regional Spatial Plan is to cause the Regional Regulation to be formally flawed and materially flawed. Formally means imperfection of substance from Regional Regulation Number 10 of 2018 concerning Spatial Planning for Riau Province 2018-2038 and materially means imperfection of content or content of Regional Regulation Number 10 of 2018 concerning Spatial Planning of Riau Province 2018-2038.Keywords: absence; KLHS; regional regulation RTRW.

The purpose of this study was to describe and analyze the performance of the Regional Parliament of Palangka Raya in carrying out legislative powers and to describe and analyze the constraints that affect the Palangka Raya City DPRD in setting regional regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results of the study show that the performance of the Palangka Raya City DPRD (DPRD) in exercising legislative power with the City of Palangka Raya government is quite good. In the period 2015 to 2017, 36 local regulations have been discussed and established. However, if it is reviewed from the proposal initiation, it can be said to be unsatisfactory, because only 9 Regional Regulations are the initiative of the Palangka Raya City DPRD. Factors that influence the performance of the DPRD of Palangka Raya City in setting regional regulations are: Human Resources, Data and Information, and Experience. The condition of Human Resources with an average Bachelor level education (21 out of 30 people) is actually a supporting factor for performance. Given that the basic education is not in line and experience that is still lacking, it becomes an obstacle to support the legislative performance of members of the Palangka Raya City DPRD.

This research describe about Implementation of Padang Mayor Regulation to controlling the use the plastic shopping bag in Padang city. Background of this research is because we find some problems of the use plastic shopping bag in Padang city. This research aims to explain about the implementation of Padang Mayor Regulation 36 of 2018 in controlling the use plastic shopping bag in Padang city. This studied use a qualitative methods and descriptive approaches. The studied was conclude at Enviromental Services in Padang. The informants are determined by thecnique purposive sampling. Data in this studieduse primary data and secondary data. Data collection was carried out by means of observation, interviews, and documentation. So the data obtained can be conclude from the data obtained in the field. The point of view of this studied is the Implementation of Padang Mayor Regulation number 36 of 2018 in controlling the use of plastic shopping bag in Padang city is not optimal. In the implementation of socialization carried out by Enviromental Services was good. But as for the constraints in implementation of this regulation of mayor is public awareness to redesign the use of plastic shopping bags is still lacking. And then, the Enviromental Services not firm in providing penalties or disincentive to business actors who still provide and eliminate plastic shopping bags at their stores. Both in modern markets and traditional markets in the city of Padang.

ABSTRAK. Penelitian ini menjabarkan eksistensi nilai Kemuhammadiyahan yang mempengaruhi aspek fisik dan non fisik kawasan kota, baik dalam bentuk tata ruang (spatial) maupun pada bangunan kepemilikan Muhammadiyah. Substansi penelitian diharapkan dapat membuka cakrawala dan pemikiran bahwa keterkaitan masa lalu dalam ajaran murni Islam yang telah berkembang sebelum era perancangan kota dan arsitektur modern. Penelitian ini menggunakan pendekatan sejarah dan fenomenologi dengan jenis penelitian kualitatif-eksploratif. Teknik pengumpulan data dilakukan dari data primer, data sekunder dimana pengambilan populasi melalui purposive sampling dan random sampling. Metode analisa yang digunakan antara lain metode fenomenologi dan sejarah dengan teknik sikronik dan diakronik reading serta memadukan metode urban morfologi dan tipologi. Kajian ini akan memberikan aplikasi penciptaan lingkungan yang terbangun berdasarkan pengamalan amal makruf nahi mungkar yang menjadi tujuan pendirian Muhammadiyah. Kata kunci: Bangunan, Kawasan, Mamminasata, Muhammadiyah, Tipologi ABSTRACT. Data collection techniques were carried out from primary data, secondary data where the population was collected through purposive sampling and random sampling. The analytical methods used phenomenology and history methods with synchronous and diachronic reading techniques and integrating urban morphology and typology methods. ABSTRAKPertumbuhan penduduk perkotaan yang tinggi dan masyarakat yang konsumtif terhadap penggunaan kendaraan bermotor menjadi faktor timbulnya permasalahan transportasi perkotaan salah satunya adalah kemacetan. Di Kota Bandung secara khusus salah satu penyebab timbulnya kemacetan di beberapa titik adalah tingginya jam operasional kendaraan pada pagi hari khususnya pada kendaraan pribadi. Para pelajar SD, SMP, dan SMA yang berangkat pagi hari dan sore hari ke sekolah banyak yang menggunakan kendaraan pribadi yang disebabkan oleh banyak hal, diantaranya kurang memadainya fasilitas angkutan umum saat ini. Sebagai salah satu upaya mengatasi kemacetan yang disebabkan oleh kendaraan pribadi yang digunakan oleh para pelajar tersebut, pihak Pemerintah Kota Bandung meluncurkan bus sekolah gratis bagi para pelajar. Pada penelitian ini teknik pengumpulan data yang digunakan adalah melalui teknik survey primer dengan menyebarkan kuesioner kepada siswa/i tingkat SD, SMP, SMA di Kota Bandung dengan Penentuan sampel berdasarkan metode Slovin. Data-data yang digunakan pada penelitian ini yaitu data primer yang merupakan hasil penyebaran kuesioner serta data sekunder yang diperoleh dari studi literatur atau penelitian serupa yang pernah dilakukan sebelumnya. Metode analisis yang digunakan pada penelitian ini adalah deskriptif kuantitatif serta Cross Tab (Tabulasi Silang).Kata kunci: bus sekolah, kemacetan, pelajar ABSTRACTThe high urban population growth and the consumptive society towards the use of motorized vehicles is a factor in the emergence of urban transportation problems, one of which is congestion. In the city of Bandung specifically one of the causes of congestion at some point is the high operating hours of vehicles in the morning, especially in private vehicles. Elementary, junior and senior high school students who leave in the morning and evening go to school many use private vehicles caused by many things, including inadequate public transport facilities at present. As one of the efforts to overcome congestion caused by private vehicles used by the students, the Bandung City Government launched a free school bus for students. In this study the data collection techniques used were through primary survey techniques by distributing questionnaires to students at the elementary, middle and high school level in the city of Bandung with sample determination based on Slovin method. The data used in this study are primary data which is the result of questionnaires and secondary data obtained from literature studies or similar studies that have been conducted before. The analytical method used in this study is quantitative descriptive and Cross Tabulation.Keywords: school bus, congestion, students
