The author, relying on the concept of nations as imagined communities, sharing the existence of the scientific concepts of “ethnic” and “civil” nations, considers the possibility of the emergence of a single national myth, which could become the most important construct in the formation of national unity in a multinational country. Based on various legislative initiatives, amendments to the Constitution of Russia, considering certain aspects of historical policy in Russia, the author concludes that after 2014, on the background of the Ukrainian crisis, the Syrian crisis, US and European Union’s sanctions pressure and political confrontation with the West, the Russian authorities situationally started the mobilisation of public opinion. This policy is capable of producing results only in the short term. Achievement of national unity based on the single national myth, acceptable to most of the Russian society, will require more thorough work and delicate inclusion in the information space, as well as in the educational programs of secondary and higher education.

Modernization of vocational education in Russia is caused with the needs of intensification of innovative economic development of the country and the need for positive changes in social and cultural space of the Russian society. According to the program documents, the strategy of education modernization aims at changes of its content, resources, and conceptual installations in the education individualization, development and improvement of graduates’ competitiveness. Vocational tourism education in this article refers to the institutional and structural integrity of the educational environment in the field of tourism. Its purpose is training specialists for the Russian tourism as a developed integrated system which represents the most appropriate format for the solution of problems of modernization, as it has: unity industry competence framework of profession, opportunities for implementing optimal trajectories for the continuous professional development of students, integrating the factors of social and economic as well as social and cultural character, where the first one is the factor of integration in professional environment. Integrated environment is the conceptual unity in the understanding of competence models of graduates and in particular the knowledge component of the model. The aim of the study, which results helped to write this article was to identify the identity of their ideas about the knowledge component of training, as well as on the compliance of submissions of the universities to the ideas of the professional community that created the Project of the professional standard of a specialist in tourism on the example of a particular profession in tourism, which are taught in accordance with the purposes of the main educational programs of higher education, by different universities. The object of study is the model of the graduate schools in the field of vocational tourism education, the subject knowledge component of the model and its conformity with the view of the necessary knowledge of the professional community in tourism. For the purposes of the study there were selected 15 of the basic educational programs of higher education of various universities that train "managers of tourism". The educational programs belong to different areas of training ("Tourism", "Management", "Service", "Recreation, sports and health tourism", "Social and cultural service and tourism"); for their analysis there were identified three parameters: "results of education", "requirements for applicants", "the composition of knowledge components." The results of the analysis were compared with the results of the qualitative analysis of the knowledge components of professional standard. As a result of the comparative analysis there were identified polyarchy of knowledge components of programs, which is interpreted by the authors as the problem of formation of integral system of vocational tourism education and its modernization obstacle. As a solution the authors propose ensuring the openness and transparency of dialogue in inter-University discussion of the competence models of graduates of specialized training areas and in the development of approximate basic educational programs, and experimental implementation of the development results and regular monitoring of graduates’ professional socialization processes.

Abstract This paper deals with the topic of conservative West-Russianist ideology and propaganda during World War I. The author analyzes the most prominent newspaper of the movement at the time – Severo-Zapadnaia Zhizn (The North-Western Life). The discourse of the newspaper is analyzed from the perspective of Belarusian nation-building, as well as from the perspective of Russian nationalism in the borderlands. The author explores the ways in which the creators of the periodical tried to use the rise of the Russian patriotic feelings to their advantage. Appealing to the heightened sense of national solidarity which took over parts of Russian society, the periodical tried to attack, delegitimize and discredit its ideological and political opponents. Besides the obvious external enemy – Germans, Severo-Zapadnaia Zhizn condemned socialists, pacifists, Jews, borderland Poles, Belarusian and Ukrainian national activists, Russian progressives and others, accusing them of disloyalty, lack of patriotism and sometimes even treason. Using nationalist loyalist rhetoric, the West-Russianist newspaper urged the imperial government to act more decisively in its campaign to end ‘alien domination’ in Russian Empire, and specifically to create conditions for domination of ‘native Russian element’ – meaning Belarusian peasantry, in the Belarusian provinces of the empire.

As práticas de campo proporcionam aos discentes uma proximidade com o cotidiano. A metodologia proposta no estudo sugere uma divulgação simplificada do conhecimento cientifico da Planície Litorânea de Almofala, propondo rotas de acesso didáticas para práticas de campo que auxiliem os professores das escolas de Itarema. Para a complementação teórica foram considerados como base os inventários da Geodiversidade cientifica do litoral oeste do estado do Ceará, realizados no âmbito do projeto PRONEX. Isso foi feito por pesquisadores de várias Instituições de Ensino Superior do Ceará, e a literatura clássica local. Enquanto resultados discutidos, considerou-se que estes roteiros de práticas de campo podem ser estabelecidos e decididos em conjunto, entre professores e alunos. Tendo como base o mapa interpretativo dos roteiros, com intuito de realizar o reconhecimento e entendimento da dinâmica costeira.Palavras-chave: Educação; Geodiversidade; Planície Litorânea. ABSTRACTField practices provide students with a closeness to daily life. The methodology proposed in the study suggests a simplified dissemination of scientific knowledge of the Almofala Coastal Plain, proposing didactic access routes for field practices that help teachers of Itarema schools. For theoretical complementation, the inventories of the scientific geodiversity of the west coast of the state of Ceará, carried out under the PRONEX project were considered. It was done by researchers from various Higher Education Institutions in Ceará, and its local classical literature. As results discussed, it was considered that these field practice roadmaps can be jointly established and decided between teachers and students. Based on the interpretative map of the roadmaps, in order to recognize and understand the coastal dynamics.Keywords: Education; Geodiversity; Coastal plain. RESUMENLas prácticas de campo ofrecen a los estudiantes una cercanía a la vida diaria. La metodología propuesta en el estudio sugiere una divulgación simplificada del conocimiento científico sobre la llanura costera de Almofala, proponiendo rutas de acceso didáctico para prácticas de campo que ayudan a los docentes de las escuelas de Itarema. Para la complementación teórica fueron considerados como información base los inventarios de la geodiversidad científica de la costa oeste del estado de Ceará, realizados en el ámbito del proyecto PRONEX. Fue realizado por investigadores de varias instituciones de educación superior en Ceará, y la literatura clásica local. En cuanto a los resultados discutidos, se consideró que estas hojas de ruta de prácticas de campo pueden ser establecidas y escogidas conjuntamente entre docentes y estudiantes, con base en el mapa interpretativo de ruta, con el fin de reconocer y comprender la dinámica costera de esta región.Palabras clave: Educación; Geodiversidad; Llanura costera.

авторы рассматривают консерватизм вузовских образовательных программ в качестве одного из препятствий в подготовке потенциальных преподавателей университетов. Рассмотрены особенности подготовки педагогов высшей школы по направлениям социально-гуманитарного образования. Авторы презентуют результаты анкетирования магистрантов и аспирантов, свидетельствующие о дефиците прикладных знаний респондентов в области современных технологий, таких как Agile. Обоснованы предложения по интенсификации программ повышения квалификации преподавателей, насыщению образовательных программ вопросами применения современных технологий менеджмента. the authors consider the conservatism of university educational programs as one of the obstacles in the preparation of potential university teachers. The article discusses the features of training higher education teachers in the areas of social and humanitarian education. The authors present the results of a survey of undergraduates and graduate students, indicating a lack of applied knowledge of postgraduate and graduate students in the field of modern technologies such as Agile. The article substantiates the proposals on the intensification of teacher development programs, the saturation of educational programs with the application of modern management technologies.

The article analyses two distinct approaches that Western leaders have taken to relations with Putin’s Russia. It argues that the dominant approach of fostering good relations with Vladimir Putin, prioritising these over support for longer-term democratic change in Russia, has not brought any results and is damaging the interests of Russian society, neighbouring countries and the West. The article analyses the prerequisites for deep change in Russia and argues that there is a need for the EU to comprehensively review and change its strategy towards Russia, putting democracy at its core. It discusses in detail the deterrence, containment and transformation elements of a new EU strategy. The article emphasises that the strategic approach of ‘democracy first’ in relations with Russia also relates to the future of democracy in general and should be a priority of EU–US cooperation.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.
