New challenges of academic freedom and educational responsibility in Malaysian higher institutions of learning had been of great concern to all parties alike. However, academic freedom needs to be accompanied by educational responsibility. In Malaysia, serious research regarding academic freedom and academic responsibility, is yet to be undertaken. This paper identifies the relationship between academic freedom and educational responsibility; highlights major challenges faced by academicians in exercising academic freedom, and analyses responses from academicians. In addition, the paper suggests some improvements to the current practices of academic freedom in Malaysian higher institutions of learning. A semi-structured interview schedule was designed to gain insight on academic freedom and educational responsibility from randomly selected senior academicians attached to three Malaysian universities. Findings show that there exists a strong positive relationship between academic freedom and educational responsibility. Respondents also perceived that the regulations and restrictions imposed upon academicians did not act as obstacles to voice opinions, if the regulations and restrictions were taken positively and are used as measures to exercise academic responsibility. Their perceptions suggest that the main challenge faced by academicians comes, perhaps, from their own fears and inhibitions. The prognosis is that academic freedom in Malaysian universities can be realized by students and academicians alike, if they express their views within certain limitations; but the society and the government should be more tolerant and be receptive to constructive criticism.   Abstrak   Cabaran baharu kebebasan akademik dan tanggungjawab pendidikan dalam institusi pengajian tinggi di Malaysia memang diberi perhatian oleh pelbagai golongan.  Bagaimana pun, kebebasan akademik perlulah disertai oleh tanggungjawab pendidikan.  Di Malaysia, kajian yang serius tentang kebebasan akademik dan tanggungjawab pendidikan, masih belum lagi dilaksanakan.  Kertas ini mengenalpasti hubungan antara kebebasan akademik dan tanggungjawab pendidikan; menjelaskan cabaran besar yang dihadapi oleh ahli akademi dalam melaksanakan kebebasan akademik, dan menganalisa respons mereka. Tambahan lagi, kertas ini mencadangkan beberapa penambahbaikan dalam amalan kebebasan akademik semasa di institusi pengajian tinggi di Malaysia.   Satu jadual temubual separa berstruktur telah dibina untuk mendalam pandangan beberapa tenaga akademik senior daripada tiga universiti yang dipilih secara rawak tentang kebebasan akademik dan tanggungjawab pendidikan.  Hasil kajian menunjukkan wujud hubungan positif yang kuat antara kebebasan akademik dan tanggungjawab pendidikan.  Responden juga berpendapat bahawa peraturan dan batasan-batasan yang disyaratkan ke atas ahli akademik tidak menjadi halangan bagi menyuarakan pandangan, jika ia diterima secara positif dan digunakan sebagai langkah-langkah bagi tanggungjawab akademik.  Pada pandangan mereka cabaran paling utama yang dihadapi oleh ahli akademik timbul mungkin, daripada perasaan dan batasan mereka sendiri.   Prognosisnya ialah kebebasan akademik di university di Malaysia boleh direalisasikan oleh kedua-dua mahasiswa dan ahli akademik, jika mereka mengungkapkan pandangan mereka dalam batasaan tertentu;  tetapi masyarakan dan kerajaan wajar bersikap lebih toleran dan menerima kritikan yang membina

India is a rich country with various traditional practices like handicrafts which are ever glorious. Patachitra artisan community in West Bengal is famous globally for its quality paintings. The present study has examined the livelihood alternative among the Patachitra artisan communities in Bengal in India. Descriptive research design is used in this study, and data were collected using a structured interview schedule and participatory rural appraisal method. The study found that the artisans were entirely dependent upon handcraft and its allied activities for their livelihood. Their income, as well as saving, had been increased after getting an artisan card. The study also found that the artisans were not aware of the government`s various welfare schemes and facilities.

Collective Farming Scheme was implemented in the year 2017-2018 by the Government of Tamil Nadu, India to empower the farmers and their access to modern technologies. This study aimed to ascertain the contribution of the profile characteristics to the perception of collective farming. The study was conducted in Alangulam block of Tirunelveli district of Tamil Nadu.  Data were collected through a well structured interview schedule with 120 farmers selected from four villages (Vadiyoor, Melamaruthappapuram, Ayyanarkulam and Sivalarulam). Regression analysis was carried out to determine the contribution of 12 selected farmer’s profile characteristics to the perception of collective farming. Social participation, training and innovativeness were the major factors that positively and significantly contributed to the perception of collective farming.  For the better perception and practice of collective farming awareness from the state department or extension officials can be provided to the farmers along with the advantages of collective farming.

Padang Besar is a border town in Malaysia and it is located in the northern part of Perlis, which shares a border with the province of Songkhla, Thailand. This border town is popular for shopping activities among Malaysian and Thai. Most visitors and tourists come during the weekends, sometimes up to thousands at one time. This research paper examines the motivations of cross border shoppers from the perspective of domestic tourists in Padang Besar, Perlis. The objective is to identify the consumer characteristics and analyze the relationship between market characteristics with cross border shopping. This study employs quantitative method and the data were collected using self-administered questionnaires. Statistical software was used to analyze the 375 returned questionnaires. The findings revealed that most of the domestic tourists came from the lower income group and most of them were day tripper. They tend to spend more on food and beverages, while their average spending is more than RM300. Moreover, market characteristics show strong positive relationship towards this shopping activity. The information gathered is beneficial for both neighbouring countries as the government can help to improve the shopping area by facilitating the development with related tourism infrastructure and amenities.

This study was conducted in Indore district of Madhya Pradesh with the sample size of 120 Vegetable Growers. These 120 vegetable growers were drawn from 10 vegetable growing villages using proportionate random sampling technique. Based on the experts opinion, recommended vegetable cultivation practices were selected for studying the adoption behaviour. All the selected farmers were interviewed personally using a well-structured interview schedule. For the analysis of collected data, descriptive statistics like percentage and analytical statistics were used. The majority of the respondents faced several constraints in adopting the eco friendly management practices. High yielding resistant varieties were costly and thus the vegetable growers were unable to purchase those (81.66%). Moreover, less training on eco-friendly management practices was received by the farmers (76.66%) along with less subsidies and technical support from the government (62.50%). Low knowledge about the environmental issues (50%), less participation of the farmers in extension programmes (41.66%), and inadequate environmental education at the secondary level (29.16%) also hindered the adoption of eco friendly management practices.

<p>Exports are vital for Fiji’s economy as it contributes significantly to its gross domestic product (GDP) and economic growth. The export data over the years show very slow growth and is gradually increasing. Fiji’s GDP data show that GDP is gradually increasing. Thus, Fiji’s economic growth is also increasing at a steady rate. This study aims to measure the relationship between exports and economic growth in Fiji. A regression analysis on data collected for Fiji from 2000-2015 shows that there is a strong positive relationship between exports and economic growth. Thus, when exports increase, economic growth also increases. Potential sectors that can be further developed to boost Fiji’s exports are sugar, garment, tourism and agriculture. The government should restrict imports through import quotas, tariffs and embargoes and give subsidies and tax incentives to potential export sectors to boost domestic production and increase exports. The government’s motive is to increase export incentives and promote Fiji made products both locally and overseas. Thus, this leads to an increase in exports, improves the trade balance and economic growth. This research article was undertaken to carry out research to investigate the link between Fiji’s export and economic growth and highlight ways and potential sectors to increase Fiji’s export and reduce imports.</p>

The people of Kerala have suffered the worst natural calamity, deluge from 15th august 2018, and this continued for a week. Due to the heavy rainfall, which was more than 164%, the usual rain resulted in filling dams to maximum capacity made all barriers opened and caused over flooding. A humble attempt was made to conduct an “Impact assessment of Kerala flood 2018 on agriculture of farmers in Edathua Panchayat, Kuttanad Taluk of Alappuzha district. 45 flood-affected farmers were examined with a pre-structured interview schedule. The impact of the flood had distorted the life of farmers; the unexpected wave had washed away their cultivations. The surge has not only affected the fields but also their homes, live stocks, aquaculture, agriculture implements, assets, and so on. During the flood, the government has provided urgent aid and relief material promptly and without any restrictions. The major problems faced by farmers are the inadequacy of assistance, reduction in yield and lack of pure water, delay in getting support, repayment of the loan, and so on. The government should help these farmers to overcome these conditions; otherwise, they will suffer colossal debt, which would be a reason for them to leave this sector.

Brain drain has gained attention since past few decades, this phenomenon is very apparent in Pakistan as number of people applying for immigration is increasing day by day. Although there are many measures that can be taken to reduce the process, however the best one in current local scenario is developing a safe and sound entrepreneurial niche. This study aims to provide causes of brain drain and preventive measures for this. Secondary aim of the study is to identify opinion of respondents about significance for using self-employment opportunities as solution for slowing the process of brain drain. Third this study will try to examine the relationship between factors causing brain drain and barriers preventing self-employment as career choice. Sample of the study was divided into two strata. First group consisted of 25 respondents from five high-notch professions including medicine and engineering. Second part of the sample was 20 students from doctoral (PhD), masters, medicine and engineering classes. A self developed instrumentwas be used to collect data. It is a semi-structured interview schedule for taking responses of first two segments of sample. Data was analyzed by using thematic analysis to achieve objectives of the study. It is evident that factors that are causing brain drain are almost same as those serving as barrier for adopting entrepreneurship as career choice. The officials can control brain drain by establishing entrepreneurial niche.

The aim of the study was to determine the level of acceptability of traditional homestead vegetable cultivation practices by rural women in the northeastern parts of Bangladesh and its impact on their livelihood. A structured interview schedule was applied to collect data. Data were collected from 100 women from two villages of South Surma Upazila in the Sylhet district and correlation tests were conducted to examine the relationship between the relevant dependent and independent variables. The results showed that 68% of rural women had a moderately favourable opinion of vegetable cultivation regarding changes in the livelihood of rural women, while 20% had low opinion and 12% had high opinion of traditional homestead vegetable practices. The majority (59%) of the women had moderately adopted traditional homestead vegetable cultivation practices compared to 24% who had adopted them little and 17% who had adopted them highly. Computed (r) values indicate that education, homestead area, family income, knowledge of homestead vegetable cultivation, availability of credit, and exposure of the rural women to communication had a significantly positive relationship to their attitudes to changes in livelihood.

This study is based on the legal responsibility of the assessment of public appraisal reports they make in land procurement activities for development in the public interest. Public assessment is obliged to always be accountable for their assessment. The type of research found in this thesis is a type of normative legal research with the right-hand of the statue approach and case approach. Normative legal research is a study that provides systematic explanation of rules governing a certain legal category, analyzing the relationship between regulations explaining areas of difficulty and possibly predicting future development. . After conducting research, researchers found that one of the causes that made the dispute was a lack of communication conducted between the Government and the landlord. In deliberation which should be the place where the parties find the meeting point between the parties on the magnitude of the damages that will be given, in the field is often used only for the delivery of the assessment of the compensation that has been done.

The article examines the relationship between Western Russianism (Zapadnorusizm) and Byelorussian nationalism. Byelorussian nationalism is much younger than Western Russianism, finally shaping only in the end of the 19th century. Before 1917 revolution Byelorussian nationalism could not compete with Western Russianism. The national policy of the Bolsheviks contributed to the decline of Western Russianism and helped Byelorussian nationalism to gain stronger positions. However, Byelorussian nationalists actively cooperated with the occupation authorities during the Great Patriotic war. That caused distinctly negative attitude of Byelorussians towards the movement and collaborators. Currently, Byelorussian nationalism is supported both by the opposition and by the government. Western Russianism has no political representation, but is supported by the majority of Byelorussian population.
