The theoretical and methodological foundations for the prospective teachers’ reflexive competence formation, modeling the development process and its implementation in the educational space of the university are examined in the article. The idea of the research is that the effective formation of the student's reflexive competence, considered in the mainstream of reflexive activity is based on subjective relationships, interaction in dialogue, diversity of positions and individualization. It is emphasized that these pedagogical conditions are implemented in non-linear and collective learning at the university, based on a conscious choice of forms, content, teaching aids and methods in the educational space of the university. Purpose of the research is to check the theoretical and conceptual foundations for the development of the prospective teachers’ reflexive competence in the framework of higher education. The research results show that the development of the reflexive competence of a prospective teacher in the educational space is a very long process and needs a special pedagogical organization. The author comes to the conclusion that the meaning of the process of developing of a prospective teacher’s reflexive competence can be considered self-movement in the professional and personal terms.

The process of higher education quality assurance is a strategic priority for the development of higher education in Ukraine. To meet the EHEA standards in the sphere of higher education for the Ukrainian HEIS to cooperate with European ones; the conceptual foundations of the reform of higher education, which are designed to provide quality educational services, are to be considered. Modern higher education policy in the European Higher Education Area to ensure the quality of higher education involves the involvement of various stakeholders in the functioning of higher education, including NGOs and associations, employers, local communities, and active citizens. Departmental HEIs began to form an internal system of quality assurance in higher education in 2016. At this stage, the relevant provisions have been developed, which regulate the distribution of powers to ensure the quality of education between different services and departments of the university. Based on the analysed documents, it was concluded that some structural units for quality assurance in higher education in departmental HEIs have not yet been formed, and the functions of compliance with quality standards are assigned as additional to existing structural units. Based on the analysis of news from the websites of departmental HEIs of Ukraine, it was concluded that departmental HEIs cooperate with international and Ukrainian non-governmental organisations whose activities are related to law enforcement. The priority of cooperation between HEIs and non-governmental organisations, which is publicly available on the websites of universities, is joint educational activities, training, conferences and round tables, professional development of employees. There are no documents outlining the influence of non-governmental organisations on ensuring the quality of educational services and information on the practical dimension of cooperation in ensuring the quality of educational services on the websites. The conclusion is made about the need to develop mechanisms for the cooperation of departmental HEIs of Ukraine with non-governmental organisations and the algorithm of the promulgation of this process.

Формулируются наиболее важные задачи, решение которых могло бы существенным образом изменить ситуацию: повышение активности преподавателей философии на факультетах и в вузе в целом, поиск и использование новых эффективных форм и средств преподавания, внедрение в процесс обучения компьютерных технологий, интернета, укрепление связей преподавателей философии и профильных дисциплин. the article reveals the role of philosophy and other philosophical disciplines in the system of training a future teacher. It is stated that one of the results of reforms in the field of higher education was a significant reduction in the number of classroom hours allocated to the course of philosophy, and the study of logic, ethics and aesthetics that contribute to the formation of a future teacher of a high culture of thinking, «citizenship, patriotism, spirituality, humanity and other human qualities», is dependent on the preferences of educational program managers. It is shown that one of the major problems in teaching philosophy is the negative attitude of students and teachers of specialized disciplines of higher education institutions to this discipline. The most important tasks are formulated, the solution of which could significantly change the situation: increasing the activity of philosophy teachers at the faculties and in the University as a whole, searching for and using new effective forms and means of teaching, introducing computer technologies, the Internet into the learning process, and strengthening the links between philosophy teachers and specialized disciplines.

This study identifies and characterizes the features of the development of professional subjectivity of a future teacher in higher education. The research methodology is based on systemic and interdisciplinary approaches to education, poly-subject, object-subject, and environmental approaches. The author used theoretical methods (analysis, concretization and systematization of the characteristics of the teacher's subjectivity as a teacher in the indicated projections) and empirical methods (observation; focus groups with students of a pedagogical university studying at different levels and at different courses; methodology “I and others” by I. Nikolaeva). The study involved teachers of the Department of Social Pedagogy and students (n=52) of the Voronezh State Pedagogical University. It found that one of the leading differences in the subjective position of a teacher as educator is the need to integrate personal and professional subjectivity. This relies on coordination, and subsequently harmonizes individually significant and accepted value attitudes, cultural and subcultural preferences, norms and requirements. An attempt is made to analyze the projections of the teacher as an educator: into the socio-pedagogical environment - the educator as a sociocultural role and status; into a professional environment - as a separate professional function; into a personal environment - as a personal and professional attitude and position, which made it possible to clarify the peculiarities of the formation of professional subjectivity in the context of the development of the selected projections by the future teacher as an educator. The results confirm the need to work with the reference area of students as a condition for the success of professional education at the university, complementing the experience of solving the problems of self-education and education by a future teacher.

With the urge to Africanise the curriculum following colonisation, many African countries are still wary of the educational initiatives from the developed countries. However, with the clear curriculum design and development guidelines provided by various national Quality Assurance bodies, African countries need not fear migrating curricula from developed countries. Drawing from the workshop experiences, authors of this paper illustrate the steps involved in migrating, contextualising and adapting a professional field of study in a multi-institutional partnership, with particular focus on the competence-based curriculum design and development process. The process of migrating higher education (HE) Administration, Leadership and Management curriculum taught at the University of Tampere (Finland) to a Postgraduate Diploma in Higher Education Leadership and Management (PGDHELM) curriculum at Uganda Management Institute (UMI) in partnership with the Makerere University and the University of Helsinki involved undertaking a needs assessment, training of trainers and adapting the programme to the UMI context. The training of trainers provided opportunity for the trainees to reflect and generate information on the status of HE leadership and management in Uganda. The curriculum was institutionalised by aligning it to the vision, mission and profile of UMI in the context of the existing internal and external Quality Assurance frameworks. This paper underscores the importance of involving stakeholders, taking into account national and institutional requirements in all the steps when migrating an academic curriculum.

The conditions are investigated in which Spanish university teachers carry out their teaching and research functions. 655 teachers from the University of Oviedo took part in this study by completing the Academic Setting Evaluation Questionnaire (ASEQ). Of the three dimensions assessed in the ASEQ, Satisfaction received the lowest ratings, Social Climate was rated higher, and Relations with students was rated the highest. These results are similar to those found in two studies carried out in the academic years 1986/87 and 1989/90. Their relevance for higher education is twofold because these data can be used as a complement of those obtained by means of students' opinions, and the crossing of both types of data can facilitate decision making in order to improve the quality of the work (teaching and research) of the university institutions.
