Topicality. The relevance of the issues of introduction of innovative management technologies into food industry enterprises of Ukraine, in particular in the bakery, facilitation of their sustainable development under conditions of economic instability creates new opportunities for enterprises to attract investment and for formation of a sustainable food security system of Ukraine. Aim and tasks. The purpose of the article is to substantiate the introduction of innovative technologies of bakery enterprises management in the context of the increasing economic crisis in society based on the world experience and forecast of trends in the market of bread and bakery products in Ukraine. Research results. The article deals with the issues of strategic management of bakery enterprises of Ukraine under conditions of transformation on the basis of the introduction of technologies of "frozen" bread for therapeutic and preventive purposes. This corresponds to the strategy of sustainable development "Ukraine-2020", has huge socio-economic consequences and leads to the formation of a positive image of Ukrainian producers and strengthening of investment potential. Now, in order to survive in the market, enterprises need to have a long-term development strategy based on the introduction of innovations and attracting investment through the use of innovative management technologies. The article analyses the state and the main trends of the market of bread and bakery products of Ukraine, foreign experience of introduction of technologies of frozen bread production and prospects of its dissemination in Ukraine. The analysis of the problems hindering the intensive development of baking, and the factors that contribute to the growth of the market of "frozen" products in Ukraine allowed to formulate the current tasks of the development of the baking industry and building its position as a competitive industry. The study is based on the results of management of project on implementation of the frozen bakery products of therapeutic and preventive purposes into the perspective plan of development of the largest bakery enterprise of Odessa. The formula of the products has been developed by the scientists of the Odessa national Academy of food technologies to meet the needs of the residents of Odessa city, nearby suburbs and the resort zone for the new types of bakery products that are in high demand. The calculations show the competitive price of new products, increase in the capacity utilization through the manufacture of new products, the growth of the total profit of the enterprise, reduction in production costs and return on investment in a cost-effective period. This confirms the economic efficiency and expediency of introducing innovative technologies at large bakery enterprises in the form of a variety of bakery products with "deferred" terms of baking for therapeutic and preventive purposes. Conclusions. The introduction of such projects of innovative technologies of bakery enterprises management provides opportunities to confront the crisis phenomena that are taking place in the economy of Ukraine, and is the basis for the formation of health of future generations and a stable food security system of the state. It is proved that innovative technologies of bakery industry management at the state level take the form of the further formation of the system of preferential state lending, taxation, regulation of activities of producers of bread and bakery products of Ukraine.

At the same time, throughout human history, we can find a considerable number of examples that prove the interconnectedness between development strategy and security system. On his first day in office, on 1 December 2018, freshman President of Mexico, Andrés Manuel López Obrador (AMLO) delivered a speech outlining 100 policy priorities of his administration. The present study analyzed the contributions of this government’s program relating to food security and their environmental implications, and whether they contributed to strengthen the state or improved human security, considering that the poor and marginalized were at the center of AMLO's campaign. In total 45 policy priorities were geared to consolidate the state, while 55 contributed to improving human security. Only six were related to food security, including stipends to food producers and purchasing grains at guaranteed prices, a fertilizer distribution program and subsidies for cattle husbandry and fisheries/aquaculture. These programs contributed to advancing 10 of the 17 Sustainable Development Goals, especially those related to Zero Hunger and Reduced Inequalities. Various policy programs had explicit considerations towards climate change and land degradation, including the exclusion of natural protected areas from agricultural subsidies, and recognized that food production is vulnerable to climate change. The four agricultural programs analyzed may advance AMLO’s goal of avoiding food imports, while curbing rural poverty. However, available evidence is mixed regarding animal acquisition loans, which are likely to have adverse environmental outcomes. Finally, the program for developing agroforestry operations is already contributing to deforestation, and further ecosystem degradation is most likely to occur from the introduction of timber and fruit species to natural forests as this program does not preclude the inclusion of recently cleared plots. If human development goals are to be reached, along with fulfilling the international commitments on sustainable development and environmental conservation, policies need to be implemented that simultaneously tend to a booming transnational industry, while bringing forward the rural poor, who amount to nearly half of the country's population.

The article analyzes the peculiarities of the functioning of the beef market and its impact on the development of the country’s economy. It is emphasized that the importance of national food security and the country’s export potential is an indisputable fact. It is emphasized that an important role in this mission of the state is played by livestock, which provides the population with valuable food. Therefore, the state of development of this branch of agriculture is relevant at present and is one of the priorities of agricultural policy. The importance and role of cattle meat in food security are substantiated. Based on the calculation of five concentration indicators (concentration ratio, Herfindahl-Hirschman index, Hall-Tidman index, market share variance, coefficient of variation, entropy coefficient, relative entropy coefficient), the peculiarities of competition in the domestic meat market are determined. Calculations show that this market is moderately concentrated with a limited oligopoly, has weak market power of economic entities, and a high level of competition in the foreign market of cattle. It is established that ensuring the competitiveness of domestic beef is possible due to the revival of the meat industry based on the development of specialized enterprises, which will reduce production costs, provide affordable prices for beef in rising food prices and product quality standards to enter foreign markets. It is emphasized that the effective development of the meat market will contribute to the sustainable development of the agricultural sector in Ukraine and increase the competitiveness of domestic products. There is still a wide field for research on the mechanisms of state support for the development of livestock in order to restore the potential of the industry and provide the country with stable international positions.

The results of research by scientists from different countries of the world on this issue are presented. In practical terms, the indicators of poverty reduction in Russia for the period up to 2030 are outlined, as well as measures aimed at combating extreme poverty and hunger in developing countries.

The article aims to analyse livestock production factors and search for reserves to increase efficiency in achieving Sustainable Development Goals (SDGs). The main tasks of Ukraine in the framework of achieving the SDGs and the role of livestock in this process are identified. The world experience of sustainable livestock development has proved its contribution to overcoming world hunger. The main trends in livestock production development in agricultural enterprises of Ukraine are identified. The influence of livestock intensification on the economic and social efficiency of livestock production is determined. Ways to increase the efficiency of livestock production through innovation are substantiated. The system of factors of production efficiency is expanded, taking into account its social aspects; in particular, it is shown that the development of livestock has a significant impact on the internal social efficiency of enterprises, affecting labour demand and wages. The strengthening of specialization and concentration in livestock in Ukraine is following the same global trends. The influence of livestock intensification on the formation of the ratio "costs - production results" is proved, which made it possible to identify the possibility of increasing profitability while rising production costs per head of livestock. Increasing the production intensity can lead to increased technological, economic, and social efficiency.

The article deals with definition and national security of Ukraine at the present stage of formation of the state as one of the vectors of the Sustainable Development Strategy. The authors have identified and substantiated new views on the methodology of national security and ways to ensure under the Strategy of Sustainable Development of the country. On the basis of the conducted researches the conclusions concerning definition of national security of Ukraine and ways of its maintenance have been made. According to the authors’ approach, national security has been defined as a dynamic component of the strategic development of the state, the purpose of which is to ensure the security of the state, business and citizens, security of investment and private property, peace and border protection. The main structural elements of security are: institutional security, security of the regulatory subsystem, security of the functional-communicative subsystem and spiritual and ideological security. The interests or goals that need to be achieved on the path of development are considered as a constant value, and the threats are dynamic and change depending on the way of choosing to achieve interests. The basis of Ukraine's national security is the national interest, which is a set of internal and external needs of the state in ensuring the security and progressive development of the individual, society and the state. The bearer of the national interests of the state is the Ukrainian people. National interests are achieved through the execution of public administration in the security process.

The article explored the problems of formation and improvement of mechanisms to ensure the development of the agricultural sector in the state's economic security system. It has been found that today socio-economic transformations actualize the urgent need to improve scientific and methodological research and development on the creation and implementation of an effective state agrarian policy, as well as the development of innovative management decisions to ensure and accelerate the development of the agricultural sector to strengthen the general economic security system of Ukraine. Approaches to the definition of the category “economic security of the state” were summarized and a refined definition was provided. A universal and effective mechanism for ensuring the development of the agricultural sector in the system of economic security of the state has been developed, the functioning of which, in turn, is directly dependent on internal and external destabilizing factors and will be based on the improvement of three interconnected mechanisms: strengthening the food security of the state; increasing investment attractiveness by introducing an innovative component; optimization of agricultural sector financial support. The differences and interrelationships of the types of destabilizing factors affecting the economic security of the agricultural sector were analyzed and it was concluded that all these factors can both negatively affect the entire economic security system in the agricultural sector and be areas of constant improvement. Block proposals for strengthening the food security of the state are described. It has been proved that to be able to develop and implement these innovative methods requires significant investment injections from both the state and Ukrainian investors, as well as external investments on favorable conditions for agricultural sector entities. Problem statement and tasks. It is known that the state of the Ukrainian economy is unsatisfactory and needs significant improvement. To change the situation for the better, the President of Ukraine issued a Decree "On Sustainable Development Goals of Ukraine for the period until 2030", which is a guide to the latest development of the country focused on people. Besides, the Cabinet of Ministers of Ukraine approved the Principles of Social Responsibility adopted by the United Nations. However, the real sustainable development of the country can not be achieved without advanced management systems that ensure at different organizational levels of management the adoption and implementation of a set of agreed management decisions adequate to situations and their changes. Therefore, the purpose of this paper is to analyze the state of system management in Ukraine, as well as the state of training of Ukrainian specialists in specialty "management", on which the creation, application, and improvement of management systems in organizations (companies, institutions) depend to the greatest extent.Research methods. In the course of this research methods of comparative analysis, data analysis by their grouping, and generalization of information have been applied.Results. Conceptual models of sustainable development of both individual organizations and Ukraine as a whole are proposed. The key role of modern system management in ensuring competitiveness and sustainable development is pointed out. The state of system management in Ukraine and the state of training specialists in specialty "management" in the Ukrainian higher education institutions are analyzed; shortcomings are identified and suggestions for their elimination are provided. An inadequate translation of the "management" concept’s definition in the DSTU ISO 9000:2015 is revealed and the causes and consequences of this fundamental error are investigated. Conclusions. Since Ukraine got its independence until today, due attention has not been paid to system management development there. There is no central executive body responsible for the development of system management in the country as a whole. The problem of system management improvement has not been reflected either in any government policy or in any development strategy for specific life spheres. Public sector organizations, in particular, executive governmental authorities and business companies mainly use outdated imperfect management systems. In the country, there is a confusion in the understanding of the "management" concept, which has led to the inadequate definition of knowledge areas and specialties. The stage of manager’s education in the Ukrainian higher education institutions does not meet the needs of Ukraine's development and its economy in the conditions of a globalized saturated market. To eliminate the mentioned shortcomings and improve the situation, it is urgent to change the attitude to this extremely important component of state-building.

Nowadays, one of the main objectives of biotechnological development of new products is linked to processes and methods improvement. In this sense, the aim of this work is to promote the sustainable development of the residue obtained from the cashew´s organic reject material aiming at to produce a target flour to be applied as a functional food. In fact, the nutritional composition of the cashew flour showed an important food profile related to fibers and carbohydrates. In relation to the prepared food as a simple possibility, cookies were produced, and its sensorial characteristics were carried out in individual booths, with 100 non trained evaluators. The results showed that the cookies demonstrated a satisfactory acceptance profile in several analyzed attributes. Concerning to the microbiological analysis, nonsignificant presence of microorganisms was detected. So, the processed cashew flour showed to be nutritionally acceptable and together with a good sensorial acceptance, can be considered as a suitable biomass to produce a large amount of bakery products.
