The national interests of the state are to ensure socio-economic development based on the efficient and rational use, protection and reproduction of land resources in the production of organic products, as well as maintaining a healthy environment. This determines the urgency of harmonizing national policies in the field of reorganization, modernization and development sectors of the economy, and in the provision of services with policies on environmental protection, rational use of natural resources, public health, the formation and use of mechanisms to address these problems, taking into account the situation and the laws of a market economy. This article examines the process of agricultural production taking into account environmental factors and ensuring the rational use of land resources. The importance of soil quality indicators, as well as their impact on land use of agricultural enterprises for the production of organic products is substantiated. The optimal ecological strategy is recommended for most agricultural enterprises of Ukraine. The processes of development of organic food products in Ukraine were considered, as well as the essence and meaning of the concept of “organic products”. The expediency of organic production is proved and the factors of influence of organic products on society are considered. An effective way to improve the condition of soils and lands, increase their fertility in the future. The importance of crop rotations for improving the efficiency and fertility of land resources of Ukraine has been established. Purpose. Creating a market for organic products and proposals for the rational use of land resources. Results. The essence and concept of organic products are revealed. The process of agricultural production is studied taking into account environmental factors and ensuring the rational use of land resources. The importance of soil quality indicators, as well as their impact on land use of agricultural enterprises for the production of organic products is substantiated. The optimal ecological strategy is recommended for most agricultural enterprises of Ukraine. The expediency of organic production is proved and the factors of influence of organic products on society are considered. Proposals for improving the efficiency of land use, improving the condition of soils and lands, increasing their fertility in the future. The national interests of the state are revealed, which are to ensure socio-economic development based on efficient and rational use, protection and reproduction of land resources in the process of organic production, as well as maintaining a healthy environment. Conclusions. The urgency of creating a market for organic products and improving the efficiency of land use and creating sustainable systems of organic production that contribute to the preservation of ecosystems and gradually improve soil quality, which is an integral part of environmental and economic policy, which ensures rational use, protection and management of land resources , is important. In this context, the organization of rational and efficient land use includes creating the best conditions for organic production, reproduction and protection of soil fertility, increasing its role in agricultural production, scientifically sound interaction of soils with other natural factors, ensuring the development of the most complete and correct criteria, methods and techniques. Scientifically substantiated alternation of crops and vapors in time and territory or only in time (rotation) in advance according to a defined plan, and is accompanied by an appropriate tillage system. Thanks to the crop rotation system – a systematic increase in yield, provides the largest production of agricultural products per unit area with the lowest financial costs and labor, and ensures the rational use of land resources in the production of organic products.

The article analyses the regulatory and legal support for the organization of organic land use in Ukraine. It is established that the current regulations in the field of organic production are aimed mainly at regulating the technological processes of organic production, the procedure for its certification and the market of organic products. At the same time, the legislators did not pay attention to the issues related to the organization of the territory of agricultural enterprises for the production of organic products in order to meet the requirements of the relevant standards and rules of IFOAM. It is proved that for the organization of the territory of organic land use and land tenure it is necessary to develop and implement appropriate land management projects. In view of this, it is necessary to amend the Law of Ukraine "On Land Management", supplementing Article 25 with a new type of land management documentation: land management projects for the organization of organic land use (land tenure), and to enshrine the composition and content of such land management projects. Purpose. The aim of the article is to analyse the components of the process of improvement of land management in Ukraine. Methodology of research. The methodological basis of the study is the dialectical method of scientific knowledge. General scientific and special methods of research are used in the article, namely: abstract and logical, deductive and generalization. The abstract and logical method is applied in outlining the main factors that influence the process of improvement of land management in Ukraine. The areas that help increase the efficiency of agricultural production and environmental restoration are analysed with the help of deductive method. The factors that influence the process of introduction of innovative resource-saving technologies in agriculture, reproduce soil fertility, provide land protection and improve the environmental state of the environment are determined on the basis of generalization of scientific sources devoted to the problem of land use. Findings. It is established that land use implies balancing of economic, environmental and social factors taking into account the properties of land resources. It is shown that associations of municipalities, national development agencies, chambers of commerce, technopolis and other institutions are involved in the process of territorial development in the EU countries. Given the benefits of organic farming, it is advisable to introduce it into agricultural production. This will have a positive result if a mechanism of state influence on organic production processes is introduced. It is substantiated that it is necessary to economically encourage landowners and land users for successful land use who will bring domestic farmers closer to balanced and highly productive agricultural production. Originality. For the first time, it is proposed to expand the land market and redistribute land resources by functional purpose and sectoral features, which, unlike the existing one, has the potential to influence balanced and high-yield agricultural production. There has been further development of the use of economic instruments of regulation of land relations, which will contribute to the financial responsibility of land users, self-sufficiency of regions and bring domestic agrarians closer to balanced and highly productive agricultural production. The implementation of a number of elements of market infrastructure has been improved, which will allow the involvement of land resources in economic activity. Practical value. The obtained results of the study made it possible to outline the main factors that influence the process of improvement of land management in Ukraine and can be used by business entities. Purpose. The aim of the article is the development of theoretical approaches and practical recommendations for substantiation of instruments for improving the reproductive processes of land by agricultural enterprises. Methodology of research. Abstract and logical, computational, constructive and optimization methods are used to solve these problems, in particular in substantiation of directions of improvement of reproductive processes of agricultural lands and formation of rational organizational and economic conditions for reproduction of elements of MTB of agricultural enterprises. Findings. It has been proved that the No-Till farming system is effective in reproducing the fertility of land resources, which is not plowed, and the surface of the earth is covered with a layer of specially crushed plant residues - mulch residues (mulch). The main advantages of using zero tillage include: saving resources - fuel, labour, time, reducing depreciation costs; reducing the complexity of the technological process; restoration and preservation of the fertile soil layer - reduction or complete prevention of soil erosion; moisture accumulation in the soil, which is especially important in the conditions of the Steppe zone, and, accordingly, a noticeable decrease in the dependence of the crop on weather conditions; increasing crop yields due to the above factors. Originality. The scientific approach to the reproduction of land resources in agricultural enterprises is proposed, which is based on a set of organizational and economic instruments of socially responsible conduct of activity, in particular: the motivation of agricultural producers to introduce organic fertilizers, the introduction of the No-till system, the development of organic production, which will enhance the agricultural production. Practical value. The necessity of improvement of the program of state support of organic producers is proved on the basis of forecasting: compensation of costs for development of systems of management of organic production of agricultural production, costs in the transition period to organic production, partial compensation of costs for the use of organic fertilizers, costs for the use of plant protection products, costs for expertise organic products. It is now important to ensure that agro-technical measures are taken to restore the fertility of land resources through co-financing by agricultural enterprises, united territorial communities and the state. An effective factor, although indirectly influencing the increase in fertility of agricultural land, is the dissemination of knowledge about modern resource-saving technologies that can be provided through advisory services. Relevance. The effective use of agricultural land is a fundamental prerequisite for the successful implementation in the agro-industrial complex of the task of providing the population with food, and production with raw materials. At the same time, the issues of methodological support of the procedures for determining the integral indicator for assessing the use of agricultural land, established on the basis of a theoretically grounded unified approach based on quantitative methods, have been developed with insufficient completeness. Actualization of the issues of improving the theory and practice of assessing the effectiveness of the use of agricultural land in agricultural production is becoming one of the priority tasks of land reclamation science. The purpose of this work is to create a methodological basis for the process of assessing the use of agricultural land, which guarantees the comparability of the considered options for agroproduction in different natural and economic conditions.Methods. The research is based on the method of point assessments for indicators of agricultural land exploitation and the formation on their basis an integral criterion of land use efficiency. The proposed procedure includes: analysis of statistical data characterizing the dynamics of the values of indicators of used land resources, calculation of local assessments of the feasibility of their exploitation and assessment of the efficiency of land use according to a generalizing criterion represented by the sum of these local assessments.Results. A methodology has been developed and a method has been created for determining the efficiency of the use of agricultural land, based on a generalized integral assessment of the operation of agricultural land, which allows to identify bottlenecks in agricultural production and outline rational directions for the development of land use. The testing of the algorithm of the methodology and capabilities of the scale for the integral assessment of the efficiency of the use of land resources was carried out on the example of the Non-Black Earth Zone of the Russian Federation. Shown is an unsatisfactory (below the national average) contribution of agricultural production to the gross regional product. On the whole, positive dynamics of agricultural production in the Non-Black Earth Zone was established, which is achieved due to the development of animal husbandry, which is an effective factor in the formation of modern efficient agriculture of the territory, with the orientation of the crop production system on the raw material basis of feed production or the sector of the economy of the agro-industrial complex of the territory.

Organizational production of agricultural products is used to preserve the natural environment and to preserve the quality of the products. The development of organic wines in the light of 100 years and over the course of the period has become insane, as for the correct organization of it, you can preserve ecological, social, and commercial transfers. The organizational structure has become a warehouse part of the bio-economy and circular economy, which is a priority for the economic development of the European Union, the USA, Great Britain, the Great Britain, the Republic of Korea, Japan, and the United States of America. For determining the prospects and problems of organic production of agricultural products, general scientific methods were used such as publicity, systematization, analysis, and synthesis, of the scientific literature and normative documents. For an additional analysis of regulatory documents, a procedure for certifying the authorities of the United States, the European Union and Ukraine has been established. Ukraine, in turn, began to take the first steps towards organic production in the late 1990s. It was at this time that she began to grow organic grain and opened export lines for its transportation to other countries, mainly Europe. Ukraine remains a leader in the production and export of organic cereals. Export competitive advantages of national agar products are lower production costs and logistics support. Ukraine continues to increase its organic production capacity - an increasing number of operators are appearing in this sector of agricultural production. As of 2019, the share of organic production of crop products in Ukraine is 1.4% (5th place in the world in terms of growth rate of organic agriculture), which is 467.9 thousand hectares of the total area of agricultural land in 32, 7 million hectares, as well as 470 operators of organic production. The dynamics of changes in organic agricultural production in Ukraine indicates a general trend of increasing their number, but in some periods, there is a decrease due to the economic and political situation in the country and changes in legislation in this area. Ukraine has significant advantages of organic production, which include a high level of soil fertility, favorable climatic conditions, traditional orientation as an agrarian state. Also, the price of Ukrainian products is lower than the minimum price of organic products of European countries. In the organic production of crops use methods that optimize the biological activity of soils, provide a balanced supply of nutrients to plants. At the same time, there are problems in Ukraine that hinder the development of organic production. In particular, the diversity of the territory in terms of the level of pollution of environmental components, lack of practical application of innovations and modern technologies of agricultural production. The lack of state support for organic producers and state certification system (including qualified specialists for its implementation). Resolution of the Cabinet of Ministers of Ukraine of October 21, 2020, № 1032 "On approval of the Procedure for certification of organic production and / or circulation of organic products and amendments to the resolution of the Cabinet of Ministers of Ukraine of October 23, 2019, № 970" approved the stages of certification. Was made the comparison of approaches to the certification of agricultural enterprises in Ukraine shows that they meet European and American standards. However, the absence of a state certification body that certifies organic producers and accredits private certification bodies makes it impossible for state control over organic market operators and the functioning of state certification. The current certification system in Ukraine does not cover the issue of soil contamination or other components of environment, which may affect the quality and safety of organic products. In Ukraine, enterprises in various sectors of the economy use outdated technologies, which can cause soil contamination of agricultural lands, and, accordingly, affect the quality of organic products. Currently, the Laws of Ukraine and the Cabinet of Ministers do not require: the location of the organic agricultural enterprise; content of harmful substances in the soil (including the content of radionuclides and pesticide residues); content in the soil of nutrients that can ensure the production of quality agricultural products and confirm the activities of the farm aimed at maintaining soil fertility. To guarantee the quality of organic products, it is advisable in the certification procedure to consider the level of fertility and soil contamination of agricultural lands, as well as the availability of sources of environmental pollution in the location of the organic producer. Given the above, it is advisable to introduce criteria for assessing the compliance of soils with the requirements of organic production. This approach can guarantee the safety and quality of organic products. During the organization of organic production of agricultural products in Ukraine, the issues of criteria for assessing compliance with regulatory requirements, documentation to be kept by the operator of organic production, etc.

The purpose of this article is to study theoretical approaches to definition of economic essence and directions of economic security formation of agricultural enterprises at the region. Analysis of the theoretical aspects of the research object showed that currently there are different approaches to the economic security interpretation. It is considered as a process of meeting public needs, protection of the state national interests, the economic stability, the state of the national economy, in which the country provides its own sovereignty, a state of protection against a certain type of threats. Certain realities of a market economy require fundamentally new approaches to the formation and increase of efficiency of agrarian enterprises functioning, and thus ensure their economic security. In the context of the latest scientific dimensions, it has been found out that the economic security of agricultural enterprises is a complex of sophisticated branched processes, methods, tools, levers of influence on activity for the purpose of increasing the economic activity efficiency of entities. In this regard, there are many different opinions regarding the components of enterprises economic security. It is proved that the economic security of enterprises is characterized by certain features in the regional context of their formation and application to agricultural production. The proposed model Forsythe technology modernization of a regional mechanism of economic security at agricultural enterprises will allow to determine more efficiently the volume of investments, tax burden on the industry and crediting enterprises, depreciation deductions etc., which will effectively affect the activity of the enterprise, and hence ensure its basic – economic security. The expansion of organic production in Ukraine is in line with global trends in the agricultural sector in the direction of greening of agricultural land use, accompanied by reducing the level of anthropogenic pressure on land resources, ensuring high quality crop products and maintaining a clean environment. The only means of creating spatial conditions for the harmonious functioning of organic land use within the territories of state research institutions and enterprises is the appropriate land management mechanism, which is currently lacking. Therefore, it is important to solve this problem by its creation and implementation in the practice of economic entities. The purpose of this study is to improve scientific and methodological approaches to the development of experimental land management projects for the organization of the territory for the production of organic products within the land use of state research institutions and enterprises. For this purpose the following tasks were solved: analysis of the current state of development of relevant land management projects and their legal support, determination of structural features and placement of relevant elements of the organization of the territory for organic crop production, substantiation of ecological and economic optimization of agricultural land structure and crop rotation.

Розроблено кластерну модель дуалістичного (традиційна та органічна продукція) розвитку землекористування в Україні. Принциповою відмінністю від існуючих моделей є наявність Національного науково-виробничого агроекологічного парку, регіональних наукових (економічних) центрів розвитку сільських територій та зміщення акценту ролі держави на реалізацію економічних функцій як агента земельних інтересів. Представлена  система інформаційного провайдингу в управлінні земельними ресурсами аграрного сектору економіки. Запропоновано концепцію розвитку державно-приватного партнерства в системі землекористування, що заснована на агрохімічному, меліоративному, логістичному та збутовому напрямах та має на меті забезпечення поєднання можливостей мікро-, мініагентів, спільних агентів та держави, в тому числі із залученням коштів регіональних і глобальних агентів, на компліментарній основі з приводу раціонального землекористування та підвищення прямих і непрямих доходів всіх представників груп земельних інтересів. A cluster model of dualistic (traditional and organic products) development of land use in Ukraine has been developed. A fundamental difference from existing models is the existence of the National Research and Production Agroecological Park, regional scientific (economic) centers for the development of rural areas and the shift in the emphasis of the role of the state on the realization of economic functions as an agent of land interests. The presented system of information providers in the management of land resources of the agricultural sector of the economy. The concept of development of public-private partnership in the land use system based on agrochemical, meliorative, logistic and marketing directions is offered and aims to ensure the combination of the capabilities of micro-, miniagents, general agents and the state, also with the involvement of regional and global agents, on a complimentary basis for rational land use and increasing the direct and indirect income of all representatives of land interest groups.

Purpose. The aim of the article is determining the conditions of rational use of agricultural land conditions and substantiation of measures to optimize the distribution and rational use of agricultural land. Methodology of research. General scientific and special methods are used to achieve this goal: the dialectical method of scientific knowledge – to consider the essence of the rational use of land and its protection; synthesis – to clarify the relationship between the subjects of land relations; analysis – to assess the constituent elements of agricultural land; graphic – for visual display of the obtained results; abstract and logical method – for the formation of conclusions and research proposals. Findings. The state and rational use of land in the region and the state are studied. The structure of agricultural lands in Ivano-Frankivsk region and Ukraine is analysed. The main ecological and economic aspects of land tenure and land use in agriculture are described, including changes in land relations. The main reasons that caused the negative trends of rational use and protection of land in agriculture are identified. Measures have been developed for the rational use of land in the economic activity of land and its protection. Originality. Approaches to the interpretation of the concept of “rational use of land” are systematized and generalized. Measures on rational use of agricultural lands in economic activity are offered, namely: creation and realization of innovative scientific and technical programs in the field of rational use of lands and their protection; improving the regulatory framework in the field of land relations; development of a mechanism for financing programs; introduction of environmentally friendly ways of agricultural production, etc. Practical value. The expediency of studying and forming the conditions of rational use of agricultural lands is proved. The results of the study can be used by agricultural enterprises in conducting business activities.
