Purpose. The aim of the article is to analyse the components of the process of improvement of land management in Ukraine. Methodology of research. The methodological basis of the study is the dialectical method of scientific knowledge. General scientific and special methods of research are used in the article, namely: abstract and logical, deductive and generalization. The abstract and logical method is applied in outlining the main factors that influence the process of improvement of land management in Ukraine. The areas that help increase the efficiency of agricultural production and environmental restoration are analysed with the help of deductive method. The factors that influence the process of introduction of innovative resource-saving technologies in agriculture, reproduce soil fertility, provide land protection and improve the environmental state of the environment are determined on the basis of generalization of scientific sources devoted to the problem of land use. Findings. It is established that land use implies balancing of economic, environmental and social factors taking into account the properties of land resources. It is shown that associations of municipalities, national development agencies, chambers of commerce, technopolis and other institutions are involved in the process of territorial development in the EU countries. Given the benefits of organic farming, it is advisable to introduce it into agricultural production. This will have a positive result if a mechanism of state influence on organic production processes is introduced. It is substantiated that it is necessary to economically encourage landowners and land users for successful land use who will bring domestic farmers closer to balanced and highly productive agricultural production. Originality. For the first time, it is proposed to expand the land market and redistribute land resources by functional purpose and sectoral features, which, unlike the existing one, has the potential to influence balanced and high-yield agricultural production. There has been further development of the use of economic instruments of regulation of land relations, which will contribute to the financial responsibility of land users, self-sufficiency of regions and bring domestic agrarians closer to balanced and highly productive agricultural production. The implementation of a number of elements of market infrastructure has been improved, which will allow the involvement of land resources in economic activity. Practical value. The obtained results of the study made it possible to outline the main factors that influence the process of improvement of land management in Ukraine and can be used by business entities. The national interests of the state are to ensure socio-economic development based on the efficient and rational use, protection and reproduction of land resources in the production of organic products, as well as maintaining a healthy environment. This determines the urgency of harmonizing national policies in the field of reorganization, modernization and development sectors of the economy, and in the provision of services with policies on environmental protection, rational use of natural resources, public health, the formation and use of mechanisms to address these problems, taking into account the situation and the laws of a market economy. This article examines the process of agricultural production taking into account environmental factors and ensuring the rational use of land resources. The importance of soil quality indicators, as well as their impact on land use of agricultural enterprises for the production of organic products is substantiated. The optimal ecological strategy is recommended for most agricultural enterprises of Ukraine. The processes of development of organic food products in Ukraine were considered, as well as the essence and meaning of the concept of “organic products”. The expediency of organic production is proved and the factors of influence of organic products on society are considered. An effective way to improve the condition of soils and lands, increase their fertility in the future. The importance of crop rotations for improving the efficiency and fertility of land resources of Ukraine has been established. Purpose. Creating a market for organic products and proposals for the rational use of land resources. Results. The essence and concept of organic products are revealed. The process of agricultural production is studied taking into account environmental factors and ensuring the rational use of land resources. The importance of soil quality indicators, as well as their impact on land use of agricultural enterprises for the production of organic products is substantiated. The optimal ecological strategy is recommended for most agricultural enterprises of Ukraine. The expediency of organic production is proved and the factors of influence of organic products on society are considered. Proposals for improving the efficiency of land use, improving the condition of soils and lands, increasing their fertility in the future. The national interests of the state are revealed, which are to ensure socio-economic development based on efficient and rational use, protection and reproduction of land resources in the process of organic production, as well as maintaining a healthy environment. Conclusions. The urgency of creating a market for organic products and improving the efficiency of land use and creating sustainable systems of organic production that contribute to the preservation of ecosystems and gradually improve soil quality, which is an integral part of environmental and economic policy, which ensures rational use, protection and management of land resources , is important. In this context, the organization of rational and efficient land use includes creating the best conditions for organic production, reproduction and protection of soil fertility, increasing its role in agricultural production, scientifically sound interaction of soils with other natural factors, ensuring the development of the most complete and correct criteria, methods and techniques. Scientifically substantiated alternation of crops and vapors in time and territory or only in time (rotation) in advance according to a defined plan, and is accompanied by an appropriate tillage system. Thanks to the crop rotation system – a systematic increase in yield, provides the largest production of agricultural products per unit area with the lowest financial costs and labor, and ensures the rational use of land resources in the production of organic products.

Relevance. The effective use of agricultural land is a fundamental prerequisite for the successful implementation in the agro-industrial complex of the task of providing the population with food, and production with raw materials. At the same time, the issues of methodological support of the procedures for determining the integral indicator for assessing the use of agricultural land, established on the basis of a theoretically grounded unified approach based on quantitative methods, have been developed with insufficient completeness. Actualization of the issues of improving the theory and practice of assessing the effectiveness of the use of agricultural land in agricultural production is becoming one of the priority tasks of land reclamation science. The purpose of this work is to create a methodological basis for the process of assessing the use of agricultural land, which guarantees the comparability of the considered options for agroproduction in different natural and economic conditions.Methods. The research is based on the method of point assessments for indicators of agricultural land exploitation and the formation on their basis an integral criterion of land use efficiency. The proposed procedure includes: analysis of statistical data characterizing the dynamics of the values of indicators of used land resources, calculation of local assessments of the feasibility of their exploitation and assessment of the efficiency of land use according to a generalizing criterion represented by the sum of these local assessments.Results. A methodology has been developed and a method has been created for determining the efficiency of the use of agricultural land, based on a generalized integral assessment of the operation of agricultural land, which allows to identify bottlenecks in agricultural production and outline rational directions for the development of land use. The testing of the algorithm of the methodology and capabilities of the scale for the integral assessment of the efficiency of the use of land resources was carried out on the example of the Non-Black Earth Zone of the Russian Federation. Shown is an unsatisfactory (below the national average) contribution of agricultural production to the gross regional product. On the whole, positive dynamics of agricultural production in the Non-Black Earth Zone was established, which is achieved due to the development of animal husbandry, which is an effective factor in the formation of modern efficient agriculture of the territory, with the orientation of the crop production system on the raw material basis of feed production or the sector of the economy of the agro-industrial complex of the territory.

One of the topical trends in the development of agriculture in the Russian Federation is digitalization and automation of methods for processing spatial information about various land resources. The main element of the implementation of this direction in practice can be considered a three-dimensional digital terrain model. This model allows solving many problems in the field of land management, in particular, such as analyzing the surface of the terrain in order to determine its suitability for agricultural production. Despite a number of existing problems in this area, an automated digital land management system will enable public authorities to implement an integrated and systematic approach to management, that is, to more efficiently use the land resources, influence the land market, as well as attract the investments and create the necessary conditions. for sustainable development of the territory.

The expansion of organic production in Ukraine is in line with global trends in the agricultural sector in the direction of greening of agricultural land use, accompanied by reducing the level of anthropogenic pressure on land resources, ensuring high quality crop products and maintaining a clean environment. The only means of creating spatial conditions for the harmonious functioning of organic land use within the territories of state research institutions and enterprises is the appropriate land management mechanism, which is currently lacking. Therefore, it is important to solve this problem by its creation and implementation in the practice of economic entities. The purpose of this study is to improve scientific and methodological approaches to the development of experimental land management projects for the organization of the territory for the production of organic products within the land use of state research institutions and enterprises. For this purpose the following tasks were solved: analysis of the current state of development of relevant land management projects and their legal support, determination of structural features and placement of relevant elements of the organization of the territory for organic crop production, substantiation of ecological and economic optimization of agricultural land structure and crop rotation.

The features of the organization of production units agroclusters, which are one of the components of land management projects which aimed at organizing the rational and efficient use of available land resources are described in this article. The term “cluster” is a French word that means “bundle”, “collection” in Uzbek. It can be taken as “the geographical proximity of enterprises and institutions cooperating with each other in a particular field”. The development of value-added production in the agricultural sector and the development of this market requires ensuring product quality standards, full use of scientific and scientific achievements in the processing process, development of existing research institutes and using the potential of geographical location. In our view, the solution of this problem can be found in the agricultural production system through the organization of cluster production, which is used by developed countries in America, Europe and Asia.

Introduction. Under decentralization, there is a gradual transfer of powers and resources to local governments. In this case, one of the most urgent problem for rural areas, is the organization of rational land management from the position of financial support improving through the disposing of lands, and using available lands for community needs. Methods. General and special methods – monographic and abstract-logical, methods of generalization, comparison and analysis have been applied for data processing. Results. During the decentralization reform, it was found that 488 rural united territorial communities were formed, covering almost half the area of all UTCs created. In addition, nearly 800 village councils joint to the city-based UTCs. The ways of the redistribution of powers on the UTC land resources management are established at the expense of acquiring their own powers, obtaining delegated ones, as well as acquiring the rights of other institutions. Emphasis is placed on the benefits of managing land resources of rural communities at the local level. It has been determined that the applicable law restrict communal land use of UTC. At the same time, the importance of agricultural land outside the settlement transfer to the disposal of communities is emphasized. The importance of the land payment in the structure of local budget revenues is analyzed in detail, the key problems and contradictions that accompany the process of land management powers reallocation are identified. Suggestions are made to improve the rural communities land resources management through their inventory, accounting and monitoring, revision of rental rates for communal property, strengthening control over compliance with the terms of land use agreements, use of free lands in the interests of communities. Discussion. Further studies in this area are going to be aimed at developing a comprehensive mechanism for ensuring effective management of land resources in rural areas after the completion of decentralization. This article analyzes the main problems of implementation of the program "Digital Agriculture". The role of modern land administration in realization of the tasks of effective land resources management is shown. The possibilities of modern departmental information systems in solving issues of geoinformation support of AIC are considered. New approaches and digital technologies of land administration providing substantial (to 30%) are Proposed Improvement of land use efficiency. The necessity of preparation of new personnel support of the branch in the conditions of digitization is noted.

Abstract. In lieu of advancement in human civilization from nomadic age to quest for welfare capitalism in recent days, land resources have been one of the most sought after assets for subsequent socio-economic development. The concept of land, once only geo-political has evolved to be interdisciplinary with developmental and managerial aspects in regional and urban planning worldwide making the facets of land management more complex than ever. In the context of modern Nepal, governance in systematic land management appeared during mid-1960 only with establishment of Ministry of Land Reform (MoLR). This paper aims to provide constructive criticism upon institutional fragmentation, and fragile policy and implementation gaps in land use administration which have been bewildering the concepts of regional and urban planning in Nepal. The recitation of this work is primarily based on selected literature review of relevant research on land use planning along with two representative case studies in national context and in international scenario as well. Despite rigorous efforts, the issues of competence in land administration, migration and syndicate in urban real estate remain as the major problems in land management in Nepal. Also, the new state restructuring of federal Nepal has already upraised the challenges in land resources planning for local governments who but seem muddled up in constructing rural economy and strategic urban plan for regional development. Nevertheless, these concerns in regional and urban planning can be addressed through practice of sustainable land management with thoughtful consideration of ambiguities in land use policy and implementation.
