The current population of elderly Indonesians who have reached 9.6% of the total population is the concern of all stakeholders including the government and academics in tertiary institutions. UKI domiciled in East Jakarta is one of five tertiary institutions appointed directly by the provincial government of DKI Jakarta through the Office of the Empowerment of Child Protection and Population Control (Dinas PPAPP) of DKI Jakarta Province to carry out Thematic Community Service Program activities, which is conducted by UKI in the form of community service activities with the type of mentoring management and fostering the Elderly Family Development (BKL) group. The purpose of this community service activity is to revive BKL groups that have already been formed, but there is no suspended activity. In collaboration with East Jakarta PPAPP Sub-dept., The UKI Team was directed to provide assistance and guidance to the BKL group in RW 05, Cililitan Village. Based on the data obtained, there are about one hundred elderly people who become permanent BKL members in RW 05, Cililitan Sub-District, which at the beginning were formed having a legal management structure and various programs. However, recently with the change of management, activities have been reduced, even the management structure has not yet received approval from the Kelurahan. This is caused by several factors, including the unavailability of enough time for the latest management to coordinate. Through the mentoring and coaching activities carried out by the UKI team in collaboration with the PPAPP service, several results were obtained, including the increasing knowledge of cadres about humanity obtained from sharing and discussion activities, the formation of the management of the BKL group which was endorsed by the Kelurahan of Cililitan and the planned group program BKL  Keywords: Elderly Family Development, Community Service, Continuation

In recent years there has been a growing interest in the rights of children in various justice systems. The interpretation of international instruments, such as the United Nations Convention on the Rights of the Child legalized in Iceland as law 19/2013, places a strong emphasis on strengthening the status of the child. The concept of child-friendly justice has emerged reflecting a vision of a justice system that has adapted to the interests and needs of children. A key element is ensuring the right of the child to participate, building on the notion that participation actively promotes their citizenship in a democratic society. The complexity of child protection cases makes it imperative to ensure that children get the assistance they need to communicate and be able to influence procedures. This article discusses the development of provisions in child protection laws on the appointment of spokespersons for children and represents the findings of a study done on such appointments with various child protection committees. The main results of this research indicate that the development of the law has been positive. The enforcement does not however reflect these develpments and there is a lack of formality, assessment and satisfactory argumentation.

This research study investigates the pattern of English (primary) word stress in quadri-syllabic and five-syllabic suffixed words and their roots by Pashto speakers in Khyber Pakhtunkhwa of Pakistan and the effect of suffixation on stress placements. These suffixes in English language are called shifters which shift strong stress to the antepenultimate (third from the last), penultimate (second from the last), and ultimately (last) syllables, as well as those suffixes that do not shift strong stress to other syllables. The data was collected from sixteen Pashto language native speakers in Khyber Pakhtunkhwa Pakistan, by way of recording their oral-reading of a card that contained the selected words. The findings of this study indicate that primary stress pattern varies among quadri-syllabic, and five-syllabic, suffixed words. The three types of suffixes in English language assert different degrees of effect on subjects stress placement, which can influence the amount of correct productions by the subjects. Actually, the suffixes “cial” or “tial” and “ic” state a great effect on subjects primary stress placement, because the subjects were capable of generating the shift in primary stress in penultimate syllable. Unlike the greater number of incorrect productions in “tory” and “ity” suffixed words, the subjects were sensitive to the change of stress pattern, which assists a great number of correct productions in “cial” or “tial” and “ic” suffixed words. The findings disclose the fact that there was extreme unawareness of the strong stress shifting effect by Pashto speakers in Khyber Pakhtunkhwa, which further needed more attention.

This study explores the on-ground facilities available at primary healthcare facilities (PHCFs) against the service quality standards set by the provincial government of Khyber Pakhtunkhwa (KP), Pakistan. Primary data through a structured questionnaire was collected from 109 PHCFs. Two hundred seven responses from patients, 109 responses from PHCFs doctors and medical staff, and 109 researcher’s observations were recorded. Most service provision standards were met in rural health centres (RHCs) and basic health units (BHUs). However, the situation at civil dispensaries (CDs) was very alarming. Patients preferred RHCs on BHUs and CDs because of relatively better quality services provided in RHCs. However, in general, patients prefer to go to secondary or tertiary health care facilities due to the number of reasons identified by this study. Among the areas which demand quality improvement include cultural constraints, lack of following standard operating procedures (SOPs) for referral, no transport facility to referred patients, higher waiting time for patients, and no or fewer health education sessions, and unavailability of cold chain and waste disposal system. By addressing problem areas identified by this study, the KP government can reduce the patient burden on secondary and tertiary health facilities. As a result, service quality at PHCFs will improve access to primary health care, a world health organization’s millennium development goal, and the united nations’ sustainable development goal.

This article examines the inheritance issue of patah titi practiced by the people of Aceh Tengah. Patah titi is a state in which one of the aṣḥāb al-furūḍ (obligatory sharers or primary heirs) loses linkage (due to death) to muwārith (the deceased). This study used descriptive analysis and drew upon legal pluralism, which considers the interaction between state laws, customary laws, and religious laws in resolving a case. The findings show that inheritance distribution is implemented in three steps: first, the heir inherits nothing due to the legal consequences of patah titi; second, the heir receives inheritance because they are considered a badl (substitution) of the predeceased heir; third, the heir receives hibah (gift). The last two steps in the settlement of patah titi are derived from various sources, including the Compilation of Islamic Law (KHI), customary law, and the universal values of Islamic law, which consider principles of equity, humanity and child protection.

This study examines the application of forensic interview methods used in police investigations to gather evidence from sexually abused children. The investigating police officers need a range of skills related to interviewing victims, helpful in the course of detecting suspects. An effective interview is therefore a milestone to the investigating officers, plan a new way of eliciting relevant information from additional sources. Typically, interviewing requires the police to attempt to identify the type of sex crime considering the phases of pre, present, and post crime acts. The study used a qualitative method to explore the opinions of informants in depth. Seventeen participants were drawn from seven investigating police officers, three public prosecutors, three social workers, and four administrators selected using a purposive sampling technique. Data pertinent to the study were gathered using unstructured and key-informant interview techniques. Besides, observation and document reviews were employed to complement the data solicited from both sources. Thematic analysis was applied to give a thick description of data opinionated by informants. The study shows that investigating police officers are poorly acquainted with the interview techniques established by the Federal Supreme Court Interview Techniques Guideline. The guideline explicitly advocates the police officers' use of free narrative open-ended questions implying ample room to the child to describe the situation of the abuse in his/her own words. The study conveys the message that the police officers should take a series of training on forensic interviews and design the landscape where regular feedback, supervision, and stress management mechanisms will regularly be exchanged.

This research study focuses on attachment theory as a dominant discourse in child protection and the experiences of child protection workers. The literature on attachment theory and its influence on Eurocentric/Western knowledge is reviewed. As well, the use of reflective practice in child protection practice is discussed. This study includes qualitative interviews with three child protection workers in Southern Ontario who discuss their practice. Four emerging themes were derived from the narratives of the participants: recognition of attachment theory as being the pinnacle of child protection practice, use of observation as a tool to assess attachment, use of reflective practice and lastly, the stigma of Children’s Aid Society and impacts on practice. The findings in this study suggest how practice is led by policies and standards of the child welfare system and is rarely challenged. The need for the child welfare system to validate parent/child beliefs, values and practices from various ethnicities is discussed.

Child abuse is increasingly happening every day. Even cases of child abuse are mostly perpetrated by parents. Many people who know, but those who do know just tend to leave and seem unconcerned because of the notion that violence is not their problem. There is also an assumption that violence against children is one of the methods of education given by parents to children. So it is not right for other parties to interfere in the problem of educating children. The existence of these assumptions makes people become indifferent and allow violence. The problem is there is a criminal threat for those who allow child abuse. In this article, the normative legal approach is to use literature or literature studies and qualitative descriptive analysis of the problem. This research shows the ignorance of the public regarding the threat of crime because of acts of omitting violence against children which is known to make child violence increase and have a greater impact in the future. Regarding the omission of violence against children itself has been regulated in Article 78 of the Child Protection Act, whereby anyone who does not allow violence against children can be subject to criminal threats.
