The rapid development and change of technologies, growing diversification of business and other factors lead to a decrease in the efficiency of the existing system of business processes of companies, which necessitates its purposeful change, continuous improvement of both management and production activities of the organization, that is, the optimization of business processes. In this connection, the article explains the need to optimize the business processes of modern companies, which helps to identify opportunities to reduce costs, cycle time while improving the quality of service or product quality. Stages of optimization of business processes are allocated; the most often applied ways of optimization of business processes, namely: process improvement or restructuring and automation are considered; it is proved that, using for optimization the software, the organizations can manage processes faster and with fewer errors. Automation tools of business processes to optimize operations for organizations in a wide range of industries, contribute to a more efficient use of available resources and provide a more streamlined platform for employees and their tasks, help to save time, minimize costs, enhance competitive advantages and strengthen its position of competitiveness and to improve the efficiency of any company.

Firms from developed countries are increasingly offshore outsourcing services to developing countries to have cost as well competitive advantages. Although this is a growing practice, there has been limited empirical attention in understanding the outsourcing phenomenon, particularly from the perspective of service provider firms that execute important business processes for their overseas clients. Despite growing trends to outsource, only a few service provider firms report success. This puts the service provider firms under increasing pressure to add value and improve quality of relationship. They have to depend not only on tangible factors but some intangible factors also play an important role in their performance. In this paper, the authors try to find out factors that influence performance of service provider firms. Multiple regressions using four indicators of firm performance are carried out to see the influence of certain factors on information technology enabled service (ITES) firms’ performance.

The process of positioning a region is one of the most important tools for attracting investment to a territory. In turn, the methods of work of the human health management system, contributing to the improvement of the quality of life of the population. However, effective tools for positioning the region, which take into account the geographical location, recreational conditions of the territory, the available opportunities, its cultural, national and ethnic identification, as well as differences, have not yet been proposed. This is evidenced by the low level of investment in the regions, the weak development of the real sector of the territory's economy, the rapid decline in the living standards of most of the region's residents, and, as a consequence, the growth in the rate of population migration. Thus, the formation of tools for positioning and identification of the region, which allows you to determine their competitive advantages, is a basic prerequisite for ensuring the economic development of the territory. In modern conditions of the transfer of powers and budgets of state bodies to local governments, the positioning of the region becomes a possible condition for their competitiveness. The article discusses the interpretation of the concept of "positioning", in particular, two of its basic components are highlighted: positioning as a strategy, positioning as a set of actions. Approaches to the positioning of the brand of the region are analyzed, where the region is considered from the position of a unique phenomenon and a complex product with a wide range of properties. The signs of a successful brand are determined, the main goals of branding, assessment, classification of models and stages of positioning the region are highlighted. and also: diagnosis of the situation, formulation of the essence of the brand, a strategic plan for brand promotion. implementation of the strategic plan, assessment of the effectiveness of the formed brand.

In modern conditions of rapid development of telecommunication technologies radio engineering means of different function are used everywhere in all spheres of ability to live of the person. Thus organizational-technical systems of civil appointment and power departments use the wide nomenclature of radio-electronic means of various classes with a wide spectrum of parameters, kinds of radiations and operating modes. In turn, it causes formation of difficult electromagnetic conditions in administrative-industrial regions and their near environment. The primary goal of services of radio control in these conditions is control over correctness of use by organizational-technical systems of the allocated resource of a radiofrequency spectrum and the parameters radiating of radio-electronic means. One of the main difficulties with which means of radio control in the course of the analysis of electromagnetic conditions in the set territorial area face a considerable quantity of radiating radio-electronic means with various parameters in a wide range of the relation a signal/noise, and also presence of stirring influence of any hindrances is. These factors make rigid demands to indicators of quality of functioning of panoramic detectors-direction finders which make a basis of mobile and stationary means of radio control. One of the basic indicators of quality of panoramic detectors-direction finders of means of radio control is range of detection of the radio-electronic means, defined by the set level of sensitivity and demanded values of probabilities of detection and a false alarm. Authors in article result results of working out of algorithm of increase of range of detection of signals by means of radio control on the basis of an estimated-correlation-compensatory way of measurement and indemnification of average capacity of additive hindrances in the reception channel. By results of the researches spent in article it is shown that: the increase in average capacity of cumulative external inadvertent and deliberate hindrances for the set typical initial data leads in VHF a range to reduction of range of detection of radio-electronic means not less, than in 1,4 times from the demanded; at demanded value of probability of detection, for example, and probabilities of a false alarm, at relative level of external set of a hindrance the panoramic detectors-direction finder of means of radio control with the realised procedure of measurement and indemnification of average value of capacity (dispersion) of inadvertent, deliberate hindrances and internal noise allows to lower the requirement to the threshold relation a signal/(noise) (on pressure) more, than in 1,3 times that will allow to approach value of range of detection to a reference value.

Industry 4.0 and digital farming rely on modern communication and computation technologies such as the Internet of Things (IoT) to provide smart manufacturing and farming systems. Having in mind a scenario with a high number of heterogeneous connected devices, with varying technologies and characteristics, the deployment of Industry 4.0 and digital farming solutions faces innovative challenges in different domains (e.g., communications, security, quality of service). Concepts such as network slicing and Software-Defined Networking (SDN) provide the means for faster, simpler, scalable and flexible solutions in order to serve a wide range of applications with different Quality-of-Service (QoS) requirements. Hence, this paper proposes a lightweight slice-based QoS manager for non-3GPP IoT focusing on different use cases and their varying requirements and characteristics. Our focus in this work is on non-3GPP IoT unlicensed wireless technologies and not specifically the end-to-end network slice perspective as described in 5G standards. We implemented and evaluated different QoS models in distinct scenarios in a real experimental environment in order to illustrate the potential of the proposed solution.

The formation of information flows about the activities of the enterprise needs modern information technologies as a tool designed to carry out effective activities and ensure security and protection. Changing management systems requires making reasoned decisions and analyzing the current situation using flexible and adaptive technological tools. Therefore, today information acts as one of the primary resources, the value of which is no less than the value of other types of resource potential. The efficient use of these resources in the production process largely depends on the state and use of information and the sources of its receipt. Economic transformations, the growing need for protection in the formation and use of the resources of enterprises necessitate new approaches to the processing of large amounts of information and the study of individual economic processes. One of the key resources of enterprises are fixed assets as components of production potential. Having studied the advantages of the accounting and analytical support system in ensuring the quality of the information base for the formation and enhancement of the security of the formation and use of fixed assets, an appropriate structure is proposed, which is based on the level of ensuring such security, which allows separating the relevant elements and functions. In the context of the rapid development of digital technologies, the available software on the market for digital services and information processing is represented by a fairly wide range. New concepts of computer programs make it possible to more efficiently plan and manage resources, form and use the optimal size of fixed assets and effectively manage their movement. The elements and functions of the safety assurance levels of these processes make it possible to build a system of information and analytical support using modern means of information and accounting technologies. Further research involves the development of methodological recommendations for determining the economic efficiency of the use of fixed assets and the formation of proposals for the use of innovative forms of providing enterprises with fixed assets.

Abstract Many of the currently existing solutions for cloud cost optimisation are aimed at cloud infrastructure providers, and they often deal only with specific types of application services, leaving the providers of cloud applications without the suitable cost optimization solution, especially concerning the wide range of different application types. In this paper, we present an approach that aims to provide an optimisation solution for the providers of applications hosted in the cloud environments, applicable at the early phase of a cloud application lifecycle and for a wide range of application services. The focus of this research is development of the method for identifying optimised service deployment option in available cloud environments based on the model of the service and its context, with the aim of minimising the operational cost of the cloud service, while fulfilling the requirements defined by the service level agreement. A cloud application context metamodel is proposed that includes parameters related to both the application service and the cloud infrastructure relevant for the cost and quality of service. By using the proposed optimisation method, the knowledge is gained about the effects that the cloud application context parameters have on the service cost and quality of service, which is then used to determine the optimised service deployment option. The service models are validated using cloud application services deployed in laboratory conditions, and the optimisation method is validated using the simulations based on proposed cloud application context metamodel. The experimental results based on two cloud application services demonstrate the ability of the proposed approach to provide relevant information about the impact of cloud application context parameters on service cost and quality of service, and use this information in the optimisation aimed at reducing service operational cost while preserving the acceptable service quality level. The results indicate the applicability and relevance of the proposed approach for cloud applications in the early service lifecycle phase since application providers can gain useful insights regarding service deployment decision without acquiring extensive datasets for the analysis.

The universal mobile telecommunications system (UMTS) has distinct benefits in that it supports a wide range of quality of service (QoS) criteria that users require in order to fulfill their requirements. The transmission of video and audio in real-time applications places a high demand on the cellular network, therefore QoS is a major problem in these applications. The ability to provide QoS in the UMTS backbone network necessitates an active QoS mechanism in order to maintain the necessary level of convenience on UMTS networks. For UMTS networks, investigation models for end-to-end QoS, total transmitted and received data, packet loss, and throughput providing techniques are run and assessed and the simulation results are examined. According to the results, appropriate QoS adaption allows for specific voice and video transmission. Finally, by analyzing existing QoS parameters, the QoS performance of 4G/UMTS networks may be improved.

The article explores the role and importance of outsourcing for managing business processes at enterprises of the construction industry. Since the main purpose of managing construction enterprises is to achieve high technical and economic indicators, compliance with the terms of construction of objects and their construction, ensuring an increase in profitability and profitability of operations in the long-term perspective. This is possible with the use of outsourcing, which, unlike subcontracting, is aimed at providing profitability by concentrating on the performance of priority activities for which the construction company has the highest level of competence. Also, outsourcing involves taking risks and responsibilities of an outsourcing company for the quality of running business processes. This is a significant difference from the subcontract works and allows forming the long-term competitive advantages of the construction enterprise.

127 Background: Treatment of new patients at the MD Anderson Sarcoma Medical Oncology Clinic can take up to 1 to 2 weeks from their initial consultation depending on the information available for review. Treatment delays can result in poor patient outcomes, adversely affecting the quality of care provided. There are numerous processes involved in the development of a treatment plan that could be improved to reduce the time to finalization of treatment plan. Methods: We undertook a quality improvement project involving key clinic and administrative team members. We performed detailed process mapping and developed a cause and effect diagram to identify and prioritize opportunities for improvement. We measured the time in hours from the patient’s initial appointment to finalization of a treatment plan. Baseline data (before process improvement implementation) was collected retrospectively through chart review. Post-implementation data was collected prospectively. For process improvement, we focused on two deficiencies that were regarded as the key causes of delay to develop a finalized treatment plan (1) insufficient data for decision making at the time of new patient visit, and (2) delays in obtaining diagnostic imaging. Results: Due to insufficient data for decision-making available at the time of initial consultation, the median time to develop a treatment plan is 72 hours. After initiating process improvement, the median time to develop a treatment plan decreased to approximately 7 hours. Conclusions: Improving the quality of data available for the medical oncologist prior to initial consultation greatly enhances the rapid development of finalized treatment plan. Availability of an early treatment plan improves patient outcomes, diminishes patient anxiety, and decreases the costs incurred by the patient awaiting a treatment plan at a specialized oncology clinic.

The subject of the study is multiservice communication network using the concept NGN (Next Generation Network) based on the open network architecture IMS (Internet Protocol Multimedia Subsystem), supporting a wide range services. The basis of this architecture is the IMS core, consisting of a set of specialized modules responsible for various functions for customer service. The purpose of the article is to analyze the existing technical capabilities of the IMS multimedia messaging subsystem and perspective solutions for the functioning of the NGN/IMS network efficiency in providing multimedia service. As the efficiency of the system, the capacity NGN/IMS networks is selected using the signaling system and protocols NGN. The capacity NGN/IMS networks during the establishment of a multimedia session was analyzed and the functional architecture of the IMS multimedia messaging subsystem that determine the interaction NGN signaling systems an protocols was explored. Manage the presentation Triple Play services to subscribers and simultaneously modify the media stream within the session allows the protocol for the initialization of the SIP and Diameter sessions, which are the main IMS signaling protocol. One of the important requirements for the IMS subsystem is the maintenance QoS (Quality of Service). A mathematical model for estimating the quality of communication services using a system GI/G/1/N based on the theory diffusion approximation is proposed. The research presented in this paper is very important for the theory queuing systems, since the article proposes a method for investigating multiservice communication networks with non-Poisson incoming flow and effective results are obtained for NGN/IMS networks. On the basis of the model analytical expressions are obtained, which allow evaluating the performance indicators of the Triple Play service. The proposed mathematical model can be used to solve a wide range of practical problems, including the management multiservice traffic in the process its transmission in multiservice telecommunications networks, taking into account the quality of service classes. Thus, studies NGN/IMS network capacity indicators using SIP protocols are relevant.
