The Left in Peru: A Long Way to the Top

The article examines the historical evolution of the left movement in Peru. Due to specific conditions, Peruvian left could not manage to achieve stable political positions in the government for long time. The causes of this phenomena and new trends in the political processes in the Andean state stipulate the relevance of this study. In 2021, the candidate from the left party Pedro Castillo has won the presidential elections. The research proves that in the context of weakness of a political tradition and collapse of ideological solidarity, the implementation of the left-wing project will face extreme difficulties.

In the 1930s, the primary schooling rate in Turkey was significantly low compared to the European states. Ninety percent of the population lived in villages without any schools and teachers. Therefore, promoting primary education was addressed as an issue concerning villages in Turkey. The seeds of the intellectual infrastructure in the emergence of institutes were sown at the beginning of the 20th century, during the Ottoman rule. To train teachers for villages, Village Teacher Training School [Köy Muallim Mektebi] was founded in 1927 and Village Instructor Training Course [Köy Eğitmen Kursu] in 1936. However, these initiatives were not sufficient in terms of quality and quantity. Village teacher training experiences, new education, and work school trends of Europe were analyzed by Turkish educators, opinions of foreign and Turkish experts were received, and the Village Institutes [Köy Enstitüleri] project was carried into effect based on the realities of Turkey. The first Village Institutes opened in 1937. They were established in a restricted area, with a limited budget, and a non-common curriculum until the Village Institute Law was promulgated in 1940. On April 17, 1940, the law prescribing their establishment was approved by the parliament. The number of the Village Institutes, which spread over the Turkish geography evenly, reached 21 by 1949. The period between 1940 and 1947 was when the Village Institutes were most productive. Learning by doing and principles of productive work were embraced at the Village Institutes. The curriculum consisted of three components: general culture, agriculture, and technical courses. In addition to their teaching duties, the primary school teachers that graduated from the Village Institutes undertook the mission of guiding villagers in agricultural and technical issues and having them adopt the nation-state ideology in villages. World balances changing after the Second World War also affected the Village Institutes. In 1946, the founding committee of the Village Institutes were accused of leftism and had to leave their offices for political reasons. After the founding committee stepped aside, the Village Institutes started to be criticized by being subjected to the conflict between left-wing and right-wing. Following the government changeover in 1950, radical changes regarding the curricula, students, and teachers of the institutes were made. Making the Village Institutes unique, the production- and work-oriented aspects were eliminated, and the institutes were closed down in 1954 and converted into Primary School Teacher Training Schools. Although the Village Institutes existed only between 1937 and 1954, their social, economic, and political effects were felt for a long time through the teachers, health officers, and inspectors they trained.

The article deals with the political and economic situation in Hungary in the last several years. The author firstly points to the causes of decline of influence of the previous socialist government and the heavy defeat of the socialists in the 2010 elections and the success of the right party Fidesz. After winning the elections, the Viktor Orban government started, at an accelerated rate, to implement the pre-election programme of Fidesz that had been prepared for a long time while it was an opposition party. The author is of the opinion that this programme is atypical, very radical and unique by many characteristics in the Europe of today. He points out that only a year after Fidesz victory the government and the parliament adopted quite a number of laws, a new Constitution and a set of risky measures of recovery that should lead to a substantial economic reform. The author particularly underlines the fact that the government decided to break of negotiation with IMF, reject its recommendations and try to overcome over-indebtedness by carrying out its own ideas.

Praetorianism has been authoritatively defined as a situation in which ‘the military class of a given society exercises independent political power within it by virtue of an actual or threatened use of military force’.1 A praetorian state, by elaboration, is one in which the military tends to intervene and potentially could dominate the political system. The political processes of this state favor the development of the military as the core group and the growth of its expectations as a ruling class; its political leadership (as distinguished from bureaucratic, administrative and managerial leadership) is chiefly recruited from the military, or from groups sympathetic, or at least not antagonistic, to the military. Constitutional changes are effected and sustained by the militaty, and the army frequently intervenes in the government.2

The state has a central place in the political system. Through its structure and positioning the country has the strength to be a unifier of society against its overall division of the various classes and layers, ethnic, cultural and other groups. The legitimacy of all these processes is given by laws that determine the trajectory of all processes and the conditions under which the processes take place. The state, by adopting the highest legal acts such as: the constitution and the laws, achieves one of its most important functions, which is the management of society. The state directs society to promote development, but also punishes and sanction infringements and mistakes. Depending on who exercises power in the state, i.e. whether it belongs to the people, to an individual or to a powerful group, the political system can be determined. The political system in itself includes the overall state relations, the relations in society and the guidelines for the conduct of the policy of the state. A state in which the government is elected by the people through direct elections certainly fulfills the basic requirement for the development of a stable civil society. The political system is one of the sub-systems of the entire civil society. The political system is specific in that all the activities and relations of which it is composed are directed to the state and its functions. The structure of the political system is composed of political and legal norms, political knowledge, political culture and political structure. These elements confirm the strong relationship between the state, the law and the political system. Developed democratic societies can talk about a developed political system that abounds with political culture and democracy. It is the aspiration of our life. Investing in democratic societies we invest in the future of our children. If we separate the subjects of the political system, we will determine that the people are the basis of the political system. All competencies intertwine around people. Political systems are largely dependent not only on the political processes that take place in them every day, but also on the economic performance and the economic power of the states. Economic stagnation or regression in some countries often threatens democracy and its values. We often forget that we cannot speak of the existence of a functioning and well-organized democratic political system without its strong economic support. In conditions of globalization, it is necessary to pay special attention to international positions as the main factor of the political system, for the simple reason that the functions of the state in this process are increasingly narrowing.

This review is an analysis of the monograph of Roman Osin, candidate of philosophy, associate Professor of the Department of fundamental legal and social-humanitarian disciplines at synergy University "Left forces and spontaneous protest: history, lessons, modernity, prospects". The monograph examines the political and socio-class nature of the mass protests of 2011-2013 from the perspective of Marxist methodology and tactics of the Russian left movement in them. The monograph is of interest both from the point of view of studying the protest and left-wing movements of the early 2010s, and from the point of view of the methodology for understanding the phenomenon of "color" revolutions in General. The author analyzes the social composition of the protesters, their political views, as well as the political forces of the protest and their tactics based on the empirical material of sociological research, as well as personal experience of participating in the ongoing processes. Based on the study, R.S. Osin concludes that the protest was generally "petty-bourgeois" in nature and could not lead to fundamental changes in the basis of society. At the same time, from the author's point of view, this protest was an important milestone in the development of the politicization of Russian society and could not fail to be a useful experience for Russian citizens. Analyzing the tactics of the left forces, R.S. Osin notes as a disadvantage the political and ideological inconsistency of many left-wing organizations, which benefited the liberal protest forces or the authorities. From the point of view Of R.S. Osin, the most correct tactic was the tactics of those organizations that simultaneously opposed the liberal and state-Patriotic forces, which in practice means participating in protests with their own independent agenda. In conclusion, R.S. Osin expresses his own point of view on the need for fundamental changes in society, reveals the concept of social and political revolutions, and also States the thesis that only the organized labor movement and other layers of workers can change the system of industrial relations in the country. Despite the obvious ideological color of the work and the use of exclusively Marxist methodology as the research base, R.S. Osin's monograph is of scientific interest and can be used to study the modern protest and left-wing movement.

In 1974, the Swiss citizens voted against a popular initiative aimed at reforming the health insurance, launched by the Swiss Socialist Party. They refused as well a less ambitious counter-proposal elaborated by the government. This failure of the left-wing reformers is worthy of interest. This was, indeed, the main attempt until now to implement a healthcare subsidization based on social funding that would provide a wide risk coverage. In fact, shortly after the vote, the emerging economic crisis rather reinforced the advocates of a limitation of social welfare benefits. This durably hindered the political Left’s hopes of transforming in depth the Swiss healthcare system. The 1974 failure of the socialist initiative thus contributed to strengthen the conservative model, which received support from right-wing forces and the business community.


Significance The move, designed to help meet IMF loan conditions, triggered two weeks of protests by indigenous movements, trade unions, students and others, which brought the country to a halt and threatened to topple the government. Heavy-handed police and military action exacerbated the violence, which resulted in hundreds of arrests and at least eight deaths. Moreno’s U-turn has put an end to the unrest for now but deep divisions (and IMF requirements) remain. Impacts Correa and his supporters will seize on Moreno’s inability to maintain order and his decision to back down in the face of protests. Indigenous groups will be emboldened by Moreno’s U-turn and will continue resisting key elements of the government’s economic programme. Relations with the IMF have returned to centre stage and will shape the political landscape as the 2021 presidential elections approach.


Subject Political dynamics ahead of 2020 elections. Significance The government has launched talks with CNARED, a forum of opposition parties, to negotiate the return of its exiled leaders ahead of the 2020 presidential elections. President Pierre Nkurunziza, who has said he will not run for a fourth term, appears to be cautiously reaching out to the opposition in an effort to ease his regime’s diplomatic isolation and deepening economic crisis. Impacts The 2020 elections will likely see continued heavy human rights violations and restrictions on the political space. CNARED’s mooted return might increase tensions, rights violations and repression, especially once they try to campaign outside Bujumbura. Burundi’s crisis weighs heavily on regional security, especially in Congo’s South Kivu Province; the elections might exacerbate this.

This article investigates the political processes and attitudes that have prevented San Francisco from adequately dealing with many of its challenges. It posits that the city is at risk of becoming a caricature of its former self if attitudes towards accepting and preparing for the future do not change as a chronic shortage of housing threatens to push many long-time residents out. The history of anti-development attitudes since the 1980s is reviewed, tracing the rebound from post-industrial decline to becoming a highly desirable residential location and the home to some of the world’s most innovative companies.

In the 1980s, coinciding with the struggle for Brazil's re-democratisation, the Solidarity Economy movement emerged as an alternative to an economic plan that resulted in massive unemployment and economic stagnation. In this context, workers organizations based in self-management principles arose as a comprehensive economic, political and social movement. The Social Economic Incubators (SEI) support the creation of solidarity economic ventures (SEVs) in low-income communities through an incubation process conducted by universities to help generating income and jobs. This chapter gives an overview of these incubators, starting with a discussion of their historical evolution and political scene; presenting the political and pedagogical process adopted within the incubators and its methodology regarding the social economic ventures; and showing how these incubators were supported by the government and the civil society. Finally, the chapter discusses the results and benefits of the incubation process, not only in economic terms, but also in its educational, cultural and political nature.
