Digitization and mediatization of information raise the issue of user access to electronic information resources. Given the need to form and strengthen the regional and national identity, study and promote historical and local lore information and providing access to it, the integration of such information into educational practices to master it by young people has become more important. The article is devoted to the coverage and substantiation of effective approaches to using local lore electronic resources in the educational process. During the research, the descriptive method, methods of comparison and generalization concerning the experience of use in the field of education of local lore electronic resources of libraries were used. The methods of included observation and periodic monitoring, applied during the development and maintenance of the functioning with the participation of the author of the local history resource "Kraeved" (kraeved.od.ua) (starting from 15.03.2020), proved to be effective. An analytical and survey method was used to analyse the available theoretical work on the research topic. The novelty of the obtained results lies in the coverage and substantiation of the specifics of the use of electronic local history information resources in the educational process in different countries, in particular during the study of students of historical specialties, and some countries – students majoring in cultural studies and art history. The most comprehensive electronic local history information resources are used in the United States, where their historical and local history content attracts not only teachers and students but also a wider range of users: genealogists, writers, engineers, urban planners, architects, realtors and documentary filmmakers. The obtained results of the research testified to the tendency to use library local lore electronic information resources in the educational process. Their creation, interest of users in the information presented on them and its use during training testify to the importance of local lore content designed to promote the formation of the historical and cultural identity of the region in the context of national history and the formation of national historical memory in combination with historical thought. The generalization of foreign experience and perspective domestic practices of using local library electronic resources in the educational process allows substantiating effective approaches to the organization of such activities, intensification of involvement of domestic library local lore electronic information resources in solving information problems related to educational activities. The intensive development of digital library projects in the educational environment will open additional ways to implement the tasks of libraries to ensure wide access of users to local history information sources and the maximum disclosure of their information potential.

Tremendous advancement in Information and Communication Technology has its impact on all walks of life. The advent of Internet and the World Wide Web has particularly impacted Library and Information domain. Library and Information Centers today play an important role in enhancing the quality of academic environment and influence basic and core activity of the research centers. They help the users to identify and access the variety knowledge resources in different formats such as electronic information resources in academic institutions. The purpose of this paper to it understands the usage pattern of electronic information resources in an academic institute by the research scholars. This chapter defines metadata, their types, creation, and some of the important functions. It enumerates an overview of the basic elements of the Dublin Core Metadata standard, and other metadata standards are also mentioned. The problem has been studied based on the information available in the open literature. As electronic information resources are rising and digital library initiatives are gaining wide acceptance, knowledge of metadata formats will help our library professionals in adapting their skills in cataloguing, classification, subject heading, key wording, and indexing for better inventory and exhaustive usage of electronic information. Metadata serves three general purposes. It supports resource discovery and locates the actual digital resource by inclusion of a digital identifier. As the number of electronic resources grows, metadata is used to create aggregate sites, bringing similar resources together and distinguishing dissimilar resources. The World Wide Web has created a revolution in the accessibility of digital information resources. Metadata is key to ensuring that resources will survive and continue to be accessible into the future. It can be embedded in a digital object or it can be stored separately like library catalogues. The Dublin Core (DC) is the most popular and widely accepted standard proposed to describe almost all categories of networked electronic resources.

В статье рассмотрена проблема использования электронных информационных ресурсов в педагогическом вузе в контексте развития открытого образовательного пространства. Актуальность проблемы исследования обусловлена тем, что в условиях функционирования современной системы образования остро заявляют о себе проблемы создания высокотехнологичной информационно-образовательной среды, способствующей наиболее эффективному формированию необходимых компетенций обучающихся. Обостряют проблемы и возникающие вызовы, связанные с организацией образовательного процесса в условиях пандемии. В связи с этим пристальное внимание вызывают вопросы использования электронных информационных образовательных ресурсов. В исследовании обобщается и конкретизируется терминология, связанная с данной проблемой. Обзор литературы показал, что в современных отечественных исследованиях рассматриваются различные аспекты проблемы применения электронных информационных ресурсов в образовании. Наряду с этим изучение, обобщение, выявление перспектив использования электронных образовательных ресурсов в педагогическом вузе в рамках дисциплин, связанных с музыкальным искусством, впервые стало объектом специального рассмотрения в контексте развития открытого образовательного пространства. В статье проанализирован положительный опыт Чувашского государственного педагогического университета им. И. Я. Яковлева в применении электронных образовательных ресурсов в учебном процессе, в том числе электронных учебных изданий и образовательных интернет-технологий. Апробация результатов исследования позволила автору выявить необходимые условия, проблемы и перспективные направления применения электронных информационных ресурсов в педагогическом вузе. The article considers the problem of the use of electronic information resources in a pedagogical university in terms of the development of an open educational space. The relevance of the research problem is due to the fact that in the context of the modern education system the problems of creating a high-tech information and educational environment that contribute to the most effective formation of the necessary competences of students are becoming rather acute. There also emerge challenges associated with the organization of the educational process in the current pandemic. In this regard, close attention is paid to the use of electronic informational educational resources. The study summarizes and clarifies the terminology associated with this problem. The review of the works devoted to the considered issue showed that modern Russian studies examine various aspects of the problem of using electronic information resources in education. Along with this, the study, generalization, and identification of prospects for the use of electronic educational resources in a pedagogical university in the framework of disciplines related to musical art, in the context of the development of an open educational space, has become the object of special consideration for the first time. The article analyzes the positive experience of I. Yakovlev Chuvash State Pedagogical University in terms of the use of electronic educational resources in the educational process, including electronic educational publications and educational Internet technologies. Testing the results of the study allowed the author to identify the conditions, problems and promising areas for the use of electronic information resources in a pedagogical university.

It should be noticed that though the amount of information resources is constantly increasing, natural science education suffers from lack of electronic information sources. Moreover, in this case, the Lithuanian language is used extremely rarely. Presently, more and more teachers of natural sciences use the Internet, and therefore the popularity of electronic information resources is growing. However, the questions of how to evaluate the quality of similar resources and how to conceptually integrate those into the teaching/learning process arise. Legal and ethical aspects of using information found on the Internet are faced i.e. the problems of quotation, plagiarism and copyright are encountered. Connecting science education teachers to innovative electronic information resources is the subject of discussion. The growing number of electronic resources can make finding resources with high quality content. Electronic resources are not fully realized by science education teachers. Therefore, the main goal of this article is to introduce science teachers with the most popular digital resources. In this article the databases, e-libraries, e-journals and books, encyclopedias, most popular search engines for science teachers are presented. A review of: McKibbon, K. Ann, and Douglas B. Fridsma. “Effectiveness of Clinician-selected Electronic Information Resources for Answering Primary Care Physicians’ Information Needs.” Journal of the American Medical Informatics Association 13.6 (2006): 653-9. Objective – To determine if electronic information resources selected by primary care physicians improve their ability to answer simulated clinical questions. Design – An observational study utilizing hour-long interviews and think-aloud protocols. Setting – The offices and clinics of primary care physicians in Canada and the United States. Subjects – 25 primary care physicians of whom 4 were women, 17 were from Canada, 22 were family physicians, and 24 were board certified. Methods – Participants provided responses to 23 multiple-choice questions. Each physician then chose two questions and looked for the answers utilizing information resources of their own choice. The search processes, chosen resources and search times were noted. These were analyzed along with data on the accuracy of the answers and certainties related to the answer to each clinical question prior to the search. Main results – Twenty-three physicians sought answers to 46 simulated clinical questions. Utilizing only electronic information resources, physicians spent a mean of 13.0 (SD 5.5) minutes searching for answers to the questions, an average of 7.3 (SD 4.0) minutes for the first question and 5.8 (SD 2.2) minutes to answer the second question. On average, 1.8 resources were utilized per question. Resources that summarized information, such as the Cochrane Database of Systematic Reviews, UpToDate and Clinical Evidence, were favored 39.2% of the time, MEDLINE (Ovid and PubMed) 35.7%, and Internet resources including Google 22.6%. Almost 50% of the search and retrieval strategies were keyword-based, while MeSH, subheadings and limiting were used less frequently. On average, before searching physicians answered 10 of 23 (43.5%) questions accurately. For questions that were searched using clinician-selected electronic resources, 18 (39.1%) of the 46 answers were accurate before searching, while 19 (42.1%) were accurate after searching. The difference of one correct answer was due to the answers from 5 (10.9%) questions changing from correct to incorrect, while the answers to 6 questions (13.0%) changed from incorrect to correct. The ability to provide correct answers differed among the various resources. Google and Cochrane provided the correct answers about 50% of the time while PubMed, Ovid MEDLINE, UpToDate, Ovid Evidence Based Medicine Reviews and InfoPOEMs were more likely to be associated with incorrect answers. Physicians also seemed unable to determine when they needed to search for information in order to make an accurate decision. Conclusion – Clinician-selected electronic information resources did not guarantee accuracy in the answers provided to simulated clinical questions. At times the use of these resources caused physicians to change self-determined correct answers to incorrect ones. The authors state that this was possibly due to factors such as poor choice of resources, ineffective search strategies, time constraints and automation bias. Library and information practitioners have an important role to play in identifying and advocating for appropriate information resources to be integrated into the electronic medical record systems provided by health care institutions to ensure evidence based health care delivery.

One of the most important tasks of education of the Russian Federation is the transformation of Supplementary education. The monitoring system is a tool for implementing the state policy in the field of Supplementary education. The urgency of creating a monitoring system that monitors the digital educational environment of Supplementary education of children has been determined. This is based on the analysis of modern trends and directions of modernization of Supplementary education of children. It’s necessary to create a new educational environment and to provide schools with software and hardware systems in the field of life safety. The Purpose of the article is the analysis and identification of the features of electronic information resources for the implementation of blended learning models in the educational process on the «Fundamentals of Life Safety». Research methodology and methods. The methods of theoretical research (analysis and synthesis) of special literature and regulatory documents was used in this article. Conclusion. The investigation of information resources into various areas of life safety for the implementation of blended learning has been carried out. The presented information resources are developed by specialists in their fields and contain high-quality content that meets the requirements of the Federal State Educational Standard.

This research study aims to investigate the usage of electronic information resources by postgraduates‟ students of Gujarat University, Ahmedabad, Gujarat. Using the research is survey method approach, the simple random sampling was used to selected responded from among the postgraduate students from 200 to 500 all types of users that came to use the library within the study period. The research tool used for data collection was a questionnaire tagged ‟Usage of Electronic information resources”. A total of 240 questionnaires were distributed of which 172 were duly filled giving a response rate of 71.66%. The finding revealed that 89.54% of the respondents had use of electronic information resources; with 10.46% respondents are not use of electronic information resources. The main access points were home/hostels; only 19.76% of respondents had used the library to access electronic information resources and 80.24% of them were satisfied with the library electronic information resources. The major electronic information resources are used by postgraduate students were internet search engines, e-lecture notes and e-books and they use it for completing class assignments, to obtain course related materials. Training of postgraduate students in electronic information resources searching skill by the library; the provision of internet and networked computers in department and lecturers giving assignment that require use of electronic information resources would increase the use of electronic information resources among the postgraduate students.

The problem of using electronic information resources in the system of higher professional education are discussed. Purpose of the research: theoretically substantiate and empirically identify the advantages and risks of using electronic information resources in professional education. Research methods: theoretical analysis of literature, questionnaire survey, method of expert assessments, ranking method, methods of descriptive statistics and qualitative interpretation of data. The analysis of the levels of integration of electronic information resources in the continuous education system is carried out. The advantages of electronic educational resources are revealed in comparison with the traditionally used means and technologies of teaching. The results of an empirical study of the ideas of students and teachers about the advantages and disadvantages of distance learning and electronic information and educational platforms are presented. Ways to reduce the risks of negative impact of electronic information resources on the processes of professional and personal development of specialists are proposed.

A study was conducted to investigate the accessibility and use of online electronic information resources in Alagappa University PG students. The methodology adopted for the study was survey in which questionnaires used in collection of the data. A total of 80 respondents participated in the study. It was concluded that most of the respondent's frequency of using online electronic information resources search for the author strategies in most useable (35%), the maximum respondents (25%) using for the online resources. This study shows that majority of the respondents (47.5%) have had 1 hour of access in e-resources, and more than 3 hours has been accessed by the respondents (12.5%) using for the electronic resources. Majority of respondents (31.5%) have accessibility of using e-resources.
