The purpose of the research is to investigate the history of contemporary Ukrainian cinema and to analyze the ways of its development. Highlight the main problems of national film production; identify the main principles and areas of its potential realization, the conditions for creating a successful and engaging film industry in Ukraine. The research methodology consists of the following methods: analytical – the study and analysis of historical materials of the Ukrainian cinema formation; empirical – the generalization of monitoring the intensity of filmmaking; theoretical – the research of prospects and directions of national film potential realization. Scientific novelty. For the first time, the prospects and directions of the national film potential realization are outlined based on the detailed in-depth analysis of the Ukrainian cinema historical development, an estimation of its modern condition. Conclusions. Analysis of the current state of Ukrainian cinema showed that the national cinema has undergone changes in the basic guidelines and value vectors of its development, intensified the process of realizing its potential, began building effective mechanisms of administrative and legal regulation of this area for development and proper functioning of the domestic film industry.

Another - cinematic and astrophysical art of Shaken Aimanov, whose works live in volumes or polls, and others. For many years, many changes have taken place in the national cinema, such as national culture, a national emblem of national culture. For the first time in the history of national cinema, national cinema and the world of cinema, the future and future films have been transformed into a lot of changes. The Concept of distinguished singer Shaken Aimanova is embodied in the volume, which, unlike the researchers and artists all over the world of cinema Shaken Aimnayev, the director of which, as long as he is a filmmaker, creates a film studio as part of national culture.

SummaryThis article challenges the militant and industrial unionist version of British coal mining trade union history, surrounding the Miners' Federation of Great Britain and the National Union of Mineworkers, by considering, for the first time, the case of the colliery deputies' trade union. Their national Federation was formed in 1910, and aimed to represent the three branches of coal mining supervisory management: the deputy (or fireman, or examiner), overman and shotfirer. First, the article discusses the treatment of moderate and craft traditions in British coal mining historiography. Second, it shows how the position of deputy was defined by changes in the underground labour process and the legal regulation of the industry. Third, it traces the history of deputies' union organization up until nationalization in 1947, and the formation of the National Association of Colliery Overmen, Deputies and Shotfirers (NACODS). The article concludes that the deputies represent a mainstream tradition of craft/professional identity and industrial moderation, in both the coal industry and the wider labour movement.

Purpose. The main objective of the work is not only to evaluate historical articles published in the "Folia Turistica" journal in 1990-2018, but also the opinion on the importance of the journal in the development and popularisation of historical knowledge on tourism, or more broadly, physical culture. Method. In the research applied, the method of direct fact finding, external and internal criticism of the published publications and the content analysis technique were used. Results. Research allowed identification and evaluation of historical articles published in the journal "Folia Turistica". They have been presented in comparison to the current state of knowledge, which allowed us to state that they are original in nature, in some cases, filling the gap in current knowledge or constituting a basic starting point for further research and historical studies on tourism. Research and conclusions limitations. The source database is limited to publications in the "Folia Turistica" journal. The conclusions were broadened thanks to referring the content of these articles to the current state of historical knowledge on the history of tourism. Practical implications. In the article, analysing publications dealing with research on the history of tourism, the possibility of undertaking further historical research in this field is indicated. Originality. Both the content and the nature of historical publications in the journal have not been subject to in-depth analysis. The article is the first study of this type. We contribute to the discussion of the results of a significant resettlement policy, the role of the gendarme railway police in its implementation and the role of the gendarme structure in the history of the Russian Empire. For the first time, we make an attempt to disclose the mechanism of the gendarme railway police in implementing the state’s resettlement policy in the area of migration flows on the materials of the Kursk Governorate, taking into account the existing rail-way network and the structure of the gendarme police departments. Based on the materials of the State Archive of the Russian Federation and local archives, the issues of legal regulation of mass railway transportation by the gendarme railway police are considered. An analysis of the gen-darme’s paperwork based on the materials of the Kursk branch of the gendarme police department of the Moscow-Kursk railway is given, aspects of interaction with the railway administration, local authorities, and the general police are highlighted. We trace the change and expansion of the duties of the railway gendarmes in connection with changes in the resettlement policy during the period under review and highlight the main stages. Particular attention is paid to issues of public safety in the context of criminalization on the railways. We show the role of the gendarme railway police in ensuring the sanitary and epidemiological welfare of passengers, taking into account the situation in the Kursk Governorate. Particular attention is paid to the influence of resettlement processes on the internal organizational, personnel aspects of the activities of the railway police, the dependence of the employee’s spiritual and moral condition on personal choice. We draw conclusions on the significance, scale, diversity of the gendarme railway police activities during the implementation of the resettlement policy.

Much Loved, a Moroccan movie by director Nabil Ayouch released in French cinemas in 2015 and selected at La Quinzaine des Réalisateurs in Cannes the same year, represents a major turning point in the history of national cinema. Officially banned from screens by the Moroccan Ministry of Communications one week after its premiere in Cannes, it unleashed an emotional storm and an unprecedented debate in the Moroccan society without ever having been seen by the public and only on the basis of some extracts leaked on the internet. The movie relates the lives of four young women living on prostitution in the touristic city of Marrakesh. This article provides an in-depth analysis of the factors of transgression carried by the movie and how they enable a better understanding of its violent mirroring impact on the Moroccan society.

The chapter provides an overview of the history of the post-war Italian film industry from crisis to crisis, that is to say from the ground zero of 1945 (when the whole Italian film business had to be politically and economically reorganised, together with the rest of the war-torn country) to the ground zero of 1985 (the year in which, for the first time in almost three decades, Italian film production fell below the rate of 100 films made per year, as the culmination of a crisis that started in the mid-1970s). The chapter opens with an in-depth production history of I vampiri / Lust of the Vampire (Riccardo Freda, 1957), followed by an account of the 1958-1964 boom in the production of pepla, the historical-mythological adventures of the sword-and-sandal kind. Both cases (an isolated commercial failure the former; a short-lived box-office goldmine, or filone, the latter) are emblematic of the functioning of the Italian film industry between the early 1950s and the mid-1980s – a state-subsidised system mostly based on a constellation of medium, small and minuscule business ventures piggy-backing on popular genres/trends in the local and/or global film market.

The humanization of criminal and penal policy at the present stage is especially clearly manifested in relation to minors, in particular, when they are released from criminal liability through the use of compulsory educational measures. The article examines the history of the formation of the analyzed legal institution, the step-by-step process of its development, draws conclusions about the current state, the number and content of educational measures, provides statistical data on their application, reveals the problems existing in this area. In particular there is an insignificant share of the use of educational measures by the courts, while maintaining a high proportion of juvenile crimes of small and medium gravity. It is stated that the existing judicial practice is due to the presence of gaps in the criminal legal regulation of the use of measures of educational influence, and their implementation is associated with the shortcomings of the legislation that determines the state policy in relation to children and adolescents. On the basis of an analysis of existing problems as well as an assessment of foreign experience in applying similar measures to minors options for their solution are proposed related to the adoption of certain regulatory legal acts or amendments to existing ones that determine the mechanism for implementing measures of educational influence; creation of a state body with appropriate competence; the expansion of the participation of public organizations in the context of the reduction of special educational institutions of a closed type.

Realization an investigation by temporary investigative commissions of the Verkhovna Rada of Ukraine is one of the leading forms of parliamentary control in Ukraine. Nevertheless, their legal framework still needs to be improved, and parliamentary investigations are relatively infrequent with insufficient efficiency. In this regard, there is a need to study the current legal framework for the formation of temporary investigative commissions. The purpose of the work is an in-depth analysis of the principles and procedure for forming temporary investigative commissions of the Verkhovna Rada of Ukraine, determination their essence and features, as well as substantiation the priority directions for improving the constitutional and legal framework of their organization and activities. Methods. To solve the problems of the research, a number of methods of scientific knowledge were used, including formal-legal method, which determined the current state and problems of legal regulation of the formation of temporary investigative commissions. System-structural method – the unity and interrelation of the procedure of formation and termination of powers of temporary investigative commissions, staffing of their personnel are characterized; logical-semantic method – the essence of the grounds for the formation of temporary investigative commissions is revealed. Results. It is established that the formation of temporary investigative commissions for investigation certain «issues of public interest» allows to take into account the variability of such public interest and the objective impossibility of its exhaustive legal definition. However, this does not preclude the abuse of the right to form temporary investigative commissions in the absence of established parliamentary practice, traditions and political culture. The formation of the staff of the temporary investigative commissions based on proportional representation of each parliamentary faction (group) provides a majority in the temporary investigative commissions to the parliamentary coalition, which may be disinterested in conducting a thorough parliamentary investigation. Conclusions. It is substantiated that the development of constitutional and legal bases for the formation of temporary investigative commissions of the Verkhovna Rada of Ukraine should include expansion of constitutional guarantees for the formation of temporary investigative commissions and clarification of issues that cannot be the subject of parliamentary investigation. Other measures should be bringing the rules of procedure of the parliament in line with the relevant Law of Ukraine, taking into account the modern parliamentary practice of Ukraine and the experience of democratic countries, as well as application of disciplinary measures to members of the temporary investigative commission in case it fails to submit a report. It is also advisable prohibition of conducting parliamentary investigations into issues pending before the court, guaranteeing the opposition at least half of the seats in the temporary investigative commission, as well as legislative establishment of its minimum and maximum quantitative composition. The following measures should be establishing requirements for the professionalism and competence of the members of the temporary investigative commission and prohibition of combining senior positions in temporary commissions and committees of parliament.

The cooperation between a prominent Ukrainian scientist, writer, publicist, publisher Oleksandr Lototsky and prominent Ukrainian writer, educator, lexicographer, literary critic Borys Grinchenko have been analysed in this article. The epistolary of Oleksandr Lototsky’s , heritage located in the fund of the Institute of Manuscripts of V. I. Vernadsky National Library of Ukraine was used as a background for the study by the author. The study of Оleksandr Lototsky’s correspondence with Borys Grinchenko enables to determine that their active cooperation began in 1894 and was aimed, first of all, at the distribution of Ukrainian printed products, that had been published by Borys Grinchenko in Chernihiv. In the article for the first time it is pointed out on to the archival materials that revealed detailed information of Grinchenko books distribution in Kyiv and showed the difficulties of their sale in the bookstores. It is revealed that the further sale of books published in Chernihiv by Borys Grinchenko was made by Musiy Kononenko under the patronage of Oleksandr Lototsky. The cooperation of the writers in the publication of the collection «Vik», in which Grinchenko, who sent his works for publication, was involved, is enlightened in the article. The content of Grinchenko works published in the collection are discussed by the writers. In particular, the format of the collection «Vik» (photos, biographies, types of paper, printing), as well as payment and forwarding it to Chernihiv city, were subject for the discussion with Oleksandr Lototsky, who was true adviser for Borys Grinchenko. In this respect it has to be emphasised that the selfless and painstaking work of Oleksandr Lototsky with an aim of gathering materials to the collection «Vik», often in spite of adverse circumstances (censorship and prohibitions) formed the basis of a national culture. New names and information about important historical events have been brought to the scientific circle, some facts about the history of book publishing in Ukraine have been clarified, cultural and publishing relations of Ukrainian leaders have been revealed. Important information has been found, which opens new perspectives for further in-depth analysis of their lives and literary activities, tearing back the curtain and revealing the difficulties of the historical environment of those times. It is found out that relations of both cultural leaders behind the cooperation in the literary and publishing areas during the 1894–1900 years were attentive and friendly despite the various “inconveniences” that arose from time to time.
