Tangerang City is the largest city in Banten Province and the third largest city in Greater Jakarta area which is split by one of the major rivers on the island of Java, namely the Cisadane River. With the increasing number of population and vehicle ownership, it is necessary to develop a public transportation network to reduce traffic volume and meet the needs of urban public transportation that is fast, easy, safe and comfortable for the citizen. The existence of the Cisadane River in Tangerang City has the potential to be developed into a public transportation route in the form of a waterway. Therefore, the right strategy is needed in the planning of river transportation. This study aims to analyze the influencing factors and strategic priorities in planning river transportation as urban public transportation using the Strength Weakness Opportunity Threat (SWOT) and Analytical Hierarchy Process (AHP) methods. In this study, a questionnaire was given to eight expert respondents related to river transportation. The respondents' answers were tested for consistency with AHP to ensure the accuracy of the answers. From the results of the SWOT analysis, it was obtained the strengths, weaknesses, opportunities and threats in river transportation planning, as well as the ST (Strength-Threat) strategy with the largest weight of 3.99 as the strategy to be used in planning river transportation. Then from the AHP analysis, the strategic priority results in planning river transportation were obtained, namely the safety criteria with a weight of 0.29 and alternative strategy for life jackets with a weight of 0.117853325 as the main priority in carrying out the chosen strategy. Respondents' answers are fairly accurate with a consistency ratio of 2.58% ≤ 10%.

Penetepan strategi pengelolaan sampah dilakukan sebagai upaya untuk mengurangi laju timbulan sampah di TPA Burangkeng Kabupaten Bekasi. Tujuan penelitian ini adalah mengidentifikasi faktor internal dan eksternal yang menjadi kekuatan, kelemahan, peluang dan ancaman bagi TPA Burangkeng, kemudian merumuskan alternatif strategi pengembangannya. Metode penelitian menggunakan analisis SWOT (Strength, Weakness, Opportunity, Threath) dan AHP (Analitical Hierarchy Process). Berdasarkan hasil analisis SWOT terhadap faktor internal dan eksternal TPA Burangkeng, diperoleh alternatif strategi bagi pengembangan kebijakan operasional, yakni strategi perencanaan SDM, strategi perbaikan metode dan teknologi, serta strategi pengadaan sarana dan alat. Hasil perumusan strategi dari analisis SWOT tersebut kemudian ditentukan prioritasnya dengan menggunakan AHP. Berdasarkan hasil penelitian dengan metode AHP diketahui kriteria utama yang perlu diperhatikan dalam pengembangan adalah kriteria teknologi dengan bobot prioritas sebesar 0,371, dan sub-kriteria untuk pencapaian teknologi adalah melalui inovasi pengelolaan dengan bobot sebesar 0,325. Sehingga strategi pengembangan yang didapat adalah melalui strategi perbaikan metode dan teknologi pengelolaan, dengan bobot prioritas sebesar 0,540.ABSTRACTThe determination of a waste management strategy is carried out as an effort to reduce the rate of waste generation in the TPA Burangkeng, Bekasi Regency. The purpose of this research is to identify internal and external factors which are the strengths, weaknesses, opportunities and threats of TPA Burangkeng, then formulate alternative development strategies. The research method uses SWOT analysis (Strength, Weakness, Opportunity, Threath) and AHP (Analytical Hierarchy Process). Based on the results of the SWOT analysis on the internal and external factors of the Burangkeng TPA, an alternative strategy was obtained for the development of operational policies, namely the HR planning strategy, the strategy for improving methods and technology, and the strategy for the procurement of facilities and tools. The results of the strategy formulation from the SWOT analysis are then prioritized using AHP. Based on the results of research with the AHP method, it is known that the main criteria that need to be considered in development are technology criteria with a priority weight of 0.371, and the sub-criteria for technological achievement is through management innovation with a weight of 0.325. Thus, that the development strategy obtained is through a strategy to improve management methods and technology, with a priority weight of 0.540.

The clay industry in Godean Distric existed due to proximity of its rawmaterial. The clay industry has been established since 1930 and beganto stop producing. The strategy is needed to maintain the sustainabilityof this production activity. The aim of this research is to formulate thesustainable strategy using the SWOT analysis. The SWOT analysis isformulated with internal and external factors that influence thesustainability of this industry. The data is analized with descriptivequalitative technique using IFAS Table, EFAS Table, IE Matrix, andSWOT Matrix. The results show that the internal factors aremanagement, the product reputation, inovation, capital, labour, rawmaterial, and business sucessors. The external factors are market, theexistance of Asosiasi Pengrajin Genteng, government policies,suppliers and distributors, and competitors. The right strategy tomaintain the sustainability of the clay industry is to avoid losing profitand extend the market. One of right way to do is making the own brand.

Abstract: The purpose of this research is to see the right strategy to be applied at PT. Bankaltimtara Tenggarong based on  SWOT analysis. The impact of the global economic crisis, which attacks the banking sector.  that some of banks experience enough problems such as customer savings to become unsecured, resulting in public distrust of the bank for their savings guarantee. Another impact is that the amount of funds that can be collected from the public to the bank is decreasing, so that the bank finds it difficult to turn its cash flow, and various other impacts. internal sample of 63 people and external as many as 74 customers. Data that can be analyzed using theoretical basics, namely SWOT analysis to identify the strengths and weaknesses of PT. Bankaltimtara Tenggarong and identify factors of opportunities and threats that come from the external environment. Based on the SWOT analysis conducted, PT Bank Kaltimtara can obtain several marketing strategies, namely: Increasing various types of competitive banking products. a). Increase customer loyalty and expand services to remote villages. b) Increase promotion to be known to remote villages. c) Focus on BUMDes and SMEs targets. d). The existence of state dependence derived from panel data has played a very important role in studying employment and labor policies. This study is about state dependence of the transportation sector using retrospective panel survey data. The Ministry of Land, Infrastructure and Transport of Korea has conducted the survey to monitor changes in vehicle ownership and usage nationwide and to prepare measures when oil prices tend to rise sharply. From this data, we identify the existence of state dependence on passenger cars, public transportation, and nonmotorized modes. To do this, we estimate and analyze the dynamic random effects probit model that explains the selection of each transportation mode after controlling for the unobserved individual heterogeneity. Our results indicate that despite the rise of oil prices, behavior of habitual use (i.e., state dependence) of transportation modes is found in all three modes. The amount of state dependence of nonmotorized modes was the largest, followed by passenger cars and public transportation. From the estimated models, important policy implications can be drawn from the fact that the presence of state dependence and the importance of early habit formation are important not only in nonmotorized modes but also in public transportation. In other words, if policy makers want to encourage people to use public transportation in a new city, it suggests that a sufficient and convenient public transportation network should be built before people move to the city. Once cities are built without sufficient public transportation networks and people have become accustomed to using private cars, then it will be more difficult to change their transportation modes, requiring much more social efforts and costs.

Strategy is a comprehensive program for an action which defines the major directions of an organization and provides guidelines for resources allocation on the course to achieve the long-term goals of the organization. Choosing the right strategy is a complex and even risky task. This is because each strategy leads the organization to a specific competitive environment and determines how managers plan to match the strengths and weaknesses of an organization with the environmental opportunities and threats. SWOT analysis alone does not provide an analytical tool for recognizing the importance of identified factors and evaluating various strategic options based on the factors. For this reason, SWOT analysis has some deficiencies and shortcomings in the measurement and evaluation of the factors. Although the Analytical Hierarchy Process (AHP) can overcome these deficiencies, when there is a lack of independency and dependency between factors, the approach loses its efficiency. This is due to the fact that AHP assumes the possibility of factors involved in an independent hierarchy of structure if this assumption cannot be accepted for examining the effects of the internal and external environment. Therefore, a tool to consider and assess the possible dependencies among the factors has been needed. In this paper, an algorithm is presented based on the network analysis process, which can work well even when there is a dependency between the SWOT factors. Then, the green space conditions in Tehran's district 19 are analyzed by SWOT analysis where this algorithm is considered as a real case.

ABSTRACTRoad management activities intended to allow roads to work as it role as supporting the growth of economic. To achieve these objectives, the roads should always be in steady condition. Road management activities should be planed based on the scale of priorities according to the importance of the road, so that allocation of budgeted funds can be effective. Thus the need to review the prioritization of road maintenance in accordance with the need of the community. The method used in this study is Analytical Hierarcy Process with the criteria used are: The function of the services, The aspirations of the people, Political aspirations and Technical approach. Based on the result of AHP, the most decisive criteria in District Cibinong road handling,  is the criterion of service functions, in turn, sub criteria transportation route serving and serving terminal / sub-terminals are the two sub criteria that highly prioritized. Furthermore there are four (4) strategies in carrying out road maintenance activities on roads that become priorities, namely: Maintain the road conditions; Strategies to improve the quality of road construction; Strategies to optimize the width of pavement and Strengthening the right of way on roads that do not meet the requirements.Keywords: Road District, Priority Scale, AHP MethodeABSTRAKUsaha penyelenggaraan jalan ditujukan agar ruas jalan dapat berfungsi sesuai perannya sebagai penunjang pertumbuhan ekonomi. Untuk mencapai tujuan tersebut diperlukan ruas jalan yang selalu ada dalam kondisi mantap. Kegiatan penyelenggaraan jalan harus disusun berdasarkan skala prioritas sesuai dengan tingkat kepentingan dari ruas jalan, sehingga alokasi dana yang dianggarkan menjadi tepat sasaran. Obyek penelitian meliputi 27 ruas jalan kabupaten di Kecamatan Cibinong, bertujuan untuk menentukan strategi dan program alternatif yang dapat dilaksanakan oleh Pemerintah Kabupaten Bogor dalam menyelenggarakan penanganan jalan. Dalam kondisi keterbatasan dana sulit menentukan prioritas penangannnya. Maka diperlukan prioritas penanganan jalan sesuai dengan kebutuhan masyarakat. Metode yang digunakan adalah metode Analitycal Hierarcy Process dengan kriteria yang digunakan adalah (1) fungsi layanan, (2) aspirasi masyarakat, (3) aspirasi politis dan (4) pendekatan teknis. Berdasarkan hasil AHP, kriteria yang paling menentukan adalah kriteria fungsi layanan, selanjutnya sub kriteria melayani trayek angkutan dan terminal/sub terminal adalah dua sub kriteria yang sangat diprioritaskan. Selanjutnya terdapat 4 (empat) strategi dalam menyelenggarakan kegiatan penanganan jalan, yaitu: (1) Mempertahankan kondisi jalan pada ruas jalan prioritas; (2) Strategi meningkatkan kualitas konstruksi pada ruas jalan prioritas; (3) Strategi mengoptimalkan lebar perkerasan pada ruas jalan prioritas dan (4) membenahi ruang milik jalan (Rumija) pada ruas jalan yang belum memenuhi ketentuan.Kata Kunci: Jalan Kabupaten, Skala Prioritas, Metode AHP

Transportation route planning problems determine from a transport mode can be simplified by using network model, which can be represented by graph theory. This important component of the transportation network planning is finding the shortest path. In this thesis will learn how to find the model of a transportation network planning using the shortest path with best path algorithm. This algorithm trying to find the itinerary that requires the least number of transfers. It can be a model of path network transportation with transfer. The rapid growth of transportation network companies (TNCs) has reshaped the traditional taxi market in many modern cities around the world. This study aims to explore the spatiotemporal variations of built environment on traditional taxis (TTs) and TNC. Considering the heterogeneity of ridership distribution in spatial and temporal aspects, we implemented a geographically and temporally weighted regression (GTWR) model, which was improved by parallel computing technology, to efficiently evaluate the effects of local influencing factors on the monthly ridership distribution for both modes at each taxi zone. A case study was implemented in New York City (NYC) using 659 million pick-up points recorded by TT and TNC from 2015 to 2017. Fourteen influencing factors from four groups, including weather, land use, socioeconomic and transportation, are selected as independent variables. The modeling results show that the improved parallel-based GTWR model can achieve better fitting results than the ordinary least squares (OLS) model, and it is more efficient for big datasets. The coefficients of the influencing variables further indicate that TNC has become more convenient for passengers in snowy weather, while TT is more concentrated at the locations close to public transportation. Moreover, the socioeconomic properties are the most important factors that caused the difference of spatiotemporal patterns. For example, passengers with higher education/income are more inclined to select TT in the western of NYC, while vehicle ownership promotes the utility of TNC in the middle of NYC. These findings can provide scientific insights and a basis for transportation departments and companies to make rational and effective use of existing resources.

Today the performance measurement of Muhammadiyah Luwuk uUniversity’s performance has not formulated yet based on University’s vision and mission. It will affect the strategic steps needed and performance improvement efforts in the future.  Human resource scorecard is the right system to be applied in Muhammadiyah Luwuk University. The purpose of this study is to designed a performance measurement system at Muhammadiyah Luwuk University using the Human Resource Scorecard with four perspectives: stakeholder, academic management and kemuhammadiyaan, operational and innovation, as well as and learning. Data was analyzed by analytical hierarchy process method. This research was conducted by distributing questionnaires, focus group discussions and in-depth interview with stakeholders at Muhammadiyah Luwuk University. The results showed that there were 14 strategic objectives and 33 key performance indicators to be achieved by the priority objectives, which are: empowerment and development of faculty, increased administrative process quality, improved sound budget performance and, improvement of the relationship with stakeholders.

<p><em>Abstrak</em> – <strong>CV. Gajah Mungkur adalah salah satu perusahaan yang bergerak di bidang bordir kain. Perusahaan ini mengalami pasang surut penjualan produknya selama dua tahun terakhir. Untuk itu dalam penelitian ini menggunakan strategi seperti analisis SWOT sebagai pendekatan perusahaan menghadapi persaingan bisnis penjualan serta pendekatan dinamika sistem dalam memberikan rekomendasi terhadap keputusan atau kebijakan perusahaan terkait nilai omset penjualan dan nilai profit perusahan yang dipengaruhi oleh faktor ketidakpastian (uncertainty). Berdasarkan hasil pengolahan ANP dengan software Super Decisions, didapatkan bahwa alternatif strategi yang tepat bagi perusahaan CV. Gajah Mungkur untuk melanjutkan proses bisnisnya yang lebih baik adalah dengan cara memberikan promo diskon dan melakukan pemasaran secara online. Berdasarkan analisis output hasil simulasi skenario, bahwa bila perusahaan menerapkan skenario diskon harga produk sebesar 5% perusahaan akan mendapatkan penambahan jumlah penjualan sebanyak 139.258 unit. Kemudian bila perusahaan menerapkan skenario diskon produk sebesar 10% perusahaan akan mendapatkan penambahan jumlah penjualan sebanyak 151.918 unit. Selanjutnya adalah bila perusahaan menerapkan skenario diskon produk sebesar 15% perusahaan akan mendapatkan penambahan jumlah penjualan sebanyak 164.577 unit. Selain itu bila perusahaan menerapkan pemasaran secara online, bila perusahaan menerapkan promosi online salah satunya di online shop shopee maka perusahaan akan mendapatkan penambahan jumlah penjualan sebanyak 174.533 unit.</strong></p><p><em>Abstract</em> - <strong>CV. Gajah Mungkur is one of the companies engaged in fabric embroidery. This company has experienced ups and downs in the sales of its products as per the data for the last two years. For this reason, this study uses strategies such as SWOT analysis as a company approach to dealing with sales business competition as well as a system dynamic approach in providing recommendations on company decisions or policies related to the value of sales turnover and the value of company profits which are influenced by uncertainty factors. The results of this study are based on the results of ANP processing with Super Decisions, it was found that the right alternative strategy for CV. Gajah Mungkur, to continue its better business process, is by providing discount promos and marketing online. Based on the output analysis scenario simulation results, that if the company applies a 5% discount on product price scenarios, the company will get an additional sales volume of 139,258 units. Then if the company applies a product discount scenario of 10%, the company will get an additional sales number of 151,918 units. Furthermore, if the company applies a product discount scenario of 15%, the company will get an additional sales number of 164,577 units. Besides, if the company implements online marketing, if the company implements online promotions, one of which is the online shopee, the company will get an additional sales number of 174,533 unit.</strong></p><p><strong><em>Keywords - </em></strong><em>SWOT, ANP, System Dynamics Simulation</em><em>.</em></p>
