ABSTRACTRoad management activities intended to allow roads to work as it role as supporting the growth of economic. To achieve these objectives, the roads should always be in steady condition. Road management activities should be planed based on the scale of priorities according to the importance of the road, so that allocation of budgeted funds can be effective. Thus the need to review the prioritization of road maintenance in accordance with the need of the community. The method used in this study is Analytical Hierarcy Process with the criteria used are: The function of the services, The aspirations of the people, Political aspirations and Technical approach. Based on the result of AHP, the most decisive criteria in District Cibinong road handling,  is the criterion of service functions, in turn, sub criteria transportation route serving and serving terminal / sub-terminals are the two sub criteria that highly prioritized. Furthermore there are four (4) strategies in carrying out road maintenance activities on roads that become priorities, namely: Maintain the road conditions; Strategies to improve the quality of road construction; Strategies to optimize the width of pavement and Strengthening the right of way on roads that do not meet the requirements.Keywords: Road District, Priority Scale, AHP MethodeABSTRAKUsaha penyelenggaraan jalan ditujukan agar ruas jalan dapat berfungsi sesuai perannya sebagai penunjang pertumbuhan ekonomi. Untuk mencapai tujuan tersebut diperlukan ruas jalan yang selalu ada dalam kondisi mantap. Kegiatan penyelenggaraan jalan harus disusun berdasarkan skala prioritas sesuai dengan tingkat kepentingan dari ruas jalan, sehingga alokasi dana yang dianggarkan menjadi tepat sasaran. Obyek penelitian meliputi 27 ruas jalan kabupaten di Kecamatan Cibinong, bertujuan untuk menentukan strategi dan program alternatif yang dapat dilaksanakan oleh Pemerintah Kabupaten Bogor dalam menyelenggarakan penanganan jalan. Dalam kondisi keterbatasan dana sulit menentukan prioritas penangannnya. Maka diperlukan prioritas penanganan jalan sesuai dengan kebutuhan masyarakat. Metode yang digunakan adalah metode Analitycal Hierarcy Process dengan kriteria yang digunakan adalah (1) fungsi layanan, (2) aspirasi masyarakat, (3) aspirasi politis dan (4) pendekatan teknis. Berdasarkan hasil AHP, kriteria yang paling menentukan adalah kriteria fungsi layanan, selanjutnya sub kriteria melayani trayek angkutan dan terminal/sub terminal adalah dua sub kriteria yang sangat diprioritaskan. Selanjutnya terdapat 4 (empat) strategi dalam menyelenggarakan kegiatan penanganan jalan, yaitu: (1) Mempertahankan kondisi jalan pada ruas jalan prioritas; (2) Strategi meningkatkan kualitas konstruksi pada ruas jalan prioritas; (3) Strategi mengoptimalkan lebar perkerasan pada ruas jalan prioritas dan (4) membenahi ruang milik jalan (Rumija) pada ruas jalan yang belum memenuhi ketentuan.Kata Kunci: Jalan Kabupaten, Skala Prioritas, Metode AHP

Some aspects of the economic and legal status of a consulting engineer are analyzed, taking into account the specifics of national legislation. Some problems of the legal status of the consulting engineer and the forms of his economic activity are revealed. The introduction of such an entity as a consulting engineer in the modern conditions of construction development is of particular importance due to the need to improve the quality of construction work, the development of competition in this area and the need to change approaches to economic activity in this area. It is established that the concept of consulting engineer is defined in some special regulations, in particular, regulating activities in the field of road construction, but the economic and legal aspects of his business remain unresolved. This significantly affects the effectiveness of the introduction of the institute of consulting engineers in the field of management. The problem of lack of clear definition of the form of conducting economic activity by the specified participant of economic relations is revealed. The necessity of adopting a special normative legal act, namely the Law of Ukraine "On the activities of consulting engineers", in which to regulate general issues of their legal status, features of the organization of its activities, responsibilities, etc is proved. The author's definition of the concept of consulting engineer is proposed, taking into account the need to establish the organizational and legal form of his business, which will ensure proper regulation of relations between him and other participants in construction relations, including contractors and customers. The solution of some problems of the economic and legal status of the consulting engineer under the legislation of Ukraine is offered. The expediency of conducting the activity of a consulting engineer as a self-employed person, or carrying out its activity by creating a legal entity (association of consulting engineers) is substantiated. In addition, in our opinion, an entity that carries out engineering activities and has concluded employment contracts with duly accredited consulting engineers has the right to provide the services of a consulting engineer.

Water functions are very diverse for humans for daily needs such as drinking water, bathing, agriculture, development, aesthetics, and lower temperatures. Palembang is a lowland area dominated by wetlands, tidal swamps, and rivers. The types of houses on stilts on the banks of the Musi river are limas, Gudang, and Chinese stilt houses which are always associated with the water environment. The construction of roads replacing the role of rivers has realized people that the water environment has an important meaning for the house on stilts. The research objective was to explore the meaning of the water environment from various aspects for residents, stilt houses, and their environment. This research method is a case study with data collection through interviews, observation, measurements, and taking photos. Data and findings were analyzed and juxtaposed with images in the field. The road construction has eliminated part of the function of the river and influenced the change in orientation of the house on stilts. In conclusion, respect for the water environment including rivers has decreased, causing the quality of the river to decline, and the house on stilts cannot take advantage of the existence of the water environment optimally

The increase in traffic volume will cause a decrease in service due to decreased road capacity due to an increase in side constraints and due to the increase in traffic volume itself, which will ultimately cause the level of road saturation to increase. The situation occurred in the Umasukaer road section of the Malacca Regency. Therefore it is necessary to address improvements in the quality of the road in order to meet the feasibility of transportation facilities by taking into account the existing technical requirements. The results of planning found that through the 2015 LHR survey data with a prediction of an increase in traffic density of 6% per year, the LHR was obtained with a planned age of 7 years = 2540.7 vehicles/day/department and a 20-year plan life LHR = 5419.1 ked/day / major. The results of a gradual construction planning pavement study can be concluded that the planning model that has been designed is effective in strengthening road construction in accordance with existing technical requirements and efficient in terms of financing. The final results of gradual construction pavement thickness results are: Ashburton thickness (MS 744) = 8 cm, Ashburton (MS 744) = 13 cm, broken stone (CBR 100) = 20 cm, Sirtu (CBR 50) = 10 cm and CBR subgrade 5%. Pertambahan volume lalu lintas akan menyebabkan penurunan layanan diakibatkan menurunnya kapasitas jalan karena adanya peningkatan hambatan samping maupun karena beratambahnya volume lalu lintas itu sendiri yang pada akhirnya akan meyebabkan tingkat kejenuhan jalan meningkat. Keadaan tersebut terjadi ruas jalan Umasukaer Kabupaten Malaka, oleh karena itu perlu adanya penanganan perbaikan kualitas jalan agar memenuhi segi kelayakan sarana transportasi dengan memperhatikan syarat-syarat teknik yang ada. Hasil perencanaan didapatkan bahwa melalui data survey LHR tahun 2015 dengan prediksi peningkatan kepadatan lalu lintas sebesar 6% pertahun maka didapatkan LHR dengan umur rencana 7 tahun = 2540,7 kend/hr/jurusan dan LHR umur rencana 20 tahun = 5419,1 ked/hr/jurusan. Hasil studi perencanaan perkerasan konstruksi bertahap dapat diambil kesimpulan bahwa model perencaaan yang telah dirancang efektif dalam memperkerasa konstruksi jalan sesuai dengan syarat teknis yang ada serta efisien dalam hal pembiayaan. Hasil akhir tebal perkerasan konstruksi bertahap diperoleh hasil: Ketebalan Asbuton (MS 744) = 8 cm, Asbuton (MS 744) = 13 cm, batu pecah (CBR 100) = 20 cm, Sirtu (CBR 50) = 10 cm dan CBR tanah dasar 5%.

Having addressed the three broad subject matters in Chapters 2–9—consumption, higher education, and working life/organizations—it is now time to connect these themes, to formulate additional ideas, insights, and results based on synthesis as well as summaries and conclusions. This will be done here and in the final chapter. Below I address further the significance of expectations and desire. The title of Kovel’s (1981) by now somewhat dated book, The Age of Desire, is probably much more appropriate today than 30 years ago. Recession and financial crises in some countries can temporarily attenuate the rampage of desire for some groups—with reduction in the material standard of living, concerns other than desire may require attention—but this does not disturb the overall picture of the dominant inclinations in post-affluent society. I start the chapter by addressing post-affluence and, in particular, how expectations of the good consumption and working life are gradually raised so that reality, when salient, may be a source of frustration and disappointment more often than delivering what it should. People in ads are always happier and more beautiful than the consumers trying to imitate them. The institution recruiting students seldom undersells the quality of its teaching, or the employment that may follow for graduates. The job title increasingly promises something better than the actual job tasks. Having pointed at the misfortunes of reality—or ‘shit happens’—I then make some specific links between education, work, and consumption, before moving quickly over to how statistics often support competitions in showing the right numbers to make things appear to be good, sometimes at the expense of the quality of the phenomena the numbers are supposed to say something about. I also address how the understanding of grandiosity and illusion tricks can be further developed through the use of Kundera’s concept imagology. Here, in particular, I draw upon Kundera’s claim that people occupied by imagology constitute a broad, diverse, but rapidly expanding set of occupations leading the road to grandiosity.

“Why do we have to pay the price of poverty? We didn’t create poverty, adults did.” This might be the sentiment of every child who is forced to work at an age when he or she deserves to go to school unlike the fellow kids who are born in a family that can afford to give them a decent childhood. Child Labor is the single most damaging impediment on the road to achieving the goal of development and the purpose of this paper is to show the obstacles that this social evil poses in the path to development. The study used Exploratory, rather unstructured research design and instruments such as case studies and life histories. The study indicates that the government of India has taken some strict measures to eradicate this evil such as the passing of the Right to Education Bill, illegalization of employment of children under the age of 14 years, schemes like “Sarva Siksha Abhiyan” (Education for all campaign), free afternoon meal and so on. But on the ground level their implementation is shoddy due to (as bureaucrats would put it) practical problems. The problem is of course, in the system but it has more to do with the mindsets of the people too. There are people who speak against child labor in India and back at their own house or office, many of them will have at least one child working for them. People need to realize that what a waste of talent and a major obstacle to a country’s development, Child Labor is.   Keywords - Children. Child labor India. Social evil. Illegal employment.

Low carbon road maintenance( hereinafter referred to as LCRM) technology is an important and essential part of the overall low carbon transportation policy in China. The large amount of carbon emission resulting from road maintenance needs to be determined with definitive methods and data to form a basis of measurement of the carbon emission of the road maintenance process. Various road surface maintenance technologies have different environmental impacts and dissimilar levels of carbon emission. When comparing the merits and drawbacks of the various maintenance technologies, not only factors such as the maintenance outcome, road surface quality, serviceable lifespan, costs and the impact on traffic and environment should be evaluated, but also other factors, such as carbon emission of the material used for the maintenance process, carbon emission of the machinery deployed and other amounts released during construction, have to be assessed and measured. This paper will allow for a comprehensive analysis that will help to choose the right road surface maintenance technology that produces the best road surface quality, the optimal economic benefit and the most favourable social and environmental outcome. LCRM protocol should be regulated and promoted by government legislation and through which adoption of the best practices would be encouraged.

Most of the transport and operational indicators that directly affect the road roughness depend on the roughness of coverage. Therefore, the control and timely monitoring of the road roughness is an extremely important issue that needs the attention of road maintenance services. At monitoring of the road roughness it is most expedient to use a technique of leveling of a covering. The method of leveling the coating provides more detailed information about the coating and allows you to determine the smallest deformations on the road coating, which may be at the first stage of their development, especially at that stage of their development, and show roughness and various parameters. One of the main tasks of measurements in the process of performing geodetic works is not only to obtain the measurement result, but also to assess its reliability. The required quality of instrumental measurement can not be achieved without adhering to the principles of unity and the required accuracy of measurements, so much attention should be paid to the metrological support of geodetic works. The purpose of this article is to analyze the metrological support of geodetic works in determining the pavement roughness and substantiation of the required accuracy of measuring the non-rigid pavement roughness. On the basis of dependences for determining the coefficient of dynamic load on pavement and the correlation between the pavement roughness and the coefficient of dynamic load and on the basis of experimental data, the necessary accuracy of measuring the non-rigid pavement roughness is substantiated. Based on the analysis, it was found that the accuracy of determining the height of the irregularities should not exceed 0.5 mm, for which it is necessary to use optical or electron-optical levels.

Ahead of the 2019 general election which is divided into two stages, namely the Legislative election and the Presidential election. This event is the right moment to find out the political participation of the people at the grass-roots level while at the same time seeing the interaction between the people in the grass-roots and political parties. The interaction that wants to be seen is what forms of political behavior and community participation at the grassroots, as well as how political parties behave in interacting with this community. Then the important point that is also seen is how political parties behave in involving and seeking to raise support from the community. In the end, through this research, it will be known the quality of political participation from the public and electoral political parties in 2019.

In Indonesia, the road construction has experienced a fairly good development. From a wide range of road constructions, flexible pavement is the most chosen one because its characteristics: easy, fast, and efficient. However, flexible pavement has many weaknesses, for example the premature damage on the road surface after some time passed by the traffic so that the road cannot reach the planned age. For that, it is done a research to add a hot asphalt mixture material that aims to improve the quality of the mixture results. The selected ingredient is natural water hyacinth. The method used is trial and error with reference of SNI 03-1737-1989. Variations used are 2%, 4%, 6%, 8% and 10% of the asphalt weight, asphalt level used is 5.72 %. Of the 5 variations of mixture used on Type XI Asphalt Concrete Layer, it is obtained the result that the water hyacinth fiber level which has the best score and meet the specifications of SNI 03-1737-1989 is on the percentage of 6% which obtained from calculation data using graphs and regression model where Marshall Stability is equal to 644,46 Kg, flow 3,39 mm, VMA (voids in the mineral aggregate) is equal to 13,83 %, VFWA (voids filled with asphalt) is equal to 65,35%, VIM (voids in the mix) is equal to 2,52 %, density of 2.31 gr/cc, and Marshall Quotient of 164.03 Kg / mm.
