Forest Village Community Institutions (Lembaga Masyarakat Desa Hutan) generally use forest in the agriculture sector in accordance with instructions and capital support from Perhutani. LMDH Wana Cendana operates in the ecotourism sector without instructions and capital assistance from Perhutani. This study aims to analyze the implementation of empowering local communities (LMDH Wana Cendana) who do not have expertise in the field of forest management and ecotourism. The concept used is the empowerment of local communities and ecotourism with qualitative case study methods, thus promoting the novelty of cases and in-depth interviews with informants who are directly involved in the development of Gunung Dago ecotourism. Some previous research shows that empowerment does not prioritize local communities. The development of ecotourism in Dago Village, which began in 2019, prioritizes local potential and independent learning processes, so that local communities are able to transform ex-mining land into beautiful tourist attractions. The independence of the local community is reflected in its involvement in the ecotourism development process, from planning to implementation. In addition, local communities as managers are able to utilize local knowledge, culture and resources to improve the welfare of members without overruling the rules of forest conservation.

This study aims to examine the empowerment of local communities as tourism operators, as well as to analyze their perceptions of the economic impacts on Pulau Perhentian. The study used quantitative method involving 150 respondents comprising local communities working as tour operators. The respondents were recruited using purposive sampling and snowball technique. The findings reveal that the majority of tourism operators are male, aged between 25 to 44, with secondary level of education and married. Most of the operators have been managing their business for 16 to 20 years and have earned an estimated monthly income of RM1001.00 to RM2000.00. The study concludes that the tourism sector has contributed to: a) reducing unemployment rate, b) providing employment opportunities for women and single mothers, c) encouraging the involvement of local communities in the field of tourism entrepreneurial, e) generating income to communities, f) attracting foreign investors to invest, and g) reducing poverty rate. However, local communities are also affected by the negative impacts of the tourism sector such as: a) rising prices for goods and services, b) rising cost of living, and c) increasing the value of real estate and rental rates. Kajian ini menggunakan kaedah kuantitatif yang melibatkan 150 orang responden yang terdiri daripada komuniti tempatan yang terlibat sebagai pengusaha pelancongan dengan menggunakan prosedur persampelan jenis bertujuan dan bola salji. Hasil kajian mendapati majoriti pengusaha pelancongan tempatan adalah terdiri daripada lelaki, berumur 25 hingga 44 tahun, menerima pendidikan sehingga sekolah menengah dan berstatus berkahwin. Kebanyakan pengusaha menjalankan perniagaan selama 16 hingga 20 tahun dan memperoleh anggaran pendapatan bulanan RM1001 hingga RM2000. Kajian ini mendapati pembangunan sektor pelancongan di Pulau Perhentian berupaya: a) mengurangkan kadar pengangguran, b) memberi peluang pekerjaan kepada kaum wanita serta ibu tunggal, c) menyumbang kepada penglibatan komuniti tempatan dalam bidang keusahawanan pelancongan, d) menawarkan peluang pekerjaan kepada penduduk, e) menyumbang kepada pendapatan penduduk, f) menarik minat pelabur asing untuk melabur, dan g) mengurangkan kadar kemiskinan. Namun, komuniti turut terkesan oleh impak negatif daripada sektor pelancongan seperti: a) peningkatan harga barangan dan perkhidmatan, b) peningkatan kos sara hidup, dan c) peningkatan nilai hartanah dan kadar sewa tanah. Dalam masa yang sama, pengusaha terlibat mengharapkan kerjasama daripada pihak kerajaan dalam memainkan peranan dalam memajukan industri pelancongan pulau tersebut.Kata kunci: Pemerkasaan komuniti, penglibatan komuniti, keusahawanan pelancongan pulau, ciri keusahawanan, impak ekonomi

Institutional Local Communities are local community institutions that are built andstrengthened according to the needsof the community in a process of social transformationthat is rooted, acknowledged and accepted by the community. This research focuses on analyzing the empowerment of social institutions as village government partners in the participatory development process. The location is in Percut Village, Percutseituan District, Deliserdang Regency. The background that is used as a reference for this research begins with the understanding that the urgency of villages in development in Indonesia is so urgent. The village is given authoritative to grow and develop in line with the development of its own community. Furthermore, the village holds millions of pieces of knowledge of the virtues of life and harmony of local wisdom that should be maintained, can be recognized from the mantra of three orders, namely; ordinances, manners, and manners (Zamroni, 2017). This kind of thinking construction is important to restate in order to examine the current relationship between the village government and the community (social institutions). Social institutions as partners of the Village Government have a very strategic role; start to formulate participatory development plans, implement, control, utilize, maintain and develop participatory development, mobilize and develop participation, mutual cooperation and community self-help, and foster dynamic development of the community in the context of community empowerment. Seeing the huge role that village community institutions have, it is important and interesting that this research is carried out to see the existence of community institutions as village government partners in the participatory development process. With this research, it will provide reference data for stakeholders related to community institution empowerment. In addition, it is an academic study in public policy and provides input to the village government regarding the reference to the model of community institution empowerment as a partner of the village government in order to work together to manage development in a participatory village. As for answering the problem of this study using qualitative methods and types of research with a descriptive approach. The targeted research output is a journal article and as a follow up will create a model in the institutionalization of village community organizations.

This study aims to gain a deeper understanding of the existence of the local social organization in conducting community empowerment. The experiment was conducted at Community Empowerment Institution (In Indonesia it is referred to as Lembaga Pemberdayaan Masyarakat/LPM). LPM Cibeunying as one of the local social institution in Bandung regency. Aspects reviewed in the study include the style of leadership, processes, and stages of community empowerment, as well as the LPM network. The research method used is a case study with the descriptive method and qualitative approach. Data collection was conducted against five informants consisting of the Chairman and LPM’s Board members, village officials, and community leaders. The results show that the dominant leadership style is participative, in addition to that, a supportive leadership style and directive leadership style are also used in certain situations. The empowerment process carried out per the stages of the empowerment process is identifying and assessing the potential of the region, problems, and opportunities-chances; arranging a participative activity plan; implementing the activity plan; and monitoring and evaluating the process and results of activities. The social networking of LPM leads to a social network of power in which LPM can influence the behavior of communities and community institutions in utilizing and managing community empowerment programs. From the research, it can be concluded that the model of community empowerment implemented by LPM Cibeunying Village is enabling, empowering, and protecting.

The form of traditional knowledge that still persistence one is wiwitan tradition in Kedon Hamlet, Sumbermulyo Village, Bambanglipuro Subdistrict, Bantul Regency. The persistence of wiwitan tradition in Kedon Hamlet when the appreciation of cultural heritage generationsstarted to fade indicates that the presence of preservation efforts by the local community is still exist.Thisefforts can be done through learning and dissemination of wiwitan tradition by the local communities. Based on the idea this research aimed to; (1) determine how the communities of Kedon Hamlet, Sumbermulyo Village, Bambanglipuro Subdistrict Bantul Regency disseminate wiwitan tradition, (2) determine how the communities of Kedon Hamlet, Sumbermulyo Village, Bambanglipuro Subdistrict, Bantul Regencylearn wiwitan tradition. This research used a single case study method that examine the phenomenon of the persistence of wiwitan tradition. The data was collected by observation, documentation and indepth interview with informan. The determination informan conducted in purposive. Informan in the research are the head of Kedon Hamlet, chairman of the farmer groups, and the local communities. The data was analyzed using the model of interactive analysis Miles and Hubermen. This research showed that; (1) the communities of Kedon Hamlet disseminated wiwitan tradition in the form of cultural carnival, words of mouth and digital media, (2) the communities of Kedon Hamlet learned wiwitan tradition through social learning.

Abstract The northern area of Pakistan, Gilgit Baltistan (GB), has huge tourist potential due to its exotic mountain beauty. According to the GB Tourism Department, a large number of tourists (around 200651) visit GB every year from across the country. Due to a large influx of tourists in the area both positive and negative impacts have been felt especially on the environment and on the local communities. The environmental impacts of tourism were investigated in this research in two districts of GB. Three villages were selected from each of the districts of Hunza and Diamer as the basis of this research. This study was based on the perceptions and attitudes of the respondents. The total number of questionnaires completed was 340 filled from different respondent categories. Results showed that deforestation, loss of biodiversity, generation of solid waste, water, air and noise pollution, damage cultural and heritage sites and are the main environmental issues caused by tourism activities in the villages in these districts. About 42% of respondents said that deforestation and loss of biodiversity were high in the Diamer district while in Hunza 39% of respondents said that solid waste generation was high. Similarly, 21% respondents in Hunza and 14% respondents in Diamer agreed that water pollution is caused by tourism activities. Microbial analysis of water confirmed the presence of Salmonella typhi, E. coli and Enterobacter sp. There were positive impacts of tourism with results revealing that 87% of villagers and 98% of businessmen responded that tourism had provided them with jobs and business during the peak tourism season. Hotels and restaurants are the main source of jobs in GB mainly as porters and guides. According to the data collected dry fruits, medicinal herbs, gemstones and handicrafts provided considerable attractions for tourists. It is recommended that a combined effort be made by the local communities, tourism departments and other Govt. Agencies to ensure the cleanliness of tourist attractions.

Key community-based environmental conservation programmes in Kong Kong Laut, Johor include the river and mangrove ecosystem conservation and management programme. The overall aim of conserving the ecosystem and encouraging local community participation in the programme is to promote the existing eco-tourism potential of the area. This paper entails the outcomes of community-based activities aimed at building the capacities of local communities through community mobilisation, awareness creation and capacity building (i.e. transferred knowledge and skills). Findings indicate that there have been improvements in the river water quality status within the ecosystems over the course of a one-year project, despite relatively small participation among the local communities in the conservation programme. However, it was evident that active participation from a minority group of the local community has contributed to significant human and social capital, suggesting that community empowerment might be crucial for future development. Despite this, a school outreach programme on waste minimisation within the community demonstrated an encouraging level of participation among school children and teachers. The major challenge to maintaining continuous efforts to conserve their environment is the simultaneous developments taking place close to the river and mangrove ecosystems. While it remains a challenge to all the stakeholders, collaborative efforts among the local communities and the university, school, government agencies and private sector have made it possible to strategise for more future approaches that will benefit the whole community.

Tolitoli District has a potential for agarwood trees in the forests, but it has not been optimally utilized and preserved by the local communities. Therefore, efforts are needed to increase understanding and community involvement in cultivation and product development of agarwood trees. The objectives of this activity are: to explore agarwood tree species in the forest and sources of local inoculums using a purposive sampling method for agarwood production, to assess the suitability of agro-climates for agarwood tree cultivation, to conduct face-to-face training and practice for agarwood tree breeding and bio-induction by injection, and to identify socio-economic conditions to support agarwood tree cultivation for community empowerment through product development and cultivation in Kabupaten Tolitoli. The project was implementated by exploring and identifying the existence of natural agarwood trees and agarwood farmers, training, and mentoring. The results of exploration and identification showed that Kabupaten Tolitoli has natural resources of agarwood trees in the forest and local inoculums for the bio-induction of agarwood formation. Also, the local community, including the local government, practitioners, farmers, and educational institutions, have great interest and desire for product development and cultivation of agarwood trees. Thus, it can be concluded that community empowerment through product development and cultivation of agarwood trees in Kabupaten Tolitoli can be implemented.

ABSTRAK Tujuan penelitian ini adalah untuk menggambarkan persepsi masyarakat terhadap keberadaan Universitas Buana Perjuangan (UBP) Karawang serta menganalisis dampak berdirinya UBP Karawang terhadap peluang-peluang usaha di sekitar kampus. Penelitian ini merupakan deskriptif kualitatif yang bertujuan untuk menggambarkan fenomena secara kualitatif yang terdapat di lokasi penelitian. Penelitian ini menggunakan studi kasus tunggal (Single Case Study). Penelitian dilaksanakan di lokasi sekitar kampus UBP Karawang (radius 500 m), Desa Puseurjaya dan Sirnabaya dan Sirnabaya Kecamatan Telukjambe Timur Karawang. Dengan penentuan sampel menggunakan Purposive Sampling.. Responden terdiri dari para pedagang di sekitar kampus UBP Karawang, tokoh masyarakat, serta unsur pimpinan UBP Karawang. Sedangkan waktu penelitian mulai bulan Januari sampai dengan Agustus 2017. Hasil penelitian menunjukkan bahwa keberadaan perguruan tinggi di Puseurjaya dan Sirnabaya memberikan dampak yang positif bagi masyarakat umum yaitu pertama membuka peluang usaha sehingga banyak tenaga kerja yang terserap, baik itu membuka usaha sendiri maupun bekerja pada pengusaha lain. Kedua memunculkan motivasi bagi anak-anak setempat untuk melanjutkan pendidikan pada jenjang tertinggi, sehingga pada akhirnya nanti dapat membangun daerahnya. Walaupun peluang untuk usaha di sekitar kampus UBP Karawang sangat besar, tetapi belum dimanfaatkan oleh masyarakat setempat. Kendala yang dihadapi oleh masyarakat setempat berupa rendahnya motivasi, kurangnya keberanian menanggung resiko serta kurangnya permodalan sehingga tidak dapat bersaing dengan pengusaha pendatang. Kata Kunci: dampak, perguruan tinggi, peluang usaha, masyarakat sekitar kampus. ABSTRACT THE IMPACT OF UNIVERSITY EXISTENCE IN IMPROVING BUSINESS OPPORTUNITIES FOR LOCAL COMMUNITIES The objective of this research is to describe the perception of communities towards the existence of Universitas Buana Perjuangan (UBP) Karawang and to analyze the impact of UBP Karawang’s establishment in improving business opportunities around the campus. This is a descriptive-qualitative research aimed to describe the phenomenon that exists in the research location qualitatively. The research uses a single case study. The research was done around the location of UBP campus (radius of 500 m), Puseurjaya village and Sirnabaya sub-district East Telukjambe Karawang using pusposive sampling. The respondents consisted of merchants around the campus, public figures, and high officials of UBP Karawang. The research was done from January to August 2017. The result of the research suggested that the existence of a university in Puseurjaya and Sirnabaya gives a positive impact for the general communities. Firstly, giving business opportunities such that a lot of manpower are needed, either to open one’s own business of work for another entrepreneur. Secondly, giving the local children motivation to continue to higher education so that they can develop their region in the future. Although the business opportunities around UBP Karawang campus is very big, they still cannot be utilized fully by the local community. The problem faced by the local community consisting of low motivation, lacking courage to take risk, and lacking fund so that they cannot compete with the entrepreneurs that come from outside of the region. The village fund is expected village government and technical institutions can realize the vision of Jayapura city government that believes, independent, unified, modern, prosperous based local wisdom.  The city of Jayapura has established the Community Entrepreneurship Agency (BKM) in each village/village/Kelurahan in order to manage the funds of the village/village/Kelurahan more effectively, efficient, precisely targeted to support the governance activities Good and transparent. The purpose of this research is to describe the management of ADD in village community empowerment as well as driving and inhibiting factors. The results showed that optimizing village funds allocation in the development of community entrepreneurship at Village Tobati Jayapura City is already running but not maximally, hence the need for strategy.  STRATEGY (W-O) makes strategy that utilizes the opportunity to overcome weaknesses, namely consist of: Government policy that makes Village Tobati as a demonstration village for tourism, this is an opportunity to add Income or family's confidentiality. The help of Village fund, ADK, ADD the average routine each year.  The commitment of the city government to improve and develop fisheries sector, especially the cultivation of fish cages very smooth and good means of transportation, and the help of the Prospect fund from the years 2016 and 2017 for the business of kiosk, sales Pinang, vegetable sales + Seasoning Kitchen, selling cold beverages + juice jacket, selling yellow rice, handicraft business, business selling pulse, oil kerosene + gasoline, net business. The opportunities mentioned above show that weaknesses in Village Tobati can be overcome well because of the very dominant opportunities in the village. Therefore the need for awareness from the local community to take advantage of the opportunities that exist for the welfare of the family in doing some very promising efforts.
