The existing list of requirements for agricultural tractors to classify them as products manufac-tured in Russia is considered. An assessment of the impact of the requirements of the Government of the Russian Federation decree on the fulfillment of tasks for the development of the Russian economy was made. It is proposed to stimulate the creation of jobs by setting a threshold value for the level of localization in terms of cost indicator. An assessment of the technological need for agri-cultural tractors for the primary stimulation of the production of the most scarce equipment was car-ried out. An approach to motivate the technological development of production and improve the technical level of products of enterprises is proposed. It is indicated that it is necessary to take into account in the methodology the directions of the manufacturer's activity that are important for the agricultural consumer. An improved methodology for assessing the level of localization of produc-tion of agricultural mobile energy products is presented. The basic methodology was significantly adjusted with the transition from an arbitrary list of obsolete technological operations to the cost assessment of modern technologies, quantitative accounting of the scarcity of manufactured equip-ment, the volume of service, the development of R&D works, the operational provision of spare parts, etc. The level of localization, which is sufficient to recognize a specific model as produced in Russia, is calculated as the sum of the shares of the cost of the tractor using a number of reducing factors that take into account the progressive influence of localized production: the scarcity ratio of the manufactured model; the service network coefficient; R&D funding ratio; spare parts warehouse availability factor. The implementation of this methodology contributes to the solution of tasks for the development of the Russian economy: job creation; organization of production of scarce equip-ment (import substitution); promotion of innovative technologies; maintenance of service; devel-opment of research and development work; prompt provision of spare parts.

The article investigates the problems that Russian industry has encountered during the period of economic reforms. The author explores the reasons for the competitiveness decrease and contradictions that hinder the modernization of the domestic industry. Based on the analysis the principal concept is posed of the need in the implementation of the strategy of re-industrialization in Russia on a new technological basis. The basic directions of re-industrialization, the mechanisms of its implementation, as well as the impact on import substitution are considered. Substantial attention is paid to the risks inherent in a re-industrialization of Russia and the ways to overcome them. In recent years, geo-political and geo-economic challenges to the Russian economy and society greatly exacerbated the contradictions that emerged in the previous decades of economic evolution. During a long period of time the country tried to implement an economic policy intended, in principle, at achieving the strategic goal of creating a modern socially-oriented market economy on the base of modernization. However, the practical tools for implementation of this course – first of all, the ideology of “market fundamentalism” combined with the remaining powerful black market and “hand steering” by the government – caused stagnation and further de-industrialization of the country with inevitably negative implications for the manufacturing, science, education, human capital. Most recently, the Russian economy faced additional problems, namely, the Western sanctions, world economic slump and decline in world oil prices. That is why significant changes in the objectives and tools of economic policy are so urgent.

Studies of factors of sustainable economic development in modern conditions are highly relevant for Russia due to the constant increase and tightening of sanctions restrictions. They have a negative impact on the introduction of innovative developments and economic growth, and reduce the competitiveness of Russian enterprises and their products on world markets. Human capital can become one of the key factors for countering sanctions restrictions, improving the efficiency of economic development and gaining additional competitive advantages for domestic enterprises and the economy as a whole. Assessing the impact of human capital on the sustainable development of the economy is difficult, since it is one of the specific forms of capital. When making appropriate measurements, economic scientists rely on a number of developed theoretical methods and practical tools that support them, which allow us to obtain fairly accurate values of the human capital development index (HDI) based on statistical data. First of all, this is the current UN methodology for calculating the HDI indicator, as well as modern software systems OriginPro-8.6 and Eviews-10.0, which have sufficiently advanced functionality for performing calculations. Russia today has all the necessary prerequisites and opportunities for progressive social and economic development. However, the formation of econometric models will help to timely determine the current and forecast values of the level of human capital development for individual enterprises, industries, and the country’s economy as a whole. This paper shows the practical application of the econometric tools of all the above approaches to obtain the calculated values of the HDI indicator for different time periods and different scenarios for the development of the Russian economy. The results obtained confirmed the high practical significance of the tools used and the acceptable accuracy of the calculations. However, the current and forecast values of the level of human capital development alone will not be able to ensure the effective development of the Russian economy. On the contrary, the effective use of human capital in the implementation of import substitution strategies and national projects will allow our country to become one of the world’s leading economic development countries.

The traffic accidents in the high ways and towns are still increasing, their effect on the community development clearly seen. The control of this problem is highly significant. The analysis of the data and the information about the traffic accidents, their direct, indirect, a variables and continues cost represented in curing the injured, paying the Diya, the cost of the medical operations on behalf of the government and the relatives of the injured dealt with through the accounting view. This paper aimed at measuring the effect of traffic accidents in terms of money, to be use for the development of Accer province – South of the kingdom of Saudi Arabia. The overall cost of the traffic accidents in 2013 is 23 pillions Riyal. The percentage of the injured is 30% per family. The cost account of traffic accidents in Accer province is 1. 6 pillions Riyal. These sums of money could have been use for the development of the province. The paper recommends The direct, indirect, a variables and continues costs of the traffic accidents should give a due consideration The traffic administration should give a due consideration as well, to be minimizing the number of the traffic accidents. There should be decisive practical measures to stop these accidents.

The presented study examines the comparative characteristics of industrial revolution targets, national goals, and strategic objectives for the development of the Russian economy; proposes methods for measuring and evaluating technological development; describes its impact on economic growth and shows the performance of enterprises.Aim. The study aims to determine the specific features of formation of economic and social development targets and the potential of new technologies, including breakthrough technologies, for shaping the technological development of the Russian economy; to propose methods for measuring and evaluating technological development and its impact on the growth and development of the national economy that would improve the quality of economic and managerial decision-making.Tasks. The authors clarify the interpretation of the concept of breakthrough technologies; identify distinctive features in the formation of industrial revolution targets and priority targets for the development of the Russian economy; substantiate methodological approaches to identifying parameters and indicators, methods for measuring and evaluating the level of technological development, its impact on the results of changes in economic growth and development of the national economy and its economic entities.Methods. The authors use the methods of scientific research, theoretical and comparative analysis, synthesis, generalization, general theory of economic growth, and elements of the economic efficiency theory.Results. The interpretation of breakthrough technologies as dominant new technologies that can ensure accelerated progressive development of the economy and minimize damage to the natural environment is clarified. The distinctive features of formation of industrial revolution targets and their relationship with the targets for the development of the Russian economy are identified. Evaluative features are substantiated; indicators for measuring and evaluating the transformation of the technological development of enterprises engaged in different activities and indicators for measuring and evaluating the impact of new technologies, including breakthrough technologies, on economic growth and development are proposed. The influence of the recommended measurement and evaluation methods on improving the quality of management decisions is shown.Conclusions. The study substantiates the need to improve methods for assessing the actual achieved (projected, planned) level of technological development as a necessary prerequisite for its qualitative analysis, evaluation, control, and monitoring required to make sound economic and managerial decisions. The proposed methods for measuring and evaluating technological development, measuring and evaluating the impact of new technologies, including breakthrough technologies, on the quality of economic growth, efficiency and competitiveness of the national economy (region, industry, activity, enterprises) improve the quality of managerial decision-making in achieving national goals for the development of the national economy.

This paper presents the concept of a simple system for the identification of the technical condition of tracks based on a trained learning system in the form of three independent neural networks. The studies conducted showed that basic measurements based on the root mean square of vibration acceleration allow for monitoring the track condition provided that the rail type has been included in the information system. Also, it is necessary to select data based on the threshold value of the vehicle velocity. In higher velocity ranges (above 40 km/h), it is possible to distinguish technical conditions with a permissible error of 5%. Such selection also enables to ignore the impact of rides through switches and crossings. Technical condition monitoring is also possible at lower ride velocities; however, this comes at the cost of reduced accuracy of the analysis.

Anisotropic porosity shallow-water models are used to take into account detailed topographic information through porosity parameters multiplying the various terms of the shallow-water equations. A storage porosity is assigned to each cell to reflect the void fraction in the cell and a conveyance porosity is used at each edge to reproduce the impact of subgrid obstacles on the flux terms. To guaranty the numerical stability, the time step depends on the value of the porosity parameters. This may hamper severely the computational efficiency in the presence of cells with low values of storage porosity. Cartesian grids are particularly sensitive to such a case since the meshing stems directly from the choice of the grid size. In this paper, this problem is addressed by using an original merging technique consisting in merging cells with a storage porosity lower than a threshold value with neighbouring cells. The model was tested for modelling a prismatic channel with different orientations between the Cartesian computational grid and the channel direction. The results show that the standard anisotropic porosity model (without merging) improves the reproduction of the flow characteristics; but at the cost of a significantly higher computational time. In contrast, the computational time is drastically reduced and the accuracy preserved when the merging technique is used with the porosity model.

This paper presents the use of Weibull formulation to the life analysis of different parts of the engine in order to estimate the cost of maintenance, the direct operating costs (DOC) and net present cost (NPC) of future type turbofan engines. The Weibull distribution is often used in the field of life data analysis due to its flexibility—it can mimic the behavior of other statistical distributions such as the normal and the exponential. The developed economic model is composed of three modules: a lifing module, an economic module and a risk module. The lifing module estimates the life of the high pressure turbine blades through the analysis of creep and fatigue over a full working cycle of the engine. The value of life calculated by the lifing is then taken as the baseline distribution to calculate the life of other important modules of the engine using the Weibull approach. Then the lower of the values of life of all the distributions is taken as time between overhaul (TBO), and used into the economic module calculations. The economic module uses the TBO together with the cost of labour and the cost of the engine (needed to determine the cost of spare parts) to estimate the cost of maintenance and DOC of the engine. In the present work five Weibull distributions are used for five important sources of interruption of the working life of the engine: Combustor, Life Limited Parts (LLP), High Pressure Compressor (HPC), General breakdowns and High Pressure Turbine (HPT). The risk analysis done in this work shows the impact of the breakdown of different parts of the engine on the NPC and DOC, the importance that each module of the engine has in its life, and how the application of the Weibull theory can help us in the risk assessment of future aero engines. A detailed explanation of the economic model is done in two other works (Pascovici et. al. [6] and Pascovici et. al. [7]), so in this paper only a general overview is done.

In the presented work, an attempt to assess the correlation between the performance indicators of several sectors of the Russian economy and a set of restrictive measures taken by the Government of our country against the backdrop of the fight against the COVID-19 pandemic is made. In addition, a comparative analysis of the impact of this pandemic on the neighboring countries of Russia, which, in the recent past, were part of the USSR and, therefore, have similar health care organization structures, is carried out.

The goal of this research is to determine the consequences of accelerated digitalization of industrial relations in the context of structural transformation of Russian economy, as well as substantiate the need and the possibility for structural changes namely in the current period of time. The object of this research is the current and exhausted raw mineral export model of the Russian economy, which requires immediate modification. The subject of this research consists in the study of the impact of current external shocks (abrupt drop in the price of energy resources) upon the changes in the structure of Russian economy (in the sectoral and component views). The structural reform of the Russian economy, which started back in the Soviet period, could not be fully implemented via evolutionary path.  Same as all world’s economies, the Russian economy is currently functioning in a state of uncertainty and under influence of external shocks. In the authors’ opinion, these external shocks presently force the accelerated digitalization of industrial relations, which can produce powerful structural transformations of economy, it the government will provide support for corresponding projects.

The IFRS-16 will shortly be implemented worldwide, where the operating lease is effectively removed, and all operational leases are qualified as debt. The operational lease is a major source and is important for off-balance sheet financing in Indonesia. Therefore, the implementation of IFRS-16 will probably hurt Indonesian business. The contract and/or service level agreements on the retrofits for the energy efficiency product can relieve the business owner from cash flow and new debts. This study established a framework for a critical comparative study; compare and assess the possibility of the retrofit financial practices under the current taxes regime, and the possibility upon IFRS-16 implementation to better understand the favorable measures for retrofit practitioners and future customers to handle the disputes. Triangulate the findings of comparative study and questionnaire survey to develop recommendation for the future researchers, practitioners and the government. The result indicates that the benefits of the retrofits financing implementation beat the cost and complexity posed by the enactment of new IFRS standards. Thus, the impact of the IFRS-16 and taxation are being considered as a part of business constraints that should be addressed together and able to manage the disputes over misperception on retrofits aspects with taxes officers.
