The possibilities of real individualization of education in Russian universities are constrained by the peculiarities of the type of organization of the educational process. Almost all Russian universities are characterized by stream-group organization of training, in which study groups and streams are formed once for the entire period of study. Students of each study group during the entire period of study have a common curriculum and a common schedule of training sessions. Opportunities for individualization of curricula and programs are very limited and confined to the choice of a foreign language and one of several disciplines of the socio-economic cycle. In modern higher education, the stream-group organization of education is preserved only in Russian universities, universities of the post-soviet and partially post-socialist space. Most universities in the rest of the world uphold the principles of individually-oriented organization of training, according to which each student has an opportunity to choose from the curriculum modules to study in the next semester, choose the teachers and the time of classes. In accordance with the choice of students, groups and streams are formed, which retain only during the current semester. Thus, we emphasize, not individual persons but all the students of modern universities have individual curricula and schedules of training sessions. The article discusses the opportunities and prospects of the individualization of education at Russian universities.

The COVID-19 pandemic has made significant changes in the educational process in almost all countries of the world. The methods and approaches, techniques and technology that teachers used in offline learning, turned out to be ineffective. The issues related to online teaching of Russian as a foreign language have become particularly relevant, since many students had to leave Russia and study the language only online. The purpose of the study is to consider the prospects (immediate and long-term) of the Russian language online teaching to foreign students in Russian universities. The research materials are the results of a survey conducted among the 1st year master degree students, specialty 45.04.01 Russian as a Foreign Language of the Faculty of Philology of the RUDN University (Moscow), as well as the experience of the author, who teaches Russian to foreign students online on the TEIS (Telecommunication Educational and Informational System) and Microsoft Teams platforms. The study revealed the pros and cons of online learning of Russian as a foreign language, and showed the ways of improving its effectiveness in Russian universities. As a result of the conducted research, the immediate prospects are identified, which include the implementation of relevant components of pedagogical tools in Russian as a foreign language online learning: modern pedagogical technologies, the principles of individualization and differentiation, and the communicative approach. The long-term prospects concern teaching Russian to foreign students only in a mixed format. The formation of communicative competence, the lack of Russian-speaking environment, difficulties in organising control and developing students' writing skills are among the main problems that undermine the quality of teaching Russian as a foreign language online. It is concluded that in the future we should expect the implementation of a new approach in the world education system, since the pandemic will certainly affect the market of educational services all over the world.

Subject. This article examines the practice of first-time applying the International Public Sector Accounting Standards (IPSAS) by Russian higher education institutions. Objectives. The article aims to identify and address the problems associated with such application, and conduct a critical analysis of Russian universities' compliance with the requirements of the International Standards on their first-time adoption. Methods. For the study, we used observation, systematization, and a comparative analysis. Results. The article examines and describes the practical experience of the first-time use of IPSAS in the preparation of reporting by Russian educational institutions participating in the Russian Academic Excellence Project (5Top100 Project). It presents the results of the most typical reclassification adjustments of reporting items made by the universities when preparing their inductive statements of financial position as of the date of transition to IPSAS. Conclusions and Relevance. Most of the universities studied complied with the requirements of the IPSAS first-time adoption and provided comparative information in their first IPSAS financial reporting. The importance of the study is to justify the provision that financial reporting in accordance with IPSAS is appropriate to improve the international competitiveness of universities, which makes it possible to better reflect financial information on the activities of universities. The results of the study can be used in the practical activities of the Russian economy public sector organizations, and in the educational process of higher education institutions.

The article explores the features of modern information and communication technologies implementation in teaching technical English. The specifics of teaching foreign languages for applicants for non-linguistic specialties has its own characteristics, which should be taken into account when constructing and conducting classes. The information society poses new challenges and correspondingly new goals for teachers and applicants to higher education, the achievement of which is ensured by analyzing situational data and creating the environment that would most closely reflect the realities of the modern professional environment, which requires an appropriate level of a foreign language knowledge. It was determined that electronic learning tools act as a catalyst in mastering the material and improve the quality of the educational process. The study analyzed psychological factors that provide an extremely high level of student motivation and form the corresponding priorities in the direction of professional growth. The pedagogical ways of introducing multimedia teaching aids while studying a foreign language are described in detail as a key condition for the fundamental training of a qualified specialist, focused on meeting the needs of the modern market. It is noted that higher education institutions do not yet fully possess educational computer programs and the latest software, which is one of the most pressing problems in the digitalization of the educational process. It is proved that the effectiveness of achieving didactic goals directly depends on the chosen forms and methods of training, and the inclusion of information and communication technologies has such advantages as individualization and intensification of the educational process, an increase in the amount of independent work of the applicant, which is an important component of the Bologna process. In this regard, and with the aim of developing the communication skills of future specialists, ICTs are considered to be the primary element in the training of qualified specialists in economic fields.

The article is devoted to the psychological and pedagogical substantiation of the expediency of learning foreign languages while studying in the institution of higher education. The authors analyse the current educational process in Ukrainian and identify the most important factors influencing the formation of qualified professionals and establish the role of foreign language in each of these factors. It was found that studying can be extremely intensified due to learning a foreign language. It is established that learning foreign languages increases a person’s ability to develop intellectually. This article is devoted to the issues of higher education programs internationalization in Russia as a necessary and timely process. In the context of globalization the world’s processes high adaptability of the graduate will contribute to his successful career. This quality in combination with the presence of the necessary competencies graduate with a set of descriptors today especially in demand in the labor market. Implementation of joint training programs with the use of various forms of internationalization, starting with short courses and specialized programs to double degree programs, creates for students in Russian universities the opportunity to develop the necessary competencies in view modern trends in economics, sociology, politics, culture, not only domestically, but also in the world. Consideration the questions of the adaptability of existing programs, their importance for the Russian higher education of the experience increases the relevance of the article the problems encountered in the process of practical implementation of internationalized programs training in Russia.

The paper provides information on the need to pass the “Unified entrance exam” in a foreign (English) language by students who have received a bachelor’s degree and wish to continue their studies to obtain a master’s degree. It is determined that when working with undergraduate students, it is advisable, firstly, to determine the percentage of graduates whose passing EVE is unlikely, and secondly, to intensify work with such graduates to increase this probability. The task was set to create a model for predicting the results of the unified entrance exam in a foreign language by bachelor’s graduates of higher education institutions upon entering the master’s program. A number of factors that affect the EVE score are proposed, namely: competitive score at enrollment (indicator of the student’s basic level), rating (assessment) based on the results of the first year of study (exam in the compulsory subject “Foreign Language”), choice “Foreign language” in the 2-3rd year (maximum of all or “0”, if the student did not choose), the rating of additional classes “Foreign language” in the 4th year, the average rating for the penultimate session (indicator “current” student’s attitude to the educational process), the fact of having additional points (an indicator of the student’s interest in other activities than learning), the average rating of a bachelor’s degree (an indicator of the general student’s attitude to the educational process). The available data concerning students of two years of the department of intelligent decision-making systems of the Donbas State Engineering Academy are given. A method of artificial neural networks with a two-layer perceptron architecture with ten neurons in each hidden layer, a sigmoid activation function, and an error backpropagation algorithm for network training is proposed. Calculations were performed in the Deductor Studio Lite environment, their results were analyzed. It is noted that the proposed approach to forecasting can be applied when working with undergraduate students, to determine the percentage of graduates whose EVI is unlikely to pass, and to intensify work with such graduates to increase this probability. The article assesses the availability of demographic education in Russian universities based on the analysis of information posted on the websites of educational programs of higher education institutions included in the rating of top 100 ranking best universities in the Russian Federation, compiled by the research company RAEX-Analytics LLC in 2019. Universities are grouped according to their profile, specialization and geographical location. Monitoring of educational programs is presented in terms of educational levels and directions. The study revealed that 75% of Russian universities, included in the sample, have demographic disciplines in their educational programs. Demographic education is most developed in multidisciplinary universities. Demographic disciplines are included in almost all educational programs for training in the area of "Sociology". It is concluded that there is an inequality in the availability of demographic education, since it is more concentrated in the cities of Moscow, St. Petersburg as well as in the cities of the Volga Federal District. In addition, there were found out such distortions in the development of demographic education as lack of instrumental disciplines and weak inclusion of demographic disciplines in economic programs. As a result of the research, there are given recommendations aimed at expanding the range of students studying demography, forming of continuity in educational programs for bachelor's and master's degrees, and including demographic disciplines of an instrumental nature in them. The authors believe that the expansion of interaction between universities and local authorities in training specialists will contribute to development of demographic education.

It is impossible to develop a single, scientifically based system of indicators for the quality of student training, since the education system is different in all countries of the World, moreover, a different system of training students, which is one of the influencing factors on the quality of Higher Education. It is necessary to take into account the specifics of the university.One of the elements of the quality assessment system is monitoring, which is considered to be a comprehensive system for diagnosing the quantitative and qualitative characteristics of the effectiveness of an educational system. The assessment of the quality of education should be formed as a cumulative indicator of all the qualities that influence the educational process. During the work we used the results of sociological research of the subjects of the educational process: students, teachers, monitoring of the educational process (academic performance of students).

The given article deals with some issues of foreign student’s educational process organization in teaching professionally-oriented English to university students of non-foreign language faculties taking into consideration their peculiarities as well as certain factors influencing upon the educational process efficiency. The article points out the difficulties that foreign students might experience when studying at the Russian Institution of higher education. As a means of solving the problem it is suggested to employ the most relevant methods of teaching in the educational process and to operate at three working languages: English, Russian and Arabic.
