The article addresses the expert methods for developing the graduates’ professional competencies in specialty programs in the conditions of predetermined specializations within particular specialties in the absence of professional standards. The authors analyze the features of obtaining and processing data from experts, which are specialists in this field of professional activity. Special attention is paid to expert commission forming using the expert competence criteria and the cost of the survey. Based on the developed expert method, a comparative analysis on the importance of professional competencies of specialists in the chosen field of activity is carried out. The authors propose a method of matching the experts’ assessments obtained as a result of the survey. The article finds that it is necessary to include formalized procedures for the development of the graduates’ professional competencies in the indicative basic educational program.

The article is a description of the Power Query technology training methodology implemented within the framework of the Federal State Educational Standard for Higher Education 3++ taking into account professional standards in the direction of the bachelor’s program “Business Informatics”. The authors propose a set of laboratory works in the form of situational tasks and cases that allow to create professional competencies and labor functions of a future specialist (business analyst) as part of the development of the ETL process for processing data using Power Query technology. The use of situational tasks and cases allows to effectively implement the development of a set of professional competencies, which are elements of generalized labor functions, without tying the material in question specifically to any discipline. As part of the implementation of situational tasks and cases described in the article, bachelors not only learn to use the basic elements of Power Query technology, but also gain the skills and abilities associated with the application of the studied technology in performing standard professional tasks stipulated by a professional standard. The format for describing the methodology is presented in the form of the traditional “Key-by-Key” technology, widely used in obtaining professional IT competencies.

The article presents the results of the specifics of the activity and professional competence of a specialist in the field of education-a counselor working with a permanent children’s team. The article reflects the results of the conducted research on the definition of the space of professional activity of a counselor working with a permanent children’s team and the allocation of methodological competence as one of the key professional competencies of him as a specialist working with a permanent children’s team. The author of the article conducted a comparative analysis of the formation of the methodological competence of a counselor working with a permanent children’s team on the example of the competitive materials of the participants of the All-Russian Competition of professional Skills “League of Counselors” and identified the key professional deficits of the formation of the methodological competence of counselors. Based on the study of training programs for counselors working with a permanent children’s team, presented in the open access, methodological recommendations for optimizing the system of training counselors working with a permanent children’s team and developing their methodological competence are formed.

Abstract Development of professional competence of the procurement specialists in procurement statistics is one of the research priorities in the supply of human resources for procurement. State priorities in the training of personnel ready for efficient professional activity in the ever changing environment are reflected in the content of educational programs. But the lack of uniform requirements for the training of managers, specialists and experts in the field of procurement gives rise to a huge number of problems. Digitalization of procurement, growth of e-commerce requires mandatory introduction of such a component as procurement statistics into the structure of professional competence of customers. But how to determine the necessary amount of knowledge, which statistical tools should be in possession of a graduate of the educational program - these and many other questions remain open. This paper presents the main approaches to the development of professional competencies of procurement specialists in maintaining statistical records of the procurement activities through educational programs based on monitoring of their efficiency.

In connection with the transition of universities of the Russian Federation to teaching students according to the standards of the Federal State Educational Standards of Higher Education 3 ++, the task of forming the professional competencies of the graduate based on the relevant professional standards becomes urgent. The article describes the main stages of standardization of higher professional education in the USSR and the Russian Federation and what documents regulated the volume of taught graphic disciplines in technical universities and the content of these disciplines. The issues of the competency-based model of education are considered, such as the concept of com-petence, classification of competencies. Much attention is paid to graphic competencies. It tells about the experience of the department of descriptive geometry and drawing at the Ufa State Avia-tion Technical University with graduating departments in the formation of professional competencies based on professional standards, drawing up curricula and the main educational program.

Обосновывается необходимость использования возможностей вузовской подготовки для формирования профессиональных компетенций будущих педагогов профессионального обучения с целью создания качественного кадрового потенциала для осуществления модернизации технологических процессов, продвижения и внедрения новых перспективных технологий и обеспечения кастомизации услуг в процессе перехода на модель цифровой экономики будущего России. Выявлена роль образовательных организаций в процессе реализации требований федеральных государственных образовательных стандартов 3++ к качеству подготовки квалифицированных кадров в соответствии с требованиями работодателей. Рассмотрено содержание представленных в основной образовательной программе бакалавриата по направлению подготовки 44.03.04 «Профессиональное обучение (по отраслям)», направленность (профиль) «Декоративно-прикладное искусство и дизайн» обязательных профессиональных компетенций, сформированных на основе профессиональных стандартов, анализа требований, предъявляемых к выпускникам на рынке труда, консультаций с ведущими работодателями. Установлены индикаторы достижения обязательных профессиональных компетенций выпускников, рассмотрены возможности их достижения на примерах педагогического взаимодействия с целью организации учебно-исследовательской работы студентов, обучающихся на факультете технологии и предпринимательства по указанному направлению подготовки. Обоснована целесообразность подготовки педагогов профессионального обучения для формирующихся сервисных кластеров в экономике Томской области с учетом прогностических потребностей в условиях постиндустриальных трансформаций. The article substantiates the need to use the capabilities of university training to form the professional competencies of future vocational education teachers in order to create highquality human resources for the modernization of technological processes, the promotion and implementation of new promising technologies and the provision of services customization in the process of transition to the digital economy model of the future of Russia. The role of educational organizations in the process of implementing the requirements of federal state educational 3 ++ standards to the quality of training of qualified personnel in accordance with the requirements of employers indicated in professional standards is revealed. The content of the undergraduate programs presented in the main educational program is considered in the direction of preparation 44.03.04 Vocational training (by industry), focus (profile): Decorative and applied art and design of mandatory professional competencies formed on the basis of professional standards, analysis of requirements for graduates in the labor market, consultations with leading employers. Indicators of achievement of compulsory professional competencies of graduates are established, the possibilities of their achievement are examined by the examples of the organization of educational research work of students studying at the Faculty of Technology and Entrepreneurship of TSPU in the areas of professional activity: design (costume, interior, art objects), manufacture of clothing, decorative and applied art (art crafts of Siberia, the modern directions of arts and crafts in the manufacture of household items and souvenirs), beauty industry (hairdressing, makeup techniques, nail design, etc.), image making, stylistics. The feasibility of training vocational education teachers for emerging service clusters in the economy of the Tomsk Region is substantiated, taking into account the prognostic needs in the context of post-industrial transformations.

The article presents the results of a study aimed at the reflection formation of students to the educational program they are mastering as a program of preparation for professional activity through a specially organized educational environment, including the use of the "Electronic Portfolio" tool and regular interaction with a supervisor. The study involved students of bachelor's programs of the faculty of "Psychology of Education" MSUPE – "Psychology and pedagogy of primary education (primary school teacher)" (N=21 people) – experimental group and "Psychology and pedagogy of education (psychologist)" (N=22 people) – control group. A questionnaire was used to study the reflection formation towards mastering the main professional educational program. The results obtained make it possible to say that the specially-organized work of the supervisor of the mini-group, mediated by the use of an electronic portfolio that records the development of the student's professional competencies, can provide conditions for the formation of a student's reflection to learning. An electronic portfolio can be used as a navigator in the educational program and a means of organizing reflection of students' professional competencies in professional activity.

The article describes the methodology and content of developing a methodology for assessing the qualifications of university graduates, taking into account the comparability of the views of developers of educational and professional standards. The study is based on the practice of training topo-graphic and geodetic specialists. The development of the methodology is based on the solution of problematic questions posed in the article, which are the conceptual basis for the development of the methodology. The tasks of research work on the development of qualification assessment methods and the expected results of their solution are formulated. A choice of two alternatives in the areas of pedagogical design is proposed: 1 — the idea is based on the idea of a comprehensive assessment of knowledge, abilities and skills (actions), which are components of both competence and labor function, which means qualifications; 2 — the methodology is based on the idea of diagnosing readiness to perform a certain type of professional activity. Conclusions are drawn about the prospects and importance of using the method-ology for assessing qualifications in educational and professional organizations, as well as in governing bodies of higher and additional professional education.
