This article content is aimed at characterization of urgent problematic issues, which are connected with determining the place of forensic expertise in cases related to the protection of consumer rights and the development of ways of solving emerging problems. The article emphasizes that in accordance with the current legislation, consumers have the right to protect their rights to the necessary quality, safety of goods and services, as well as the right to compensation for losses caused by goods of inadequate quality, dangerous to life and health, etc. It is determined that the main control in the sphere of trade is exercised by the State Service for Product Safety and Consumer Protection, and it is established that the problems are the inability of this service to carry out an instant check on a consumer complaint of a particular point of sale. At the present stage, the problem of citizens' rights including rights in the sphere of consumption, is extremely urgent, because accession of Ukraine to the European Union requires the application of European standards of product quality. In developed country, the consumer is a major player in market relations, which is focused on the production and improvement of the quality of goods and services. The application of sanctions to sellers, manufacturers of poor-quality products does not always give the necessary effect, because usually an unscrupulous manufacturer (seller, executor) pays a fine and continues to provide poor quality services, to supply products that are dangerous to life and health. Important factor in improving the quality of products and services provided is the legal knowledge of consumers themselves in protecting their rights. Consumer rights have a prerogative over the rights of sellers and producers, since human life and health under the Constitution of Ukraine is a fundamental value of the state. The authors described the actions that the consumer should take to protect their violated rights, and emphasized that in cases where the consumer seeks to restore justice for this issue, he should ask an expert institution to perform a forensic trade research.

Transaksi elektronik adalah  suatu transaksi perdagangan atau perniagaan baik berupa penyebaran, pembelian, penjualan, pemasaran barang dan jasa dengan menggunakan media elektronik yang terhubung melalui internet. Dengan adanya transaksi elektronik sangat menguntungkan bagi pihak konsumen dalam memilih berbagai jenis barang namun pelanggaran hak-hak konsumen sangat memungkinkan terjadi  mengingat transaksi elektronik mempunyai karakteristik yang berbeda dengan transaksi konvensional. Untuk itu diperlukannya perlingan hukum terhapa konsumen dalam jual beli barang yang mengandung unsure penyalahgunaan keadaan yang dihubungkan dengan Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen (UUPK). Penyalahgunaan keadaan yang sering dilakukan oleh pihak pelaku usaha adalah melanggar Pasal 4 UUPK tentang hak-hak konsumen. Penyalahgunaan keadaan juga dapat dilakukan oleh pihak pelaku usaha dengan mencantumkan klausula baku tidak sesuai dengan Pasal 18 UUPK tentang larangan pencantuman klausula baku.  Akibat dari penyalahgunaan keadaan dari pihak pelaku usaha mengakibatkan pihak konsumen mengalami kerugian dan mengakibatkan terjadinya wanprestasi. Selain UUPK dalam transaksi elektronik mengenai perlindungan terhadap konsumen juga diatur dalam Undang-Undang Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik (UUITE). UUITE menjelaskan tentang tanggung jawab pelaku usaha terhadap konsumen yang terdapat dalam Pasal 9 UUITE yang menyatakan bahwa,” Pelaku usaha yang menawarkan produk melalui sistem elektronik harus menyediakan informasi yang lengkap dan benar berkaitan dengan syarat kontrak, produsen, dan produk yang ditawarkan”. Pasal ini menjelaskan tanggung jawab pelaku usaha dalam memberikan informasi yang sebenarnya mengenai toko online miliknya dan informasi terkait pencantuman klausula baku untuk menghindari terjadinya wanprestasi antara pihak konsumen dan pelaku usaha. Dalam kondisi seperti ini sepatutnya negara hadir terutama dalam wujud hukum yang mengatur dan memberi perlindungan kepada konsumen, seperti yang dijelaskan dalam Pasal 1 angka 1  UUPK menyebutkan bahwa Perlindungan Konsumen adalah segala upaya yang menjamin adanya kepastian hukum untuk memberi perlindungan kepada konsumen.Electronic transaction is a trading or commercial transaction in the form of distributing, purchasing, selling, marketing of goods and services by using electronic media connected via internet. With the electronic transaction is very beneficial for the consumer in choosing various types of goods but violations of consumer rights is possible because electronic transactions have characteristics different from conventional transactions. Therefore, the need for legal relief on consumers in buying and selling of goods containing elements of misuse of the circumstances associated with the Act Number 8, 1999 concerning Customer Protection (UUPK). Abuse of the state that is often done by the business actor is violating Article 4 UUPK concerning consumer rights. Abuse of the situation can also be done by the business actor by stating the standard clause does not comply with Article 18 UUPK about the ban on the inclusion of the standard clause. As a result of misuse of the circumstances of the business actors resulted in the consumer losses and resulted in a default. In addition to UUPK in electronic transactions concerning consumer protection is also regulated in the Information and Electronic Transaction Act (UUITE). UUITE explains the business actors' responsibility to consumers contained in Article 9 UUITE states that, "Business actors offering products through electronic systems must provide complete and correct information relating to the terms of contracts, producers and offered products". This Article describes the responsibility of business actors in providing actual information about their online store and information related to the inclusion of standard clauses to avoid the occurrence of wanprestasi between the consumer and business actor. Under these circumstances, the state should be present primarily in the form of laws that regulate and provide protection to consumers, as described in Article 1 point 1 UUPK mention that Consumer Protection is any effort that ensures legal certainty to provide protection to consumers.

India has been observing December 24 each year since 1986 as “National Consumer Rights Day”, when the Consumer Protection Act [CPA], 1986 came into force on this day. Despite the implementation of the CPA has completed three decades in the country, the rural India has yet to understand the meaning of consumer’s rights & the procedure to protect the right enshrined in the CPA,1986. This has its significance because according to the National Council of Applied Economic Research survey report there are 720 million consumers across the villages and according to the National Sample Survey Organization report there are small & marginal farmers [S&MFs] accounting for 85% of total agricultural holdings in the country. It is against this background this development perspective article briefly but precisely deals with the need to create desired level of awareness among S&MFs as consumers and effectively implement the provisions of the CPA, 1986 for the benefits of farmers and women engaged in agriculture in the light of the importance of agriculture, significant number of farmers and women engaged in agriculture, poor quality of goods and services resulting into the serious issues of land degradation, inefficient use of farm resources, declining farm productivity and rate of return on farm investments.

This study aims at clarifying the concept and dimensions of consumer rights, and at diagnosing the reality of consumer rights represented in the (right to choose, right to safety, right to be heard and right to be informed). The descriptive approach was the one used for the purpose of this study. The current study was conducted on consumers of some basic goods and services. A facilitated sample consisting of (100) people was used. The blank questionnaire method was used to obtain the primary data.The results show that there is an increase in the frequency of consumer rights violations in light of globalization and the repercussions of the financial crisis due to the Corona virus crisis. It was found that the consumer rights watchdogs knowledge of global consumer rights regulations was very limited, and that their ability to know and meet consumer rights is weak. There are few contributions by researchers in addressing the importance of consumer rights in the Palestinian reality. In addition, there is a retreat in the provision of safety and protection requirements in some of the products offered in the Palestinian consumer market. The role of the government and regulatory authorities such as consumer protection and the Ministry of Economy in providing information of interest and providing protection Sustainable for consumers is weak as well.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

Annotation. The problem of suicide and euthanasia has been particularly updated with the spread of the COVID-19 pandemic, which caused a strong explosion of suicide, because medicine was not ready for it, and the man was too weak in front of its pressure. The article considers the issue of euthanasia and suicide based on philosophical messages from the position of a doctor, which today goes beyond medicine and medical ethics and becomes one of the important aspects of society. Medicine has achieved success in the continuation of human life, but it is unable to ensure the quality of life of those who are forced to continue it. In these circumstances, the admission of suicide or euthanasia pursues the refusal of the subject to achieve an adequate quality of life; an end to suffering for those who find their lives unacceptable. The reasoning that banned suicide: no one should harm or destroy the basic virtues of human nature; deliberate suicide is an attempt to harm a person or destroy human life; no one should kill himself. The criterion may be that suicide should not take place when it is committed at the request of the subject when he devalues his own life. According to supporters of euthanasia, in the conditions of the progress of modern science, many come to the erroneous opinion that medicine can have total control over human life and death. But people have the right to determine the end of their lives while using the achievements of medicine, as well as the right to demand an extension of life with the help of the same medicine. They believe that in the era of a civilized state, the right to die with medical help should be as natural as the right to receive medical care. At the same time, the patient cannot demand death as a solution to the problem, even if all means of relieving him from suffering have been exhausted. In defense of his claims, he turns to the principle of beneficence. The task of medicine is to alleviate the suffering of the patient. But if physician-assisted suicide and active euthanasia become part of health care, theoretical and practical medicine will be deprived of advances in palliative and supportive therapies. Lack of adequate palliative care is a medical, ethical, psychological, and social problem that needs to be addressed before resorting to such radical methods as legalizing euthanasia.

Establishment of the National Higher Teacher Training College (WSP) and an attempt to merge it with the Jagiellonian University in 1956 After the Second World War, the Jagiellonian University lost its autonomy and the state authorities destroyed its structures by separating the departments and creating new universities out of them. Independently, in 1946, the National Higher Teacher Training College in Krakow was established. In 1954, it received the right to run a master’s course. The quality of education in WSP was assessed negatively by the Jagiellonian University. In turn, the WSP authoritiesclaimed that their school provided better training for future teachers. At the beginning of the 1950s, some reservations were voiced as to the grounds for the existence of higher teacher training schools due to overlaps with the university curriculum. In 1956, the state authorities decided to close some of these colleges. WSP was to be merged with the Jagiellonian University. A meeting was organized at the Jagiellonian University in April 1956, where representatives of the Ministry of Higher Education, the Jagiellonian University and WSP discussed the merger. However, the meeting didn’t yield the expected results due to the firm objection on the part of WSP. The opportunity to strengthen the Jagiellonian University’s position by merging with WSP was ultimately lost.

The purpose of this study is to know how the legal protection for consumers on the circulation of illegal drugs and how the accountability of business actors on the circulation of illegal drugs. By using normative juridical research method this study found that the legal protection to consumers on the circulation of illegal drugs conducted by the government through the Agency of Drugs and Food. The Agency highlighted that the attention that the government has run its supervision. In addition, the protection of consumer law arising from the existence of rights and obligations set forth in Article 4 letters a and c, article 7 letters a and d, article 8 paragraph 1 letter a, d and e of Law Number 8 Year 1999 concerning Consumer Protection. The fulfilment of consumer rights over security, the right to be heard, the correct, clear, and honest information regulated in the UUPK is still not fulfilled. Article 98 paragraph 2, Article 106 paragraph 1 and 2 of Law Number 36 Year 2009 on Health. The business actor is responsible as the manufacturer of the goods because the importer of the goods is not an agent or official importer. The business actor who is an individual shall be liable for the losses incurred even if only as an importer not as a producer of the goods.

One of the important factors limiting social and economic development of Russia is considered to be the state and efficient functioning of transport and logistic infrastructure. The creation of a modern road and transport net-work is one of the factors providing sustainable eco-nomic growth, implementation of social programs and, eventually, improvement of the quality of human life. Interaction of financial state interests and private business through mechanisms of state-private partner-ship has to become the main objective of modern Rus-sian state policy in favor of intensification process of capital investments increase in transport infrastructure. The use of such mechanism will allow carrying out projects which the state and business cannot im-plement alone. It will help to reduce social problems, will become the driving force of Russian economy, will promote the establishment of the international financial center in the Russian Federation. The purpose of the study is to research compre-hensively the existing funding mechanism and distribu-tion of budget funds for creating transport infrastruc-ture with economic substantiation possibility of attract-ing and using non-budgetary sources.

AbstractAccording to the annual report of PT. KCI until December 2018, PT. KCI has 792 KRL units, and continues to grow to date to meet the growing passenger demand from time to time. Users of the Commuter Line Train service, as a whole, as of December 2018, there were 336.7 million passengers. That number increased 7% from the number of passengers in 2017 amounted to 315.8 million passengers. At present, PT. KCI serves 79 stations throughout the Greater Jakarta, Banten and Cikarang areas with a route range of 418.5 km. In the face of an increase in the number of passengers, one of the efforts that can be emphasized in improving the quality of customer service is by implementing e-ticketing technology as a substitute for manual payment systems using paper tickets. Based on this with the large number of KRL enthusiasts, the need for legal arrangements governing consumer protection for KRL users. This is necessary to protect consumer rights in the event of undesirable events, such as Extraordinary Events (PL) on Jabodetabek commuter line train trips.This study aims to determine, describe, and provide an understanding of the forms of consumer protection and compensation mechanisms for passengers using the LinkAja application for the extraordinary events of the Jabodetabek Commuter Line Train trip by PT. Kereta Commuter Indonesia.This study uses qualitative research, with a juridical empirical research method, namely legal research with existing facts and applied by humans living in the community itself that can be constrained or observed and free of values to determine the implementation of applicable legal norms.The results of the analysis showed that the form of passenger protection for users of the LinkAja application for extraordinary events on the Jabodetabek Commuter Line train trip, namely the compensation of the amount of money spent and the compensation could be given if the passenger canceled the Jabodetabek commuter line train trip. Jabodetabek commuter line train trip cancellation mechanism, can be done by Passenger can report to station officer to cancel Jabodetabek commuter line train trip. After that the station accompanied the passengers to cancel the Jabodetabek commuter line train trip to the station ticket clerk. Then the station ticket clerk confirmed to the linkaja that the passenger would cancel the Jabodetabek commuter line train trip due to an extraordinary event on the Jabodetabek commuter line train trip. When it has been confirmed by the linkaja, the passengers only need to wait for the balance to be returned to the passenger linkaja account itself.Abstrak Menurut laporan tahunan PT. KCI hingga Desember 2018, PT. KCI telah memiliki 792 unit KRL, dan terus bertambah hingga saat ini untuk memenuhi permintaan penumpang yang terus bertambah dari waktu ke waktu. Pengguna jasa Kereta Commuter Line, secara keseluruhan, per Desember 2018, terdapat 336,7 juta penumpang. Angka tersebut meningkat 7% dari jumlah penumpang tahun 2017 sebesar 315,8 juta penumpang. Saat ini, PT. KCI melayani 79 stasiun di seluruh wilayah Jabodetabek, Banten, dan Cikarang dengan jangkauan rute mencapai 418,5 km. Dalam menghadapi kenaikan jumlah penumpang, salah satu upaya yang dapat ditekankan dalam peningkatan kualitas pelayanan pelanggan, yaitu dengan penerapan teknologi e-ticketing sebagai pengganti dari sistem pembayaran manual dengan menggunakan tiket kertas. Berdasarkan hal tersebut dengan banyaknya peminat KRL, diperlukannya pengaturan hukum yang mengatur mengenai perlindungan konsumen bagi pengguna KRL. Hal ini diperlukan untuk melindungi hak-hak konsumen apabila terjadi hal-hal yang tidak diinginkan, seperti Peristiwa Luar Biasa (PL) pada perjalanan kereta commuter line Jabodetabek.Penelitian ini bertujuan untuk mengetahui, mendeskripsikan, dan memberi pemahaman mengenai bentuk perlindungan konsumen serta mekanisme ganti rugi pada penumpang pengguna aplikasi LinkAja atas  peristiwa luar biasa perjalanan Kereta Commuter Line Jabodetabek oleh PT. Kereta Commuter Indonesia.            Penelitian ini menggunakan jenis penelitian kualitatif, dengan metode penelitian empiris yuridis, yaitu penelitian hukum dengan fakta yang ada dan diterapkan oleh manusia yang hidup dalam masyarakat itu sendiri yang dapat dikonstatasi atau diamati dan bebas nilai untuk mengetahui implementasi norma hukum yang berlaku.            Hasil dari analisis yang dilakukan menunjukkan bahwa bentuk perlindungan konsumen penumpang pengguna aplikasi LinkAja atas peristiwa luar biasa pada perjalanan kereta Commuter Line Jabodetabek, yaitu pemberian kompensasi sejumlah uang yang dikeluarkannya dan kompensasi tersebut dapat diberikan apabila penumpang membatalkan perjalanan kereta commuter line Jabodetabek. Mekanisme pembatalan perjalanan kereta commuter line Jabodetabek, dapat dilakukan dengan cara Penumpang dapat melapor ke petugas stasiun untuk melakukan pembatalan perjalanan kereta commuter line Jabodetabek. Setelah itu stasiun mendampingi penumpang untuk melakukan pembatalan perjalanan kereta commuter line Jabodetabek ke petugas loket stasiun. Lalu petugas loket stasiun mengkonfirmasi ke pihak linkaja bahwa penumpang tersebut akan melakukan pembatalan perjalanan kereta commuter line Jabodetabek dikarenakan adanya peristiwa luar biasa pada  perjalanan kereta commuter line Jabodetabek. Ketika sudah terkonfirmasi oleh pihak linkaja, penumpang hanya tinggal menunggu saldo dikembalikan ke akun linkaja penumpang itu sendiri.
