Abstract. The article focuses on the special role of digital transformation in the development of the social sphere of rural areas. Today, one of the strategic tasks of the state is the transformation of socially significant areas through the introduction of digital technologies (platform solutions) and digitalization of management or separate areas of interaction. The purpose of this article is to clarify the theoretical foundations and provisions that determine the processes of digital transformation of the social sphere of rural areas, the use of which allows the most effective approach to the financial and resource support of transformation processes. The objectives of the study were to substantiate the methodology for assessing the level of readiness of the social sphere of rural areas for digital transformation, a system of indicators and the use of the results obtained for practical use in managing the development of rural areas. Methods. The methodological basis of this article is formed by the general scientific principles of the systems approach; methods of analysis - logical, factorial, comparative, strategic; methods of quantitative and qualitative research of the main trends and directions of digital transformation of the social sphere. Scientific novelty. The author clarified the system of indicators and developed the author's method for calculating the assessment of the level of readiness of the social sphere of rural areas for digital transformation. Also, the author's assessment method, in contrast to the existing ones, makes it possible to determine the zones of growth and containment of the digital transformation of the social sphere of specific rural areas through the analysis of the components. Results. As a result of the study, the author tested the author's methodology for assessing the readiness of the social sphere of rural areas for digital transformation and analyzed a typical rural area: zones of growth and containment of digital transformation were identified, and directions of state regulation and support of the processes of digital transformation of the social sphere were proposed.

The article focuses on the social sphere development of the Kirov region in the years of the second five-year plan (1933–1937). It substantiates a direct link between the dynamic development of the industrial sector of the regional economy and the changes in the social sphere. The authors trace the changes in the incomes and purchasing power of the population of the region. They give the ratio of average wages in different industries and the prices for basic consumer goods along with the abolition of the rationing distribution system in the Soviet Union. In addition, the article provides the data pertaining to the regional budget expenditures on the education, health care and social support for the vulnerable groups of the population; the paper also traces the positive growth trend in the number of schools, hospitals, and cultural institutions. The authors state the special role and managing methods of the regional party bodies in resolving the social development tasks for the region and in protecting the interests of ordinary industrial and agricultural workers. Аt the same time, noting the positive trend in the development of the social sphere in the designated geographical framework, the authors draw attention to the whole range of its systemic issues. They classify as such the housing shortage, growing over the entire period, the disparity in the development of big cities and rural areas, the insufficient level of medical care provided to the population, and the serious shortcomings in the education of young people. However the authors come to the conclusion that the Kirov region during the years of the second five-year plan was a dynamically developing territory with good prospects

The objective of the article is to identify the problems of development of rural green tourism as an important direction of tourism activity in Ukraine and to substantiate their solution on the basis of state regulation and support. Methodology. In order to achieve an objective of the study, the general scientific and special methods were used: analysis and synthesis in the study of scientific principles of state regulation of services of rural green tourism; statistical analysis, comparison and generalization – in the study of the peculiarities of the organizational and economic mechanism of state regulation and support of rural green tourism services and the definition of modern aspects of the mechanisms of state regulation of rural green tourism; abstract-logical method – for synthesis and formulation of conclusions and proposals. Results. The article reveals the challenges and problems of the development of rural population and rural areas in Ukraine. A special role in their solution of tourism activities in the form of rural green tourism was determined. Therefore, a considerable attention is paid to its state regulation and support. They are carried out in the form of regulatory and legislative support, monitoring systems, pricing services, taxation, etc. Practical importance. The obtained results can be used in practice by the state authorities, local authorities and self-government bodies, public organizations. The conducted study, conclusions drawn on their result, are the basis for: a further in-depth scientific study of the theory of public administration, development of recommendations for the improvement of conceptual provisions and measures for the implementation of an effective mechanism of state regulation and support of rural green tourism services. The scientific novelty of the results is that the theoretical foundations and conceptual approaches to improving the mechanisms of state regulation and support of rural green tourism services in Ukraine are substantiated.

The article shows the importance of using the public-private partnership mechanism for the development of the social sphere of the village. Review of PPP implementation by countries G20 showed different legal approaches in PPP implementation, parallel use and concessions, and agreements, application of guaranteed minimum income and risk sharing among participants, use of different PPP support measures. The presented results of the questionnaire indicate the largest use of PPPs in housing and communal services — 272 projects (81.68 %), which is due to the high degree of wear and tear in water and heat supply, in education — 22 projects (6.61 %), mainly the construction of preschool institutions, school repairs, in the field of sports and tourism 14 projects (4.2 %) — the construction of sports grounds and stadiums, sports centers, 10 projects (3 %). Public-private partnership projects in the social sphere of rural areas are less marginal, their financing is associated with significant difficulties due to the heterogeneity of demand, the difficulty of forecasting consumer demand and assessing social effect. The development of public-private partnerships is constrained by the lack of necessary budget funds to ensure the minimum guaranteed income of a private partner, the duration and complexity of maintaining procedures.

The author researchers the social sphere consisting of the branches’ set creating various products in the form of non-material and material services which finally provide inquiries of the society in Kazakhstan that comes to be very important and authentic for the current matter of fact for this country. Transformations associated with the transition to the market economy caused a sharp decline in the rural population of life quality. In the context of transformational recession social services in the rural areas for a long time operated on prevailing conditions in the planned economy assets, resulting in the quality of its services significantly decreased.At the same time, the social sphere of urban economy is largely felt the benefits of the economic growth and participation in the reconstruction of this sector and took the largest system of corporation, especially in the status of city-companies within the social responsibility of business and regional agreements of social partnership.

The article proves that modern globalization challenges create unique opportunities for the recovery of rural green tourism, outlining the prospects for its attribution to strategically important sectors of the national economy on the grounds of priority, resilience and responsibility. However, achieving such results is impossible without appropriate organizational and economic provision for the development of infrastructure of enterprises of rural green tourism, where the State-based levers and instruments play a special role, because due to the sudden, unprecedented drop in demand, the travel and tourism sector will require, first of all, financial incentives with regard to support and recovery. The article is aimed at determine the potential for the recovery of green rural tourism in the conditions of COVID-19 as an instrument for the renovation of the agrarian economy. It is specified that the development of normative and legal provision for the activation of economic activity in the sphere of rural green tourism is a basic condition for the formation of a legal framework for the development of this type of tourism and attraction of investments in this industry. The main determinants of infrastructure development of rural green tourism in Ukraine have been identified and priority measures for the development of rural green and gastronomic tourism in rural areas for the future period are proposed. According to the authors, the active development of rural green tourism in Ukraine necessitates the following: carrying out an analysis of the current system of railway communication between cities and adjusting it to the tourist map of the country; increasing the level of responsibility of carriers for their activities and create conditions for safe passage through the territory; to carry out repairs not only of nationally important roads, but to maintain local roads in good condition as well; improving the quality of road infrastructure, with a focus on placing the appropriate identifying signs for both historical tourist sites and objects of rural green tourism; increasing the efficiency of the State regulation in this sphere. Prospects for further research are to determine the feasibility of implementing the world experience of recovering the tourism industry, particularly rural green tourism.

The present research features the state of housing and communal infrastructure in the Kemerovo region. The author identifies the patterns and features of its development in 1946–1950. Most of the archival data have never been introduced into scientific literature. In the postwar years, the housing and communal services in the region failed to meet the demands of the growing urban population; there were not enough municipal institutions, and the sanitary and epidemiological situation was unfavorable. New urban settlements lacked municipal infrastructure. This problem had begun in the pre-war years and persisted in the post-war period. The population was forced to use random and substandard water sources, and there was no sewage, while a lot of citizens lived in crowded barracks and dormitories. Financing of the social sphere increased in the late 1950s. As a result, the pace of housing construction increased, new water pipe systems and central heating were introduced, and the sewerage network expanded. These activities improved the local living standards and led to a reduction in the morbidity and mortality. However, the constant growth of the urban population in the region under conditions of accelerated industrialization complicated the state of the housing and communal infrastructure. As a result, Kuzbass failed to meet sanitary standards of housing per capita in 1959. Only electric lighting demonstrated an almost 100 % coverage of the residential premises. The development of housing and communal infrastructure in the region was just beginning, while rural areas remained untouched. The Kemerovo region failed to meet the average RSFSR standards for the development of housing and communal services.

The formation of methodological tools for the sustainable development of regions, the formation of an integrated system of strategic planning of socio-economic development at the municipal level is among the least developed topics. On the example of a municipality, the practice of developing strategic planning documents, their compliance with the requirements of the existing regulatory framework, the mechanism for implementing the strategy and ensuring its implementation with financial resources is studied. The factors influencing the formalization of the developed strategic landmarks of the territory are established. The article substantiates the need to supplement the algorithm of strategic planning of socio-economic development of municipalities of the regions with new methods of analyzing the construction of vertical and horizontal economic relations, in order to select options for structural transformations, as well as to determine the resource potential, including labor. Establishment of indicators of goal-setting in the social sphere and its direction.

The article examines the personnel potential of rural areas of Kazakhstan in 1950-1980: National composition, quantitative and qualitative indicators. There is information about the personnel deployed in connection with the political situation in the country. Personnel issues among peoples who came to Kazakhstan as a result of different leftist policies of the state, the influx of people of different nationalities, their competitive work in various sectors of the economy, despite their low social status, their impact on the demographic situation. As a result, the influence of the national team in the economic, educational, cultural and sports spheres is taken into account. The article aims to improve the state agribusiness regulatory system. It is established that the state regulatory system for agribusiness must be based on the application of a reasonable protectionism policy, guaranteeing food security through a system of tariffs and customs taxes on imported food products. The authors demonstrate the need to create a favorable climate for foreign investors, establish joint ventures in the agricultural business, provide state guarantees to foreign creditors by importing advanced equipment and technology, as well as finance key areas of science on business problems. Agricultural, the theoretical and methodological basis of this study is an abstract logical method, induction, deduction, analysis, synthesis and systematization methods; as well as the statistical, economic and graphic methods used to study the levels and trends of change in the parameters of agricultural development in the current stage. In conclusion, it is revealed that parities in agricultural prices must include parity with consumer prices. For rural residents. The wages of employees in rural areas must guarantee the reproduction of the labor force and the development of the social sphere.
