The purpose of the article is to investigate the process of qualitative transformation of museum communication at the present stage, which takes place under the influence of digitalization factors. The methodology of the research consists of the application of analytical, system-functional, and culturological methods to identify features of technical and technological influence on changing the ways of museum representation in modern conditions and practical implementation of new forms of museum work mediated by new technological communications. The scientific novelty of the article is expanding and summarizing information on the updating of museums of communication strategies developed in connection with the gradual introduction of digital technologies in museums, and means as well as channels of communication designed to diversify forms of museum activities. Conclusions. As a result of the study, it was found that information and computer technologies occupy an important role within the formation of modern museum space, which can give new representativeness to the museum object and build multifaceted communication with visitors. Museum communication is increasingly mediated by digital technologies and means of communication, which directly affect both the way the museum is represented and the aspects of communicating with visitors, the positioning of museums in terms of the information space. In modern conditions, the visual communication of the museum communication occupies a significant place, which determines both the representation of the museum collection in digital format and the special communication channel that forms the field of museum semantics in the virtual information space. There is no doubt about the role of digital technologies in the process of musealization, which helps to choose the best ways to adapt the necessary objects for museum presentation. The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.

The coronavirus pandemic has actualized the digital transition of universities. At the same time, it introduced an element of chaos. Educational policy also played a role here. At this stage, there is a contradiction that has arisen between the fragmentation of interpretations and the need to develop a digital university model. This determines the need for structuring the methodological construct of a digital university, which will allow developing not only a theoretical methodology that allows more focused theoretical and applied research, but also a practical methodology that makes it possible to more rationally structure a set of techniques and tools to achieve the goal of practical implementation of the digital transformation of universities and higher education. The author of the article formulated the methodological construct of a digital university as an integrative phenomenon. A digital university is a combination of four interdependent elements: a teaching format; digital environment; digital resources; digital platform. The digital format is a form of combining digital technologies (in what form the interaction takes place) and at the same time content (which is an act of interaction, the content itself). The digital environment is a space, a place (where interaction takes place). Digital resources are tools for activating the idea of a digital university (what the participants use). A digital platform is an algorithm, a way to implement the idea of a digital university (how interaction is embodied) and, at the same time, a platform for interaction (within which structure the interaction takes place). The article shows that a digital university cannot be interpreted solely as a twin of a "physical" university, since digital technologies allow creating new conditions, making changes in the real environment, organizing processes, both teaching and management. At the same time, the "physical" university, existing in the real, not the virtual world, is a whole space in which technical and human resources are placed. In other words, it is impossible to talk about the concept of a digital university only from the standpoint of the digital (virtual) world, or from the standpoint of only the technical infrastructure.

PurposeThe purpose of the paper is to develop a concept of organization of the system of science and education in the form 4.0 based on human and artificial intellectual capital.Design/methodology/approachThe methods of regression and correlation analysis are used. The role of human and artificial intellectual capital for provision of effectiveness and competitiveness of the system of science and education is determined, as well as its correspondence to the modern challenges. Analysis of perspectives and limitations of automatization of the system of science and education based on AI is conducted; a model of organization of the system of science and education in the form 4.0 based on human and artificial intellectual capital is compiled.FindingsIt is established that in the system of science and education, the decisive production factor is intellectual capital, but human intellect does not necessarily have to dominate in its structure. AI is one of the most popular technologies of Industry 4.0 in the system of science and education, which has wide perspectives of practical implementation. As experience of the leading world universities, which had the highest level of digitization in 2018, showed, foundation on non-breakthrough digital technologies (computer equipment and Internet) does not allow opening the potential of increase of indicators of effectiveness and competitiveness of the system of science and education and bringing it in correspondence to the modern challenges based on digitization. However, correlation of activity of application of artificial intellectual capital with these indicators is four times higher (0.2), as compared to correlation of these indicators with activity of application of human intellectual capital (0.05). This shows demand for digitization of the system of science and education, but based on breakthrough digital technologies, of which AI should become the key one.Originality/valueIt is substantiated that higher education could be automatized based on AI by 85% and science by 63%. Therefore, on the whole in the system of science and education, the share of AI in the structure of intellectual capital could reach 74% ((85 + 63)/2). It is recommended to use the developed model of organization of the system of science and education in the form 4.0 based on human and artificial intellectual capital.

The diffusion of innovations is described as a process in a number of scientific papers. At the same time, the causes of this process have not been sufficiently studied. The author’s goal is to consider the main regularities, under which the life cycle of innovations begins, and propose measures to enhance diffusion in modern conditions. As a scientific hypothesis, the author accepts the postulate about the primary role of the obolescence of attracted innovations in this process. The analysis revealed not only the economic proportions that initiate the start of innovation promotion, but also the influence on the diffusion rate of the obsolescence degree of innovations and the market share occupied by the new product. Methodological approaches have been developed to determine economic efficiency depending on the moment of technological change-over, as well as to determine the absolute and relative speed of innovation diffusion. Sociological studies were conducted to determine the state of innovation development and the time lag between obtaining information about an innovation and its practical implementation. The author presents his “Agroopyt” information system developed to disseminate knowledge in the agricultural sphere and ensure technology transfer in agriculture. Digital methods provide for significant accelerateion of the diffusion of innovations and expand its scope.

This article is devoted to analysis of the modern problems of book publishing in the context of national information space. Development of the Ukrainian state is impossible without development of national book publishing, which is a part of its information space. In Ukraine, as one of the post-Soviet states, the formation of new information and communication system is based on its own information tradition, mentality and features of spiritual culture of the Ukrainians. It plays an important role in shaping culture, spirituality, comprehensive vision and consciousness of the nation. They were and they are a source of knowledge and the most effective way of its transfer. The transience of processes occurring the era of information society, radical socio-economic reforms, sectoral technological revolution requires the continuous scientific researches and analysis, identifying the trends in publishing industry as one of the most important factors in the state’s democratic progress. The author summarizes the development of book publishing of Ukraine and shows its role and place in the modern information society. The study of the modern book publishing is impossible without digression into the past, without finding out the roots of studying of the analysis object. The specific problems of the book industry are identified. It is concluded that in the modern Ukraine the publishing business has intensified, although the positive changes are taking place very slowly: the appropriate economic conditions for development of the publishing industry have not been created, the equipment are outdated; editorial, publishing and printing equipment of domestic manufacture are nonavailable; introduction of advanced technology are low; purchasing ability of the population is low; the sales network of printed products has been destroyed and so on. The businesses are becoming increasingly uneconomical. We propose some measures to improve this situation, strengthening the role of industry in the national information space. The key to improve the situation may be systematic and persistent efforts of the Ukrainian government to support the industry.The reason is that a comprehensive study requires from the performers not only historical knowledge, but also economic, managerial, psychological, political efforts and so on. The most important thing that the society and the state should need is the component of doctrine of information security in the context of the national security

The necessity of a balanced and consistent approach to create conditions for the use of digital technologies in practical activities and determining the con- sequences not only in enterprises and organizations, but also in the conscious behavior and social realities of all workers, without exception, is substantiated. The main directions of the development of digital technologies are determined, involving the wide participation of workers in their use in enterprises and organizations.

The article discusses the features of the functioning of national payment systems of the countries of the Shanghai Cooperation Organization (SCO). The specifics of the payment systems of the SCO countries are revealed, the emphasis is placed on their regional features. The role of central banks in ensuring the stable and safe functioning of national payment systems is highlighted. The importance of the supervisory function of central banks in order to control the payment system operators of the SCO countries is emphasized. Forecasts of the development of remote and digital technologies in the payment sector are given taking into account the influence of a new external factor (pandemic).

The article presents the scientific and methodological issues of formation of digital twins collections based on the use of the multi-aspect recursive decomposition algorithm of the subject area. The general approaches to the solution of topical issues of the modern stage of artificial intelligence are considered. The terminology is concretized in the interrelated areas of knowledge – information – data and its relation with the term of «digital twins» as information containers of knowledge is discussed. The structure, power estimation and metrizability of the information space presented as a recursively defined ordered set of elements – a collection of digital twins (DT-collections) are considered. It is shown that the practical implementation of this approach and its application as part of automated control systems involves maintaining the life cycle of the creation and operation of digital twins in the Integrated information storage, implementing a two-circuit scheme (model) of management. A new cognitive approach to assess the completeness of the knowledge measure in the information space is proposed. The model of the integrated information storage realizing accumulation of knowledge in data banks of primary and secondary information is considered. As an example, a recursive decomposition of a subset of engineering systems of an educational institution is performed.
