Conceptual Principles of Management of Industrial Enterprise Intellectual Potential Using

The article deepens the methodological and applied principles, develops recommendations for managing the use of industrial enterprises intellectual potential in the knowledge-based economy conditions. It is substantiated that the effective use of intellectual potential of a modern industrial enterprise is the basis for forming a culture of knowledge that can meet the needs of individuals, create conditions for harmonious development, resolves social contradictions through managing a variety of intellectual potential and the most effective use of this resource in management decisions. Emphasis is placed on the key importance of staff intellectualization as a basis for its intensive (qualitative) development. The concept of managing the use of industrial enterprises intellectual potential is proposed, which reveals the specifics of the content of management, the values of which are determined by interrelated components that form the intellectual potential, and the focus is on solving production problems of the enterprise in innovation sphere. The formulated concept is distinguished by the infrastructural approach to management of the industrial enterprises intellectual potential use based on a joint of scientific directions (approaches to management of the personnel and intellectual capital), synthesis of which corresponds to modern tendencies of integration in the theory of innovations theory elements intellectual potential management, innovative enterprises. A matrix of managerial influence upon the components-factors of intellectual potential qualitative level according to the reproductive stages of innovative industrial enterprises staff intellectualization is constructed. A number of basic measures of organizational and economic nature have been identified, which provide positive dynamics of intellectual potential development of staff in the process of innovations introduction at the enterprise. The theoretical significance of the concept lies in the intellectual capital management theory development in the segment of management using the industrial enterprises intellectual potential. The practical significance of the proposed concept is due to the possibility of expanding the management worldview in the modern industrial environment on this basis and integrating its ideas, formalized in the form of goal, tasks, object, subject, principles, functions, management tools in the organization of intellectual potential management. The implementation of the formulated concept should become a priority of the general idea of innovative industrial enterprises strategic orientation.

Іndustrial enterprises intellectual resources management in а knowledge-based economy The article substantiates the theoretical provisions, scientific and practical recommendations for the industrial enterprises management in the formation of knowledge-based economy intellectual resources have been developed. The content and the main elements of the infrastructure-reproductive approach to the management of industrial enterprises intellectual resources are revealed. The classification of industrial enterprises intellectual resources management organizational levels is offered. The types of personnel policy that correspond to a certain level of the enterprise intellectual resources management organization are identified. The results of the study can be used to develop tools, methods, systems and mechanisms for managing the intellectual resources of industrial enterprises, aimed at maximizing the innovation effect, needed to ensure sustainable innovation at the current level. The article is devoted to the issue of activating the intellectual potential of the enterprise and intensification of intellectual property processes in a knowledge-based economy. Foreign experience in the field of scaling the intellectual property market was studied, the state and tendencies of its development were covered. Challenges for Ukraine in the context of commercialization of intellectual property rights are substantiated. The sphere of intellectual property as the main tool of scientific-technological important transformation directions and creative development in general are singled out. The institutional regulation of intellectual potential and commercialization of the intellectual activity in a knowledge-based economy results processes effective use is highlighted. Based on the study of legal, financial and organizational institutions that stimulate the development of intellectual and innovative technologies, the knowledge-based economy key trends are summarized in the context of intellectual property based on institutional approach capitalization paradigm: accelerating the intellectual resources transformation into intellectual capital; correspondence of the remuneration received by the specialist to payment of knowledge; merging intellectual capital with financial. It is proved that the influence of institutions in the Ukrainian economy leads to a disproportion between the intellectual resources formation spheres and intellectual capital; the intellectual capital use by institutional conditions processes slowing down. The main directions of intellectual property sphere development in connection with the process of knowledge-based economy innovative development are offered. A set of measures has been developed for further development of intellectual potential and intellectual property market scaling in Ukraine, which will provide comparable in quality or superior to world best practices conditions for intellectual creativity.

Theoretical and methodological principles are substantiated and practical recommendations for managing the transformation of organizational knowledge as a tool for effective use of industrial enterprises intellectual potential in order to increase its competitive advantages are developed in this paaper. Theoretical generalization of industrial enterprises organizational knowledge concept is carried out. It is proved that the hidden staff knowledge acquires special value for the enterprise. The own vision of the term «organizational knowledge» is proposed. The author's classification of organizational knowledge by the degree of their manifestation and formalization is developed. The scientific value of the proposed classification is that it more deeply and accurately considers the consistent transformation of some types of knowledge into others, reflecting the dynamics of knowledge transformation process, determining the need for constant updating, and, consequently – creating new knowledge and its immediate implementation. Knowledge types matrix is constructed. The structure of organizational knowledge reflecting not their plane, but their spatial nature is determiined. According to the types and structure of organizational knowledge, the forms of their manifestation are defined. The transformation of knowledge not only by types, but also by the transition of knowledge from the individual level to the group and organizational levels is substantiated. At the same time the process of knowledge synergy is clearly represented. Recommendations for improving the processes of knowledge transformation in industrial enterprises are developed, as well as mechanisms for their practical implementation are proposed. The main conclusions and recommendations can serve as theoretical, methodological and methodical basis for further research in closely related areas of enterprise personnel management and innovation management. Obtained results form the principles of the organizational and economic mechanism for ensuring the effective use of intellectual potential of industrial enterprises in the implementation of European vector of national economy development.

Introduction. Consider the system of organization and implementation of risk management in the building enterprise. The introduction and management of risks in an industrial enterprise is an actual problem due to the occurrence of the following list of factors: incomplete information, elements of randomness, unpredictability of actions of a partner or competitor, among others. Risk management is a process that must begin at the development stage of a industrial company’s strategy, and necessarily with the participation of its owners, since it is the owners who, when developing a strategy, should determine the maximum level of total risk that the industry company will be ready to accept in the course of its activities. Risk management in industrial enterprises should be implemented within the framework of the system and process approaches, taking into account the specifics of the industry using modern effective management methods and production organizations, as well as using risk management tools. Materials and methods. The methodology of the continuous risk management process was used to study the industry organization and implementation of risk management, and systems analysis, modeling and synthesis methods were used. Results. It was determined that the creation of a risk management department is appropriate for effective risk management at the industry enterprise. The main responsibilities of this unit, including for staff and other users (including employees, consultants and contractors), in order to successfully implement the management strategy, require unconditional implementation to minimize risks and eliminate costs in implementing risk management. It was revealed that as a result of introducing risk management in industry enterprises of various industries, a set of measures should be developed to evaluate the operational risks of an enterprise, integral risk, quantitative assessment of which is based on a comprehensive analysis of financial and accounting reports, and conducting an integrated risk assessment based on all levels of responsibility within the industrial enterprise. Conclusions. Risk management at industrial enterprises should be carried out within the framework of the system and process approaches, taking into account the specifics of the industry using modern effective management methods and production industrial organizations, as well as using risk management tools.

The dependence of competitiveness of Ukraine and its economic system on the formation and effective use of the intellectual potential of economic entities at the stage of information and digital society has been considered. The process of the formation, use and management of intellectual potential has been presented, in which the evaluation of the intellectual potential of enterprises is considered as an important factor of increasing the efficiency of the intellectual potential of the national economy. The special role and significance of the intellectual potential for the development of modern enterprises in the period of crisis for the national economy during the COVID-19 pandemic have been determined. Theoretical and methodological aspects of its evaluation have been studied and the methodological principles of assessing the value of intellectual property as the most important structural component of the IP have been considered. The theoretical and methodological task of revealing the essence of intellectual capital as an economic category, features of its structural components, as elements of a comprehensive assessment of intellectual potential as well as their relationship with intellectual capital and intellectual resources have been considered. Particular emphasis has been placed on the most important structural component of intellectual capital and intellectual potential of economic entities – objects of intellectual property rights and peculiarities of their evaluation principles of the intellectual potential of enterprises. In order to solve these important tasks, the system approach and such methods of analysis as generalization and analogy have been used. It has been proved that in order to create sustainable competitive advantages that depend primarily on the effectiveness of intellectual potential of economic entities, an important component of development strategy should be the implementation of mechanisms for evaluating intellectual potential, which will have a significant impact on the national economy at the current stage of the development of society.

Proved that to achieve socio-economic development of state it is necessary to ensure not only invarionmental security of state, but also of enterprise. There are a sufficiently large number of methods to evaluate the economic and ecological security of enterprise and, at the same time, there aren’t any practical methods to evaluate its environmental security. This confirms the necessity to analyse this issue in a more detailed way. The aim of the article is to analyse and identify the drawbacks of existing methods to evaluate the environmental security of enterprise and develop a system of indicators for environmental security of industrial enterprises. The following research methods were used in the article: method of analysis and synthesis to determine the drawbacks of existing methods to establish the level of environmental security, the graph analytic method to build a scheme of the process to develop the system of indicators for environmental security of industrial enterprise. It is determined that the process to develop the system of indicators for environmental security of industrial enterprise is a process of successive stages of determining the purpose and tasks to diagnose the state of environmental security of industrial enterprise, to select and process the necessary information and, directly, to develop a system of indicators of environmental security of industrial enterprise. The practical significance of this study is to determine the level of environmental security of industrial enterprise as an integral indicator. Its core is a set of social and economic, technical and technological, scientific and innovative, managerial and organizational indicators which have to account the criteria related to the external and internal environment of the enterprise activity. The proposed process to develop the system of indicators for environmental security of industrial enterprise allows determining the level of environmental security.

Studying the problems associated with dynamism and the volatility of the economic environment require the constant development of the enterprise is a complex and multifaceted phenomenon, marked by many unresolved problems. The choice of other business processes for outsourcing is an important problem, from the decision of which depends the efficiency of the development of industrial enterprises. They require constant development and improvement of the organization of the enterprise, development of new, progressive forms and management methods that can minimize and neutralize the impact of negative factors on the indicators of their development. Especially it concerns the industrial enterprises. The problems of low competitiveness of industrial enterprises, the limited resources necessary for their effective functioning, and the low level of human resources require changes in economic activity through effective management methods, high efficiency of business processes and increase the competitiveness of business entities, which should become the basis for the formation of a new model of economic activity of industrial enterprises on the basis of the constructed model for choosing the optimal outsourcing, providing to increase the efficiency of the industrial process of an industrial enterprise. The development of modern economy is based on the effectiveness of business processes, therefore research of business processes of industrial enterprises, are based on it, deserves special attention. Accelerating the pace of modernization, the speed of creating new knowledge and competition need not just the use of more advanced technical and technological solutions, but the introduction of management methods based on the model of choice of optimal outsourcing. Therefore, business processes in industrial enterprises are closely related to the introduction of new methods, technologies and management tools aimed at adapting business entities to the changing conditions of the external environment and the full realization of their production and potentials, and those that allow an industrial enterprise to obtain other competitive advantages.


The article is devoted to dynamic capabilities manifestation issues as a mechanism for implementing the potential of an industrial enterprise. In this context, a methodical approach to managing the industrial enterprises potential is formed, the basis of which are dynamic capabilities indicators. The emphasis on the human factor is made as a basis for the development of dynamic capabilities. The issue of "weak signals" comprehension and detection in the role of organizational changes markers is investigated. Different models of change markers work and study, their role in mutual understanding of people and enterprises are considered. The active and accurate detection of these markers changes allows us to interfere into the processes course, adjusting them with the smallest consumption of forces, material, mental and spiritual resources. The algorithm for an industrial enterprise potential managing is constructed according to the criterion of dynamic capabilities, taking into account markers of organizational changes. The method of an industrial enterprise dynamic capabilities quantitative assessment is developed on the interaction of the dynamic capabilities level and their co-care with weak signals degree. Unlike existing ones, based solely on expert estimates, the proposed method uses statistical data, which allows you to get more objective result. The external weak signals environment changes predicting method using nonlinear dynamics tools, which allows you to identify the most significant organizational markers, to predict changes in the environment and take into account these changes in the process of strategic decisions acceptance. Methodological approach implementation allows an industrial enterprise to take preventive decisions that allow you to store and increase competitive advantages. The obtained research results practical significance is the possibility of using the developed methods in the context of making a strategy for managing the industrial enterprise potential in response to rapid environment changes. Obtained results build the principles of the organizational and economic mechanism for ensuring the effective use of the potential of industrial enterprises in the implementation of domestic economy development European vector.

The article examines the factors that determine the strategic efficiency of industrial enterprises, the criteria and ways of investment support for their sustainable development. The purpose of the study is to analyze the factors of sustainable development of an industrial enterprise based on increasing its innovative potential in Uzbekistan. The study used the methodology of logical, historical, statistical and comparative analysis, methods of expert assessments, economic modeling, a method for assessing the reliability of qualitative and quantitative statistical indicators. The main hypothesis of the study was the assumption that with the intensive transformation of innovation into a determining factor of sustainable development, an effective means of increasing the competitiveness of an industrial enterprise is the use of innovative potential. Presentation of the main material. The sustainable development of the enterprise is ensured by the possibilities of accumulating resources in the innovation sphere, their rational use within the framework of the selected priorities, that is, by increasing the innovative potential. The practical significance of the work lies in the application by the executive authorities of the research results when drawing up medium-term and long-term programs for the socio-economic development of regions. Conclusions and prospects for further research. The modern model of sustainable development of enterprises presupposes the systemic integration of the scientific and technical sphere into the processes of economic and social development. Proposals for ensuring sustainable development based on increasing the innovative potential in practice will make it possible to reasonably revise the strategic guidelines of an industrial enterprise and increase its sustainability, expressed in a change in the level of innovative potential.
