Abstrak: Setiap teknologi dibangun atas dasar suatu teori tertentu. Demikian pula teknologi pembelajaran, dibangun atas dasar prinsip-prinsip yang ditarik dari teori dan teknologi informasi. Teknologi informasi adalah sarana dan prasarana (hardware, software, useware) sistem dan metode untuk memperoleh, mengirimkan, mengolah, menafsirkan, menyimpan, mengorganisasikan dan menggunakan data secara bermakna. Teknologi Informasi yang dimaksudkan di sini adalah segala bentuk pemanfaatan komputer dan internet untuk pembelajaran. Model pembelajaran berbasis teknologi informasi yang bersifat off line (multimedia) dan yang bersifat on line (internet) misalnya e-learning. Penggunaan teknologi informasi dalam pembelajaran ini diawali oleh B.F Skinner (1958) yang membuat sebuah mesin pembelajaran (teaching machine) dengan konsep pembelajaran terprogram yang dikembangkan berdasarkan teori belajar behaviorisme. Kontribusi atau dukungan teknologi informasi dalam teknologi pembelajaran untuk dapat menjangkau peserta didik di manapun mereka berada. Selain itu untuk melayani sejumlah besar dari peserta didik yang belum memperoleh kesempatan untuk belajar, memenuhi kebutuhan belajar untuk dapat mengikuti perkembangan zaman, dan meningkatkan efektifitas dan efisiensi dalam belajar.Kata kunci: Teknologi informasi, teknologi pembelajaran, multimedia interaktif, internet.Abstract: Each technology is developed on the basis of a certain theory. It also happens to instructional technology. It is developed on the basis of principles drawn from theory and information technology. Information technology is a facilitation and infrastructure, system and method for attaining, sending, processing, interpreting, organizing, and utilizing data in a significant way. Information technology meant here is any form of utilizing computer and internet for learning. E-learning si an example of off-line and online instructional model. The use of information technology in learning initiated by B. F. Skinner (1958) by developing a teaching machine applying programmed instructional concept based on the behaviorism learning theory. The contribution or support of information technology in instructional technology enables a wider coverage of learners wherever they are. Morever, information technology can serve a great number of learners to get opportunity to access to learning, to fulfill learning needs in order to adapt with the changing times and to improve the effectiveness and efficiency in learning. This session will discuss issues raised during author’s involvement in building Croatian e-learning community. Proposed chapter will focus on how online tutor must act to make good collaboration with its students. What kind of barriers are going to be on the way, what is the connection between motivation and learning in e-learning. Conversation in which people do not see each other is rarely long-lasting conversation. Usually they loose interest to subject very quickly. The same principle is applied to on-line course. The teacher (tutor in e-learning) needs to take all the responsibility and all the time should try to motivate the students. The experience gave us the result. It is collective education.

Information Technology have to be an enabler of every activity. With the information technology, the effectiveness and efficiency of work shoultd be increase. The obstacles faced, with the existence of information technology, can be an alternative solution. SDN Hurip Jaya 03 Babelan is a school located on the north coast of Bekasi Regency. This school has a challenge where cable internet access from Provider has not yet entered so that educators and education staff, students use independent resources for internet access. Administrative and learning activities already use computers but have not utilized cloud applications such as google forms, google classroom, and shorter url applications for learning e-learning. The educators and education staff are also still working with computers in typing so that their work is less effective. The solution we provide is to share knowledge, knowledge, experience and resources in providing solutions to existing problems. The activities that have been carried out are providing wifi modem and usb wifi resources for internet access, training in fast typing the 10 finger method, using google forms and google classroom for administration and learning, as well as the bit.ly application for naming links to make reading easier. We hope that if the material presented can be trained and applied seriously, it will certainly be useful in supporting administrative and learning activities.

In literature, e-learning plays an important part in improving the needs of learners and educators, as well as other stakeholders and institutions. However, this research indicates that e-learning is often used as a repository for uploading academic materials, without taking into consideration characteristics of the learner. This investigation examines a variety of techniques adopted from e-learning, adaptive learning and User Modelling to suggest improvements within industry. Throughout the paper, there will be a strong influence on how future PLEs should be designed and tailored to challenge the end users' perception of on-line education to meet the future needs of the learner, the educator and the institution. Focusing on future trends would allow developers to encapsulate learners motivational and learning needs. These aspects would enable designers to improve usability, functionality and reliability. PLEs are not just a collection of applications tailored towards personalisation, they are significantly more important than that. These systems are designed to be a functioned application/platform/management-system that promotes and encourages Personalised Learning. The research found within the case studies have shown that concepts of PLEs have contributed towards the learners' experience.

Berhubung zaman sekarang ini penggunaan internet bukan lagi barang baru maka peningkatan kualitas pembelajaran juga dapat dilakukan dengan memanfaatkan internet sehingga proses pembelajaran disebut juga dengan pembelajaran berbasis e-learning. Merupakan sebuah terobosan baru dibidang pengajaran dan pembelajaran, karena mampu meminimalkan perbedaan cara mengajar dan materi, sehingga memberikan standar kulitas pembelajaran yang lebih konsisten. Sistem e-Learning adalah mutlak diperlukan untuk mengantisipasi perkembangan jaman dengan dukungan teknologi informasi dimana semua menuju ke era digital, baik mekanisme maupun konten. The development of information technology in recent years has developed at a very high rate, giving a significant impact on the field of education, thus sparking the birth of the idea of e-learning. To be able to obtain maximum results it is necessary to design an e-learning learning process. The purpose of this writing is the use of the e-learning model in improving the learning process so that it can improve adult learning outcomes. The research method used in the discussion of this paper is the literature study method. The learning model with e-learning is a new breakthrough in the field of teaching and learning, because it is able to minimize differences in teaching methods and materials, thus providing a more consistent quality standard of learning. The e-Learning system is absolutely necessary to anticipate the changing times with the support of information technology where everything is leading to the digital era, both mechanism and content. To be able to produce e-learning that is attractive and desirable in improving the quality of learning, there are three conditions that must be fulfilled in designing e-learning, namely: Simple, simple systems that will make it easier for students to take advantage of existing technology and menus. Personally, teachers can interact well with students, such as communicating in front of the class. Fast, fast, fast response services to the complaints and needs of students, so that learning improvements can be carried out as quickly as possible by the teacher or manager.

The advancement of Information Technology alters various aspects of human life, including learning. In the present era, on-line learning facilities are provided by institutions, ranging from formal higher education to open course-ware providers. On-line learning or e-learning is mostly achieved through stored media that widely available. These media take forms in various formats such as text and images, slide that equipped with narration from the lecturer, or a video where the lecturer appears inside the frames. We conducted a research about how students would response to the available learning media. The research was conducted with repetitive measures. Each measurement was a module that divided into three parts, where each part was presented to the student as one out of three media listed above. Hence we had three media types for each module. Each module took one week, and at the next week we gather their responses through evaluation forms. All modules were completed in six consecutive weeks. After all modules were completed, we analyze their responses and found that our samples responded best to the video with the appearance of the instructor/lecturer, then the slide with audio, and finally text and images.

El propósito de este artículo es fortalecer la colaboración entre dos instituciones que buscan integrar e-learning en sus prácticas más cotidianas y en contextos donde antes no habían tenido experiencia previa. El objetivo principal es acercar a los estudiantes universitarios, en este caso a los usuarios del Banco del Tiempo (BdT) del Ayuntamiento de Terrassa, Barcelona, a las prácticas reales para que obtengan un aprendizaje más significativo,. La experiencia relata el proceso de coordinación, diseño, gestión y valoración desde el punto de vista del aprendizaje en la formación inicial de los estudiantes de grado.

The development of information technology has spawned the innovation of learning technology, one of which is the application of E-learning that develops along the paradigm of learning changes. Implementation of E-learning in addition to providing benefits are also still faced with various problems that become challenges in the application of E-learning resulting in a variety of perceptions that develop in society. This article aims to describe the opportunities, challenges, and implementation of E-learning in Indonesia. This paper is a literature review by using relevant sources related to theoretical and empirical reviews of E-learning challenges, opportunities, and implementation. Sources of theoretical reviews use books, other documents on E-learning, while for empirical reviews using research results published in scientific journals.
