The goal of this study is to explore security threats and challenges of digitisation. Digitisation as one of the key technological factors has a significant impact on the development of today’s modern world. Beyond general security circumstances, this impact touches upon economic, financial, social, technological, medical, educational, defence and military issues, as well all over the world.The argument of this study is that the modernisation of defence systems is an essential key to successfully responding to new security challenges in our digital explosion era. Therefore, it is a must that government organisations, including defence and military systems fundamentally upgrade their own technical, structural and operational capabilities and accept digitisation as the driving factor of future defence and military development.In light of the above, the study first examines digitisation as a global security challenge and then presents a comparative analysis of the relationship between hybrid warfare and cybersecurity. Finally, before drawing conclusions, it takes stock of the military policy relevance of the cybersecurity challenges relevant to Hungary.Overall, it can be stated that digitisation and digital transformation are present all over the world as a result of globalisation. Developed nations, including Hungary must be connected to digitisation and by digitisation to each other’s various systems and technologies. This system has to be integrated, but independent at the same time, as well as connected but separable in order to be able to be involved in the whole cyberspace and get the benefits of it or get separated from it to defend threats or direct attacks coming from the outside. The Hungarian Defence Forces has a key role in this very important process.

Security is one of the most common terms in the modern world. This statement is supported by the fact that the term security is used in a wide range of areas. The subject of this paper is national security and the challenges, risks and threats to that security in contemporary international relations. The purpose of the work is twofold. First, to show the diversity of theoretical understanding of the term challenge, risk and threat by various authors. On the other hand, the overriding goal is to analyze the relationship to the challenges, risks and threats in different countries. When it comes to national security, challenges, risks and threats, most often, are identified in a document called the national security strategy. This document, as one of the highest in the hierarchy of political acts of every state, when it comes to security, is passed by almost all modern states of the world. The analysis of numerous national security strategies has revealed that it is possible to identify: 1) the challenges, risks and threats that appear in all strategies, 2) the challenges, risks and threats of security that appear in most strategies, and 3) the challenges, risks and threats of security which are country specific.

Clausewitz’s writings stand in two traditions. On the one hand, with his own very narrow definition of strategy, “Strategy is the use of the [military] engagement for the purpose of the war,” he continued a tradition that goes back to Paul-Gédéon Joly de Maizeroy and beyond him to Byzantine Emperor Leo VI. It is not least because of Clausewitz’s espousal of this tradition that this narrow definition still dominated Soviet thinking. On the other hand, Clausewitz stood in a new tradition reflecting on the relationship between a political purpose of the war itself. This goes back to Guibert, Kant, Rühle von Lilienstern but also a long-forgotten anonymous work probably written by Zanthier. This dwelt on the bureaucratic process of strategy-making in the interface between (politically dominated) foreign policy and (hardware- and means-dominated) military policy. It is ultimately to the latter tradition that we owe his reflections on the domination of political considerations captured in his famous line about war being the continuation of politics by other means. This in turn is the foundation on which most other reflections on grand strategy have been built.

Bangladesh has engaged both India and China as they fulfill its aspirations for development without raising the apprehensions of either. High-level visits between Bangladesh and India and the resolution of some of the long pending issues have removed some earlier distrust, greatly institutionalizing the relationship between the two. India opposes the Belt and Road Initiative (BRI), while Bangladesh is a participant. China shares a robust relationship with the military of Bangladesh, while security cooperation between India and Bangladesh is nascent, involving capacity building and cooperation to meet non-traditional security challenges. Bangladesh has kept the sensitivities of the two countries in mind as it engages with both. Therefore, it has built its energy and infrastructure with the largest credit line ever offered by India while also engaging with China to invest massively in infrastructure projects. Bangladesh is the only country in South Asia to have profited from relations with both India and China in such a way. In this study, four sectors have been selected in which Bangladesh has engaged both countries and benefitted immeasurably.

Questions arose about what it meant to support a country whose political future the author has no say in as a Diaspora Jew. The questions became all the more pronounced the more I learned about Israel’s history. Many Jews feel the same way, and often are uncomfortable with what such an obligation can mean, in no small part because of concerns over being identified with Israel because of one’s Jewish heritage or because of the overwhelming significance that Israel has come to have for Jewish identity. Israel’s significance is matched by how much is published about Israel. Increasingly, this literature is not only about trying to explain Israel’s wars, the military occupation or other parts of its history, but about the relationship between Diaspora1 Jewry and Israel.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

In modern times, it is believed that by reducing the risk of military intervention, military security has lost its relevance, and economic security has become a priority of national interests. The principle of economic security is as follows: national interests are supported through an economic system that supports free exchange and ensures the upward mobility of the nation. The analysis of economic security is based on the concept of national interests. It is well known that the problem of national security and its components cannot be considered only from the standpoint of current interests; it is closely related to the possibilities of their implementation over a significant, long-term period. Each stage of realization of national interests of the country is characterized by its assessment of its geopolitical, geostrategic and geoeconomic conditions, security threats and the main carriers of these threats, the mechanism of realization of national interests (each of the stages has its own assessment of the main definitions and categories of security, the main vectors of geoeconomic policy). Economic security is the foundation and material basis of national security. A state is in a state of security if it protects its own national interests and is able to defend them through political, economic, socio-psychological, military and other actions. There is a close connection between economic security and the system of national and state interests, and it is through this category that the problems of economic potential and economic power of the state, geopolitical and geoeconomic positions of the country in the modern world are intertwined. At a time when regional forces are trying to expand markets, provide access to finance and the latest technology, economic security has become a necessary component of the ability of regional forces to expand their influence. The article is devoted to the study of economic security of Ukraine and its components using the model of quantitative assessment of economic security of Ukraine. Using the Fishburne method, a model is built that allows to obtain an integrated assessment of the level of economic security based on the synthesis of nine partial indicators.

The qualitative and clear definition of the legal regime of the capital of Ukraine, the hero city of Kyiv, is influenced by its legislative enshrinement, however, it should be noted that discussions are ongoing and one of the reasons for the unclear legal status of the capital is the ambiguity of current legislation in this area. Separation of the functions of the city of Kyiv, which are carried out to ensure the rights of citizens of Ukraine and the functions that guarantee the rights of the territorial community of the city of Kyiv. In the modern world, in legal doctrine and practice, the capital is understood as the capital of the country, which at the legislative level received this status and, accordingly, is the administrative and political center of the state, which houses the main state bodies and diplomatic missions of other states. It is the identification of the boundaries of the relationship between the competencies of state administrations and local self-government, in practice, often raises questions about their delimitation and ways of regulatory solution. Peculiarities of local self-government in Kyiv city districts are defined in the provisions of the Law on the Capital, which reveal the norms of the Constitution in these legal relations, according to which the issue of organizing district management in cities belongs to city councils. Likewise, it is unregulated by law to lose the particularity of the legal status of the territory of the city. It should be emphasized that the subject of administrative-legal relations is not a certain administrative-territorial entity, but the social group is designated - the territorial community of the city of Kiev, kiyani. Thus, the provisions on the city of Kyiv partially ignore the potential of the territorial community.

Management and Command253 are two different words and terms, but military structures use them as synonyms. Military commanders’ authorities are almost equal in meaning to civilian managers’ privileges and power. Comparison between military command and the civilian management system structure, organization, and way of work shows almost full identity and overlapping. The highest in scale and size military systems are national ministries of defense and multinational military alliances and coalitions. Military systems at this level combine military command structures with civilian political leadership and support elements. Therefore, they incorporate both military command and civilian management organizations without any complications, because their nature originated from same source and have similar framework and content. Management of organizations requires communication in order to plan, coordinate, lead, control, and conduct all routine or extraordinary activities. Immediate long-distance communications originated from telegraphy, which was firstly applied in 19th century. Later, long-distance communications included telephony, aerial transmitting, satellite, and last but not least internet data exchange. They allowed immediate exchange of letters, voice and images, bringing to new capabilities of the managers. Their sophisticated technical base brought to new area of the military command and civilian management structures. These area covered technical and operational parts of communications, and created engineer sub-field of science, that has become one of the most popular educations, worldwide. Communications were excluded from the military command and moved to separate field, named Computers and Communications. A historic overview and analysis of the command and management structures and requirements shows their relationships, common origin, and mission. They have significant differences: management and control are based on humanities, natural and social sciences, while communications are mainly based on engineering and technology. These differences do not create enough conditions for defragmentation of communications from the management structures. They exist together in symbiosis and management structures need communications in order to exist and multiply their effectiveness and efficiency. Future defragmentation between military command and communications will bring risks of worse coordination, need for more human resources, and worse end states. These risks are extremely negative for nations and should be avoided by wide appliance of the education and science among nowadays and future leaders, managers, and commanders.
