Absolute domination of the state in a national economy defines radical difference of Russia and China from the majority of other countries. Here the similarity of the two countries as a matter of fact comes to an end. China has created the economy focused on export by means of unprecedented investments into fixed capital. In the country for a long time the interests of domestic market and basic requirements of the population have been ignored. Russia grounds its export economy on the development of raw materials and power generation sectors with limited creation of new branches. In contrast to China in Russia the purpose of development has not been formulated, there is no idea uniting the people. In the end of 2009 a basic change in the Russian-Chinese cooperation took place. China persistently tries to transform Russia into a raw appendage of its economy.

The article defines the features of the process of forming the research tradition of studying the institute of parliamentarism as a mechanism for the formation of democracy. It is established that parliamentarism acts as one of the varieties of the regime of functioning of the state, to which the independence of the representative body from the people is inherent, its actual primacy in the state mechanism, the division of functions between the legislative and executive branches of government, the responsibility and accountability of the government to the parliament. It is justified that, in addition to the regime that fully meets the stated requirements of classical parliamentarism, there are regimes that can be characterized as limited parliamentary regimes. The conclusions point out that parliamentarism does not necessarily lead to a democracy regime. At the first stage of development of statehood, it functions for a long time in the absence of many attributes of democracy, but at the present stage, without parliamentarism, democracy will be substantially limited. Modern researchers of parliamentarism recognize that this institution is undergoing changes with the development of the processes of democracy and democratization. This is what produces different approaches to its definition. However, most scientists under classical parliamentarianism understand such a system, which is based on the balance of power. A comparative analysis of the prices of raw materials, fuel, electricity in Russia and Western countries, the dynamics of their growth and impact on the national economy. It is shown that in the interests of the country's economic development and improving the welfare of the population, it is necessary to use its natural resources more effectively, to pursue a more stringent and at the same time balanced policy to curb the growth of prices, taking into account the interests of the state and business.

The main condition for ensuring the economic efficiency of agricultural livestock rearing is the maintenance of wellbeing of farm animals, which is characterized by high productive qualities and the necessary reproductive capacity. At the same time, outbreaks of diseases of various etiologies, including parasitic, are often the cause of reduced productivity of animals. Pest insects control is important in the conditions of intensive animal husbandry, when at big farms and complexes animals are concentrated in large numbers. This increases the risk of reproduction and rapid spread of many insects that parasitize farm animals and are carriers of infectious and invasive diseases and cause economic damage due to reduced animal productivity and quality of raw materials. Protection of animals from ecto- and endoparasites requires the development and creation of highly effective antiparasitic drugs, because providing the necessary range of means to combat diseases of animals, inexpensive in price, in user-friendly forms is a way to further development of animal husbandry. Recent years mark a development of the domestic market of medicines for veterinary use, an increase in the number of registered drugs, the development of enterprises producing medicines, an increase in the number of companies engaged in pharmaceutical activities in both wholesale and retail. All this speaks of the prospects of the market of medicines for veterinary use. Specialists working in the field of production and sale of medicines need immediate, objective and reliable information on the state of the pharmaceutical market. This information has a significant volume and dynamism. Identifying the peculiarities of the formation of the market of veterinary goods at the state level should contribute to the improvement of management methods in this sphere, and the development of veterinary entrepreneurship. Therefore, the reorientation of domestic pharmaceutical companies to the principles of marketing will ensure the search, development and production of effective and competitive drugs, which will meet the pressing needs of customers. The aim of the work was to study the structure of the domestic pharmaceutical market, namely veterinary insectoacaricides. Our research focused on such tasks as studying the nomenclature of veterinary insectoacaricides of foreign and domestic manufacturers by the following indicators: manufacturers, species, forms of release and means of administration. The study of imported products also focused on the country of manufacture according to the State Register of Medicines. The study uses the methods of survey, analysis, comparison, generalization to get the required information. Statistical method was used to process the obtained data. Insectoacaricides are a significant share of the domestic pharmaceutical market. The study group is represented by 186 drugs of domestic and foreign manufacture, which is about 3% of the total number of all registered drugs. Of the 186 registered drugs, 35.5% (66) are imported and 64.5% (120) are domestic. Among insectoacaricides of foreign manufacture, the largest market share is occupied by Merial and KRKA, d.d., Novo mesto – 10.6% each (7 drugs each), KVP Pharma and Veterinar-Product GmbH – 9.1% (6 drugs), and among domestic companies the products of TOV “UKRBIONIT”; VK “KRUG”; TOV “NOVA PLUS” comprises 14.2% (17 drugs), TOV “Vetsintez” and TOV “NOVA PLUS” - 10.8% (13 drugs each), TOV “MEDIPROMTEK”, TOV company “Product”, TOV “NVP “SUZIRIA” – 8.3% (10 drugs each). The implementation of marketing activities which includes the research of the pharmaceutical market, allows companies to better adapt to market economy conditions, determine tactics of competitive behavior, adapt to change, improve strategy, change the production process according to consumer requirements and needs.

Предложены шаги, способные повысить эффективность государственной поддержки импортозамещения в сельхозмашиностроении Российской Феде-рации. Effective development of domestic agricultural engineering ensures the achievement of high production volumes of agri-food products. To improve the national production of agricultural machinery, the leading countries of the world provide state support to their pro-ducers. At the same time, these countries stimulate the development of the industry in order to dominate their producers in the domestic market, and to expand into the markets of foreign countries. For a long time, Russia has been the object of widespread expansion by foreign manufacturers of agricultural equipment. At the same time, under the conditions of economic sanctions, dependence on im-ported agricultural equipment limits the development of the domes-tic agro-industrial complex. Significantly reduce dependence on foreign supplies of agricultural equipment and ensure the competi-tiveness of domes- tic products should be implemented in the indus-try's current policy of import substitution. The purpose of the article is to analyze the implementation of the policy of import substitution in domes-tic agricultural machinery and assess its impact on the development of the industry. Government sup-port has a significant impact on the development of the industry, which is confirmed by statistical data and materials of market participants. Analysis of the literature and regulatory acts showed that the state financial support for the industry is carried out in 4 areas: industrial, technological, marketing and personnel. The effectiveness of state support is determined by the state of the industry, the situation on the domestic market of agricultural equipment and the achievement of support goals. To date, govern-ment support measures for import substitution in the industry have not ensured its stable development and increased competitiveness of the products produced. The authors analyzed the implementation of the state policy of import substitution in the domestic agricultural machinery in the framework of the relevant sectoral plan. Based on the analysis, a conclusion was made about the need to improve measures of state support for the industry.

Flax has been of great importance in Latvia for a long time. It is a sources of raw materials of valuable products – fibre and oil for national economy. The total content of oil and fatty acids in the 42 sorts of linseed was determined. The use of pre-seeding biostimulators (microorganism metabolite – Germin, microelements copper, zinc and boron) resulted in positive changes in total contents of an oil and unsaturated fatty acids (linoleic and linolenic) in the linseed of following generation was determined. Under the influence of biostimulators an augmentation of the yield of flax straw for 8–21% in comparison with control was observed. The yield of linseed increased for 6–28%, correspondingly.

The high consumption of processed beef products is a separate business opportunity to be developed. The shifting consumption pattern of the people in consuming processed beef products from fresh meat to processed products ready to encourage some parties to develop technology in terms of processing beef. In making abon now it is still traditional by using hands, knives or forks to cut the meat after the boiling process until cooked to be made abon. By using such manual equipment of course the process of making abon will take a long time, greater energy, and besides also slicing meat by pounding using a fork is considered less safe for workers. The purpose of this research is to get a tool / machine penyya beef is simpler for raw materials to make abon using electric motor 1 hp. Changes in the redesigned construction consist of: cylinder casing design, inlet and outlet ducts, container tubs and placemats. The result of the test has been tested by 1 kg of beef, thus showing the measured fiber texture measurement results consist of: 0.5 mm thickness, 30 mm length; 1 mm thick, 35 mm long and 1.5 mm thick, 35 mm long. Capacity of beef cultivation yields are: 3.3 ounces / minute or 1 kg / 3 minutes. The authors proved that contrary to the global trends of development of science-intensive neo-industrial economy in Ukraine there is deindustrialization of the economy associated with outpacing growth of production and export of raw materials with a low level of technological processing and added value. The article examines the main factors of the deindustrialization of Ukraine’s economy, in particular, a significant degree of depreciation of fixed assets of industrial enterprises and production infrastructure, insufficient volume and unsatisfactory structure of capital investment to restore worn-out fixed capital, negative dynamics of foreign direct investment in the spheres of national economy such as innovations, etc. The authors also highlighted and analyzed the institutional factors influencing the industrial development of Ukraine, namely: the “presence” of the state in the economy, corruption and the shadow economy. The negative impact of the institutional environment on the innovative modernization of the national industrial sector was confirmed with the help of economic and mathematical modelling. The main directions of intensification of the state ‘s activity to overcome the institutional dysfunctions and traps formed during the period of market reform of the national economy are substantiated.

The article substantiates that the scientific research of any phenomenon or process is carried out in a certain sequence using a certain set of methods that depend on the direction and purpose of this study and determine its methodology. Methodology unites the object of research into a single whole with the help of structure, logic, principles, methods, tools and forms of scientific knowledge. The methodological bases of management of sectoral structure of economy are considered and concretized. All components of the methodology of management of the sectoral structure of the economy are grouped into three blocks: conceptual-essential, functional and effective, which are closely interconnected and interdependent. The methodological approach involves the justification of the purpose and priority sectoral objectives at the appropriate stage of economic development, principles and mechanisms. When setting the goal, it is necessary to synchronize the priority sectoral tasks and priorities of economic development with the available resource opportunities of the national economy. To achieve this goal, tasks based on the concepts of structural change, innovation and inclusive growth were formulated. It is proved that the change in the proportions of the sectoral structure of the economy is a consequence of structural changes. Structural changes are a consequence of the emergence of new sources of raw materials, products, production methods, the development of new markets, changes in the market situation in general. The interconnected processes of structural change that follow or are accompanied by economic development are called structural transformation. The main methodological principles of the system approach in the study of the sectoral structure of the economy are highlighted. The subjects of management of the sectoral structure are considered, the mechanisms and tools of influence on the structural processes in the national economy are characterized. It is proved that the management of the sectoral structure of the economy is the content of the state structural policy. Structural policy is a broader concept and includes sectoral, sectoral and industrial policies. The greater the sectoral structure of the economy, the greater the role of the state in managing these processes.

The basic foundation for the government and the people of Indonesia to formulate the politics of law and the policy of land affairs has been contained in the 1945 Constitution of the Republic of Indonesia Article 33 paragraph (3) which "earth, water and natural resources contained therein are controlled by the state and Used for the greatest prosperity of the people ". The problems in this research are: 1) Why is the request of Hak Milik coming from state land need a very long time? 2) What is the procedure or procedure of certifying Land Ownership from the State in Land Office of Semarang City? 3) What are the obstacles that arise in the process of granting Land title certificate that has been given by the state in the Land Office of Semarang City and how is the solution of the barriers?The approach method used in this research is sosiologis juridical approach method using qualitative descriptive data analysis method.The results of the research show as follows: 1) The application of the right to property derived from state land takes a very long time, In the petition contains information about the applicant, the description of his land which includes juridical data and physical data and other information in the form of information about the number of fields, And the status of the land owned by the applicant including the requested plot of land and any other information deemed necessary. 2) Procedures or procedures for granting land title certificate originating from the state in the Land Office of Semarang City, Rights Application, Applicant of land title certificate shall be divided into 4 categories: Right Receiver, Heirs, Land Owners, Owner of Land Rights Certificate Lost or damaged, Measurement and Registration of Rights, After the completion of the application file is filed and submitted to the Land Office, the subsequent process in the land office shall be the measurement, mapping and registration of its right, issuance of the Certificate, that the Land Rights Application is a process, The entry of the petition to the competent authority until the birth of the requested land.  In this article the effectiveness of the judiciary in the period of ancient statehood was analyzed. A study of society's perception of the word «court» in the considered period, taking into account the philologicaland legal approach to the mentioned phenomenon. The possibility and peculiarities of the existence of a court as an out state institution, as well as the peculiarities of such an institution of the state are analyzed. Thus, the article examines the pre-state (community), state and church stages of the formation of the judiciary.In particular, the pre-state stage outlines the features of certain categories of disputes, such as criminal or civil matters. In addition, the requirements for persons who had the right to administer justice in the East Slavic tribes were grouped and the following main features were identified: generic, psychological, unconditional. The dependenceof the judiciary formation on religious and political factors has also been established.At the same time, a characteristic feature of the period is the proximity ofthe judiciary to the people. A special focus in this article was given to the period of the emergence of the state. This stage radically changed the views on the effectiveness of the management method, which also influenced the change of views on the administration of justice.However, this period is characterized by the weakening of the judiciary as an independent branch of government, due to the concentration of managerial powers in the hands of the feudal lord, respectively, there was no clear list of requirements for the position of judge. The period under study is characterized by the following features of the procedure for the formation of the judiciary: the administration of justice wasstrictly dependent on the power that belonged to the prince; judging has become a privilege and sometimes a lucrative business; the formation of the judiciary depended significantly on the level of administration of justice, because the community courts for a long time operated in parallel with the princes.In addition, in this article the period after the baptism of Russia by St. Vladimir in 998 was analyzed and investigated. After this event in the territory of modern Ukraine, along with the princely court, the ecclesiastical court began to act at the same time.
